1980/12/08 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES December 8, 1980 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Vice -Mayor Carbone, presiding., The regular session was preceded by an executive session which commenced at 7:00 p.m. and at-which all Councilmen, except Mayor Stewart, and City Manager Callinan were present and which was held to discuss personnel and litigation matters. Call to Order Vice -Mayor Carbone called the meeting of the regular session to order at approximately 7. :25 p.m Present,: (4) Councilmen Carbone, Cavalli, Hopkins and Roberts; .Absent,: (1) Mayor Stewart Staff present for all.,or part of the meeting: City Manager Callinan, City Attorney Flitner, Director of Public Works /City Engineer Brust and Planning Director Skanchy Approval of Minutes Upon motion of Councilman Hopkins, seconded by Councilman Roberts, and unanimously approved, the minutes of November 24,, 1980. were approved as submitted, Approval'of`Bills Upon motion of Councilman Hopkins, seconded by Councilman Cavalli,; and unanimously approved, the bills presented per the attached list in the amount of $268,737.85 were approved as submitted. Community Develop- City Manager Callinan requested that time be allotted ment Block Grant immediately following the City Manager's Report section of the meeting agenda to consider approving the "Citizen Participation Program for the Community Development Block Program" as a part :of H.U.D. guidelines for grant applica- tions. Resolution No. 80 -204 A RESOLUTION OF AWARD OF CONTRACT (Irrigation and Turfing, Evergreen School, Project No. 1980 -27) City Manager Callinan explained the resolution. Upon motion of Councilman'Cavalli, seconded by Councilman Roberts, and unanimously approved, reading of Resolution No. ,80 -204 was waived and said resolution was adopted. Resolution No., 80 -206. ARESOLUTION OF AWARD OF CONTRACT (Backstop, Rohnert Park Stadium, Project No., 1980-12) City Manager Callinan explained the.resolution. Upon motion of Councilman Hopkins, seconded by Councilman Cava.11i,, and unanimously approved, reading of Resolution No.' 80 -206 was waived and said resolution was adopted. Page 2 December 8, 1980 Resolution`No. 80 -216 RESOLUTION AMENDING AGREEMENT WITH SIGNAL MAINTENANCE INC. (for Traffic Signal Maintenance) City Manager Callinan explained the resolution. Upon motion of Councilman Hopkins; seconded by Councilman Roberts, and unanimously approved, reading of Resolution 'No. 80 -216 was waived and said resolution was adopted. Resolution No. 80 -217 RESOLUTION DESIGNATING, AUTHORIZING AND APPROVING INSTALLA- TION OF STOP SIGNS City Manager Callinan explained the resolution. Upon motion of Councilman Roberts, seconded by Councilman Cavalli, and unanimously approved, reading of Resolution No. 80 -217 was waived and said resolution was adopted. Resolution No. 80 -218 RESOLUTION RESCINDING APPROVAL FOR INSTALLATION OF CERTAIN STOP SIGNS City Manager Callinan explained the resolution. Upon motion of Councilman Roberts, seconded by Councilman Cavalli, and unanimously approved, reading of Resolution No. 80 -218 was waived and said resolution was adopted. Ordinance No. 378 AN; ORDINANCE OF THE CITY OF•R6HNERT PARK ADDING CHAPTER 9.66 TO THE ROHNERT PARK MUNICIPAL CODE AS AUTHORIZED BY SECTION 19 OF "ARTICLE IV OF THE CALIFORNIA CONSTITUTION ALLOWING BINGO GAMES IN THE CITY OF ROHNERT PARK FOR THE BENEFIT OF CHARITABLEE ORGANIZATIONS City Manager Callinan explained the ordinance. City- Attorney,Flitner commented one provisions of State law applicable to bingo games. Upon motion of Councilman Hopkins, seconded by Councilman Roberts, and unanimously approved, reading of Ordinance No. 387 was waived and said ordinance was introduced. Consumer Price Index Mr. Bill Adams, member ofthe Mobile Home Advisory Committee, was recognized and presented each Council member with a copy of a resolution adopted by the Mobile Home Advisory Committee, a copy of which is attached to the original set of these minutes, urging the City Council to join with other cities and the county in order to establish a "Consumer Price Index" for Sonoma County. He then introduced Mrs. Edna Hammond, Chairman of the Mobile Home Advisory: Committee, who read the resolution aloud. Discussion followed. Upon motion of Counai lman Roberts, seconded by Councilman Hopkins,.and unanimously approved the City Council went on record as being in favor of the establishment of a "Consumer Price Index" for Sonoma County and that the matter be referred to the Mayors' and Councilmen's Assn. of Sonoma