Penngrove, CA. 9495,
The Hewlett-Pnckard ETR must treat the areas of transportation and
agriculture more thoroughly. There ore other inadequacies but I will
address myself primarily to these two and to a few others.
The Dept. of Transportation is not satisfied and believes that
"there are no mitigation measures to Improve access to Atote Hwy's"
and, further that "it is believed be be essentinj to provide reasonable
levels of service before severe congestion occurs."IA',oby Ross of the
Planning Dept. also mentions the problems posed by the use of Petaluma
Pill Rd. and other access roads The RTR falls to address either of these
concerns. The unincorporated community of Penngrove is essentially
ignored. Some of the traffic counts were conducted In JanuRry, 198 1
when SSU was on vacation, so they ere absolutely invalid 2nd underes-
timete the severity of the treffic ATpact of the project. The State
and County are told on PgX-AS to denl with nil thn probl2no in the area
of transportation which means that the public muct pny, not H.P.
Does a railroad run past the site or not? The ETR barely
acknowledges its exlstencej,, SWhy not? Other Robnert Park industries
utilize the railroad. The commuters could use it.
There Is no substantiation for the clalm thpt there will be little
traffic an E. Railfoad Ave. between the project west to Old Redwood
HM Who will improve that stretch of rood if it becomes a major
thoroughfare:?
0
The chronology sovimprovements to intersections does not reflect
early Impacts of F,P.-generated trpffic, Nor does the ETA mention
the impact of the construction PhnseB Of the project on the roads
utilized. will the County 1 ve to repair the Umpre?
Related to transportation is the subject of nalse. The UR stPtes,
"According to the City's General Plnn MtPlumn Hill Rd. is bordered
2
Marthe Norwich (cont. )
entirely by agricultural land uses. The County 70Ldn noise standard
for agricultural uses will not be exceeded."V'SV/The level may go as high
as 69.5Ldn Plonk the road according to the 4TRA14a a road thqt is right
now bordered by a significnnt nurber of residences sand As by no means
entirely agricultural. The unincorporated coTmunity ofPenngrove Is
again Ignored. The EIR must address the impact of such a hi;h roi&
level along the road®
The area is not entirely agricultural but the Tond use is pro-
dominantly agricultural. The project will consume pr!Te agricultural
land which Is Irreplaceable, The EIS states that the conversion of
the 314 acres to urban use has an "Insignificnnt effect" on the evvir-
onment. 'The impact of the removal of that many acres and the pressure
on adjacent agricultural land Is significant and major. The ETR must
discuss the Impact of urbanization of such n critical agricultural
area which lies between urban centers. Tt does not do no.
The urevarers consciously chose to ignore the CEQA guidelines
shich state U. q;1thRt a section on growth - inducing- impacts is preferable
although not reacquired. With agricultural Und ndjncent to the project
such a section should be requested by the City of Rohnert Park, Tni
addition, The Dept. of Conservation guidelines asko, "Have the long--
term benefits economic end environmental of maintaining the site In
agriculture been compared to the lo-g-term benefit of converting the
land to project uses?" and "Whnt ere the impacts or adjncent ngricul--
A
tural and contracted lands?" Vc 'That percentnge of the County's prime
agriculturnl land will be affected Ynd what -re the mitigqtrot measures
for such a loss? The ETR must any these questions.
Another Insignificant effect according to the ETR Is the possible
lowering of the groundwater table. The two now wells nd the loss of
open space for surface percolation will affect the water table, The ETR
must discuss the impact of the project on the groundwater.
Marthe Norwich (Cont. )
A few points need to be made about the Supplemental Analysis M,
Discussion Section such an It is. The RTR erroneously states that
lower-level employees "typically have another source of family income
.presumable from an employed spouse.V,O ,The BTR must support its
statements about the type of housing available to nnd the family make-
up of the for employees with local dnta. This is Sonoma County
not Roseville.
In the Section on Haznrdous Ynterinls there Is no Informa-
tion provided about the cnpacities of the C1 SP I dumP sites. Will
the-at be available?
The Section on Fiscal Impacts discusses at lengthl)tbe City of
Rohnert Park, Othe City of Cotn ti. , and 3) the Cotati-Robnert Pnrk
School District. Will there be no,impact on the unincorporated areas?
Who will pay for the public services In the unincorporated areas? How
can this ,QTR claim to be adequnte with such a glaring omission?
The above concerns must be addressed in the Final ETR before the
City Council can certify it. Thank you.

