The Councll.�of the City of Rohnert Park met this date in
regular session commencing at.7:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Carbone
presiding.
Call to Order Mayor Carbone called the,meeting of the regular session to
order at approximately 7e10 p.m. and led the pledge of
allegiance.

Planning`Direcior Skanchy explained the staff report for said
abatement proceedings and distributed pictures showing evidence
of -the deterioration of the premises. Mr. Skanchy referred
Council to Planning Comm ss.iQn Resolution No. 81 -04 regard-
ing a ninety (90) day extension to bring the buildings and
grounds into acceptable shape or. in,the alternate that the,
buildings be'abated. ,
Mayor,.Carbone opened the scheduled public hearing on the
abatement._proceedings of Casa Cal.ifia Boarding House.
There being no one desiring to be heard, and no written

SB 90 Population
City Manager Callinan reported that the SB 90 population

estimate as of 1/1/81 for Rohnert Park was 23,995 which is
a 6.7% increase over 1980.
R.P. Stadium
City Manager Callinan recommended that the new Rohnert Park
Dedication
Stadium be dedicated in grand fashion possibly at a night

City Manager Callinan initiated a brief discussion concerning
Backstop
the Rohnert Park Stadium's backstop and the inadequate fencing

Resolution No. 81 -91
AUTHORIZING EXECUTION OF INDEMNITYAND HOLD HARMLESS AGREEMENT,

City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts,'and unanimously approved, reading of Resolution
No. 81 -91 was waived and said resolution was adopted.

Resolution No. 81 -93 RESOLUTION CALLING FOR SEALED PROPOSALS (Janitorial Mainten-
ance Contract)
City Manager Callinan explained the resolution.
Upon motion of Councilman Cavalli, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution No.
81 -93 was waived and said resolution was adopted.
Mtn. Shadows Golf City Manager Callinan reported that the Tuft residence
Course Hole No. 2 located on Hole No. 2 of the Mountain Shadows Golf Course
was being bombarded with golf balls. Mr. Callinan recommend-
ed that the Golf Course Committee work with Cal Golf /Tennis
to check out the possibilities of a fence or screen to
eleviate the problem. Discussion followed.
Councilman Hopkins made a motion, seconded by Councilman
Roberts, and unanimously approved, to have the Golf Course
Committee work with Cal Golf /Tennis to resdve the problem
at the Tuft residence on Hole No. 2 of the Mountain Shadows
Golf Course.
Sr. Citizen Advisory City Manager Callinan reported that a liason to the Senior
Committee Liason Citizen Advisory Committee had inadvertantly not been chosen
at the last Council meeting.
Councilman Roberts made a motion, seconded by Councilman
Hopkins, and unanimously approved, to appoint Councilman
Cavalli as liason to the Senior Citizen Advisory Committee.
R.P. Zip Code Councilman Cavalli initiated a brief discussion concerning
the resolution for the new Rohnert Park zip code.
Adjournment There being no further business, Mayor Carbone adjourned the
meeting at approximately 8:03 p.m.

It has come to my attention that there are some questions regarding my
personal involvement with the conversion of Rancho Feliz mobile home park
from a single parcel to individual spaces available for purchase by present
and future residents of the park.` I' originally tried to purchase both Rancho
Feliz and Rancho Verde for conversion (at the request of several residents
of each park). acing unable to do so, I was able to convince the new owner
of Rancho Feliz to consider the possibility of conversion. Mr. Goldstein
liked my ideas and decided to employ ire as a consultant, since he resides in
Southern California and this is something that has never been done before. I
informed him of the conflict of interest laws and he was aware that my con-
sultant status would mean that I could not vote on the project.
I had already discussed conversion of the park for some months with
Mr. Callinan and Mr. Skanchy, who supported the project if the residents
wished the conversion. I also contacted the City Attorney regarding conflict
of interest and asked if all that was required of me to avoid problems was to
refrain from voting on the matter.
In January and February of 1981, Mr. Goldstein (owner) conducted a survey
of the residents to determine if interest in conversion existed, and I met
twice with residents of the park to explain details of the suggested conversion
and made clear my financial involvement as consultant. On the basis of -in-
terest expressed, Mr. Goldstein has proceeded with plans for the conversion.
It was brought to my attention by Chris Gouhig of the Sonoma County
Housing Authority that residents of an existing mobile hone park scheduled for
conversion were eligible for $1,000,000 in state funds earmarked for just such
a conversion program, but that the application for eligibility had to be made
through a public agency (in this case, the City of Rohnert Park since that is
the location of the park) with the cooperation of the owner. She had me call
the state agency and the application papers were sent to me. I gave this ap-
plication to Mr. Callinan for processing on behalf of the eligible residents
of Rancho Feliz. The matter came before the Council while I was out of town
and apparently the extent of my involvement was unknown to other Councilmen
until a newspaper article appeared three weeks ago. I was unaware of this
breach of political etiquette until it was brought to my attention last Thurs-
day by Mr. Callinan.

Consequently, I am writing this letter to the Council regarding my
financial involvement and the current status of the city's application for
state funds on the behalf of the eligible residents of Rancho Feliz. Mr.
Skanchy tells me that awards of the funds will be made within (3) three
weeks and we shall know at that time whether or not the funds will be made
available to these Rohnert Park residents.
I shall be more than happy to answer any further questions you may have
