March 23, 1981
The Council of the`City of Rohnert Park met this date 'in
regular session, commencing at 7:00 p.m. in the City Offices,
6750 Commerce Bonlevar'd,`ROhnert 'Park, with Mayor Stewart
presiding. The regular session was preceded by an executive
session which commenced at`7 00'p.m. and at which all Council -
men, except Vice Mayor Carbone, and City Manager Callinan
were present and which was held to discuss personnel and
litigation matters.
Call to Order
Mayor Stewart called the meeting of the regular session to
order at approximately 7:29 p.m. and led the pledge of
` 4Lllegiance .'

Upon motion of Councilman'Hopkins, seconded by Councilman
Cavalli, and unanimously approved, the minutes of;March 9.,

Approval of Bills
Upon motion of Councilman °Cavalli, seconded by Councilman
Hopkins, and unanimously approved, the bills presented per
the attached list in the amount of $420,937.16 were approved.

Mayor Stewart referred the Council to City Manager Callinan's
'C%m it Meeting Memo dated March 19, 1981 for explanation of
all the matters on the Consent Calendar. Councilman Cavalli
'questioned the'awarding.of contracts on the Consent Calendar
'and expressed the idea that these items should be discussed
in more detail and should be placed elsewhere on the agenda.

Weed Abatement Mayor Stewart opened the scheduled public hearing on Weed
Hearing Abatement. City Manager Callinan explained the weed abatement
procee4ings. Mayor Stewart asked for comments from the audien

of the.progedures,and City.'Manager Callinan again explained in
more detail that the city,.staff would be authorized to abate
those:weeos,;whir_h have not"been abated by the time the staff
appears to mow them. He also explained that the city routinely
mows quite a few, of the large, undeveloped properties and bills
the property owners for the'`cost.of the mowing.
Mr'. Pete Kassebaum9 793 Lombard Way, was recognized and questic
the legality of the city staff mowing weeds on properties whose
owners did not receive mailed notices and billing the property
owners. City Attorney Flitner explained that the publication
of the "Notice to Destroy Weedst °;was ample notice to the public
and that the city was .within its rights to do same.
There being no further comments from the audience, Mayor Stewar
closed the Public Hearing.
Resolution;No.. 81 -58,. .RESOLUTION DIRECTING CITY, MANAGER TO ABATE WEEDS was adopted
upon motion by Councilman Hopkins, seconded by Councilman
Roberts, and unanimous approval.
Approving Tow City.,Manager Callinan asked,that the resolution approving tow
Service Agreements service agreements be deferred. The Council agreed.

AUTHORIZING APPLICATIONS FOR TRANSPORTATION DEVELOPMENT ACT
FUNDS
City Manager Callinan explained the resolution. Upon motion
by Councilman Hopkins, seconded by Councilman Roberts, and
unanimously approved, Resolution No. 81 -59 was adopted...,
Mrs. Fran Voets of the Rancho Cotate Music Committee appeared
before the City Council to request permission for the Rancho
Cotate,High. School band to use Camino Corto for practice each
day for 1/2 hour to 45 minutes. After a discussion, the
Council recommended that the band look into using the driveway
in the new Community Center as a more feasible place to practice
so as not to. disturb local residents. Mrs. Voets agreed to
look into the prospect of using same.
City Manager Callinan introduced Mr. Lee Dickerson,-who-repre-
sents the North Bay Health Services Agency in Petaluma. Mr.
Dickerson read a statement, a copy of which is attached to
the original set of these minutes. Upon conclusion of Mr.
Dickerson's presentation, discussion was held on the feasi-
bility of Rohnert Park having its own hospital in:the future
and the obstacles which must be overcome in doing so. During
the discussion, Mr. Dickerson suggested that a member of the
City Council join the agency's governing body and urged the
city to use the agency staff in its endeavors to investigate
a hospital project.
Councilman Cavalli At this point in the meeting, the time being approximately
leaves 8:40 p.m., Councilman Cavalli left the Council Chambers.
Communications Communications per the attached outline were brought to the
attention` *f_,thp City Council. No action was taken on any
communications except as specifically noted in these minutes.
Mayor Stewart commented on the communications received from
anonymous persons and noted that it was difficult to take
action without knowing who to contact.
Councilman Roberts noted the request from the YWCA and City
Manager Callinan clarified that this was the balance of the
request for funds for the Women's Emergency Shelter for the
second,half of the fiscal year which was previously approved
by the City Council in the 1980 -81 budget.
Councilman Cavalli At this point in the meeting, the time being approximately
returns 8:45 p.m., Councilman Cavalli returned to the Council Chambers.
City Manager's City Manager Callinan reported on a cash contribution of
Report $2,000.00 from Mr. Olaf Gross, a local developer; the.contri-
bution being made towards the stadium project. City Manager
Callinan advised that an appropriate letter of thanks would
be sent to Mr. Gross.,
Councilman Roberts At this point in the meeting, Councilman Roberts left the