EIR~ Our concern arises from the
this project is incompatible with
this project alone would be in
in the General Plan until the year
Over the past decade the League has worked with the drafting' adoption
and implementation of the General Plan, Although the scope of Hewlett
Packard's EIR is too limited for us to assess the project's total impact
on Sonoma Coontu, it is clear from the document that much more study and
Planning is essential before a project of this size should be approved.
The EIR does not address this project in conjunction with the major
projects being considered in other jurisdictions, such as the Frates
Ranch or Fountain Grove. Developments of this maynitode must be
considered together because each impinges opon the other^
Before the EIR is accepted' the Leaeoe is pariicolarlu anxious that

DEMANDS ON COVERNMENTAL SERVICES
The requirements for major sewage capacity, adequate water supply and
smooth traffic movement would encumber Sonoma County and the other
cities. In fact, the EIR (page 3-19) points out that these "issues need
resolution by the county to permit the presently forecasted growth to
occur". The problems of county law enforcement and our court system seem
to have been neglected. Schools are mentioned, but hospitals and health
services, social services , libraries and the manq other services
provided at the counts level have been slighted in this EIR.
ADVERSE ENVIRONMENTAL PRESSURES
Page 5-2 begins the listing of significant and unavoidable adverse
effects of this project. The importance of these lists should be
e*phasized. However, the lists may be incomplete. Air quality and noise
are at least two effects which should be added. If the EIR is correct
that an irreversible change will be the increased growth pressures in the
adjacent, local and regional areas, then the EIR should be expanded to
study and plan for the county and regional areas,
LO'S OF ARICULTURAL LAND
Most of the impacts of this project are of only local or regional.
significance. The loss of agricultural land/ however~ has international
ramifications. Industrial development which irrevocably removes
productive land from the world's inventory of agriculture production is
to be deplored especially when alternatives are available,
It is said (page 4-1) that the Fountain Grove site is "located on hilly
terrain that would make new construction excessively expensive"~ With a
net worth of $1,850 million, Hewlett Packard most be termed a major
citizen of the corporate world. A broader corporate view of responsible
development could be a recommended mitigation in the EIR. This broader
view might include compliance with the General Plans of the area/
construction of low cost employee housing, employee transportation
planning, water reuse and conservation measures, alternative energy
production/ and, of cou rse, con stroction on lands with mar9inal ose to
agriculture. Perhaps the reasons the costs are so low in Rohnert Park
lie in the fact that significant development costs are being shifted from
Hewlett Packard to the general public.

Mayor William Cavalli
5751 Davis Circle
Rohnert Park, CA 94928
Dear Mayor Cavalli,
Before attending the City of Rohnert Park council meeting, August 10, 1981,
my feelings were predominently positive, concerning the arrival of Hewlett-
Packard in Rohnert Park. Hewlett-Packard is one of the most environmentally
aware and people oriented businesses In the bay area. For the last few years,
I have researched this firm an a possible employer and have decided that they
would be a very desirable company to work for. it would seem to me that the
welcoming of Eewlett-Packard to Rohnert Park would be a very positive move.
however, after attending the August 10 council meeting, my attitude has
altered slightly. I attended that meeting, in order to obtain additional
information concerning the isaues involved. indeed I came away with additional
information. Many concerns were brought to light that I had not previously
thought about.
I am very concerned that this decision not be made in haste by our City
Government. As a Rohnert Park Bomeowner, Taxpayer and Concerned Citizen,
I urge each of the Council Members to research this matter thoroughly and
reflect carefully on the future ramifications, before deciding his or her,
vote.
Please weigh all the evidence. The Utizens of Rohnert Park and the
surrounding communities are counting an your Qucated and concerned decision.
Very truly yours,

