April 13, 1981
The Council of'the'City of Rohnert Park met this date in
regular session commencing at 7000 p.m. in the City offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Carbone
presiding. The regular session was preceded by an executive
session which commenced at 7.00 p.m. and at which all Council-
men and City Manager Callinan were present and which was held
to discuss personnel and litigation matters.
Call to Order
Mayor Carbone called.the meeting of.° -the regular session to
order at approximately 7.24 p.m. and led the pledge of al-
legiance. ;..,.

Approval of Minute, I s
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts, and unanimously approved, the minutes of March 23,
1981 and April 6, 1981 were approved as submitted.
Approval of Bills,,
Upon motion of Councilman Hopkins,_seconded by Councilman
Roberts, and unanimously approved, the bills presented per
the attached list in the amount of $1,222,228.97 were approved.
Reflections
Mayor Carbone presented'Councilperson Stewart with a desk set
on behalf of the City'Council and expressed thanks and appre-
ciation for her endeavors as M yor of Rohnert Park the past
year and commented`on her being the first female Councilperson
in Rohnert Park's history.

Upon motion of Councilman Hopkins, seconded by Councilman
Cavalli,; and unanimously approved, reading of Resolution
Nos. 81=62 through,81 -64 `.was waived and said resolutions were
adopted, and the final map for Coleman Valley Subdivision No.
4 listed on the Consent Calendar was approved.

City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by Councilman
Cavalii, and unanimously approved, reading of Resolution No.
81-65 was waived and said resolution was approved.
Resolution No. 81 -66
RESOLUTION''APPAOVtNG TOW SERVICE AGREEMENTS
City Manager Callinan explained the resolution.
Upon motion of Councilman Cavalli, seconded by Councilman
Hopkins, -,and unanimously approved, reading of Resolution No.
81 -66 was waived and said resolution was approved.
Rohnert Park ZIP"Code
City Manager Callinan referred the Council {to'his Council
Meeting Memo dated April 9, 1981 concerning the selection of
a ZIP code number for the City of Rohnert Park. Discussion
followed, upon which Mr.. Callinan requested that.the matter
be deferred until the next regularly scheduled Council meeting
due to Postmaster Long's illness. Council concurred and
directed City Manager Callinan to express the Council's get-
well wishes to Mr..Long.

followed.
Councilman Cavalli questioned whether the ordinance, would apply
to the placement of materials on private property such as
homes. City Manager Callinan indicated that it did not.
Upon motion of.Councilman Roberts, seconded by Councilman
Hopkins, and`unanimously approved, reading of Ordinance No.

was waived and said ordinance was introduced.

City Manager Callinan indicated that a representative of the
Sonoma County Arts Council was scheduled to appear before the
Council but that the representative was not yet in attendance.

Mr. Callinan advised,the Council to proceed with the meeting

agreed.

Planning Director Skanchy, referring to site and elevation
Friedman, Warehouse
plans on display, explained the staff report and Planning
Commission action regarding precise development_ plan and
architectural review for .Jack Friedman for a proposed 9,840
square foot warehouse building to be located on the north
side of Executive Court approximately 200.feet, west,of State
Farm_Drive. Discussion followed.
Mayor Carbone opened the scheduled public hearing on the ap-
placation of Jack Friedman for precise development plan and
,,_
architectural review.for a 9,.840 square foot warehouse building
(File No., 0773)..
There being no one desiring to be heard, and no written com-
munications,received, Mayor Carbone closed :the public.hearing.
Upon motion of Councilman Hopkins, seconded by Councilman

Roberts, and unanimously approved, the application of Jack
Friedman for precise development plan and architectural review
for a 9,840 square foot warehouse building (File No. 0773) was
approved subject to the.conditions imposed by the Planning

Commission.

City Manager Callinan referred the Council to his.Council
Car Wash
Meeting Memo dated April 9, 1981 concerning Staff °s request
.that the landscapf. plans for the Classic Car Wash on Classic
Court and State Farm Drive,be reviewed pertaining to the lawn
area deleted.. by, the Planning,;Commission.
Planning Director Skanchy;e.xplained the staff report for said
Classic Car.,Wash_reviewing,site. plans on display and pointing
out Staffb;recommendation.that the frontage along State Farm
Drive be lawn area and not ground cover as proposed by the
owner. .
Robert Gibson, 550 Lewis Rd., Santa Rosa, was recognized and
commented briefly on the low maintenance advantages of the
proposed ground cover. Discussion followed.
Frank Zubangal, landscape contractor for the project was
recognized: and read aloud.from.two separate landscape books
a description of the proposed ground cover. Mr. Zubangal
also distributed pictures of said ground cover and displayed
:,.
an example of'the plant.
Bob McKusick, 1503 Parsons Dr., Santa Rosa, was recognized and
briefly commented on how nice the project looked and the ad-
vantages of a low maintenance ground cover. Discussion followed.
'Jim Redding, 7147 Barbi Lane, was recognized and expressed
support for Staff's recommendation that the project be land -
scaped with grass and not ground cover.

