'ROHNER'T PARK CITY COUNCIL MINUTES February 23, 1981 The Council of the City,of Rohnert Park met this date in regular'session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert.Park, with Mayor Stewart presiding. The regular session was preceded by an executive session which commenced at 7:00 p.m. and at which all Council- men and City Manager Callinan were present and,.which was,held to discuss personnel and litigation matters. Call to Order Mayor Stewart called the meeting of the regular session to order at approximately 7 :15 p.m. and led the pledge of allegiance. Approval of Minutes UFon motion of Councilman Hopkins,,seconded by Councilman Carbone,'and unanimously approved, the minutes of February 9, 1981 were approved as submitted. A RESOLUTION OF THE ROHNERT PARK CITY COUNCIL REJECTING THE CLAIM OF DANIEL S. WIDGER, Resolution No.. 81 -28 RESOLUTION AUTHORIZING CALL FOR BIDS (Corporation Yard Expansion, Project No. 1980 -13) (Removed from consent calendar) Resolution No. 81 -29 RESOLUTION ACKNOWLEDGING RATES BEING CHARGED BY CADLE'S MERCY AMBULANCE SERVICE Resolution No. 81 -30 - RESOLUTION DECLARING 1JEEDS.GROWIN0 UPON OR IN FRONT OF CERTAIN PROPERTIES WITHIN THE CITY OF ROHNERT PARK TO BE A PUBLIC NUISANCE, DIRECTING THE CITY MANAGER TO POST NOTICE THEREOF AND DETERMINING HEARING DATES AS REQUIRED BY CHAPTER 8.:08:OF THE ROHNERT PARK MUNICIPAL CODE Page, 2. February 23, 1981 Upon motion of Councilman Hopkins, seconded by Councilman Carbone, and unanimously approved, reading of Resolutions Nos. 81-27 through 81-30, except Resolution No. 81-28 which was postponed for,two weeks, was waived and said resolutions were adopted. Ordinance No. 381 AN'ORDINANCE OF THE CITY OF ROHNERT PARK PROHIBITING THE `DISTRIBUTION OF PRINTED MATERIAL ON PRIVATE PROPERTY AFTER RECEIPT OF NOTICE FROM THE OWNER City Attorney Flitner requested that this matter be postponed for two weeks in'order to research what restrictions could be implemented concerning distribution of flyers on windshields of parked cars in shopping centers. The Council agreed. 1981 Swimming Pool Rates City Manager Callinan referred the Council to his memo dated February 19, 198.1 concerning swimming pool rates as prepared by the Recreation Department staff and approved by the Parks and Recreation Commission. He read aloud the proposed rates (a copy of which is attached to the original set ofthese Minutes) and expressed concern about imposing a $1,bo'rat.e for youngsters from 13 to 17 years of age. Discussion followed. Director of Parks and.Recreation Pekkain commented on the proposed 1981 swimming pool rates,recommended by the Recrea- tibn Commission. Councilman Cavalli made A motion that the 1981 swimming pool and lesson rates be left the same as 1980. Councilman Carbone seconded the motion. Barbara Uhl, member of the Parks and Recreation Commission, was. recognized and commented on the Commission's recommendation to increase the pool admission rate for the .13-17 age category from 75� to $1.00. Commissioner Uhl explained that she did not feel the 25� increase over staff's recommendation for the teenage group was appropriate, but that she did feel the increase for swimming pool lessons from $6.00 to $8.00 was acceptable. Discussion followed. Councilman Carbone suggested.that Councilman Cavalli's - motion to leave the 1981 swimming pool admission and lesson rates the same as 1980 be amended to increase the swimming pool lesson ratesifr6m $6.00 to $8.00. Councilman Cavalli accepted the suggestion as a friendly amendment to his motion, which motion failed by the following roll call vote: AYES: (2) Councilm''e n Car one,and Cavalli NOES- (3) Councilmen Hopkins, Roberts and Stewart Upon motion of Councilman Hopkins, seconded by Couficilman' Roberts, and approved by the following roll call vote, the Council established the'swimming pool rates for 1981 as recommended bv'staff!''A.e. with the teenager admission being set at 75�;and`th6 adult residents swim lesson rate being set at $8.00 and all the other rates remaining the same as those in effect for 1980. (2) Councilmen Carbone and Cavalli Resolution No. 81 -31 RESOLUTION CALLING FOR SEALED PROPOSALS (Traffic Signals at Rohnert''Park Expressway at, San Simeon, Project No. 1981 -1) City'Manager Callinan explained the resolution. Upon motion of Councilman Hopkins,, seconded by Councilman Cavalli, and unanimously approved, reading of Resolution No. 81 -31 was waived and said resolution was approved. Stadium Fencing, City Manager- 'Callinan commented on installation of outfield Project No. 1981 -12 fencing for the Rohnert Park Stadium and informed that copies of Administrative Asst. Jones' memo, dated February 23, 1981, recapping quotes received for installation of the outfield fencing (a copy of which is attached to the original set of these miriut °es) had been disseminated