Approval of Minutes Upon.motion of Councilman Roberts., seconded by Councilman 'Stewart, and unanimously approved with Councilman Hollingsworth abstaining, the minutes of September.14, 1981 were approved as submitted. Approval of Bill's Upon motionIof Councilman Hollingsworth, seconded by Councilman Stewart, and unanimously approved,.the bills presented per the attached list in the amount of $238,600.49 were approved. Non - agendaed items City Manager Callinan requested that time be allotted under the "City Manager's Report" section to consider a resolution, approving a revised job.description for Superintendent of Public Works. Mayor Cavalli Arrives Mayor Cavalli arrived at this point in the meeting, the time being approximately 7:03 p.m. and assumed the chairing of the meeting. Ordinance No. 387 AN ORDINANCE OF THE CITY OF ROHNERT PARK 'AMENDING CHAPTER 15.16 OF THE ROHNERT PARK MUNICIPAL CODE (Building and Construction, Electrical Code) City Manager Callinan referring to his Council meeting memo dated September 25, 1981 explained Ordinance No. 387 and ad- .vised that the matter was duly noticed for public hearing. Mayor Cavalli opened the public hearing on Amending Municipal Code, regarding building and construction Electrical Code. There being no one desiring to be heard and no written communications received, Mayor Cavalli closed the public hearing. Upon motion of Councilman Hopkins, seconded by Councilman Hollingsworth, and approved by the following roll call vote, reading of Ordinance No. 387 was waived and said ordinance was adopted. Upon motion of Councilman Hopkins.,.seconded by Councilman Stewartp..and unanimously approved, reading of'Ordinance No. 388 was waived'arid said ordinance was adopted. Page 3 September 28, 1981 Ordinance No. 389 AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING THE ROHNERT PARK MUNICIPAL CODE, TITLE 17 CHAPTERS 17.04 and 17.109 RE- LATING TO MOBILE HOMES AND MANUFACTURED HOUSING City Manager Callinan referred Council to his Council meeting memo dated September 25, 1981 and explained the ordinance. Upon motion of Councilman Stewart, seconded by Councilman Hollingsworth, and unanimously approved, reading of Ordinance No. 389 was waived and said ordinance was adopted. Council Meeting AN ORDINANCE AMENDING ROHNERT PARK MUNICIPAL CODE (City Dates Council Meeting Dates) City Manager Callinan explained the proposed ordinance refer- ring Council to his Council meeting memo dated September 25, 1981. Mr. Callinan indicated that the proposed change in meeting dates had brought expressions of concern from the two local newspapers, the Rohnert Park - Cotati Clarion and the Rohnert Park - Cotati Times. Discussion followed. Councilman Hopkins made a motion, seconded by Councilman Hollingsworth, and unanimously approved, to table indefinitely the proposed ordinance to change the City Council meeting dates. File No. 0762 - City Manager Callinan referred Council to his Council meeting Hewlett Packard memo dated September 25, 1981 concerning File No. 0762, Hewlett Packard, presentation of'the final EIR. Mr. Callinan introduced Mr. Bradford Blandin of the firm of CH2M Hill which prepared the EIR for the Hewlett Packard project. Mr. Blandin commented on the Final Environmental Impact Report Supplement that was distributed to the Council. Ms. Carolyn Williams, representative of the Women's Party for Survival was recognized and indicated that she would like to be placed on the Council's next agenda in order to express concerns regarding the EIR and Hewlett Packard. Discussion followed between the Council and Ms. Williams during which it was agreed that Ms: Williams would be alloted time on:the October 13,.1981 City Council agenda to speak as a scheduled public appearance. City Manager Callinan requested Council to designate a meeting date on which it would consider the EIR for the Hewlett Packard project. Discussion followed. Upon motion of Councilman Hopkins, seconded by Councilman Stewart, and unanimously approved; Council will consider the EIR for the proposed Hewlett Packard project at its regularly scheduled meeting of October 13, 1981. Communications Sonoma County .Planning Meeting City Manager Callinan Leaves and Returns Mobile Home Advisory Committee City Manager's Report Page 4 September 28, 1981 Communications per the attached outline were brought to the attention of the City Council. No action was taken on any communications except as specifically noted in these minutes. City Manager Callinan reminded Council of a meeting of the Sonoma County Board of Supervisors on October 7th',' concerning the:proposed Frate's Ranch, Fountain Grove, and Hewlett Packard projedts acid recommended that the­Council members attend said meeting. City Manager Callinan left the Council Chambers at this point in the meeting the time being approximately 7:33 p.m. and returned at approximately '7,35 p.m.