1980/06/30 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES June 30, 1980 The City Council of the City of Rohnert Park met this date in adjourned regular session commencing at approxi -: mately 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Stewart presiding. Call to Order Mayor Stewart called the meeting of the adjourned regular session to order at approximately 7:09 p.m. Present: (5) Councilmen Carbone, Cavalli, Hopkins, Roberts and Stewart Absent • (0) None Staff or other city personnel present for all or part of the meeting: City Manager.Callinan,,Asst. to the City Manager Albright, Director of Public Safety Dennett, and Finance Director Netter Others: Jud Snyder, Rohnert Park - Cotati Clarion Steve Truter,,Rohnert Park- Cotati Times Eleanor Boski, Chamber of Commerce Pres.; Ann Loehr, ..Chamber of Commerce Manager Julie Baldwin, YWCA Julie Shidler, Sonoma Camp Foundation Clara Brown, Cultural Arts Corporation Pres, Others 1980 -81 Proposed City Manager Callinan informed that representatives from Budget Review the Chamber of Commerce, YWCA, Sonoma Camp Foundation and Cultural Arts group „were present to-answer any questions the Council might have concerning their proposed budgets. Councilman Carbone Councilman Carbone left the Council Chambers at approximately. Leaves and Returns 7x12 p.m, and returned at approximately 7:13 p.m. Chamber of Eleanor Boski, President of the Rohnert Park Chamber of Commerce Commerce, and Ann Loehr, Chamber Manager, were recognized. President Bosky. commented'on the Chamber's community promotion activities for the coming year. Discussion followed between Council members,`City Manager C allinan and President Boski. Upon motion of Councilman Cavalli, seconded by Councilman Hopkins, and approved'by the following voice vote, the City Council went on record as honoring the existing agree- ment with the Chamber with reference to sharing business license revenues, and took note of City Manager Callinan's comments regarding the arrangement contained in his June 17, 1980 proposed budget transmittal letter. Discussion June 30, 198o was recognized and offered to answer ling that organization's request for forthe Women's Emergency Shelter followed. The Council commenced their detailed review of the 1980- 81 'Proposed Budget, BIROS Disc;ussion'was held concerning KAIROS °anticipated request for financial assistance.' Councilman'Carbone Councilman Carbone returned to the Council Chambers at approxi- Returns mately 7:52 p.m.- Upon motion of Councilman Roberts,'seconded by Councilman Cavalli, and unanimously' approved, the name KAIROS was removed and`replaced' with the word "miscellaneous" under "Requests for Suppor I in the dotes to Expenditures section of the proposed budget. Upon motion of Councilman Carbone, seconded by Councilman' Roberts, and unanimously approved, tentative approval was -given to the funds provided in the 1980 -81 Proposed Budget "the for YWCA's Women's Emergency Shelter program subject to one half of the funds being disbursed for the first six month period and the other one -half at the end of six months or as and when needed. Janice Lint, 470 Landsdown Circle, was recognized and on behalf of the Two - cities Business and Professional Women's "Association thanked the Council for its considera- tion in this matter. Sonoma County Julie Shidl.er, Sonoma County .Camp Foundation, was recognized Camp Foundation and commented on the "successful fund raising campaign for the Rohnert Park area. Discussion followed. Upon motion" of Councilman Roberts, seconded by Councilman - `Carbone, and unanimously approved, tentative approval was given to providing $1,500 in the 1980 -81 Proposed Budget for the Sonoma County Camp Foundation. Cultural Arts " Clara'Brown, President of the xohnert Park Cultur*a1 "Arts Group " Corporation, was recognized and commented on that organization's successful membership` drive. Discussion followed. Civil Defense No Smoking Rule Waived Mayor Stewart Leaves and Returns Councilman Roberts Leaves Recess Reconvene Page 3 June 30, 1980 Discussion was held,between Council members, City Manager "Cali nan and Director.of Public Safety Dennett concerning Civil Defense matters,. Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, the "No smoking" rule for the Council ChaTiibers was waived for two hours. Mayor Stewart left the Council Chambers at approxi- mately 8:24 p.m. and returned at approximately 8:26 p.m. Discussion was initiated concerning providing additional public safety personnel.` Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, tentative authorization was given to add $35,000 to the Public Safety Department Expenditures budget for 1980 -81 and the City Manager was directed to report back with suggestions as to how the Department could best utilize the additional funds. Councilman Robey-ts left the Council Chambers at approximately 9:03 p.m. Georgia Clark- Stevens was recognized and commented on public safety services. Mayor Stewart declared a recess at this point in the meeting, the time bping'approximately 9:06 p.m. Mayor Stewart reconvened the meeting at approximately 9':13 p.m. The Council reviewed the Public Works and Building Inspection' Department Expenditures 'budget for *198b -81. .'Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, tentative approval was given to the Public Works and Building Inspection Department Expenditures budget for 1980 -81. The Council reviewed the Parks and Recreation budget for the coming fiscal year. Upon motion of Councilman Carbone, seconded by Councilman Hopkins, and unanimously approved, tentative approval was given to the Parks and Recreation Expenditures budget for 1980-81. City Manager Callinan requested that additional funds be provided for a part -time position in the Public Works and Building Inspection Departments. Discussion followed. Upon motion of Councilman Roberts, seconded by Councilman Carbone, and unanimously approved, a part -time Office Assistant II position was authorized to be added to the General Government Non - Departmental budget for 1980 -81. Page 4 June 30, 19 80 The CounciI reviewed all of the,re-waining sections of the proposed budget and.indicated approval and acceptance. Upon conclusion of the review, the City Council directed that the 1980 -81 Proposed Budget, as amended, be set for 4= public hearing and formal. Council consideration and approval. Resolution RESOLUTION ESTABLISHING CERTAIN RESERVES AND AUTHORIZING No. 80 -122 APPROPRIATIONS FOR SAME AS OF JUNE 30, 1980 FOR THE 1979- 80 FISCAL YEAR City Manager Callinan explained the resolution. Upon motion of Councilman Carbone, seconded by Councilman Hopkins, and unanimously approved, reading of Resolution No. 80 -122 was waived and said resolution was adopted. Expressway City Manager Callinan informed that the SonomaCounty Board Widening of Supervisors had Fi- pp:ropriated $3503,000 towards the widening of the Rohnert P <,i,1< E_- pressway from .the railroad tracks to Snyder Lane. Expressway City Manager Callinan reminded that the public hearing West EIR before the County Board of Supervisors concerning the EIR for the westerly extension of the Expressway from the city limits would be held July 1, 1980. Interested Council members were encouraged to attend._ Hewlett-Packard City Manager Callinan indicated that a meeting had been set up for Wednesday, July 2nd with representatives from Hewlett-Packard to discuss that firmts possibly locating in Rohnert Park. He invited interested Council members to participate in the meeting, Councilman Carbone indicated that he would be interested in attending said meeting.