County for further consideration. Page 3 December 8, 1980 Farming of Vacant City Manager Callinan, referring to his December 4, 1980 City -Owned Lot.on -Council meeting memo, informed that Mr. Thomas Balch, Liman Way 8545 Liman Way,'had again requested use of a vacant piece of city;-owned property immediately south of his property to.'be used as a :garden plot -. Upon motion of Councilman Hopkins, seconded by Councilman Cavalli; and unanimously approved, the Council approved leasing the vacant lot to Mr: Balch subject to conditions. "Transportation City Manager Callinan reviewed his December 4, 1980 Council Study" and "Fixed meeting memo regarding the " "City of Rohnert Park Transporta- Object Accident tion Study, City -Wide Traffic Distribution Roadway Analysis Study" North of Fiinebaugh Creek and West of U.S. 101" and "City of Rohnert Park Fixed Object Accident Study" prepared by Traffic Engineering Consultant Renato G. Martinez and ,which studies were made possible by a grant from the State Office of Traffic Safety. Director of Public Works /City Engineer Brust explained the contents of the two traffic studies and the recommenda- tions contained therein.` Diseussion'followed. Upon motion of Councilman Roberts, seconded by Councilman Hopkins, and unanimously approved, the Council formally accepted the two traffic study reports prepared by Mr. Martinez. Flood Hazard City Manager`Callinam requested that time be allotted Insurance- for City Engineer Brust to review the Flood Hazard Insurance program.: Director of Public'Works /City Engineer Brust explained the., city's participation in the National Flood Insurance: Program and reviewed the latest revised insurance rate map which was displayed.` Dlscussion'followed. Bike Path,.from City Manager Callinan reviewed his December 4, 1980 Council Cotati to Bridgit meeting memo regarding the City of Cotatils interest in Drive having a bicycle path developed that would extend from Bridgit' Drive to the Cotati city limits to connect to a bike path that would be developed in Cotati. Planning Director Skanchy 'gave °his staff report and pointed .,out the area of the proposed bike path on a site plan which was displayed. Mr. Bob Conrow, 7466 Bridgit Drive,.was recognized and expressed support for the development of the bike path to- improve access /circulation between "the two cities. Discussion followed. Councilman Cavalli made`a motion, which was seconded by Councilman Hopkins, that the Council would be willing to accept an easement for a bicycle bath between Bridgit Drive and the Cotati City limits, but would not approve the bike path's construction until it is determined what develops in Cotati on the adjacent property. Councilman Cavalli_ Councilman Cavalli left the at this point Leaves in the meeting, the time being approximately 8:24 p.m. Councilman Cavalli Returns Miss -Susan Baldwin,,7466 Bridgit.Drive, was recognized.. and complimented the city for ,providing good a9cessibility.; to disable.d.persons and urged,the Council to seriously consider the development of the proposed bike path. Councilman Cavalli returned at this point in the meeting, the tithe, being approximately 8:26 p..m. Councilman Cavallits motion to go on record as willing to accept an easement.for a proposed bike path in the area between Bridgit Drive and the Cotati city limits was unani- mously approved. Communications Communications per the attached.;outline were brought to the attention of the.City Council. No action was taken on any communications'' except. as' specifically noted in these minutes. City Manager's City Manager Callinan referred the Council to his Council. Report meoting',memo'dated;December 4, 1980 for explanation of all the'matte'rs on the City Manager's Report section of the meeting's agenda. Northwestern Pacific Railroad Employee Housing Assistance Program', City Manager Callinan informed that a notice had been received in today's mail from the Public Utilities Commis - sion saying that Ithe railroad's protest of the pedestrian crossing over the railroad at Copeland Creek would be allowed and.the city s application would have to go to a., hearing. City Manager Callinan informed that a preliminary employee housing assistance program had been discussed in executive session with the City Council and that the matter would now be discussed in,meet and confer sessions with the Sonoma County Organization of.PublIc Employees before being brought back to the City Council for formal approval. Expressway Westerly .City Manager Callinan reminded that the Board of Supervisors