Stadium Update City`Manager Callinai gave an update on the progress of the
stadium noting that everything should be ready for Saturday's
game
,Snyder,lane Update City'Managei Callinan repotted on the status of the Snyder
Lane project indicating that he had met with Sonoma County
Superintendent of Public:. Works Don Head and Sonoma County
Supervisor Helen Rudee to discuss financing of same.

Hopkins, and unanimously approved,, the Council over -ruled
the Planning Commission and approved the landscape plans for
the Classic Car Wash facility as recommended in the.Planning
Staff report, i.e. with lawa being required.'

City Manager Callinan noted that the representative of the
Sonoma County Arts Council was now in attendance.
Larry Snyder, representative:of.the Sonoma County Arts Council
was recognized and read aloud a letter to the Mayor regarding
the Sonoma County Art Council's request for financial support.
Discussion followed.
Eagle Park- Soccer
Lights
It was the concensus'of the Council that Mr. Snyder return at
a later date with additional financial information and with a
recommendation from the Rohnert:;Park Cultural Arts Commission
concerning
said funding.,

Communications per the attached outline were brought to the
attention of`the city Council. Na action was taken on any
communications
except as- specifically noted in these minutes.
City Manage'r's Report
City Manager Callinan referred .the Council to his Council
Meeting Memo dated April 9, 19$1 for explanation of all the
matters on the City Manager's Report section of the meeting's
agenda.
Stadium Update City`Manager Callinai gave an update on the progress of the
stadium noting that everything should be ready for Saturday's

the Council of'Staff's request that PG &E turn off
every other street light,on,alternating arms along the center
of Country Club Drive from the Rohnert Park Expressway to Golf
Course Drive in an effort to reduce the city's street lighting
costs. Mre Callinan noted that this was done a couple of years
ago'with tha mercury vapor Eights and it worked out fine® Mr.
Callinan informed that if the-reduced lighting was adequate
then sometime in the near future the city would request PG &E
to
remove`the street light heads and mast arms for those lights
which
were turned off and deemed not to be needed.
Discussion follwed with 'PG &E-representative Ralph Fitch parti-
cipating.
Eagle Park- Soccer
Lights
City Manager Callinan referred the Council to his Council
Meeting Memo regarding Scott Electric Company's offer to install
additional'lighting
at Eagle Park for a soccer field. Mr.
Callinan stated that 'Scott Electric Company's
offer would be
for two additional poles at a price of $14,844 which several
Councilmen thought to be somewhat high. Discussion followed.
Jack Levy, American Civil Liberties Union representative, was
recognized and read aloud a draft resolution proposing that
the Federal Government not approve any regulation that violates
the rights guaranteed all citizens under the Constitution of
the United States. Mr. Willy Bodden, 4384 Goodson Way, was
recognized and expressed support for the proposed draft resol-
ution.
Resolution No. 81 -68 RESOLUTION REGARDING CIVIL RIGHTS
Councilman Roberts expressed his form of resolution. Discussion
followed.
Councilman Roberts made a motion, seconded by Councilman Stewart,
and unanimously approved, that Resolution No. 81 -68 be adopted.
Adjournment There being no further business, Mayor Carbone adjourned the
meeting at approximately 8:47 p.m.

it was the consensus of the Council for City Manager Callinan
to get more information on this matter and to reschedule it
for Council consideration.
Resolution No. E1 -67
RESOLUTION REGARDING THE GREAT CALIFORNIA RESOURCE RALLY
City Manager Callinan explained the resolution.
Upon motion of Councilman Cavalli, seconded by Councilman
Roberts, and unanimously approved, reading of Resolution No.
81 -67 was waived and said resolution was approved.
Health Services Ad
A discussion was held concerning appointments to an Ad Hoc
Hoc Committee
Committee for the Improvement of Health Services in the Rohnert
Park Area. The Council deferred the matter to the next regu-
larly scheduled Council meeting to allow time for a better
citizens response.
League of California
City Manager Callinan reminded Council of a League of California
Cities Conference
Cities Conference in Sacramento, May 11, 1981 to May 13, 1981.
Councilman Roberts made a motion, seconded by Councilman Hopkins
and unanimously approved, to authorize any Councilman desiring
to do so to attend the League of California Cities Conference
in Sacramento, May 11, 1981 to May 13, 1981.
Joint Meeting with
City Manager Callinan reminded the Council of the joint meeting
Board of Education
with the Cotati - Rohnert Park Unified School District Board of
Education on April 20, 1981 at Zanes Restaurant at 7:00 p.m.

Jack Behl, 56 Allan Avenue, was recognized and expressed con -

%ern for city recreational equipment, i.e. broken piano leg
and malfunctioning portable record player. Discussion followed
upon which City Manager Callinan indicated he would check into
the matter. Mr. Behl then distributed to each Councilman a
copy of a Moral Majority Report newspaper.
