1981/02/09 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES February 9, 1981 The Council of_the,City of•Rohnert Park met this date in regular session'commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Stewart presiding. The regular session was preceded by an executive session which commenced at 7 ;00 p.m. and at which all Council- men, except Councilmen.Carbone and Cavalli, and City Manager. Callinan were prese%t,and which was held to discuss personnel and litigation matters. Call to Order Mayor Stewart called the meeting of.the regular session to order at approximately 7:13 p.m., and led the pledge of allegiance. Approval of Bills ;City Manager., Callinan, referring to Project No. 1980 -17 for Evergreen School - Eagle Park Lighting, requested that Progress Payment No. l in the amount of.$23,760.81 for Scott Electric be added to.the bills for approval.,. Upon motion of Councilman.Roberts,.seconded by Councilman Hopkins, and unanimously, approved; the bills presented per the attached list in the amount of $377,794.78, including the bill received frpm Scott Electric in the amount of $23,760.81, were approved. ' ' It was, the;' concensus of the Council, to . defer the matter to the next regularly scheduled meeting. Councilman_Robelts initiated discugslo concerning the dis- tribution of printed:mAt6rial,,in stropping center parking lots on car, windows and the ,'problem; with litter that it creates. Employees Housing City Manager .Callznap,..referring to ,Council meeting memo ;dated Assistance Program, February .4., 1981, informed that copies of City Attorney Flitners opinion regarding the Employees Housing Assistance Program had been provided to each Council members. Mr. Callinan indi- catec that he would meet and confer,. with SCOPE and come back to the Council with further information. Councilman Roberts initiated discussion concerning a flyer from the Sonoma County Cultural Arts and questioned why Rohnert Park was not.Zisted as-having a town meeting. Councilman Robert$ questioned Ladles Ambulance Services' rakes,for`an Emergengy Medical Technician and a Paramedic. 'Page 5 February 9, 1981 Just Cause Eviction City Manager Callinan,-refsrring ' to his February 4, 198 1 Council meeting memo,`comiii nted on two letters received from the Sonoma County Renter'6;Alliance and the City of Cotati requesting the Council consider the adoption of a Just Cause Eviction ordinance. City'Manager Callinan recommended that no action be taken and that the matter be Wt up to State legislation. Councilman Roberts made a motion; seconded by Councilman Hopkins, and unanimously approved, to leave the matter of Just Cause Eviction up to the State legislation. City Attorney Flitner ••briefly `related the statutes of eviction for mobile homes. Discussion followed. Parks and Recreation City Manager Callinan referring to his February 4, 1981 Council Commissioner Henley meeting memo noted that Parks and Recreation Commissioner James Henley has moved outside the city limits and he has asked the Council to let him conti`nid to`serve on the Commission even though he would be a non - resident. Councilman Hopkins mac, a motion, seconded by Councilman Carbone, and unanimoualy-approved, to allow Parks and Recreation Commissioner James Henley finish his "term in office in recog- nition of his service`to the city and to notify him that someone else would replace him at the end of his term. Council commended Commissioner Henley in advance for his 'service. City Manager's Report City'Manage'r Callinan referred the Council to his Council meeting memo dated "'February 4, 1981 for explanation of all the matters on "the City' Manager''s Report section of the meeting's agenda. Bail Out Funds City Manager Callinan reported receiving a copy of the January 28 1981 legislative•''Bulletin from"the League of California Cities which indicated a reduction 6f` "bail -out " funds, a reduction of $134,058 to the City of Rohnert Park during the fiscal year. Discussion followed. Employee Counseling ..City Manager Callinan initiated discussion concerning obtain - Services ing employee counseling services with Lawrence 8 Associates on a month to month basis. Discussion followed. Upon motion of Councilman Hopkins, seconded by Councilman Carbone, and unanimously approved, Council approved an employee counseling services agreement with Lawrence & Associates on a month to month trial basis with Councilman Roberts as liason. City Attorney's City Attorney Flitner reported on_..the legality of.expenditure Report of city funds for school site improvements, primarily recreation facilities. Mr. Flitner indicated that a copy of the agreement between the city and school district concerning maintenance and improvement of school sites had been provided to each Council member. City Attorney Flitner noted that city financing of recreation facilities on school sites is legal if the facili- ties are available to the community for recreational use when they are not required by the school district for education related purposes. Upon'm6tion of Councilman Roberts, seconded by Councilman Hopkins, and unanimously approved, Council approved financial assistance of $1,800 for kindergarten'play equipment at Richard Crane School with the understanding that the equipment Mould be availabl& for`public use and the funds would be paid to the Unified School`District whch'would own the equipment. Rancho Cotate High City Manager Callinan, referring to his February 4, 1981 School Track Council meeting•memo` noted a pending request for financial a ssistance'`for` improvements to'the track at the Rancho Cotate High School. ` Discussion followed o'uncilmai R6berts made a motibn; seconded by Councilman Hopkins;'and unanimously approved9``'to approve financial assistance of up to $17,500 for improvements to the track at the Rancho Cotate High School-and that the contribution be matehed'by'the school district for�'a maximum of $35,000 and that the track be open for use by'•the 'general public when not needed for school related activities. Soccer Lighting City Manager Callinan advised that staff is investigating in- stalling lights on the soccer fields in Sunrise and Eagle Parks. Unscheduled'Public Bill Kuziara, 615 Racquet Club Circle. was recognized%and�`' '. Appearance'.` commented on the number of unsafe vehicles drilhig the streets. Mr. Kuziara'requested that the Department of Public Safety take on the concept of vehicle safety and that in turn might reduce speeding in town.