Extension would`be' considering whether''or not to delete the westerly extension of the Rohnert Park Expressway from the County.General Plan at its December 9, 1980 meeting.,,. Petaluma Valley City Manager Callinan informed that the Board of Directors Hospital Tour of the "Petaluma Valley Hospital had extended an invitation to the City ;Council members to tour the new hospital facilities sometime during December. Discussion followed. The consensus of the Council was that it would accept the invitation to tour the Petaluma Valley Hospital facilities if the date of January 19, 1981 at 7!nn p=m: would be acceptable. Page 5 December 8, 1980 Health Facilities Mr. Bill Adams, 184 Madrigal, was recognized and urged the City Council to construct a hospital on its 10 acre site reserved for health facilities. Discussion followed. Resolution No. 80 --219 RESOLUTION APPROVING CITIZEN PARTICIPATION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM City Manager Callinan explained the resolution. Upon motion of Councilman Roberts, seconded by Councilman Hopkins and unanimously approved, reading of Resolution No. 80 -219 was waived and said resolution was adopted. League Financial City Manager Callinan informed that he might be attending Management Seminar the League of California Cities Financial Management Seminar in Monterey, December 10 -12. PERS Class Action City Attorney Flitner informed that it appeared that the Lawsuit class action lawsuit against the Public Employees' Retire- ment System and numerous cities would be dismissed. Regional Planning Councilman Hopkins informed that he would be appointed Committee to the ABAG Regional Planning Committee whose first meeting would be January 7, 1981 and requested that staff prepare a file with pertinent information for his use. Golf Course Rates Councilman Cavalli informed that a meeting of the Council's golf course committee would be set up as soon as the Mayor returned from her out of town trip in order that 1981 golf course rates could be considered at the December 22, 1980 Council meeting. Consumer Price Vice -Mayor Carbone informed that he had discussed establish - Index ment of a County "Consumer Price Index" with Supervisor Helen Putnam and that she had expressed interest in same. Board of Supervisors City Manager Callinan informed that Vice -Mayor Carbone and he had met with Supervisor Putnam to discuss various matters relating to Rohnert Park. Adjournment There being no further business, Vice -Mayor Carbone adjourned the meeting at approximately 8:44 p.m. Deputy City Clerk Faus APPROV - ° Vice -Mayor arbone ROHNERT PARK MAYOR'S MOBILE HOME ADVISORY COMMITTEE R E S O L U T I O N To: Rohnert Park City Council December 8, 1980 WHEREAS, Residential rent rates in Sonoma County are rising so rapidly that young adults and senior citizens whose income is low or fixed are being forced into less and less desirable housing; indeed causing them to move out of the County, and WHEREAS, Rent increases in the County, if fixed or controlled at all by landlords, are usually pegged to the San Francisco - Oakland combined "All Items" Consumer Price Index (CPI) where prices are gen- erally much higher than in the County, and WHEREAS, The CPI, even for "All Cities" in the U.S., is based on price data gathered in 85 widely separated large urban areas by the U.S. Bureau of Labor Statistics (BLS), and does not reflect the econ- omic conditions in Sonoma County, and WHEREAS, Our County is composed of small urban areas and a large rural population, and it is unfair and inequitable to our tenants to have a CPI applied from predominately urban areas; they need to have available a CPI that accurately reflects local rents and prices; there- fore now be it RESOLVED by the Rohnert Park Mayor's Mobile Home Advisory Committee that we advise and most strongly urge the Rohnert Park City Council to join with the other cities and towns in Sonoma County to provide data to the County Board of Supervisors which may then be used to form a CPI for the Countyas a basis for setting fair rents and other charges; and be it further RESOLVED that the City Council should initiate and promote, by resolution and other means, the active cooperation of the other cities and towns and appropriate County agencies in such an effort; and be it further RESOLVED that the County should pool its economic expertise along with the data available and seek information and guidance from the BLS at 450 Golden Gate Avenue, San Francisco, to form a countywide CPI on a number of items, but particularly on RESIDENTIAL RENTS.
