ROHNERT PARK CITY COUNCIL MINUTES
July 289 1980
The Council of the City of Rohnert Park met this date in
regular session commencing at 7 :00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Vice Mayor Carbone
presiding. The regular ,.session.was preceded by an executive
session which commenced.at 7:00 p.m. and.:at which all Council-
men, except.Mayor. i
.Stewart, City Manager Callnan, and City
Attorney Flitner. were present and which was held to discuss
personnel and litigation matters...
Vice -Mayor Carbo.ne;_called the meeting of the regular session
to order at approximately.7.30 p.m. and led the pledge of
allegiance.
Present: (4) Councilmen Carbone, Cavalli, Hopkins, and
Roberts
Absent: (1). Mayor Stewart
Staff present. for all or part of the meeting: City Manager
Callinan, City Attorney Flitner, Finance Director Netter and
Planning Director Skanchy.`
Approval of Minutes, Councilman. Roberts made a motion, seconded by Councilman
Cavalli, and unanimously .approved, to approve the minutes of
July 145 1980 as submitted.
Approval of Bills Upon motion of Councilman Hopkins. seconded by Councilman
Roberts, and. unanimously.approved,,,the bills presented per
the attached list in the amount of $625,920.65 were approved
as submitted.

Councilman Cavalli initiated.a brief discussion with City
Manager.Callinan and Finance Director Netter concerning the
computer services recommendation.

Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, reading of Resolution
Nos. 80 -129 through,80 -132 was waived and said resolutions
were adopted.
Mr, Lebo Newman.
Mr. Lebo Newman,,representative of Redwood Landscaping was
Redwood Landscaping
recognized and presented Council with a 1980 Achievement
Achievement Award
Award'plaque; from the North Coast Chapter of the California
Landscape Contractor's Association for maintenance work at
Eagle park.
Vice -Mayor Carbone expressed appreciation on behalf of the
City Council.
Planning and Zoning
City Manager Callinan, referring to his July 24, 1980 Council
Matters
meeting memo, informed that the planning and zoning matters
listed on the meeting's agenda were duly noticed for public
hearing, if required, and copies;o.f all pertinent information
had been provided to each Council member.

Crocker Homes
dated July 24, 1980 informed that Crocker Homes has requested

that consideration of its application for precise development

plan and architectural review of a 223 unit project in the
area of Golf Course -Drive and.Country Club Drive be 'deferred
to at least September.

Planning Director Skanchy gave a staff report ;concerning

and architectural review for a 92 unit condominium project

to be located on the north side of Golf Course Drive, east
of Country Club Drive, replacing; a 108 unit development
previously approved for the site, referred to site plans
and elevations on display.
Finance Director
City Finance Director Netter left the Council Chambers at
Netter Leaves and
this point in the meeting the time being approximately 7 :40

Vice -Mayor Carbone opened the scheduled public hearing on
David Firestone's application for precise development plan
and architectural review for 92 unit condominium project.
John Miller, architect was recognized and explained the
proposed project.
There being no one further desiring to be heard and no
written communications received Vice -Mayor Carbone closed
the public hearing.
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins., and unanimously approved, the Council granted pre-
cise development plan and architectural review to David
Firestone for a 92 unit condominium project to be located
on the north side of Golf Course Drive, east of Country Club
Drive (File No. 0751) subject to the conditions recommended
in the planning staff report.
Communications Communications per the attached outline were brought to the
attention of the City Council. No action was taken on any
communications except as specifically noted in these minutes.
Pedestrian Safety City Manager Callinan informed of city's winning a Pedestrian
Citation Award Safety Citation Award from the California State Automobile
Association.
Dexter Circle City Manager Callinan informed of a letter received from Mr.
Walkway Robert Carpenter regarding a walkway located behind Dexter
Circle. Mr. Callinan noted that Mr. Carpenter had enclosed
with the letter a check for $1, an offer to purchase a portion

Planning Director Skanchy gave a staff report concerning
United California Bank

plan and architectural review for a branch bank to be located

on the north side of the Rohnert Park Expressway, west of the
Bank of Sonoma County facility, east of Padre Center No. 5,
referred to site plans and elevations on display.
Vice -Mayor Carbone opened the scheduled public hearing on
United California Bank's application for precise development
plan and architectural review for a branch bank on the Rohnert
Park Expressway.
Bill Kenberg; architect was recognized and explained the
proposed project.
Council expressed concern for use of reflective window glass
and its affect on vehicles passing the proposed project.
Discussion followed.
City Manager Callinan pointed out that if a problem arose
with the use of reflective window glass than additional land -
scaping could be installed to buffer the glass.
Upon motion of Councilman Hopkins, seconded by Councilman
Cavalli; and unanimously approved, the Council granted pre-
cise development plan and architectural review to United

- 'California Bank for a branch bank to be located on the north
side of the Rohnert Park Expressway, west of the Bank of
Sonoma 'County facility; east of Padre Center No. 5 (File No.
0717) subject to the conditions recommended in the planning
staff report.
Project No. 1980 -8
City Manager Callinan referred Council to his Council meeting
Water Storage Tank-
memo dated July 24, 1980 concerning construction bids received
No. 4
for the development of a 300,000 gallon water storage tank to
be located at the southeast corner of the.Foothills Subdivi-
sion along Copeland Creek. Mr. Callinan indicated that two
bids were received, low bid being $324,123 submitted by Pacific.
Mechanical Corporation which was high according to the engineer,
estimate of $210.,000; recommended that award not be made at
this time but 'held over to the August 11, 1980 Council meeting
to give staff time to study the matter.
Council concurred.

