1981/08/17 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES August 179 1981 The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard,.Rohnert Park, with Mayor Cavalli presiding. Call to Order Mayor Cavalli called the adjourned meeting to order at ap- proximately 7:07 p.m. and led the pledge of allegiance. Councilmen present: Hollingsworth, ,Roberts and Mayor Cavalli. Late: Councilmen Hopkins and Stewart (their times of arrival are noted in the minutes.) Staff present for all or part of the meetings City Manager Callinan City Attorney Flitner, City Engineer Brust, and Planning Director Skanchy. Mayor Cavalli explained that the adjourned meeting was being held to resume the Council meeting of August 10, 1981 and to continue'the public hearings on the proposed Hewlett Packard Project. File No. 0762, Mayor Cavalli opened the public hearings of the proposed Hew - Hewlett Packard lett Packard project which,were continued from the August 10, 1981 Council meeting. Planning Director Skanchy, using drawings on display, explained the project, the area it involves, the planning staff report, and the Planning Commission's actions on the required en- vironmental impact report, the zoning change, general plan amendment, and pre-zoning of the area of the project outside the city. City Manager Callinan announced the names of people who had submitted letters or statements regarding the project and which had been received after the meeting of August 10, 1981. The names are as follows: Nicholas Anast, Sharon S. Burton, G.R. McConnell, Russ & Alleen Hoiem, Rod Jones, Laurette Ruppert, Mr. & Mrs. Wm. Rose, Ann Inouye, N. Gaynos, Wm. Simon, Sandy McGee, Jim & Sharon Beckham, Ruby Marley, Nikki Arana, Clay Davis, Carlos Talamantez, Ken Chase, David Beach, Mr. & Mrs. R. Mackenzie, J.A. Peterson, JoAnn Carlson, Stevie Oliphant, Wesley Wright, Greg McCollum, Robert Chestnut, Ted Lewis, Connie Hansen, Robert Joseph, and Joseph Scaramella. The list of names will be made a part of the record. City Manager Callinan also noted letters and statements that had been presented at the meeting and explained that they would also.become part of the record. Mayor Cavalli explained that the names on the cards that had been filled out at the August 10, 1981 would be first to be called on to speak and that others in. attendance at this meeting and wishing to speak would be provided•cards on which to give their names and addresses. Rudy Gonsalves, representing the Sonoma County Alliance, spoke -in favor of the project and commended the Council on `takixig `t'he' time'to hear' all who want Ito speak on the project. He.asked that'all aspects.of the project be considered very carefully and that the project be approved. Councilman Stewart At this point,in the meeting, the time being approximately :, arrives 7015 p.m.-, .Councilman Stewart arrived. Maurice Fredericks name was called but he did not appear. Alice.Wells, 5249`Callcita Circle and member of the Cotati -- Rohnert Park School District Board appeared as a private citizen and not a school board member, and as a long time resident complimented..thel city on its orderly development and stated °.that she felt Hewlett Packard could only enhance Rohnert Park. Robert.Nuese's` name was called.but; he did not appear. „Jerry Lynn Bouguereau, 1047 Old�!Redwood Hwy., Penngrove, spoke against the project, stating that it would change her quality of life and that the development would harm the environment. She�bel "ieves the project would require exceptionally high,, electrical ;usage and that Hewlett .Packard is ",pro - nuclear... ";.. Kevin Armstrong's name was called but he did not appear. Iva Warner, 1416 Parker-, St 9,,'Santa Rosa, representing; Sonoma `County�Tomorrow; said the group is' concerned with the adverse effects''such'a6 traffic congestion,, water shortages, housing needs. ' Mrs.'Warener feels the project should be given county- wide consideration and be considered with the Frates Ranch Project and the Foutain Grove Project and should be reviewed and coordinated with the County General Plan. She also stated that copies of the EIS should have been sent to civic organi- zations along with all the addendums to same. She suggested the project be scaled down and questioned the assumption of the EIR that Rohnert Park will not expand and that Hewlett Packard workers will live in Rohnert Park. Angelo Misthos,i8760 Barnett Valley Road, Sebastopol, spoke against the project, citing the potential heavy traffic as his'objection. The names of Steve Betts, Carl Moore and Susan Kuchinkas were called but they did not appear. Caroline Ramberg, speaking for Rachel Carter, President of the'League of Women Voters of Sonoma County, read and submitted a letter which is part of the record. `' Marthe Norwiek, .6750 Petaluma. The,names of Harold Pederson and Gerald Lombardi were called