ROHNERT PARK CITY COUNCIL MINUTES
March 24, 1980
The Council of the City of Rohnert Park met this date in regular
session commencing at 7000 p.m. in the City Offices, 6750
Commerce Boulevard, Rohnert Park, with Mayor Roberts presiding.
The regular session was preceded by an executive session which
commenced at 7:00 p.m. and at which Councilmen Carbone, Hopkins,
and Roberts and City Manager Callinan were present and which
was held to discuss personnel and litigation matters.
Mayor Roberts called the meeting of the regular session to
order at approximately 7023 p.m. and led the pledge of allegiance

Absent:. (1) Councilman Stewart (attending National League
of Cities Conference)
Staff present for all or part of the meeting: City Manager
Callinan and City Attorney Flitner.
'Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, the minutes of March 10,
1980 were approved as submitted.
Approval of Bills Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, the bills presented per the
attached list in the amount of $760.504.09 were approved as
submitted.
Youth Authority's, Mayor Roberts requested the presentation of the State of
Distinguished Service California Department of Youth Authority's Distinguished Service
Award Award be presented at this time so that Mr. Jon D. Arca could
make another engagement.
Mr. Jon D. Arca of the State Youth Authority agency formally
presented a Distinguished Service Award to the City. Public
Safety Director Bob Dennett accepted said award. Director
Dennett, Youth Services Officer Rory Elder, and the entire
Department of Public Safety staff were commended. Mr. Arca
commented on the city's outstanding leadership in developing a
youth services program.
Public Safety Director Bob Dennett introduced Youth Services
Officer Rory Elder and commended him on his fine work with the
youth services program.
Youth Services Officer Rory Elder briefly commented on the youth
services program and introduced Ted Cordua of the Public Safety
Dept., Mr. Hayes Hunter of the local school district and Youth
Services Interns Jim Harte and Chris Mears indicating that withou
these persons help and that of the rest of the department the
program would not be the success that it is.
Mayor Roberts commended the entire Public Safety staff and Youth
Services staff for their outstanding job, and informed that this
was the third award received by the city during the past year
for outstanding accomplishments.

Appearances

Steven Wisbaum, Sonoma State.University student was recognized
and commented on the Sonoma County Board of Supervisors energ
Policy. Mr..Wisbaum suggested that Rohnert Park use the same
plan and made the following recommendations: 1) that the City
Council and the City Manager locate energy forms and their
uses, 2) find out how energy is used within the city and instz
low energy street lights, 3) add additional bike paths, 4)
organize car pools for city employees, and 5) formulate a
committee to study energy in Rohnert Park.
Mayor Roberts informed Mr. Wis%aum that Resolution No. 80 -66
if approved, would express,support for a county --wide citizen
organization concerning energy needs and that Councilman Hopk9
himself and City Manager Callinan along with many others in tr
community'would'be serving on this committee and that the orge
nation was open to all citizens in the community.
C O N S E N T C A L E N D A R
City,Manager Calli:nan'requested that Resolution No. 80 -63 be
removed from the Consent Calendar because he thought that he
would have a copy of the agreement to provide to each Council
member for review but it.is not ready. The Council concurred.
City Manager Callinan referred the Council to his Council
meeting memo dated March 209, 1980 for explanation of all the
matters on the Consent Calendar.

Carbone, and unanimously approved, reading of Resolution No.
80- 62'and Resolutions Nos. 80 -64 through 80 -69 was waived and
said resolutions were adopted.

Ordinance No. 371
AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING THE ROHNERT
PARK MUNICIPAL CODE, TITLE 17 (Zoning Map Change, Assessor's
Parcel Nos. 143 - 350- 15'and 21, Planning File No. 0714)
City Manager Callinan explained the ordinance and requested
Council defer the matter until the next meeting.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously ,approved, Council deferred Ordinance
No. 371 until the next scheduled City Council meeting.
Project No. 1979 -7
City Manager Callinan referred Council to his meeting memo
Industrial Cntr. Way
dated March 20, 1980 concerning the bond sale offer received
on Project No. 1979 -7 not being acceptable to the parties
involved in the assessment district. He indicated that Mike
Rosen has been able to work out a program for the development
of the.subdivision without the use of the assessment district
proceedings. City Manager Callinan informed that the public
hearing should be opened and closed and a resolution to abandon
the improvement project proceedings adopted.
Mayor Roberts opened the public hearing on Project No. 1979 -7,
Industrial Center Way Assessment District.
There being no one desiring to be heard an no written communi-
cations received, Mayor Roberts closed the public hearing on
Project No. 1979 -7, Industrial Center Way Assessment District.
Resolution No. 80 -70
A RESOLUTION DETERMINING TO ABANDON IMPROVEMENT PROJECT
(Industrial Center Way Assessment District, Project No. 1979 -7)
Upon motion of :Councilman Hopkins, seconded by Councilman Carbon(
and approved unanimously, reading of Resolution No. 80 -70 was
waived and said resolution was adopted.
Resolution No.-80-71
RESOLUTION ORDERING CITY MANAGER OF THE CITY OF ROHNERT PARK
TO,ABATE NUISANCES EXISTING WITHIN THE CITY OF ROHNERT PARK
City Manager Callinan explained the resolution and informed of
notices sent to property owners to abate weeds. He indicated
that the scheduled,public hearing had been given notice by
publication of the required legal notices in the local news-
papers and by the,mailings to property owners.
Mayor,Roberts opened the public hearing on weed abatement.
Mr. Salem Hunter, 42 Ann Avenue was recognized and inquired
the policy of using pesticides for killing weeds.

