The Counc' of the City of Rohnert Park met this date in
regular se1
ssion commencing at 7.:00 pm. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Stewart
presiding. The regular session was preceded by an executive
session which commenced at 7:00 p.m, and at which all Council -
men, City Manager Callinan,and City Attorney Flitner
were present and which was held to discuss personnel and
litigation matters,
Call to Order Mayor Stewart called the meeting of the regular session to
order at approximately 7:10 p.m. and.led the pledge of
'allegiance, ...

Staff present for all or part of the `'meeting: City Manager
Callihan, City Attorney Flitner, and - Finance Director Netter.
Approval of Minutes Councilman Hopkins made a motion, seconded by Councilman
Car-bone., to approve the minutes of June 23, 1980.
Councilman Cavalli asked that the minutes reflect that his
reason in voting "no" concerning the relocation of the port-
able classrooms from Emily ,School to Hahn School and Rancho
Cotate High School had no relationship to the cooperation
received by the school district „but in fact that, at that
time, it didn't appear it would be a legal expenditure of
city funds ,
It was ;agreed that the ninth paragraph =on page 4 regarding
City Attorney Flitner's comments on the use of the city's
General. Funds for the relocation of the portable classrooms
be stricken,from the minutes because of its inaccuracy.
The motion to approve the June 23, 1980 minutes, as corrected,`
was unanimously approved.
Approval of Bills Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, the bills presented per
the attached list in the amount of $1,187,248,76 were approved
as submitted. Said total includes $1,0,50 for the Rohnert
Park Civic Commission,`
Approval of Minus Upon motion of Councilman Cavalli., seconded by Councilman.
Hopkins, and unanimously approved, the minutes of June 30,
1980 were approved as submitted.`
Non - agendaed Items City Manager Callinan indicated that he would add a couple
of staff reports to the City Manager's Report section of

City Manager Callinan reviewed his Council meeting memo
Abatement of
dated July 11, 1980 concerning the resolution ad opted ,by
Casa Califa
"the Planning Commission recommending to the City Council
abatement of the Casa Califa Board.ng House at 781 East
` Cotati Avenue. He informed that the Commission had allowed
90 days before starting abatement proceedings in order for the
project to clear bankruptcy.
City Attorney Filtner 'commented on abatement and bankruptcy
proceedings. Discussion followed.
The Council acknowledged receipt of the Planning Commission's
resolution and comments .made by staff and indicated that
it would'hold'the matter in abeyance for 90`days'pending resolu-

Sunrise Park
dated July 11, 1980 regarding,construction bids received
for the development of Sunrise Park. Mr. Callinan informed
that the matter would be brought back to the Council after
the bid proposal had been more closely scrutinized.

City Manager Callinan reviewed his July 11, 1980 Council
Expressway Overlay
- meeting memorandum "concerning working out a program with
Underhill Contsruction to postpone the asphalt overlay
on Rohnert Park Expressway until the Expressway widening
from the railroad tracks to Snyder Lane;:had been completed
some time next year.
Project No. 1979-1
City Manager Callinan reviewed his Council meeting memo
Ladybug Pool
dated July 11 1980 concerning replacing the roof on Ladybug
Recreation Building in order to prevent eventual leaking
because of the solar panels which are to be installed on
the existing roof.' Discussion followed„`
Upon' motion of Councilman Hopkins, seconded by Councilman
Robdrts, and unanimously approved, the 'City Manager was
authorized to have the Ladybug Park Recreation Building
roof replaced if it is deemed necessary.`
Windmill Farms
City Manager Callinan reviewed his Council meeting memorandum
Drainage,,'
dated July 11,' 1980 concerning the`'Windmill Farms condominium
project that is proposed in Cotati on the south side of
East Cotati Avenue, immediately west of``Rohnert Park city
limits, and the need to construct drainage improvements
to divert water that flows from O'Hare Field through the project
site into the `drainage ,channel in 'Holiday Park.

DEVELOPMENT EXPENSES EXPENDED FOR DRAINAGE IMPROVEMENTS
IMPOSED AS A CONDITION OF IMPROVEMENT OF WINDMILL FARMS
City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and unanimously` approved,' reading of Resolution
No. 80 -127 was waived and said resolution was adopted.