but neither - appeared Michael Sweeney, 3335 Primrose A-vee`9_ Santa Rosa, said the water supply would'b "e:greatly threatened and`'the plant would require heavy, use 'of ground water', stating that Hewlett Packard would require 15% more water =and would take one-half of the city's allocation of water from the county aqueduct. He feels the EIR is incomplete in its water usage study and that water ra- tioning would be required in the future. Anna Greenleaf, 897 W. Railroad Ave., Cotati, spoke against the project saying that'she'does not feel that the job creation factor would be that great.a benefit'and questioned the im- p ortante of Hewlett Pa'ckardls products'° She said she will not patronize Rohnert Park merchants if the project is approved. Adrienne Swenson, 897 W. Railroad Ave., Cotati, speaking for the En'vironmental•Forum of Sonoma County, stated the EIR does not address the impacts 'on 1urrounding communities as well as Rohn"t Park from the 'project'° ` She stated that the EIR itself was'extretiiely uzaorgani`zed':and difficult to follow. Mrs. Swenson feels the tIR does not address the fiscal impact, the public service impacts, the cumulative impacts when combined with other projects in the county such as the Frates Ranch and Fountain Grove pr03ects' nor the impacts on the smaller surrounding com- munit'iese '.Mrs'. Swenson feels that certain items termed as "insignificant" in the report are very significant and should be properly addressed, such as the ground water table, air quality analysis, noise levels, landfill usage, to name a few. She'`asked who will pay for roads, bike paths, traffic signals and said.the` fiscal impacts on the area are not addressed. Councilman Hop'k3ns''. Councilman Hopkins arrived at the meeting at approximately arrives 8 :37 p.m. Recess At this point in the meeting, the time being approximately 8 :37?`p'm., Mayor Cavalli'cal'led a recess, stating more cards would be handed out and asked''those desiring to speak to fill them out.. Reconvene Mayor Cavalli zeconvened the meeting at approximately 8 :50 p.m. with all Council members present and resumed the Hewlett Packard public hearings. r < Kevin Armstrong, 1725 Franklin, Santa"posa, spoke against the '? project'stating : he felt that Hewlett Packard is pro - nuclear and that HP °s. criteria for growth is incorrect, the solid waste figures are incorrect, recycling is not addressed, and the Page 4 August 179 1981 toxic waste information is incorrect. Mr. Armstrong feels County Health Officers should.;be consulted in the preparation of .the e EIR as well as Federal 'Health Officials. Paul Wise, 390D Mayette Avee,.Santa Rosa, speaking on behalf of the Disrrct of Operating Engineers' spoke in favor of the project, saying that Hewlett Packard would supply a number of jobs and that the concerns expressed over the EIR could be mitigated. lie submitted a le- tter.for the record. William Van Dam, 8970 Willow Ave., Cotati, spoke in favor of the project, noting that Hewlett Packard would provide a bal- anced community and is a very up -to -date industry, and would be a good neighbor. He expressed his willingness to share Sonoma County with others since lie moved here from elsewhere and said that Sonoma State University could have an ideal training program. Rick HowarV sname was called but he did not appear. John Landis'y Superintendent of .Santa Rosa Schools, 3770 Viking Way, spoke in fav ''r of,the project Saying that Hewlett Packard enhanced the education-in Santa Rosa, has supplied thousands of hours of volunteer work to the school system, employs a large number of'students in the summer, and has its employees get involved in the community — Ray Springer, 7741 Beverly Dre' Rohnert Park, stated he is a 16 year resident of Rohnert Park and that Hewlett Packard is a large employer of the handicapped, helps young people find work, and dries, not put pollutions, into the air. He is strongly in favor of the ,project and its jab potential for high school graduates. Marcus Lipton, 4896 Petaluma. Hill Rdo, „Santa Rosa, spoke against the project, stating.he is,ignorant as.to the EIR but knows what a good neighbor is and that we need a balanced community. Robert McChesney, 2955 Sonoma Mtno Rd., Petaluma, a 30 year county resident, spoke against the project, stating Hewlett Packard should expand in Santa Rosa. Rd., Petaluma' spoke against the project and feels the EIR is inadequate. She feels the project is in violation of the County General Plan, will re- sult in much increased population and thus vandalism and burglaries and traffic accidents. Bill,White, 361 Circulo San Marcus, Rohnert Park, spoke in favor of the project. Mr. White feels the agricultural land in question is not really productive agricultural land. He commented on the State Farm Insurance Company's expansion and its benefits to the community, such as