The City Manager, Peter., M. Callinan, acting in the
capac ty,of Rohnert;.Parkla,Chief Administrative/ Executive
Officer, held a public hearing this date in the City
Offices, 6750 Commerce Boulevard, Rohnert Park, in order
to ,obtain input concerning use of Federal General Revenue
Sharing, funds.,
Call to Order ,City Man4ger,Callinan. called the meeting to order at
approximately 6:30 p.m, ,
Public Hearing re. City Manager Callinan,declared the public hearing open
Federal Revenue and read,a.letter.;(a copy of which is attached to the
Sharing Funds original set of,these, minutes) from Mae Dawson, 342
Alison Avenue, suggesting,that Federal Revenue Sharing
"funds be used'to clean up "A" Neighborhood and
that the masonary fence to the rear of the residences along
Southwest Boulevard -be extended from Adrian Drive to Commerce
Boulevard and Southwest Boulevard.
Mr.-Jack Goetzinger, 127- Camino Colegio, was recognized
and informed that the Cougar Program Aide Club would
like $35,000,to install a, drainage system for an all -
weather track_ at the Rancho Cotate High School.
Mrs. Betty Ferra, 433 Ava Avenue, was recognized and
inquired how much of the Federal..Revenue Sharing funds
would be used to develop the, community and recreation
center site.
City Manager Callinan ,explained that previous Revenue
Sharing'funds had been used for studies and design for
the cultural arts theatre and community gym to be developed
at the community, and recreationcenter site.
'Mrs. Ferra recommended, that the theatre be designed
so`that elderly.persons would not have to go up and
down stairs to get to the. dressing rooms.
Mrs. Annette Lyons, 7518 Boris Court, was recognized
and asked if the Federal�Revenue Sharing funds had already
'been spent...
city'Manager.Callinan, responded in,-,,the negative and
explained how much the_city. anticipated it would receive
under the`Federal Revenue Sharing Program for the entitlement
period from October, 1, .,1980, -to September 30, 1981.
Mrs. Ferra was again recognized and informed that the
Burton Avenue Recreation Centgr. needed some work and
asked if consideration. .had been.'given to converting
'the facility, into a, senior citizens' facility.
City Manager Callinan explained that he was not in favor
of designating the center.exclusively..for senior citizens'
use because them were so many other community groups that
utilized the facility as well.

Mrs'. Ferra'commented'that the seniors needed somewhere to
go during the daytime_
Mrs. Lyons and Mrs, Werra requested that the following
.improvements be.made at the Burton Avenue Recreation Center:
1.' Stage curtains be replaced
2. 'Unsteady tables be replaced
3. A cement walkway be installed from the parking
area to the Community Center
4, A night light be. installed at the driveway, ;
entrance
Mrs_ -' Lyons suggested; that . inside to:iiet facilit'es- `L
installed at.the Benecia Recreation Building for use
by the youngsters enro11 ed in the, Tot Time program and
that -the broken.glass, and debris be cleaned in the play
area outside.
Mrs. Ferra' informed . that the senior citizens needed another
bus for transportation be.tween,.the hours of 2:30 and 5:00 p.m.
and that the new bus should be especially designed for trans -
porting handicapped persons.
City'Manager Callinan informed that staff was working on the
acquisition of another senior citizens bus with a lift.
Mr. Dennis. Bettencourt, 575 West School Street, Cougar
Program Aide Club, was
.recognized and explained that the high
school track was, probably the worst,rfacility in the county.
In response to a question b'y'City FManarfer Callinan, Mr.
Bettencourt informed that'the school district does what
it,can' towards the track's.,.maintenahce, but curb and drains
were needed 'to preserve, the_ field.'
Mr. 'Jack Goetainger was recognized and informed that the
Cougar Program Aide Club had accumulated $3,500 from various
fund raising events and that, the school board had given
autiiorization to,have,the drainage system installed, provided
that the club had the total amount of money necessary to
complete the project.
Mrs. Susan Martin, 1240 Camino Coronado, was recognized
and presented a letter (a copy of which is attached to the
original set of these minutes) from the Richard Crane Elementary
School Kindergarten Playground Taskforce, a group of concerned
parents committed to securing playground equipment for the
kindergarteners at Richard Crane School. Mrs. Martin informed
that her group would need $1,800 in order to complete their
project.
City Manager Callinan', in response to,a question from Mrs.
Betty Fredericks, 242 Alden Avenue, gave a brief overview
of the Federal Revenue Sharing Program guidelines, allocation
of monies, etc.
Mrs. Fredericks inquired if there were specific requirements
for notifying the public concerning the program.

City Manager Callinan informed that a legal notice had
been published in the local newspaper and notices mailed
to other newspapers for additional news coverage and
contact with various community groups as evidenced by the turn -out
at this meeting.
Mrs. Edna Hammond, 142 Fiesta Lane, was recognized and
suggested that the city provide either CETA or paid college
student drivers for the senior citizens' Sunshine bus because
it was very difficult to arrange for volunteer drivers.
City Manager Callinan informed that the CETA program was
being phased out and that presently the volunteer Sunshine
bus driver program was working out satisfactorily and that many
other community volunteers are not paid.
There being no one further desiring to be heard and no
other written communications having been received, City
Manager Callinan closed the public hearing.
City Manager Callinan advised that the City Council would
consider his recommendations and conduct a public
hearing concerning the use of the Federal Revenue Sharing
Funds at its January 26, 1981 meeting and that all interested
parties were invited to attend same.
Adjournment There being no further business, City Manager Callinan
adjourned the meeting at approximately 7:00 p.m.

qe would like to introduce ourselves as the Kindergarten Playground Taskforce
of the Richard Crane Elementary School. We are a group of concerned parents
who are committed to securing playground equipment for our children.
Presently, our children do not have access to an outdoor area in which to engage
in supervised play or sports. They are being deprived of physical activities that
are so vital to the proper development of young minds and bodies.
Through countless meetings with parents, teachers, and school officials, we drew
up plans, selected the desired equipment, and proceeded with fundraising. The
total projected cost of our project is estimated at $6000. This includes $4200
for fencing, $950 for the playground equipment, and $850 for a sandbox and
groundcover. To this end, the Cotati-Rohnert Park Unified School District is
appropriating $3000, and the Kindergarten Playground rask'Lorce has raised $1200
in fundraising events over the last four months.
Although the Taskforce is busy with fundraising -projects, it is slow work. tqe
would like to complete this project so our children can use the playground this
school year. That would allow us to continue our fundraising efforts so we may
purchase playground equipment for the other children at Richard Crane School.
Therefore, we are applying for that portion of the Revenue Sharing Funds that
will allow us to complete this project, which would be $1800.