1980 -81 Proposed
City Manager Callinan advised that the public had been made
Budget
aware of the budget hearing by publication of legal notice,
direct' mailings, and by stories done on the proposed budget
by the press.
Mayor Stewart opened the public hearing'on the city's 1980-
81 Proposed Budget.
There being no one. desiring to be heard; and no written
communications received; Mayor Stewart closed the hearing.
Resolution No80 -128
RESOLUTION APPROVING AND ADOPTING A BUDGET FOR THE CITY
OF'ROHNERT PARK FOR THE FISCAL YEAR 1980 -81
City Manager Callinan. explained the resolution.
Upon .motion, of Councilman Roberts, seconded by Councilman
'Carbone, and unanimously approved, reading of Resolution
No.-'80-128 was waived and said resolution was adopted.
Communications
Communications per the attached outline were brought to
the attention of the City Council. No action was taken
on any communications except as specifically noted in these
minutes.
Use of Facilities
City Manager Callanan reviewed his July; 11, 1980 memo to
by Cotati
the City Council concerning the - letter from the City of
Cotati requesting use of Ladybug Park Pool and the,new public -
safety physical fitness conditioning facility at the`Community
Center. Discussion followed.
Councilman Hopkins made a motion that the City Council go
on record as'agreeing,in'concept.with the City of Cotati's
joint use of city.facilities subject to determining what
the'use of facilities will be after they have been in operation.
Discussion followed during which Councilman Hopkins withdrew
his motion.
Upon - motion of Councilman Cavalli, seconded by Councilman -
Hopkins, and,u6animously'approved, the City Council went
on'record as being receptive to the City of Cotati's use
of the Ladybug Pool, but more specific ,information concerning
programming would be required.
The consensus of the Council was that the physical fitness
facilitiy should be in operation and input be provided by
the Department of Public Safety prior to considering joint
use of the ,facility.
PCC Bicycle
City Manager ,Call.inan reviewed hi 's July ;,11., 1980 memo to _
Sub - Committee
the City Council relative to the Par`atransit Coordinating
Council establishing ;a bicycle sub- committee. Discussion
followed.
Upon motion of Councilman Roberts, ,seconded by Councilman
Hopkins, and unanimously approved, the City Council went
on record as not; being in favor of the,PCC establishing
a bicycle sub- committee.

Storer Cable TV City Manager Callinan,reviewed his July 11, 1980 memo.to
Request for Rate . ' the`, Council. regarding; "Starer Cable TV's request for rate
increases increases and informed that the matter would be scheduled
for public input, discussion` and 'consideration at an upcoming
City, Council meeting..
Mayor Stewart requested that Mr: Joe Rodrigues be mailed
a notice coridernii 7, when the" Storer rate increase would
be considered by the Council; Discussion followed.
911 Program City, Manager Callinan,revewed his July 11, 1980, memo to,
the City. Couricil..,and informed that the Council should take
action on the letter from the County"of Sonoma concerning
the 911 Plan. Discussion followed.
Upon motion of Councilman.Hopkins,,seconded by Councilman
Carbone, and unanimously approved,'-the`City Council went
on record as supporting alternate approach No. 1, i.e. to
order the 911 phone system and resolve, the funding issue
at a later date,_,_.
California Youth City Manager Callihan informed that a letter had been received
Soccer Assn. -No. from the California Youth Soccer Association -North regarding -
establishing headquarters in Rohnert Park. He informed
that "he'and Councilman Carbone had met with representatives
of the Association and had discussed plans for soccer fields
to be 7ocated'at the future. stadium.
Upon motion of Councilman Carbone, seconded by Councilman
Hopkins,, and.unanimously approved, the City Council went
on record,as,supportizyg the location of the California Youth
Soccer'Association -North in Rohnert Park.
Tahoe National Councilman Roberts, informed that he would be in the Lake
Recreation Area Tahoe area and' that he would like to represent the City
of Rohnert Park and meet with' South Lake Tahoe city officials
regarding the formation of `a National Recreation Area at Lake
Tahoe.
Upon motion of Councilman Carbone, seconded by' Councilman
Hopkins,'and unanimously approved, Councilman Roberts was
authorized to represent the City while in the area of South
Lake Tahoe.,
Human Services Councilman Carbone initiated discussion concerning Cotati
Commission Councilman Tamara Davis' appointment to the Human Services
Commission.
Upon motion of Councilman Carbone, seconded by Councilman,
Hopkins, and unanimously approved, the City Council directed
that a letter be sent to the Sonoma County Mayors` and Council-
men's Association expressing support for Tamara Davis' appoint-
went to'the Human Services Commission,