the widened Rohnert Park Expressway and State Farm Drive. He said that the orderly development of the city demonstrated that its managers are not amateurs. Page 5 August 179 1981 Mike Ozeroff; 8167 Arthur Stoq Cotati, spoke against the project, stating that occupational diseases are abundant in the electronics industry and that he Feels the hazardous waste question is not adequately addressed in the EIR and is concerned with the amount of water used and the microwave testing to be done. He commented on Contra Costa County not wanting to take hazardous waste. Nicholas Anast, 826 Corona Rd., Petaluma, spoke against the project, citing toxic wastes and.questioned the Council's power to make a decision on such a county -wide projects Howard Boggs' name was called but he did not.appeara Donna Cacace, 8115 Rancho Dr., Cotati, stated that she was not �gainst Hewlett Packard as a company, however, she is concerned that the EIR does not adequately cover what will happen to the City of Cotati if the project goes through. Steve Betts' name was called but he did not appear. Bill Jahn, 604 Buena Vista Dr., Santa Rosa, feels there would be a lot of benefits from Hewlett Packard, i.e. benefits to the schools and the tax base. He lives by Hewlett Packard in Santa Rosa and is happy to have them as a neighbor. Keith Brown, 2801 Hidden Valley Dro, Santa Rosa, spoke in favor of the project and felt there would not be a detri- mental lose to agriculture with Hewlett Packard's use of the land in question and that countywide the amount of land in agricultural use has increased as a result of irrigation projects and land brought into productivity. Ed Littleton, 9695 Willow Ave., Cotati, a 52 year resident of the County and 29 years at his present address, spoke in favor of the Hewlett Packard projects Mr. Littleton stated he would much rather have IMP locate in the site as opposed to putting in a housing project and spoke highly in favor of the electronics industry and said the water table could be recharged if'necessarya Jake Dawson, 4307 Fairway Dr., Rohnert Park, said he moved here from Santa Clara Valley and is strongly in favor of the project. He feels the EIR would meet the needs of the County and spoke about benefits to the economic base of the area. Mrs Dawson does not feel Hewlett Packard would be using great amounts of water since it is not a wafer producing plant. He also feels that toxic wastes should not be a major issue with a plant t of this type and that the electronics industry has a bright future. Betty Winters 1156 Emily Ave., Rohnert Park, urged that caution be used and more time be given to the consideration of the EIR, She stated it might be a good idea to have an advisory committee to thoroughly study the project. Page 6 August 17, 1381 Marty Roberts, 5041 Sonoma.Hwy., Santa Rosa, and Executive Director of Sonoma County Farmlands, spoke of concerns with ` the_comb indd impact °of°the Frates Ranch, Fountain Grove and the propoded ­He- t4lett Packard projeet 'on the agricultural land and felt,the County will.be losing valuable food- producing land.,. Lucy Forestv�77T Aston' >Ave., Santa Rosa, spoke against the project, expressing concerns about weapon producing and the change : in' - zoning.'= Mrs. Forest also expressed the need for a .-° human impact°° report to consider the needs of the people. She -said IIP benefits from tho= ;military arms buildup. Leonard Swanson,, 897 W. Railroad Ave'.'9 >- 'Cotati, said the HP project is better than a housing project on the land, `however;; he expressed concerns about Rohnert Park becoming a ° °one-company" town.'° �Mr11 Swenson felt the scope of the project should be limit'ed'and that other industries should be established in the subject area to provide a more solid economic base. Art Crandall, 128 Ursuline Pd., Santa Rosa, and Administrator of the Santa Rosa llemorial Hospital9 spoke highly in favor of Hewlett Packard. Mr. Crandall informed that HP is con- cerned with.thei quality of. life and welfare of the people and HP employees devote a great,deal of time for voluntary work. In addition, Mr. Crandall, feels HP is a very clean industry and is grateful for the'li£e- sustaining and moni- toring equi:pme_nt produced by 'the electronics industry and which is important to hospitals. Laura Belle9._giving no address, Presented a copy of the Electronics Monit,or.; and cited some hazards quoted from the magazine. It was noted by City MGnager Callinan that Mrs.... Belle had spoken at the meeting of August 10th under the name: of ;Zelmachild... Mrs. Belle stated she goes by both names. Sandy McKivdns, 635 Simpson Street, Santa Rosa, spoke against the project and felt •that the issue should be considered as a county -wide question. Mrs. McKivens stated that she was an electronics empiovap and rigt s:�;A did n ^* feel .0 the t-Liat HP project would alleviate