The Council of the City of Rohnert Park met this date in
regular session commencing at 7 :00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Stewart
presiding. The regular session was preceded by an executive
session which commenced at 7:00 p.m. and at which all Council-
men except for Councilman Cavalli, City Manager Cailinan and
City Attorney Flitner were present and which was held to
discuss personnel and litigation matters.
Call.to Order Mayor Stewart called the meeting of the regular session to
order at approximately 7:10 p.m. and led the pledge of
allegiance.

Approval of Minutes Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved,, the minutes of September
89 1980 were approved as submitted.
Approval of Bills Upon motion of Councilman Hopkins, seconded by Councilman
Carbone, and unanimously approved, the bills presented per
the attached list in the.amount of $238,045.68 were approved
as submitted, which includes $18,367.50 for the Rohnert Park
Civic Commission.

Upon motion of Councilman Hopkins;: seconded by Councilman
Carbone,, and.unanimously approved, with the exception of
Mayor Stewart voting no on the adoption of Ordinance No. 374,
the reading. of Resolution Nose 80 -162 through 80 -174 and
Ordinance No. 374 was waived and said resolutions and ordinance
were adopted, the final maps for Hampton Trace Condominiums
and Olive ,Tree Condominiums were.approved, and the listed
commendations were approved. ..
Councilman Cavalli Councilman,Cavalli.arrived at this point in the meeting,

Scheduled Public City Manager,Callinan asked that the Council go on to
Appearances Planning and Zoning Matters until Mr. Bob Roberts could be
present for the scheduled public appearances by representa-
tives of the mobile home parks.
Planning and Zoning City Manager Callinan, referring to his September 18, 1980
Matter Council meeting memo, informed that the planning; and zoning
matter listed on the meeting's agenda was duly noticed for
public hearing and copies of all pertinent information had
been provided to each Council member.
File No. 0745 Planning Director Skanchy reviewed the staff report concerning
Crocker Homes, Inc. the application of Crocker Homes, Inc. for precise development
plan and architectural review to construct 223 attached homes
to be located on the north side of Golf Course Drive extension,
west of Country Club Drive and east and south of Mountain
Shadows.Subdivision III and reported that the matter had been
continued from September 8, 1980 meeting at applicant's request.
City Manager Callinan informed that he had met with represen-
tatives from Crocker Homes, Inc. concerning planning staff -
recommended condition No. 9. Discussion followed.
Mayor Stewart opened the public hearing on the application
of Crocker Homes, Inc, for precise development plan and
architectural review to construct 223 attached homes (File
No. 0745)
Harvey Kameny, Crocker Homes, Inc.. was recognized and briefly
reviewed the proposed project noting private streets, open
space, landscape maintenance and proposed pool connections.
Mr. Kameny reiterated City Manager Callinan's comments that
Crocker Homes, Inc. requested deletion of the condition per-
taining to the maintenance by the homeowners association of
the front yards of all units and the maintenance of Golf
Course Drive landscape strip along the north side for the
entire width of subject property. Mr. Kameny also requested
that planning staff condition No. 5 "That the applicant con-
struct patios and covers in the rear yards of the 'units..."

followed.
Mobile Home Park

Councilman Hopkins initiated discussion concerning a possible
condition stipulating i9That the only members of the Homeowners
Association who can vote "on improvements to the recreation
facilities are owner- occupants. The absentee owners may not
vote on whether or not to provide the improvements." Council -
man Hopkins questioned whether rental unit owners should be
allowed to vote on improvement's stating his feeling is that
only owner - occupants should be''allowed to vote on same.
City Attorney Flitner indicated that he would ch e4k int t

Upon inquiry, Mr. Kameny informed that each unit would sell
for approximately $80,000 - $90,000.
Hugh Dougherty„ 4742 Fairway Drive, was recognized and
commented on the amount of traffic on Fairway Drive and the
need for Golf Course Drive.`
City Manager Callinan informed that improvements to Golf
Course Drive should be complete by the end of 1980 thus
eliminating much of the traffic on Fairway Drive.
There being no one further desiring to'be heard and.no
written communications received, Mayor Stewart closed the
public hearing.
Upon motion of Councilman Hopkins., seconded by Councilman
Carbone, and approved by the following roll call vote,, Council
granted precise development plan and architectural approval to
Crocker Homes, Inc. to construct 223 attached homes to be
located on the north side of Golf Course Drive extension, west
of Country Club Drive and'east and south of Mountain Shadows
Subdivision III subject to the conditions of the planning staff
report except for condition No. 9 pertaining to the maintenance
of the front yards of all units and the maintenance of the
landscape strip along the north side of Golf Course Drive for
the entire width of subject property and condition No. 5 con-
cerning the construction of patio covers in the rear yards of
the units, both of which conditions were deleted, and subject
to only owner - occupants being allowed to vote on improvements
to the recreation facilities, with the City Attorney to deter-
mine the legality of this last condition.