City Manager Callinan reminded Council of a dedication
ceremony for the city's new physical fitness facility - located
at the new Community Center on July 29, 1980 at 1,00 p.m,
City Manager Callinan initiated discussion concerning pro-
viding various city fringe benefits to year round part -time
employees on a pro rata basis. Mr. Callinan recommended
that benefits be offered on a.pro rata basis based to those
employees regularly scheduled to work at least half -time.
He also recommended that the employee be allowed to choose
which benefits, if any, the employee wishes to participate
in. Discussion followed after which City Manager Callinan
indicated that a resolution would be prepared for the next
.Council meeting,
City-Manager Callinan initiated discussion concerning the
- release of construction easements upon completion of work
and authorizing the City Manager to release construction
easements for the past years.
Councilman Roberts made a motion, seconded by Councilman
Hopkins„ and unanimously approved to authorize City Manager
to release any construction easements aequ-. *Lred in the past
years an no longer needed and to release any new ones ob-
tained upon completion of the work for future projects.

Mr. Callinan recommended that the Council not accept his
offer to buy said property and return his _check. Council
concurred.
Foreign Exchange
City.Manager Callinan advised Council of an invitation
Student Invitation
received from the Japanese foreign exchange students to
attend a party in behalf of their teachers and homestay
families.
Burton Ave, Rec. Cntr.
City Manager Callinan informed Council of the proposed
Amphitheatre Concrete
placement of a concrete slab in the amphitheatre behind the
Slab:.;
Burton Avenue .Recreation,Center at an approximate cost of
$2,100. The Council indicated approval.
Sunrise Park
City Manager Callinan presented a brief update report on
Project Noa'1980 -2
the status of Sunrise park. Discussion followed.
Ladybug Pool
City Manager Callinan reported that hopefully Ladybug pool
Project No. 1979 -'l!`
will be opening for swim August 15,, 1980. Mr. Callinan
also noted that staff was planning the relocation of the
park play equipment from behind the recreation building
near the pool to an area in front of the building.
R.P. Expressway Widen-
City Manager.Callinan briefly gave an updated report on the
ing /Overlay
Rohnert Park Expressway widening and overlay projects, in-
dicated that staff was currently working on a program to
postpone the asphalt overlay from the railroad tracks to
Snyder Lane until the Expressways widening projects. Dis-
cussion followed.

Park Plaza /Town Center 'City Manager Callinan advised of his contact with the owners
Walkway tof the Park Plaza Shopping Center in regards to placing a
walkway- :between the Park Plaza Shopping Center and that of
the Towns Center- Discussion followed.
R.P. Expressway EIR City Manager Callinan noted that the Rohnert Park Expressway
Westerly Extension EIR is being considered by the Sonoma
County Board of.,Supervisors on July 29, 1980. He recommended
that Council members try to be present for that meeting.
Temporary Tables City Manager Callinan reported to the Council the city's
need for temporary tables for various city functions and
staffs contact with the Monsignor Monaghan of St. Joseph's
Church regarding same. Mr. Callinan reported that St. Joseph's
had very generously donated said tables with the condition
that the church be able to use them if needed. Discussion
followed during which the Council expressed appreciation to
Monsignor Monaghan.
Resolution No. 80 -133 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING MODIFICATION OF AGREEMENT WITH COUNTY OF SONOMA
( Rohnert Park Expressway)
City Manager Callinan explained the resolution.
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution
No. 80 -133 was waived and said resolution was adopted.
City Attorney's Report City Attorney Flitner commented that if a problem occured
File No. 0717 - UCB with the use of reflective window glass that the city could
file a public nuisance suit. Discussion followed.
Condominium Study Councilman Cavalli inquired the status of a condominium
study upon which Council concurred that the matter would be
brought up at the Council's joint meeting with the Planning
Commission.
Cultural Arts Councilman Roberts requested that Council take action to
Commission Vacancy remove Jack Behl from the Cultural Arts Commission effective
immediately and to solicit replacement for same. Discussion
followed.
Councilman Roberts made a motion, seconded by Councilman
Hopkins, and approved by the following roll call vote to
remove Jack Behl from the Cultural Arts Commission effective
immediately and to solicit for a replacement for him.