Cultural Arts /Gym City Manager Callinan briefly verbally updated the Council
Facilities on the Cultural Arts /Gym facilities planning. Discussion
followed.
Sunrise Park
H Park /Hahn School
Site
City Manager Callinan referred the Council to his meeting memc
dated March 20, 1980 concerning Sunrise Park, reviewed changes
in the original park plan, referred to latest site plan on
display and explained the difference between it and the previc
site plane He informed that Herr /Smith, Landscape Architects,
are working on the improvement plans for the park so that it
can go to bid within the next couple of months. Mr. Callinan
reported that the city has received a Land and Water Conserva-
tion Fund grant of $152,000 towards the construction cost of
this park site which is located at the northwest corner of
Snyder Lane and Rohnert Park Expressway intersection.
Discussion followed.
City Manager Callinan referred Council to his meeting, memo
dated March 20, _1980,coneerning H;Park /Hahn School site, revie
the project and indicated that Herr /Smith have submitted a
preliminary site plan for the Hahn. School site and adjacent
park site which borders Hudis Street and Golf Course Drive.
The plan was on display and reviewed with the Council,
City Manager Callinan informed Mr. Hunter that pesticides
were not used'by the city for abating weeds in response to
these proceedings, that this was merely a procedure to have
property owners abate their`weeds'or have city mow them at a
charge to the property owner.
Steve Wisbaum was recognized and informed that he had witnessE
a city employee spraying a pesticide without the use of propel
clothing or mouth covering.. Discussion followed.
Mayor Roberts closed the public hearing on weed abatement.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, reading of Resolution No.
80 -71 was waived and said resolution was adopted.
Parks 0 Recreation
City Manager.Callinan referred Council to his meeting memo
Matters
dated March 20, 1980 regarding the matters listed on the Parks
and Recreation Matters section of the agenda.
Councilman Stewartes
?Mayor Roberts pointed out the reasons for Councilman Stewart's
Absence
absence was that she was representing the city at the'National
Cities meeting.
Scheduling of
City Manager Callinan informed that he had asked Recreation
Playfields
Director Jim Pekkain to attend this meeting but due to
Councilman Stewarts absence he indicated that Mr. Pekkain
would return to make. the presentation on scheduling of various
city Playfields when there was a full Council. The Council
concurred.