the unemployment problem. .Paul Harrison, 2322 Mahor Dr., Santa Rosa, President of ''the Board'of Directors of Junior Achievement in Santa Rosa, spoke in favor of Hewlett Packard in that it has been sup - portive of'the Junior Achievement group in Santa Rosa and feels they will provide a number of jobs to students as they r. have in the past.. He,said that Junior Achievement supports the free enterprise system. Clary Folli.s, 2240 Riebli Rd., Santa Rosa spoke against the project and feel HP is heading us towards nuclear destruction. ;Nlrs. Follis feels the project will cause noise, smog, and traffic pollution. George Madsen,, '3284 Meadowglen Dr.,,Santa Rosa, spoke for the project saying he_lives within 114 mile of the Santa Rosa Hewlett Packard plant. He­i3p6ke of the need for an industrial tax. base and less,Federal :and State Aid and urges use of 'American-made, products sueh`asthose produced by HP and said HP also hired numerois' unemployed people in Santa Rosa and that HP is a,very. civic minded, company. Maurice Fredericks,•242 Alden,:Ave., Rohnert Park said he is very much in favor-of-the project and that the pros and con's of the project have been catalogued and -feels the question- able- area: brought up by the people could be mitigated in a :ay that this project can be the best thing to happen to Rohnert .Park. Tamara Davis, Mayor of Cotati, read a letter which was sub - mitted and which is a part of.the +record. Jane Johnson, 7888 Old,Redwodd Hwy., Cotati spoke in favor of the project and stated that'the soil involved in the agricultural land in question. is not.prime soil, and also feels that Hewlett Packard looks out for its employees. He said small companies;try.to getaway with things but that the >eyes °of society-are:-on the large firms and that companies like HP are responsible firms. Steve Kingston, 641 Racquet Club Circle and a Sonoma State UT iversity "student'said'he',is not against the project but does feel careful consideration�shoul.d.be given to the effects on the people, the community projects, etc. and the impact on same'.., Duncan E. Poland, 2723 Wawona Ct., Santa Rosa and a Professor of Physics at Sonoma State University spoke in favor of the project. He said HP is 'a: good company, provides many benefits, and•is extremely good to its employees and that time should betaken to study the enviornmental issues, but-that the project should go: forward. John Moskowitz, 1102-Spring StoR-Santa Rosa, and United Way President, commended the- Council for its patience during the hearing and spoke in favor of HP and also spoke of dedication to public service. Mt. Moskowitz feels HP would be a good community resource and that the company has been active with United Way. Rand Link, 1430 Big Plum Dr., Sebastopol, spoke in favor of HP and cited the many employment opportunities the company provided;.to Sonoma State Un"iver"sity students. He said students cannot work far from the University and HP °s location would be ideal for them and that many of S.S >U.`s graduates desire to stay in Sonoma County and would be able to do so with the jobs provided here. He said HP and SSU will make a good partnership. Page 8 August 179 1981 Hugh Codding, 3358 Mira Loma, Santa Rosa, and President of Codding Enterprises, spoke in favor of the HP project and said Rohnert Park should feel honored to have them want to be a part of the community. Mr. Codding remarked about the hearings held in Santa RosaTihen he was on the Santa Rosa City Council when HP was locating there and noted that the same comments and seemingly a lot of the same people or their "clones7° appeared at those hearings stating negative impacts which have not taken place since HP located there. He said he wished he were on the Council so that he could vote for the HP proiect. Bi11,Helmer, 9407 Old Redwood Hwy., Penngrove, stated that the cumulative impacts from HP combined with the Frates Ranch and Fountain Grove,projects are not analyzed in the EIR. Mr. Helmer feels a county -wide EIR should be prepared and studied before a decision is made to realize results of the combined Frates Ranch, Fountain Grove and HP Rohnert Park projects as a whole. Anne Loehr, 5782 Dolores Dr., Rohnert Park, and Executive Director of the Rohnert Park Chamber of Commerce, spoke in favor of the project, expressing the resultant job opportunities for the many unskilled workers in the area. Mrs. Loehr said she has children who, must work far away from home and would be happy if it were made possible for them to have jobs nearby. She feels that HP would be very responsive to community needs. She said that the Council has done a good job with the City and can't,believe that they'll let Hewlett Packard ruin it as others seem to feel. Recess Mayor Cavalli noted that it was almost adjournment time for the Council according to the Municipal Code. He