ROHNERT PARK CITY COUNCIL:
COMMENTS ON THE HEWLE .7-- •PACKARD FINAL ENKRONMENTAL IMPACT REPORT, UMERAL PLAN
AMENDMENTS, REZONING, AND ANNEXATION FOR `.I'HE PROPOSED PROJECT:
The cumulative effects of the proposed Hewlett -- Packard Project along with
the Frates Ranch. and Fountain Grove projects in Petaluma and Santa Rosa were not.
analysed in the Environmental Impact Report. The other two projects are the
most significant, growth-- inducing developments of County-wide impact currently
being; proposed. The effects of all three projects developing simultaneously
-
in Sonoma County will magnify any problem created by one project alone. This
EIR should analyse those problems in detail, revising its impact analysis to
include the effects of the other projects. It is not enough to state that there
will be cumulative impacts, as is done; on page 6--D23. When these :impacts are
sign=ificant, they should be discussed. This is simply proper scientific analysis
which inherently should be within the scope of the Hewlett -Packard impact ana-
lysis.
Besides the direct and indirect impacts of Frates Ranch and Fountain Grove
on the H -P project ( that are within the scope of this ETR) , there are county -wide
cumulative effects of all three projects which can only be properly analysed from
a. County perspective, not an individual city's perspective.. The data from such
an EIR is essential before a steady of one city's project; can be properly under -
stood. For this reason, no EIR should be approved until such a County -wide FIR
for the three projects is published and assessed.
The growth-inducing :impactor of the proposed subject are ignored, as Cotuti
Planning; Commissioner Tim Haddad stated. `section 15143 of California Environment-
al Ouality Act also states:
"If they are not discussed separately, the EIR shall include a table, show..,
i.ng where each of the subjects is discussed.''
To say that the growth-inducing impacts are analysed as component:: (i.e. employ-
ment) and therefore do not need to be analysed as a whole ignores the mandatory
requirement that they be discussed specifically as growth..- inducing impacts inter-
related with other impacts.
The summary of this EIR is inadequate because it does not contain a "summary
of the proposed actions and its consequences in language sufficiently simple that
the _issues can be understood by the average member of the Jay public ... The summary
shall stress the major conclusions, areas of controversy (including the choice
.. 2
among alternatives and how to mitigate th e significant effects)." (CEOA Sec.15140).
The summary in this FIR is approximately 3 pages long and does not contain the
above requirements.
In Section 15084.(b)(2) it is stated:
"Prior to completing the draft ETR, the Lead Agency should also consult
directly with any person or organization it believes will be concerned with
the environmental effects of the project.-,."
There are many County - -wade environmental organizations in existence which con-
tinually show a concern with projects of this magnitude, yet none of them (such
as Sonoma County Tomorrow) were ever consulted in the drafting; of the EIR.
Consequently, some of these organizations (such as Sonoma County. Tomorrow and
the Audobon Society) have testified to the inadequacies of this Environmental,
Impact Report.
If one has a real concern about the future gene rnti_ons which must live and
work in this area, then one should analyse as exhnust-ivel.y as possible the impact
of large -scale industrial expansion in this small- -town, rural. location. Using
the rhetoric of "providing jobs ", the local governments of Santa Clara. County
during the fifties and sixties recklessly sold out the area to a development
process which was detrimental to the quality of life of the majority of workers
who became the passive victims of a systematically degraded environment. There
are presently about 40,000 unemployed peopled in Santa Clara County compared to
Sonoma County's approximate 10,000. Numerals studies and current migrational
patterns show that people prefer to live in smaller towns and semi. -rural and
rural areas.
At this time in Sonoma County, it in still po atble to plan development
according to these preferences. We want; j ob n-- -but a decent environment to live
in also. You can help snake this opportunity a reality by not amending the Gen -
eral Elan to accomodate industrial rezoning for this area.
`fIIANK YOU

Dear Councilmember.s,
On Tuesday, August 11, the Cotat.i City Counc.i_l
passed a motion making
a recommendation to you on the Hewlett-Packard Final
EIR. The Council found
that, while the document: is complete in relation to
some of the potential
fiscal impacts on Cotati., it does not address the majority
of the items
referred to in our communication with your Planning
Commission. The Final
does no more than the Draft in dealing with overall
fiscal, environmental,
housing, and other impacts, as given in some detail
in our ,letter and attached
reports dated June 25, 1981.
The City of Cot.at_i, therefore, finds the Final
EIR to be inadequate, and
requests that it not be accepted and certified until
the deficiencies are
corrected. Ue wish to cooperate in every way in this
very important matter,
and appreciate your consideration of our po sit icnn.
Sincerely,
Tamara Davis
Mayor
