1981/09/02 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES September 2, 1981 'The'Council of the :City of Rohnert Park met this 'day in a Special Meeting' -in the City Offices, 67:50 Commerce Boulevard, Rohnert Park with Mayor Cavalli presiding. Call to Order Mayor Cavalli called- ;the, meeting to order at approximately 7:15 p.m. and led the pledge of allegiance. Roll Call Present: (4) Councilmen Hopkins, Roberts, Stewart and Mayor Cavalli Absent: (1) Councilman Hollingsworth Staff present for the .meeting: Assistant City Manager Albright, City Engineer Brust, City Manager Callinan, City,'Attorney Flitner, and Finance Director.Netter. City Manager Callinan advise d,_that.the special meeting of the Council had been called to consider the proposed agreement with Superior California Hydroelectric, Inc. hereinafter referred to as SCH. He introduced SCH representatives Robert Lewis and.Thomas Kelly who were in the audience. City Manager Callinan gave a brief background on the City's rela- tionship with SCH and reviewed the proposed agreement, copies of which were.provided to the Council. Discussion followed between the Council members, City staff members and SCH representatives and during which changes were made in the proposed agreement. Mayor Cavalli called the Council's attention to a letter received from the Board of Supervisors of Trinity County and requested that City Manager Callinan read the letter aloud. Mr. Callinan read the letter. Discussion followed. Mr. Tom Kelly, SCH attorney, stated that no discussion had been held thus far with Trinity County and stated there was a high probability that perrits would probably have to be obtained from Trinity County before any project could be built in that County. Discussion fol- lowed. It was the consensus of the Council that the County of Trinity be contacted by SCH representatives and that a letter be sent over the Mayor's signature to the Board of Supervisors acknowledging the Board's letter and request. Mr. Pat Carr, 190 W. Sierra, Cotati, was recognized and expressed his concerns over the proposed contract. He stated that he is an environmentalist and a student of Sonoma State University. He expressed his concern over the adverse effects of hydroelectric dams on plant life and fish populations. Discussion followed during which Robert Lewis, SCH, pointed out that his firm does not anti- cipate the construction of any dams. It was also pointed out that before any project can be developed that an environmental impact assessment will have to be done and it will address the concerns raised by Mr. Carr. Resolution No. 81 -142 Page 2 September 2, 1981 Mr. Maurice Seaman, 208 Walnut Circle, was recognized and stated that he felt more emphasis should be placed on water treatment and that recycling water would be more beneficial to the people than the hydroelectric facilities. Mr. Seaman also stated that water rights belong to all the people. Discussion followed. RESOLUTION APPROVING AGREEMENT WITH SUPERIOR CALIFORNIA HYDROELECTRIC, INC. Upon motion of Councilman Hopkins, seconded by Mayor Cavalli, and approved by,the following roll call vote, Resolution No. 81 -142 was adopted. AYES: (3) Councilmen Hopkins, Roberts and Cavalli NOES: (1) Councilman Stewart ABSENT: (1) Councilman Hollingsworth There being no further discussion Mayor Cavalli adjourned the meeting at approximately 9:00 p.m. APPROVED: Mayor Cavalli r.