adjourned the Hewlett Packard hearings for a minute to discuss adjourn- ment,,. Upon a motion by Mayor Cavalli, seconded by Councilman Hollingsworth and approved by the following voice vote, the Council decided.that the Council meeting would continue after a brief recess. AYES: (4) Councilmen Hollingsworth, Roberts, Stewart and Cavalli NOES: (1) Councilman Hopkins Mayor Cavalli declared a recess at 10 :58 p.m.. Reconvene Mayor Cavalli reconvened the meeting at approximately 11 :13 p.m. with all Council members present. Mayor Cavalli reconvened the public hearings on the Hewlett Packard project. Judy Walker, 1282 Corby Ave., Santa Rosa, speaking for her son James, who is in the 4th grade, spoke against the project citing; growth, air pollution, transportation problems and loss of recreational land due to larger companies moving into Sonoma County Page 9 August 17, 1981 - - Alysan Butler, 385 Ferguson, Sebastopol, a member of the California'Certified : prganic•Farmers spoke against the ,proect' because she feared the -lass of agriculture to high density populatiow and said agriculture is threatened by Hevilett Packard. Public Hearings .Closed David Eck,'7075'Adele Ave., Rohnert Park, said he hasn't heard anything negative about HP but feels the EIR needs much more consideration and study and stated that all the thoughts brought out by the public so far should be seriously coiio deredo Mr. Eck questioned .4the in-- migration vs. out - migration number` listed in the; E R, the tie -up of 50% of our aqueduct'water and the cost to HP for same, stated that the effect on Lancaster Street was totally ignored in the EIR. and questioned if it could become a connecter to the Hewlett Packard project area. He said the EIR should have considered a scaled down version of the :plaht on:,the' west side of the freeway and questioned the possibil .ty...'. of annexation on the west sideso� access problems could be mitigated:. Mr. Eck submitted a statement of several items in question which shall be a part of the record of this hearing. He felt that`:the.Council is in a position to negotiate arid-'there are intermediate choices. Robert Nuese, 810 Bloomfield Rd., Sebastopol, spoke against the project, saying that he had moved from the San Diego area to get away from the growth and pollution and that the .'project 1 change the character of the County. Barry Barnett:, speaking -for Raziel Madden, 8639 Old Redwood f M dd ra din the Hwy.,- %,otata, submitte a etter rom a en eg g negative impact on the environment with the location of HP. Said letter is part of the record. He also cited population proliferation, over- burdened natural resources, and is in favor of forming a citizens advisory board Ito .:carefully study the planning of the community. He also protested the Council allowing smoking in the lobby of City Hallo Wade Spital, 951 West Sierra'Ave., Cotati, said the loca tion OfL the project would raise property values but would make it very difficult for others stated he was against the weapons manufacturing in HP, and said we have a need for more solar energy industry and more farmlands. There being no one else desiring to be heard, Mayor Cavalli closed the public hearings. Council discussion followed during which the consultants preparing the EIR were requested to have the revised and final report back to the Council by September 28, 19$1. Councilman Hollingsworth said he was in agreement with the person who said the EIR was difficult to read and follow and also raised a question on'was"tewater treatment capacity. Discussion followed during which Brad Blanton of CH2M Hill, Planning Commission Appointment Page 10 August 179 1981 the firm which prepared the EIR said there was a possibility of Hewlett Packard treating its own wastewater. He also stated that the consulting team would not be addressing items from the public that were strictly opinion but they would seriously study those containing facts and respond to those. Mayor Cavalli questioned the possibility of annexing the land on the west side of the freeway. Discussion followed during which City Manager Callinan gave an explanation of the diffi- culties in doing same.and explained that City policy is that all development would stay within the city limits to be in keeping with the City @s.general,plan and the County's general plan. He also mentioned the County`s rejection of an extension of the Rohnert Park Expressway through the area to the west of the city limits. Mayor Cavalli read the names of all applicants as follows, Mona L. Andrews, Michael E. Bryan, Paul P. Gregorian, Gus Hutten, Bunyan Johnson, Martin Krshul, Richard Le Norton, Celinda Romaine, and Robert Rose. The City Council used paper ballots to cast their votes with the following result on the third ballot: Richard Norton - 4 votes Mona Andrews - 1 vote Upon motion of Councilman