The Council of the City of Rohnert Park met this date
in regular session commencing at 7:00 p.m. in the City
Offices, 6750 Commerce Boulevard, Rohnert Park, with
Vice -Mayor Carbone presiding. The regular session
was preceded by an executive session which commenced
at .7:00 p.m. and at which Councilmen Carbone, Cavalli,
and Roberts, City Attorney Flitner, and Director of
Public Works /City Engineer Brust were present and which
was held to discuss personnel and litigation matters.
Call to Order Vice -Mayor Carbone called the meeting of the regular
session to order at approximately 7:15 p.m. and led
the pledge of allegiance.

Late: (1) Councilman Hopkins (whose time of arrival is
specifically noted in these minutes)

Approval of Minutes. Upon motion of Councilman Roberts, seconded by Council-
man Cavalli, and unanimously approved, the minutes of
July 28 and July 30 were approved as submitted.
Approval:of Bills Upon motion of Councilman Roberts, seconded by Council.. -
man Cavalli, and unanimously approved, the bills presented
per the attached list in the amount of $896,374.49 were
approved as submitted.

Upon motion of Councilman Roberts, seconded by Councilman
Cavalli, and unanimously approved, reading of Resolutions
Nos. 80 -134 through 80� -144 was waived and said resolutions
were adopted, and the final map for Rohnert Villas condomin-
iums, the building permit allocations transfers and
miscellaneous approvals asI'listed on the consent calendar
were approved.

Mrs..Jan Jaco, representing the Rohnert Park Founder's
Day Committee, was recognized.
Councilman Roberts stated for the record that Mrs. Jaco
.works for him at the Rohnert Park Pharmacy.
City Attorney Flitner advised that Councilman Roberts
did not have a conflict of interest because the only
relationship between Mr. Roberts and Mrs. Jaco was that
of employee - employer.
Mrs. Jaco commented on the upcoming Founder's Day activities
and requested that the City Council authorize paying
$500, the amount appropriated in-the 1980 -81 Budget,
in order to construct a permanent stage for both the
Founder's Day activities and community use. -,
Upon motion of Councilman Cavalli, seconded by Councilman
Roberts-$- and unanimously approved, the Council authorized
payment of $500 to' the - Rohnert Park Founder's Day Committee.
Vice -Mayor Carbone expressed congratulations to Messrs.
Marlo Brown, William Espenshade III, Rick Mavrakis and
Duane Sharp on their new Eagle Scout status.

City Manager Callinan's Council meeting memo dated August
-7, 1980 concerning the city's water-system study prepared
by the firm of Winzler and Kelly, Consulting Engineers.

During the-presentation Mr. Carnam commented on the
existing water system and suggested improvements to the
system by providing some additional water mains, water
storage tanks and wells in specific areas of the community.
Discussion followed between Council members, Director
of Public Works /City Engineer Brust with Mr. Carnam
participating.

Sunrise Park
City Manager Callinan's Council meeting memo dated August
7, 1980 concerning development of Sunrise Park. City
Engineer Brust informed that this matter should be deferred
to the next Council meeting pending_State approval to
go ahead and award the contract for the work and giving
staff additional time to, work out some of the financial
details for the project.
The Council: agreed to carry the award of contract for
Sunrise Park over to , the .next regular meeting.

Refuse Disposal Fees
Director of Public Works /City Engineer Brust, referring
to City Manager Callinan's memo to the City Council, advised
that City Manager Callinan had drafted and distributed
a resolution for the Council's consideration which would
endorse one of the alternatives.proposed by the Sonoma
County Department of Public Works concerning proposed
adjustments to dump fees. Discussion followed.
Mr. Bob Bechetti, Rohnert Park Disposal Corporation, was
recognized and commented on refuse disposal rates and
the "free Sunday" concept.

RESOLUTION OUTLINING RECOMMENDATION TO THE SONOMA COUNTY
BOARD.OF SUPE.RVIS.QRS REGARDING PROPOSED ADJUSTMENTS TO
REFUSE DISPOSAL FEES
City Engineer Brust explained the resolution.
Upon motion of Councilman: Hopkins, seconded by Councilman
Roberts, and unanimously approved, reading of Resolution
No. 80 -145 was waived and said resolution was adopted
by title.

The Council expressed its congratulations to Director
Dir. of Public Safety
of Public Safety Dennett who authored an article concerning;
the city's public safety operation which appeared in the
July edition of the Western City Magazine.
Dedication of
City Engineer Brust-.initiated discussion concerning setting
Pedestrian Bridges
a date for the formal dedication of the pedestrian bridges
constructed over Copeland Creek and Hinebaugh Creek.
The Council directed: staff to poll its members, once the
Mayor returns from vacation, in order to set a date for
dedication ceremonies.

Expressway Widening Director of Public Works /City Engineer Brust informed
Agreement with County that some minor modifications had been made to the agreement
for the Expressway widening by the County Counsel's office
and that the revised agreement had been executed by Vice -
Mayor Carbone and returned for approval by the County
Board of Supervisors.
Annual Picture Director of Public Works /City Engineer Brust informed
that the Council's annual picture would be taken on August
25, 1980.
Article by Director Vice -Mayor Carbone felt that Director of Public Safety
of Public Safety Dennett's article published in the Western City Magazine
deserved additional comment and again complimented him
on the fine article he wrote about public safety.
City Attorney's Report City Attorney Flitner commented on the ordinance recommended
by the Planning Commission which would adopt the procedure
of the State of California regarding acts of willful
misconduct by a minor child and pointed out that provision
for this type of misconduct and enforcement was already
made in the State -Civil Code.
City Attorney Flitner disseminated copies of two ordinances,
one which would prohibit urination and defecation in public
and the other which would prohibit consumption of alcohol
in public.
Discussion followed during which the Council indicated
that it would continue consideration of these ordinances
to its next regular meeting.
Condominiums Policy The consensus of the Council concerning the city's condominiums
policy was that it would wait until the Mayor could be
present to discuss its clarification.
Jack Behl Mr. Jack Behl, 56 Allan Avenue, was recognized and commented
on his vociferous remarkd about civic matters.
Adjournment There being no further business, Vice -Mayor Carbone adjourned
the meeting at approximately 8:40 p.m.