City Manager Callinan referred the Council to his Council
meeting memo dated September 18, 1980 concerning mobile
home.park representatives requesting time to discuss with
the Council rent increases being imposed by R.C. Roberts
and Co.
Council recognized Bill Adams, President of Rancho Feliz
Association, who distributed copies of a letter to R.C. Roberts
along with a petition objecting to the rate increase (copies
of which are attached to the original set of these minutes).

Mr. Adams indicated that he had met with Mr. Roberts and
they had discussed the rate increase and various problems
in Rancho Feliz. Discussion followed.
Mr. Bob Roberts, R.C. Roberts and Co., was recognized and
explained the reason for the rate increases indicating that
the increase was based on the cost of living index for the
Bay Area. Mr. Roberts commented on the many problems with
Rancho Feliz and his inability to meet with every tenant who
has a problem. Discussion followed.
The following persons were recognized by the City Council
and generally commented on the rate increase and problems
within mobile home parks: Bob Montgomery; Mary McCormick.,
,-Bob Jeffreys, Rancho Grande,, Mr. Abbott; Jenny Dixon, Rancho
Feliz Assoc. Treasurer; Al Baumgardner, Rancho Grande Chairman
of the Mobile Home Advisory Committee; Chuck Carter, Rancho
Verde; Gerald Cuttahay, Golden Gate Mobile Home Association.
Further discussion followed upon which Mayor. Stewart recommended
that the mobile home park tenants meet with Mr. Bob Roberts to
discuss their individual problems and that a meeting be held
with the Mobile Hone Advisory Committee. The Council concurred.
Mayor Stewart called a'recess at this point in the meeting,
the time being approximately 8:30 p.m.
Mayor Stewart reconvened the meeting at approximately 8:48
p.m. with all Councilmen present.
Project No.- 1979 -16 City Manager Callinan referred Council to his meeting memo
Southwest Blvd. Widen- dated September 18 1980 concerning Southwest Boulevard
ing Widening, Project No. 1979 -169 and recommended the Council
authorize a change order for the installation of 206 feet of
additional masonary fence along the south side of Southwest
Boulevard from the railroad westward.
Resolution No. 80 -175
Upon motion of Councilman Carbone, seconded by Councilman
Hopkins, and unanimously approved, the Council authorized
issuance of a change order for 206 feet of additional mason -
ary fencing along the south side of Southwest Boulevard from
the railroad westward.
RESOLUTION APPROVING INCREASE IN STORER CABLE TV, INC.
SERVICE RATES
City Manager Callinan explained the resolution and referred
Council to his Council meeting memo dated August 27 and
September 18, 1980, concerning Storer Cable TV's request for
an adjustment in service rates. Mr. Callinan recommended
the basic monthly fee to subscribers be increased from $7.25
to $8.00 per month, a 75� increase, but that there be no
change in the additional outlet charge.
Miss B.J. Carpenter, Storer Cable TV's District Manager,
was recognized and :br.iefly reviewed Storer's propo.sed.rate.,
increases. Miss Carpenter also reviewed the approximate
costs and equipment necessary to convert to a 35 channel
system.

Discussion followed:. .
Councilman Carbone ,.made, a motion, seconded by Councilman
Roberts to approve Resolution No. 80 -175.
Robert : Weinman 5763 Dexter Circle, : -:as recognized and asked
that the Council deny any rate increase to Storer Cable TV.
Mr. Weinmann expressed concern about the number of Cable
service blackouts noting that Channel 12 had been off the air
more than on. also Channel 8 has had poor reception. Mr.
Weinmann suggested that Council review Storer's current level
of service before,:,approving a rate increase and inquired
about the possibility of providing senior citizen rates.
Ross Baumer, Storer Cable TV, offered to conduct a survey
regarding existing and proposed 35 _channel service.
Sam Clauder, 31 Varda Sonoma:Grove,-was recognized and
commented on poor reception when C.B. radios were transmitting
nearby.
Hugh Dougherty9 addressed the Council and informed that his
subdivision prohibited the use of antennas thereby making it
impossible to get television reception without obtaining
Cable's services:
City Manager Callinan noted that Storer Cable TV had not
received a rate increase in 2 years.
Doug Hoffman, resident was recognized and inquired whether
or not Storer meets the present requirements for acceptable
service.. City Manager Callinan answered in the affirmative.
The motion to approve Resolution No; 80 -175 was approved by
the following roll call vote:

Housing Bonds Program City Manager Callinan referred Council to his Council meeting
memo dated September 18, 1980 concerning the city's housing
bonds program and recommended that Council ratify the desig-
nation of Sutro and Co. Inc. as the underwriter for same.
Councilman Carbone Councilman Carbone left the Council Chambers at this point

Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved.,'the Council ratified desig-
nation of Sutro and Co. Inc. as the underwriter for the city's
housing bonds program.