Returns
City Manager Callinan, referring to his Council Meeting Memo
dated March 19,, 1981, and ,a copy of the site plan for H.
Park which was on display, explained Resolution No. 81 -60.
Councilman Roberts returned to the Council Chambers at this
point in the meeting, the time being Tproximately 8:52 p.m.
Upon motion by Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, Resolution No. 81 -60 was
adopted by title. ,
Snyder Lane Update
City Manager Callinan reported on the status of the Snyder
Lane project and stated that a meeting was being set up with
Supervisor Rudee to discuss same.
Hospital Planning
City Manager Callinan referred to his Council Meeting Memo
dated March,19, 1981 suggesting a committee should be estab-
lished to expedite progress towards getting a hospital
established.,

RESOLUTION ESTABLISHING AN AD'HOC COMMITTEE FOR THE IMPROVEMENT
OF HEALTH SERVICES.
Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, Resolution No. 81 -61 was
adopted by title.
Councilman Hopkins made the motion that Dr. Don Davis and
Councilman Roberts be appointed to the Ad Hoc Committee.
Said motion was seconded by Councilman Cavalli and'was
unanimously approved;
Ladybug Pool
City Manager Callinan reminded the City Council of the
Dedication
dedication ceremonies for the`new Ladybug Swimming Pool to
be held on March 28, 1981.
LCC Meeting -Napa
City Manager Callinan brought to the attention 9f the Council
the upcoming League ofCalifornia Cities, Redwood Empire
.Division,.meeting to be held in Napa on April,:ll, 1981.
Joint School
City Manager Callinan informed the City Council that a joint
Board Meeting
meeting with,the school board is scheduled to be held at
Zane's Restaurant on April 20th.
Stadium Update
City Manager Callinan gave an update on the progress of the
stadium, noting that work had slowed due to the recent rains.
City Attorney's
City Attorney Flitner presented a draft of an ordinance pro-

hibiting the placing of material on windshields and the hand
delivering of materials. The ordinance will be further dis-
cussed and scheduled.for introduction at the next regular
Council meeting.

Matters from Councilman Roberts reported on the Santa Rosa Memorial
Councilmen Hospital Long Range Planning Sub - Committee meetings and
displayed a current report of said sub - committee and said
the City Council would be provided copies of same.
Councilman Hopkins expressed his concern over the lack of
bicycle citations being given and noted there were none issued
in February according to the Department of Public Safety
Monthly Report City Manager Callinan stated that he has
already spoken to the Director of Public Safety on this matter
and that action will be taken.
Mayor Stewart stated that she noted a number of vehicles with
only one headlight and a number of cars on the streets need-
ing repairs and suggested that more citations be given to
curb these incidents.
Unscheduled Public Pete Kassebaum, 793 Lombard Way, representing the residents on
Appearances the north end of Lombard Way, presented their complaints on
rental properties not being maintained, the number of vehicles
being parked on the street, the failure of the Public Safety
Department to enforce ordinances pertaining to vehicles being
worked on, noise late at night, etc. He stated that he felt
citizens should not have to appear at a City Council meeting
to get these minor things taken care of. Discussion followed,
during which City Manager Callinan stated that "No All Night
Parking" signs could be posted in front of the residents' homes
if they desired to keep the number of cars on the streets
reduced and assured Mr. Kassebaum that his complaints would
be followed up on.
Clara Brown of the Rohnert Park Cultural Arts Commission
appeared before the City Council to advise them that the
commission had not been notified of the deadline to appoint
persons to the Sonoma County Arts Council, which is March 31,
1981.
Adjournment There being no further business, Mayor Stewart adjourned the
meeting at 10:00 p.m. to 7:30 p.m. Monday, April 6, 1981.
