1981/06/22 City Council MinutesCITY OF ROHNERT PARK MINUTE'S FEDERAL GENERAL REVENUE SHARING PUBLIC HEARING June 22, 1981, The City Manager., Peter M. CaGinan, acting in the capacity of Rohnert Park's Chief Administrative /Executive Officer, held a public hearing this date in the City Offices, 6750 Commerce Boulevard, Rohnert, Park, in order to obtain input concerning use of Federal Revenue Sharing funds for the At t; i,t Zement Period No. W, October Z, 2982. to September 30, 1982. Call to Order City Manager CaZlinan called the meeting to order at approximately 6:30 p.m. Public Hearing re: City Manager Callinan declared the public hearing open. Federal Revenue He passed out a roll sheet for those in attendance to Sharing Funds sign and reviewed the past uses by the City of the Revenue Sharing .Funds. City Manager Callinan stated that the Revenue Sharing Amount was $400,322.00 for Entitlement Period No. A. A general discussion was held regarding the funds. Dr. Ransom Sare, 6950 Commerce Blvd., was recognized and suggested using part; of the funds to remodel the Burton Avenue Recreation Center to make it suitable for entertain- ment purposes, i.e. putting in lights, fixing a stage., install speaker system, remodel kitchen, add dressing rooms and provide a. building where scenery could be prepared. Mrs. Frances Voets, 437 Alta Avenue, and Mr. Jack Goetzinger, Z27Z Camino Coronado, both suggested that funds be added to the Rancho Cotate High School Track fund to put in a drainage system and curb for an estimated amount of approximately $20, 000. Mrs. Annette Lyons, 7528 Boris Court -, was recognized and suggested using $2,500 of the funds for an indoor toilet facility at Benecia Park Recreation Building. Mrs. Betty Ferra, 433 Ava Avenue, stated that she would like to re- emphasize the need for stage facilities at the Burton Avenue Recreation Center and also suggested the purchase of drapes for the card room at the center to block out light when showing films. Estimated amount for the drapes would be approximately $4,000. Mr. Paul Gr;go.ri.an, 5739 Davis Circle, suggested that the entire sum be uti.Zized for the final development of a Cultural Arts Center and stated that he thought that would be better than fragmenting the sum. Page 2 Mrs. Ferra was again recognized and suggested that Burton Avenue would be a desirable location for a senior citizen drop -in center. Mr. Peter McCormick, 1044 Copeland Creek Drive, stated that it was a good idea, to keep 0,000 set aside for the propose, drop - -in site at the Raley's shopping center should the de- cision be made to locate there. Mrs. Daisy Dolby, ZZZ, Walnut Circle, said she thought Burton Avenue would not be an appropriate place for a drop - -in center. Mrs. Edna Hammond was recognized and spoke in favor of havi, the senior citizen drop -in center at Burton Avenue. She alsc suggested diverting bus service to drop people off there. Mrs. Hammond also felt that a Dorothy Johnson of the Council on Aging should be paid a salary and work one (Z) day a week with the senior citizens. She submitted a letter, which is attached to these minutes. Mr. Jack Goetzinger spoke again and commented on the need for: better maintenance at the Community Center. Mrs. Betty Perra suggested that another restroom be added to the Community Center to accommodate activities involving tar groups. There being no one else desiring to be heard and no other written communications, City Manager Callinan closed the public hearing. City Manager Callinan advised that the City Council would consider his recommendations and conduct a public hearing concerning use of the PYdera"Z Revenue Sharing funds at its July 13, Z.93Z meeting and that all interested parties were invited to attend the Council meeting and again express themselves. Gilman �? \ti June 22, 1981 To: Pete Callinan Re: Surplus Funds Fr: Edna Hammond, 142 Fiesta Lane, R.P. 795-7436 1. I understand funds have been cut for the Council on Aging, Sonoma County. One person, who seems to be outstanding in her work with the Sonoma County Council on Aging is Dorothy Johnson. Dorothy is presently working four days a week which includes four hours at the Burton Ave. Rec. Center for the elderly of R.P. Is it possible to have Dorothy for the full day she has available,for R.P.? Could some of the surplus funds be used to this advantage? From what every- one tells me, she is a dedicated person, has helped many in our fair city in securing necessary aid or in being directed to the proper agency for aid. 2. Does the nutrition program need funds? I under- stand that meals can no longer be delivered to shut- ins that are not already on the present list. Is this true? How can we help? This program seems so necessary to shut-ins. 3. The Sunshine Bus. I understand we have acquired the Rancho Grande Bus, if so, how is it being used? I understand their is a problem in getting drivers. Could the volunteer drivers accept donations on the bus? Three hour shifts at minimum wages? If a capable driver worked less than 20 hours a week would that person have to be put on the insurance benefit program? I am just kicking around a few thoughts and hope that there might be an answer. I realize volunteers are the answer and know they work hard and faithfully but hoped some incentive could be found in getting more people to volunteer. 4. My main reason for attending the meeting tonight is to emphasize point number one ... we need a Dorothy Johnson in R.P. The Sonoma County Council on Aging does a tremendous job. I have called them many times for information for some of the tenants of Las Casitas and have had positive input. Just hoping Dorothy could be assigned to R.P. and perhaps we could in some way have her services here on the day she has available.