to each Council member prior to the meeting. Park Stadium outfield - fencing, Project No.''1980 -12. Resolution No. 81 -32 RESOLUTION CALLING FOR SEALED PROPOSALS (Rohnert Park:; Stadium, Fencing, Project No. 1980 -12) City Manager Callinan` explained the..r.esolution calling for bids on chain link fencing. Upon motion of Councilman Roberts, seconded by Councilman Hopkins; and unanimously'Approved, reading of Resolution No. 81 -32 was waived and said resolution, was approved., Matters from Mayor Stewart requested permission to attend the National Councilmen League of Cities Conference in Washington, D.C. from February 2`80 1931 through March 3, 1981. Upon motion of Councilman Hopkins, seconded by Mayor Stewart, and approved by the following voice vote, any Council member desiring to attend the National League of Cities Conference in Washington, D.C. was authorized_to do so. AYES: (4) Councilmen Carbone, Cavalli, Hopkins and Stewart NOES: (1) Councilman Roberts Councilmen Hopkins,' At this point in the meeting Councilmen Hopkins and Carbone and Carbone Leave- left the 'Council "Chambers, the time being approximately 7:50 p.m. Scheduling of Parks and Recreation Director Pekkain gave his presentation Playfields 1981 on the scheduling of p,layfields for 1981, comparing field usages for 1981 to those required in 1982, pointing out the substantial increase in same. Discussion followed. No action was taken on any communications except as specifically noted in these minutes. Rohnert.Park Disposal City Manager Callinan referred to a letter from Rohnert Unscheduled Public Appearance Mr..Gilbert Flores, 493 Myrtle Avenue, was recognized and registered a complaint about receiving a parking citation. Mr. Flores claimed his car was parked only within 1 foot of an, area where a "No Parking" sign had been.posted. City Manager Callinan clarified the practice of posting 1°no parking" signs in front of resident's homes if they request it. Mr. Flores was advised that an ;a ve-s+1 gL ti Vn would be conducted into the background of the circumstances surround- ing Yis.being..ticketed. Park Disposal Corp. requesting a contract extension and the possibility of providing street sweeping service.., Discussion followed. Councilmen Cavalli and Roberts were designated as a.committee to work with staff on the negotiations with .Rohnert Park Disposal Corp. Petition re:. Bike City Mc3nager Cailinaii read ,a petition submitted by a 11r. Lanes Frank Gleason and signed by numerous citizens regarding the need.for bike lanes throughout the town and especially along Country Club Drive._ Discussion followed. The Council expressed appreciation for the citizens' comments and directed that bike lanes be installed where appropriate. City Attorney's City Attorney Flitner reported that it would be 30 -60 days Report before the Public Utilities Commission gave its decision about the Copeland Creek pedestrian grade crossing. Emergency Access to Councilman Cavalli initiated discussion concerning Golf Courses Director of Public Safety Dennett's memorandum regarding emergency public safety access to the golf courses. Council - man Cavalli suggested that a gate be installed at Dorian Drive and other locations where there was street side access to the golf courses. City Manager Callinan indicated that staff would follow -up on the matter. City Manager's City Manager Callinan commented on the League of California League of CA Cities Cities' City Manager's Conference which was held in Monterey. Conference:. City Manager Callinan brought to the attention of the Council that at the conference Councilman Cavalli had received a certificate as a retired City Manager with 30 years service. School District/ Councilman Roberts suggested setting up a joint meeting City Council between the City Council. and Cotati- Rohnert Park Board of Joint Meeting Trustees. City Manager Callinan indicated he would follow- up on the matter. RE: Outfield Fencing for the Rohnert Park Stadium DATE: February 23, 1981 At City Engineer Brunt's direction, quotations were solicited by telephone for the installation of outfield fence framing at the Rohnert Park stadium. Dr. Leonard will be providing the plywood covering for the fence. The frame will be in accordance with the attached specifications. Time constraints forced us to seek telephone quotations rather than going through formal bid process. The results were as follows: American Lumber /Santa Rosa T & D Drilling & Fence Co. Alpine Fence Levine Fence Price Per Food: Total $7.00 /foot $ 4,830 $7.10 /foot $ 4,899 $16.50 /foot $11,385 $15.90 /foot $10,970 The difference between the two sets of quotations caused me to confirm the first two prices. Both vendors confirmed their quoted prices and will send letters tomorrow. Although both gave references, American Lumber's reference is calling me back tomorrow.