Hollingsworth, seconded by Council - man Stewart, and unanimously approved, Richard Norton was appointed to the Planning Commission to replace Art Hollings - worth and with his term to start.immediately and to expire June 30, 19820 Senior Advisory Councilman Stewart brought to the Council's attention the Commission recent - resignation of Daisy Dolby from the Senior Citizens Advisory Commission. Council requested this item to be put on the next agenda. City Manager's City Manager Callinan informed that there were a few items report needing attention before the next Council meeting and discussed them briefly. Other matters will be deferred until, the next regularly scheduled meeting. LCC Crescent City Manager Callinan reminded Council of the Redwood Empire City meeting Division of the League of California Cities meeting being held in Crescent City on August 22nd. Upon motion of Council - man Roberts, seconded by Mayor Cavalli, and.unanimously ap- proved, approval was given to any Councilman wishing to attend said meeting. Transportation City, Manager Callinan informed the Council of the upcoming District Public hearing on transit. to be held on August 19, 1981 in the Chambers Hearing, of the Board of the Sonoma County Supervisors. Mr. Callinan pointed out that several letters regarding the matter had been provided to the Councils Page 11 August 179 1981 Upon motion by Councilman Roberts, seconded by Councilman Hollingsworth, and unanimous approval, Council voted to support Sonoma County's position in the Transportation Development Act funds dispute with Golden Gate Transit. Adjournment All other matters listed on the agenda were deferred to the next regularly scheduled meeting due to the lateness of the hour. In fact, the EIR (page 3-19) points out that these "issues need resolution by the county to permit the presently forecasted growth to occur". The problems of county law enforcement and our court system seem to have been neglected. Schools are mentioned, but hospitals and health services, social services , libraries and the manq other services provided at the counts level have been slighted in this EIR. ADVERSE ENVIRONMENTAL PRESSURES Page 5-2 begins the listing of significant and unavoidable adverse effects of this project. The importance of these lists should be e*phasized. However, the lists may be incomplete. Air quality and noise are at least two effects which should be added. If the EIR is correct that an irreversible change will be the increased growth pressures in the adjacent, local and regional areas, then the EIR should be expanded to study and plan for the county and regional areas, LO'S OF A�RICULTURAL LAND Most of the impacts of this project are of only local or regional. significance. The loss of agricultural land/ however~ has international ramifications. Industrial development which irrevocably removes productive land from the world's inventory of agriculture production is to be deplored especially when alternatives are available, It is said (page 4-1) that the Fountain Grove site is "located on hilly terrain that would make new construction excessively expensive"~ With a net worth of $1,850 million, Hewlett Packard most be termed a major citizen of the corporate world. A broader corporate view of responsible development could be a recommended mitigation in the EIR. This broader view might include compliance with the General Plans of the area/ construction of low cost employee housing, employee transportation planning, water reuse and conservation measures, alternative energy production/ and, of cou rse, con stroction on lands with mar9inal ose to agriculture. Perhaps the reasons the costs are so low in Rohnert Park lie in the fact that significant development costs are being shifted from Hewlett Packard to the general public. For the last few years, I have researched this firm an a possible employer and have decided that they would be a very desirable company to work for. it would seem to me that the welcoming of Eewlett-Packard to Rohnert Park would be a very positive move. however, after attending the August 10 council meeting, my attitude has altered slightly. I attended that meeting, in order to obtain additional information concerning the isaues involved. indeed I came away with additional information. Many concerns were brought to light that I had not previously thought about. I am very concerned that this decision not be made in haste by our City Government. As a Rohnert Park Bomeowner, Taxpayer and Concerned Citizen, I urge each of the Council Members to research this matter thoroughly and reflect carefully on the future ramifications, before deciding his or her, vote. Ja mAy ZVI a"e AUGUST 17, 1931 ROHNERT PARK CITY COUNCIL: COMMENTS ON THE HEWLE .7-- •PACKARD FINAL ENKRONMENTAL IMPACT REPORT, UMERAL PLAN AMENDMENTS, REZONING, AND ANNEXATION FOR `.I'HE PROPOSED