- Councilman Stewart initiated discussion concerning the letter received from Mr. William Taylor regarding the mobile home representative.of Rancho Grande. Councilman Stewart recommended as liason of the Mobile Home Advisory Committee that the Council disapprove of GSMOL officers or Homeowners Association officers serving as representative of the Mobile Home Advisory Committee Councilman'Stewart'asked for clarification on the policy for appointing members to the committee. City Manager Callinan read aloud a section of the ordinance establishing the Mobile Home Advisory Committee pertaining to the selection of its members. Discussion followed. It. was the concensus of the Council to allow any resident of a mobile home park to become a member of the Mobile Home Advisory Committee. City Manager Callinan .referred the Council to his Council=' .meeting -memo dated September 25, 1981 for explanation all the matters; on the City�Manager's Report section of the meeting's agenda. EPA Final Audit, City Manager Callinan reported on staff efforts to resolve Report:.. :disagreements concerning the audit of the grant for the wastewater treatment facilities. Mr. Callinan noted that a copy,of a transmittal letter from the US Environmental Pro- tection Agency had been provided to the Council for their review indicating the increased revenue due to staff's efforts on this matter. External Audit City Manager Callinan reported that each Councilman had been Report provided with a copy of the audit report for the fiscal year ending June 30, 1981 for the City of Rohnert Park and the Rohnert Park Civic Commission as prepared by Linkenheimer, Hebrew & Company, CPA's. Mr.'Callinan indicated that the audit.would be scheduled for formal acceptance at the October 13, 1981 Council meeting. • . Cadle's Mercy City Manager Callinan reported his meeting with representatives Ambulance Service of Cadle's Mercy Ambulance Service concerning their proposal Rates for rate increases. Mr. Callinan indicated that he had Senior Citizen Drop -In Center Resolution No. 81 -160 Page 5 September 289 1981 requested for the city's review additional details and infor- mation concerning information Cadle's had received from the government regarding the allowable billings before he would make any recommendation to the Council on Cadle's proposed new rates. City Manager Callinan reported that the new Senior Citizen Drop -In Center located at 6475 State Farm Drive, Suite B was now open and being operated by volunteer seniors on a non - structured approach. Mr. Callinan recommended that the center continue to operate on a non - structured basis and to continue receiving input from the seniors concerning the centers operation. Mr. Callinan expressed appreciation to those persons or organizations who had donated furnishings to the center and indicated that -a formal dedication would be scheduled in the near future. RESOLUTION APPROVING REVISED JOB DESCRIPTION (Superintendent of Public Works) City Manager Callinan explained the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Hollingsworth, and unanimously approved, reading of Resolution No. 81 -160 was waived and said resolution was adopted. City Attorney's City Attorney Flitner reported receiving correspondence from Report the League of California Cities pertaining to billboard signs abatement. Mr. Flitner recommended that Council appoint a member to the League Committee regarding sign abatement. Mr. Flitner also recommended that the city try to influence legis- lature to lift the monitorium on city's restricting certain signs. Discussion followed upon which Mayor Cavalli volunteered to serve on the League of California Cities Committee pertaining to sign abatement. Council/School Board City Manager Callinan referring to his Council meeting memo Meeting dated September 25, 1981 reminded Council of the scheduled joint meeting with the Board of Trustees of the Cotati- Rohnert Park Unified School District on October 5th at Zanes. Mr. Callinan solicited topics for said meeting's agenda. Discussion followed. Computer Services Councilman Roberts initiated discussion concerning.possible computer services for the Public Safety Department. Mr. Callinan reported that said various computer services were being investigated into at this time even the possibility of tying into Santa Rosa's services. Unscheduled Public David Eck, 7075 Adele Avenue was recognized and commended the Appearance Council on the appearance of Southwest Boulevard but requested that the strip in front of the junior high school be upgraded to complete the overall appearance of Southwest Boulevard. Page 6 September 28, 1981 National League of City Manager Callinan reported of a ;conference in San Diego Cities Conference entitled "The Key to Building Cities` given by the National League of Cities from September 30th through October 2nd, It was the:concensus of the Council to authorize any Council member desiring to attend the National League of Cities Conference in San Diego from September 30th through October 2nd. Council Meeting Councilman Roberts questioned the lateness of deli.rery,of..the Material .:.Council's information packets as cif late. Mr. Callinan indicated that the lateness was due to his being out of town at a conference'and that it was with great effort on the,,part of.the clerical staff.thdt the packets were able to get it.out at all, Bay.4rea Governments Councilman.Hopkins reported that he was a candidate to presi- Candidate dency of the Bay Area Governments, Unscheduled Public David Eck, 7075 Adele Avenue was again recognized and briefly Appearance commented that he would like to see a full Council on the night that the final EIR for Hewlett Packard was scheduled to be considered. Discussion followed. Board of Supervisors City Manager Callinan reminded the Council again of the meeting Meeting of the Sonoma.County Board of Supervisor's on October 7, 1981. School Supt. Jim City Manager Callinan noted that Supt. of Schools Jim Davidson Davidson was just released from the hospital from surgery, Adjournment.