Parks and Recreation Commissioner Bill Jacobi was recognized
and informed Council that another meeting concerning Sunrise
Park was scheduled in S section.for more citizen input and
that the Commission had approved the project.
Resolution No. 80 -72 RESOLUTION OF.THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
SUPPORTING THE FIVE YEAR PUBLIC TRANSPORTATION PLAN FOR SONOMA
COUNTY 1980 -85
City Manager Callinan explained the resolution, referred
Council to his Council meeting memo dated March 20, 1980 con-
cerning the 5 Year Transportation Plan, indicated that a copy
of the latest draft amendment to the plan and a copy of the
resolution endorsing the amended plan had been provided to
each Council member.
Councilman Carbone, representing the cities of Sonoma County
on the Paratransit Coordinating Council recommended the
following be included in the resolution; 1) that there be a
feasibility study of a light rail system within the county,
2) that targeted areas be designated for use by bicycles, 3)
that consideration be given by Golden Gate Transit to providing
a reasonable number of lifts to accomodate the disabled and
handicapped.
Councilman Carbone made a motion, seconded by Councilman
Hopkins, and unanimously approved to adopt Resolution No. 80 -72
with.the recommendation additions as listed above.
File No. 0500
City Manager Callinan requested that consideration of File No.
Condominium
0500, a proposed condominium development to be located on
Conversion
Camino Corto and Avenida Cala, be deferred until the next
regular City Council meeting because of their only being three
Council members present. The.Council concurred and the
scheduled public hearing was continued until the April 14th
Council meeting.
File No. 0721
City Manager Callinan,referred Council to his meeting memo
Landscaping Deposits
dated March 20, 1980 concerning File No. 0721, a proposed
ordinance requiring deposits to be posted with the city to
secure and guarantee installation of landscaping on development
plans, informed that.the scheduled public hearing had been
publicized by publication of the required legal notices in the
local newspapers.
Mayor Roberts opened the public hearing on File No. 0721,
landscape deposits.
There being no one desiring to be heard and no written communi-
cations received, Mayor Roberts closed the public hearing on
File No. 0721, landscape deposits.
Ordinance No. 372
AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING CHAPTER 17
OF THE ROHNERT PARK CITY CODE TO PROVIDE FOR THE DEPOSIT OF A
BOND WITH THE CITY TO SECURE AND INSURE THE INSTALLATION OF
LANDSCAPING PURSUANT TO PLAN
Councilman Hopkins requested that the facility be accessible
to the entire community and not just the public safety personn(
He also suggested that Recreation Director Jim Pekkain schedul(
the use for the facility to insure its maximum use.
Councilman Carbone made a motion, which was seconded by
Councilman Hopkins, and unanimously approved, authorizing the
conversion and equipping of the northeast corner meeting room
in the Community and Recreation Center into a physical fitness
training facility for use by the public safety personnel and
the community as recommended by the City Manager.
United Way Award City Manager Callinan pointed out that the city had received
an award for its participation in the United Way program and
commended Ted Cordua of the Department of Public Safety for
his outstanding work in handling the fund raising drive amongst
city employees.
Mayor Roberts directed City Manager Callinan to send a letter
of commendation to Ted Cordua for his work in the United Way
program.

Carbone, and approved by the following roll call vote, Counci:

City Managers Report
City Manager Callinan referred the Council to his memo dated
March 20, 1980 for - explanation of all matters on the City
Managerls Report section of the agenda.
Community Gym
Facility
City Manager Callinan referred Council to his meeting memo
dated
March 20 ,1980 concerning the feasibility of converting
the northeast corner meeting room in the Community and Recrea-
tion Center for a public safety personnel physical fitness
training facility. He advised that the cost will be approxi-
mately $29000 to extend sewer and water lines and to convert
the storage room into a shower and restroom facility, equippin,
the facility would cost approximately $10,00 for a first class
job.
Discussion followed.

Redwood Empire League City Manager. Callinan reminded Council of the Redwood Empire
of Calif. Cities Mtg. Division of the League of California Cities meeting hosted
by Rohnert Park on April 18th and 19th.
Landscape Maintenance City Manager Callinan referred Council to his meeting memo
Agreement dated March ~20, 1980 concerning the renewal of a contract with
Redwood Landscaping for the maintenance of certain parks and
school grounds.
Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, Council approved using
Redwood Landscaping for the maintenance of certain parks and
school grounds as outlined in the firms proposal dated
February 15, 1980.
Baseball Project City Manager Callinan gave an update on the status of the
Update baseball field located at the Jr. High School, advising that
everything was moving along fine and that several donations have
been made by the local contractors in the area, i.e. concession
stand, ticket booth, dugouts. Mr. Callinan informed of addi-
tional parking space being provided and reported that some
vandalism to the site has taken place.
Resolution No. 80 -73 RESOLUTION OF RESPECT FOR MELVIN t ?DUTCITYFLOHR
Mr. Sam Clauder was again recognized and suggested that Council
look more into the possibilities of solar energy. Mr. Clauder
indicated to the Council that he had reviewed many ordinances
for other cities concerning solar energy. Mayor Roberts
suggested that Mr. Clauder discuss the matter with Planning
Director Skanchy.
City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, reading of Resolution No.
80 -73 was waived and said resolution was adopted.
ABAG Meeting
Councilman Carbone recapped his attendance at the ABAG general
assembly meeting on March 22, 1980.

City Attorney Flitner upon inquiry of Mr. Hunter, 6895 Eagle
ordinancE.
Appearances
Ridge Rd. Penngrove, informed that the owner - occupancy
in the City of Davis has never been challenged. Attorney
Flitner noted that enforcement of owner - occupancy was very
difficult and that the City of Davis was reportedly having
problems enforcing same. Discussion followed.
Mr. Sam Clauder, Arlen Drive was recognized and requested that
residents and renters be notified of proposed changes in
zoning. Discussion followed.
Councilman Carbone
Councilman Carbone left the Council Chambers at this point in

Joseph Rudolf, 44 Varda,, was recognized and indicated that he
had reviewed many solar ordinances from other cities and 630
of the energy consumption was for heating space. Mr. Rudolf
felt also that the city should look more into solar ideas.
Adjournment 'There being no further business the meeting was adjourned
at approximately 9:03 p.m'.