PROJECT: The cumulative effects of the proposed Hewlett -- Packard Project along with the Frates Ranch. and Fountain Grove projects in Petaluma and Santa Rosa were not. analysed in the Environmental Impact Report. The other two projects are the most significant, growth-- inducing developments of County-wide impact currently being; proposed. The effects of all three projects developing simultaneously - in Sonoma County will magnify any problem created by one project alone. This EIR should analyse those problems in detail, revising its impact analysis to include the effects of the other projects. It is not enough to state that there will be cumulative impacts, as is done; on page 6--D23. When these :impacts are sign=ificant, they should be discussed. This is simply proper scientific analysis which inherently should be within the scope of the Hewlett -Packard impact ana- lysis. Besides the direct and indirect impacts of Frates Ranch and Fountain Grove on the H -P project ( that are within the scope of this ETR) , there are county -wide cumulative effects of all three projects which can only be properly analysed from a. County perspective, not an individual city's perspective.. The data from such an EIR is essential before a steady of one city's project; can be properly under - stood. For this reason, no EIR should be approved until such a County -wide FIR for the three projects is published and assessed. The growth-inducing :impactor of the proposed subject are ignored, as Cotuti Planning; Commissioner Tim Haddad stated. `section 15143 of California Environment- al Ouality Act also states: "If they are not discussed separately, the EIR shall include a table, show.., i.ng where each of the subjects is discussed.'' To say that the growth-inducing impacts are analysed as component:: (i.e. employ- ment) and therefore do not need to be analysed as a whole ignores the mandatory requirement that they be discussed specifically as growth..- inducing impacts inter- related with other impacts. The summary of this EIR is inadequate because it does not contain a "summary of the proposed actions and its consequences in language sufficiently simple that the _issues can be understood by the average member of the Jay public ... The summary shall stress the major conclusions, areas of controversy (including the choice .. 2 among alternatives and how to mitigate th e significant effects)." (CEOA Sec.15140). The summary in this FIR is approximately 3 pages long and does not contain the above requirements. In Section 15084.(b)(2) it is stated: "Prior to completing the draft ETR, the Lead Agency should also consult directly with any person or organization it believes will be concerned with the environmental effects of the project.-,." There are many County - -wade environmental organizations in existence which con- tinually show a concern with projects of this magnitude, yet none of them (such as Sonoma County Tomorrow) were ever consulted in the drafting; of the EIR. Consequently, some of these organizations (such as Sonoma County. Tomorrow and the Audobon Society) have testified to the inadequacies of this Environmental, Impact Report. If one has a real concern about the future gene rnti_ons which must live and work in this area, then one should analyse as exhnust-ivel.y as possible the impact of large -scale industrial expansion in this small- -town, rural. location. Using the rhetoric of "providing jobs ", the local governments of Santa Clara. County during the fifties and sixties recklessly sold out the area to a development process which was detrimental to the quality of life of the majority of workers who became the passive victims of a systematically degraded environment. There are presently about 40,000 unemployed peopled in Santa Clara County compared to Sonoma County's approximate 10,000. Numerals studies and current migrational patterns show that people prefer to live in smaller towns and semi. -rural and rural areas. At this time in Sonoma County, it in still po atble to plan development according to these preferences. We want; j ob n-- -but a decent environment to live in also. You can help snake this opportunity a reality by not amending the Gen - eral Elan to accomodate industrial rezoning for this area. `fIIANK YOU 1. The Council found that, while the document: is complete in relation to some of the potential fiscal impacts on Cotati., it does not address the majority of the items referred to in our communication with your Planning Commission. The Final does no more than the Draft in dealing with overall fiscal, environmental, housing, and other impacts, as given in some detail in our ,letter and attached reports dated June 25, 1981. The City of Cot.at_i, therefore, finds the Final EIR to be inadequate, and requests that it not be accepted and certified until the deficiencies are corrected.