City.Manager Callinan informed that he was setting up a
meeting with the city's bond counsel to discuss the possi-
bility of allowing other cities to participate in the city's
housing bonds program. Discussion followed.
Communications Communications per the attached outline were brought to the
attention of .the City Council. No action was taken on any
communications except as specifically noted in these minutes.
Discussion was held on the following communications;
1. Lenn Garrison's letter pertaining to the Park Plaza
Shopping Center breezeway.
2. Letter from Jack Behl to City Manager Callinan.
3. Letter from Dr. Leonard inviting the city to purchase
the Redwood Pioneers for the sum of $100,000,
Pioneer Baseball Team- Upon motion of Councilman Hopkins,,seconded by Councilman
Cavalli, and unanimously approved, the Council declined to
exercise its first right of refusal to buy the Pioneer Baseball
team at the price of $100,000.'
Betty Brooks, 451 Alta Avenue was recognized and inquired
when the city.was planning on removing the bleachers at
the Junior High School. She was advised that bids for the
relocation were being solicited.
Resolution No. 80 -176 RESOLUTION CALLING FOR SEALED PROPOSALS (Relocation of
Bleachers and Portable Buildings, Project No. 1980 -12)
City Manager Callinan explained the resolution.
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution No-
80-176 was waived and said resolution was approved.
City Manager's Report City Manager Callinan referred the Council to his Council
meeting memo dated September 18., 1980 for explanation of all
matters on the City Manager's Report section of the meeting's
agenda.
Sunrise Park
Resolution No. 80 -177
City Manager Callinan briefly updated, the Council on the
status of Sunrise Park., read aloud a list of items that
would be eliminated. from the proposed project to reduce
construction costs explaining that what was being eliminated
from the contract would be re-bid or installed by the Public
Works department at later dates. Mr. Callinan also commented
on the anticipated grant funding for the proposed project.

City Manager Callinan explained the resolution.

City Manager Callinan informed of a joint meeting with the
Parks and Recreation Commission scheduled for November 5,
1980 at the Little "Hill Restaurant.
City Manager Callinan_ indicated that bids had been received
for the purchase of radio equipment for the Department of
Public Safety with the low bid being from Motorola in the
amount of $6,790.36, City Manager Callinan recommended the
Council approve the purchase of same.
Upon motion of Councilman Carbone, seconded by Councilman
Roberts, and unanimously approved, the Council approved the
purchase of radio equipment from Motorola in the amount of
$6;790.36 for the Department of Public Safety communications
centers
Mr — Callinan also informed of bids.h4ving been received for
the purchase of recording equipment for the Department of
Public Safety with the low bid being from Magnasync /Moviola
in the amount of $10,108,14, City Manager Callinan recommend -
ed the Council approve the purchase of same.
Upon motion of Councilman Carbone,, seconded by Councilman
Roberts, and unanimously approved, the Council approved the
purchase of recording equipment from Magnasync /Moviola in the
amount of $16,108.14 for the Department of Public Safety
communications center.
Police Dogs Mayor Stewart inquired when staff would be presenting its
report concerning police dogs,
City Managerr Callinan indicated that a report would be
scheduled for the next meetings
Sonoma Grove Alcohol Sam Clauder, 31 Varda Sonoma Grove, was recognized and
Beverage Permit commented on an application for the ,sale of alcoholic beve-
rages in Sonoma Grove and requested that the Council write
the Alcoholic Beverage, Control Board protesting same.
Upon motion duly made, seconded and unanimously approved, the
Council went on record as protesting to the Alcoholic Beverage
Control Board the issuance of a offsale beer and wine license
for the store in Sonoma Grove.
Sol Chad., 17 Varda Sonoma Grove, was recognized and reported
on the parking problems of Sonoma Grove and the fee for
parking in the new parking lot, Mr. Chad remarked that the
new parking lot would only provide 77 parking spaces whereas
the'Pe a ,e Frio j�e chain 77 -tr,ai.lers in the park. He c omillented
that the additional. $15 parking fee will not guarantee that
he will receive a parking space. Discussion followed.
The Council directed City Manager Callinan to look into the
matters

Sam Clauder expressed appreciation to the Council for
Sonoma Grove residents receiving notification of public
hearings on planning matters in the vicinity of the Sonoma
Grove.

turned out in the west half, from the clubhouse back.

the streets and gutters, and it's still, being tracked into
our homes. I've swept up buckets of it from the gutter by
my house.

Two of the Government created publications that we follow closely as indicators
ofincreases in everyone's cost of living are the June adjustment in Social_
Security, which was 14.3% this past year, and the Consumer Price Index, which
increased 16.7% during r-Int--, past 12 months.
Please remember that effective November 1. 1979, the annual rent increase was
only between 6% and 7% even rhnugh the cost of living was in the middle of its
upward turn into the double digits. At that time we stared the Government's
figures were unexplainable and maybe questionable, but we followed them because
they have historically been our guide. Apparently, the information we currently
receive from the news media takes some Lime before it becomes an actual part of
these nacistical reports. Hopefully, the positive reports of the cost of living
becoming more reasonable will be reflected in next year's indexes,
