�The'Council of the City of Rohnert'Park met this date in regular
session ° commencing at-7:00 p :m, in the City Offices, 6750
Commerce Boulevard, Rohnert Park, with Mayor Stewart presiding.
The "kegular session was preceded `by an executive session which
commenced alt -7100 p.m. and at which all Councilmen and City
Manager Catlinan ^were present and which was held to discuss
personnel, meet and confer, and litigation matters.
Call to Order Mayor Stewart called th6 meeting of the regular session to
order at approximately 7:45 p.m. and led the pledge of alle-
giance.

Approval of Minutes Upon motion of Councilman Hopkins, seconded by Councilman
Carbone; and unanimously approved,' the minutesof April' -28,
•1979 were' approved as 'submitted.
Approval of Bills Upon motion of Councilman Hopkins, seconded by Councilman
Cerbione',' aiid unanimously approved, the bills presented per.

Non- Agendaed City 'P4 nager Cdllinan requested that' two res*61utioris: 1)
accepting a public utility easement from' Western Business
Park Associates, and 2) accepting a public utility easement

` Business Associates 9"- be 'added after "Other Resolutions" section
of 'the= 'tfie6ting agenda.
Women's Pro Bowl Mr. Jim Decker, President of Double Decker Corporation, was
recognised and commented on" the Women'' s, Pro Bowl held at Double
Decker Bowling Lanes last year. Par. Decker informed that
ttie Chamber, o"f'�Commerce Board of birec'tors had decided not
to` donat"d towards promotion of this, y6ar's Pro Bowl and,
therefore, he requested that the city contribute $500 towards
the event.:.
Discussion followed between Mr. Decker and members of the
Couricil' with Chamber' President Mike Rosen participating.
Councilman Hopkins made a motion, which was seconded by
Councilman Carlin4ie, that ,-ttie I C'i`ty= contribute"' $100 towards the <, '-

Councilman Hopkins and Carbone withdrew the motion and second
respectively and further consideration of the matter was
deferred until later in,:the meeting,
Presentation of
Director of Public Safety Dennett commented on Mr. Jim Swatts
Plaque to.Jim.Swatts
years of valuable and dedicated service to the City as a Police
Reserve Officer and Explorer Post Advisor,
Mayor Stewart presented ,a plaque of appreciation to Mr. Swatts
and expressed appreciation for his service.

In response -to a' question by Mr. Clauder, Planning Director
Skanchy informed that- the proposed structures would have open
beam ceilings.

Mr. Roger `Young', ,'representi g Maisin Development Company,
was recognized and responding to a question of Mayor Stewart,
informed that the project designer was from Berkeley.
Mr. Don Moitoza, 5732 Dorian Drive, was recognized and expressed
concern 'about the middle driveway and traffic patterns. Dis-
c ussion followed regarding the location and configuration
of the subject' °property.
There being no one further desiring to be heard, and no
written communications received, Mayor Stewart closed the
public hearing.
Upon motion of Councilman Hopkins, seconded by Councilman
Cavalli, and unanimously approved, Council granted architectural
review and precise development plan approval to Maisin Develop-

anent Co. plans for &'warehouse_in the Laguna Verde Industrial
Subdivision, subject to the conditions recommended in the
planning staff report.

Mr. James Robertson, Manager of Architectural and Construction
Firm of California, was recognized and introduced Mr. Kendricks,
architect in private practice'. and Mr. Robert Griffith, future
manager of the Rohnert Park branch of U.C.B., and commented
on the proposed modular Structure. Discussion followed. between
City Council members, staff and Mr. Robertson,.
Councilman Hopkins made a motion to ratify the Planning
Commission's approval of an application by United California
Bank for a temporary use permit for a re- locatable modular
type structure (File No. 0717) subject to the following.
1. That condition No. 10,b e amended to include "That
construction of the permanent bank builidng be
completed by August 31, 1981 and, if not, then the
$10,000 :cash deposit with the City shall be forfeited,
the temporary use permit terminated, and the temporary
modular building shall be removed by October 31, 1981.
In addition, if the permanent structure is not completed
by August 31, 1981,' then` U..C.B:. must pay to the City
an additional $5,000 for each and.every six months that
its completion is delayed.

Ambulance Agreement
City Manager Callinan 'informed "thht both Cadle's Ambulance
Service and the City staff had reached a basic agreement
concerning providing ambulance service and that the matter
would be coming up at the Couricil°s '' e regular meeting.
Tot Time Program
City Manager Callinan informed that in response to a petition
'from .resident's involved in'the'Tot Time program the city had
made several improvgments at Benecia recreation Building. He
reported that Sonoma Matress Co.. had provided a new stove
and refrigerator at'c�ost and tht an appropriate letter of
appreciation from the Mayor would be sent that firm,

site plan for the new city stadium to be developed on the

Skateboard Park Councilman Cavalli initiated discussion concerning the abandoned
skateboard park. Discussion followed.
Upon motion of Councilman Roberts, seconded by Mayor Stewart,
the City Council directed that proceedings be initiated to
abate the skateboard park on the west side of the freeway.
Mobile Home Mayor Stewart advised that the Mobile Home Advisory Committee
Advisory Committee had held its first meeting on May 6, 1980 and that copies
of the minutes would be forwarded to each Council member.
School District Mayor Stewart commented briefly on the accomplishments of
Communication Committee the School District Communication Committee and submittal
of its final report.
Hard Rock Mining Mr. Sam Clauder was recognized and informed that the EIR for
Sites proposed hard -rock mining sites in the county suggested four
different locations in the mountains to the east of Rohnert
Park. Mr. Clauder expressed concern about protecting the
view of the mountains and requested that the Council give
this matter special attention.
Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, the Council went on record
as requesting that the County notify Rohnert Park if any
hard rock mining sites in the mountains east of Rohnert Park
are considered.
Adjournment There being no one further desiring to be heard, Mayor Stewart
adjourned the meeting at approximately 9:50 p .m.