Golf Course
Councilman Cavalli initiated a discussion concerning the
letter from Mr. Norman Coahran regarding golf course maintenance
and facilities.`
Discussion followed during which City Manager Callinan informed
that Mr. Coahran. and Mr. and Mrs. Calmels' letters regarding
golf course matters had been referred to Bill Brown, Golf
Course.Director, and Sam Singh, Golf Course Superintendent,
for follow -up.
City Manager's
City Manager'Callinan referred Council`to his Council meeting`
Report
memo dated July 11, 1980 for all matters listed on the City
Manager's Report section of` the - agenda,
Police Dogs
City Manager Callinan informed that preliminary information
regarding police dogs had been disseminated to each Council
member.
Mayor Stewart requested that further consideration of this
matter be deferred to the August 11, 1980 City Council meeting
when she would be,present.
Recess
Mayor Stewart declared: a recess at this point in the meeting,
the time being approximately 8:05 p.m-
Reconvene
Vice -Mayor Carbone reconvened the meeting at approximately
8:14 p.m. with all Council members, except Mayor Stewart,
present.
Baseball Stadium
City Manager Callinan reported that plans and development
are progressing for the new baseball stadium on the west
side of the freeway,
Performing Arts
City Manager Callinan informed that staff was still awaiting
Theatre
feedback from the Parks and Recreation and Planning Commissions
concerning the proposed development of the performing arts
theatre.
Athletic Facility
City Manager Callinan informed that the athletic facility
was still in the design stages. '
Physical Fitness
City Manager Callinan informed that the physical fitness

facility at the community - center was complete except for
anticipated delivery of the large exercise equipment scheduled
to arrive in the next week.
Secret Witness
City Manager.Callinan informed that a recommendation from

the Parks and Recreation Commission concerning the "Secret
Witness Program"'had been passed on to the Department of
Public Safety.
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, the Council. went on record
as supporting the concept of a `Secret Witness Program" and
directed the Director of Public Safety to prepare same for
Council consideration.

Vista Linda Apt. City Manager Callinan reported that there had been a sewer
back --up in the vicinity of the Vista Linda Apartments and
that the City Engineer• would be preparing a report.
Employees' Picnic City Manager Callinan 'informed that the annual employees'
picnic would be held in Alicia Park on July 26th and that
all Council members, Commissioners, employees and volunteer
police and fire personnel were encouraged to attend.
Expressway Exten- City Manager Callinan informed that tomorrow, July 15th,
sion EIR the.County Board of Supervisors would be considering whether
or not to approve.the EIR for the westerly extension of
the Expressway from the city limits of Rohnert Park to Stony
Point Road and Highway 116. He encouraged Council members
to attend.
Joint Meeting With City Manager Callinan informed that the Planning Commission
Planning Commission had requested a joint meeting with the City Council to 'discuss
design quality in the industrial area.
Discussiou followed during which it was requested that the
City Manager make arrangements for a joint dinner meeting
between the two groups.
Bicycle Path City Manager Callinan informed that the City had received
a Federal Bicycle Grant Program grant through the State
Department of Transportation in the amount of $46,500 to
construct a bicycle path and landscaping from Snyder Lane
to Commerce Boulevard along the south side of Hinebaugh
Creek and on the east side of Country Club Drive. Discussion
followed concerning safety hazards associated with the
proposed bicycle path passing through the golf course between
hole Nos. 4 and 5. It was suggested that perhaps the path
could terminate at the golf course.
League of CA City Manager Callinan reminded Council members of the July
Cities /Mayors and 23-25, 1980 League of California Cities, Mayors and Council
Councilmen's Assn. Members Executive Forum in Monterey and also informed that the
Mayors' and Councilmen's Association of Sonoma County would
be meeting on July 24, 1980 when the City's communication
regarding Resolution No. 80 -95 about growth in Marin and
Sonoma Counties would be discussed.
Youth Employment Vice -Mayor Carbone read a proclamation proclaiming July 21,
Week 1980 to July 25, 1980 as Youth Employment Week.
Upon motion of Councilman Cavalli, seconded by Councilman
Hopkins, and unanimously approved, the City Council went on
record as expressing its support for Youth Employment Week.
Growth in Marin/ Vice -Mayor Carbone informed that on July 10, 1980 he, City
Sonoma Counties Manager Callinan, and Mayor Stewart met with Marin County
Board of Supervisors Jacomini and Wilhelm to discuss the
city's concern about growth patterns in Marin County, and
that the two entities would be looking forward to future
discussions.
Councilman Hopkins commented on the discussion held at the
ABAG Regional Planning Board meeting regarding Resolution
No. 80 -95.
