The Council of the City''bf Rohnert Park met this date
in regular session commencing at 7 :00 p.m. in the
City Offices, 6750 Commerce Boulevard, Rohnert Park,

Call to Order
Vice -Mayor Hopkins called the meeting to order at
approximately' 7a10 p.m. and led the pledge of allegiance.

Upon motion of Councilman Roberts, seconded by Councilman
Hopkins, and unanimously approved, the minutes of
September 28, 1981 were approved as submitted.
Approval of Bills
Upon motion of Councilman Roberts, seconded by Councilman
Stewart, and unanimously approved, the bills presented
per the attached list in the amount of $493,463.69 were
approved.
Non - agendaed items
City Manager Callinan requested that time be allotted
under the Matters from Councilmen section of the agenda
to discuss the appointment of a representative to the
By -Laws Review Committee of the Mayor's and Councilmen's
Association.

Undergrounding Overhead City Manager Callinan reviewed his October 8th Council
Utilities Meeting Memo concerning communications with Pacific Gas
and Electric Company concerning the undergrounding of
utilities on Soutywest Blvd. and Commerce Blvd. Discussion
followed.
Upon motion of Councilman Roberts, seconded by Councilman
Hollingsworth, and unanimously approved, the Council
went on record as approving in concept the city advancing
rf funds for the proposed undergrounding project under a
pay -back agreement with PG &E and authorized the City Manager
to pursue the agreement with PG &E and bring it back for
Council review and approval.
Scheduled public Carolyn Williams, 172, Alderbrook Drive, Santa Rosa, and
appearances - representative from the Women's Party for Survival, was
Carolyn Williams,
Women's Party for recognized and presented a summary of three items of
Survival concern to that organization; namely, the Hewlett Packard
expansion, a statement made by Mr. George Bodway of Hewlett
Packard, and the possibility of a nuclear holocaust.
A copy of Mrs. Williams' statement was given to the Council
and is attached to the original set of these minutes.
Annette Elder- Annette Elder, representing the Associated Students at
S.S.U. Bike Path Sonoma State University, was recognized and addressed the
Council regarding the concerns of the students on the poor
condition of the bike path from Snyder Lane to the Uni-
versity and inquired as to whether it was on city property.
The Council assured Miss Elder of their concerns about
repair of the bike path and thanked her for informing them
of the condition of same.
Jeangy Trembly- Jeangy Trembly, former member of the Board of Directors
Cultural Arts of the Rohnert Park Cultural Arts Corporation, was recognized
and gave a presentation of the events leading to her in-
volvement with the Cultural Arts Corporation and informed
the Council of her personal background and experiences, and
her dismay at being removed from the Board.
File No. 0813 AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING
CHAPTER 17 OF THE ROHNERT PARK MUNICIPAL CODE (ZONING
® of 3 9 ORDINANCE, APARTMENT DEFINED)
f City Manager gave the background concerning the preparation
of the proposed ordinance and stated that all required
notices of the public hearing on same had been published.
Vice -Mayor Hopkins opened the scheduled public hearing.
There being no response from the audience end no written com-
munications received regarding the proposed ordinance,
public hearing was closed. Discussion followed.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Stewart, and approved unanimously by a roll call
vote, Ordinance No. 390 was approved for introduction.

City Manager Callinan explained the proposed ordinance
and noted that all required.notices of the public hearing
for this matter were published. Planning Director Skanchy
explained the Planning Commission's actions regarding the
proposed ordinance.
Vice Mayor Hopkins opened the public hearing on the proposed
amendment to the existing ordinance. There being no one
desiring.to speak and.no_wri'tten, communications received
regarding the matter,,the: public: - hearing was closed.
Discussion followed.
w Councilman Robert's made a-motion which was,seconded by
Councilman Hollingsworth that the ordinance be withdrawn.
After discussion the motion and second were withdrawn.
Upon motion of Councilman.Roberts, seconded by Councilman
Hollingsworth, and unanimously approved by a roll call
vote, proposed Ordinance No. 391 was tabled.
Recess Vice Mayor Hopkins called a recess in the meeting at
approximately 8:17 p.m..
Reconvene The meeting ::was,reconvened.by Vice Mayor Hopkins at
approximately 8 26 p. m..
File 0762 - Hewlett Packard City Manager Callinan explained..the proposed Hewlett Packard
project and,the background to date of same.
City Attorney Flitner advised the Council that extra time
should be allowed in the.discussion of the project to
enable the public to consider,the.Final Environmental
Impact-Report supplement submitted to the Council and
made public on September-28th.
It was the consensus of the Council that the project would
be considered on November 9, 1981. The Council also agreed
that it would receive written comments on,.-the Final
Environmental.Impact Report supplement up -to NOvember 4,
1981 to enable them, „to study the comments before the
meeting'on November 9, 1981.
Planning Director Skanchy pointed to the maps on display
and read'the staff report and the list;of recommended
conditions regarding the.�Hewlett Packard:Project.
Mr. George Bodway of the Hewlett Packard Company was
recognized and stated that they must further study the
staff's recommended conditions before the representatives
of Hewlett Packard would be'able to provide their response.
He stated that comments should be available within a two week
period.
Vice Mayor Hopkins asked for a show of hands from the
audience of all those wishing to speak and stated that
he would call upon the speakers row by row.to afford
everyone an opportunity to speak.

Mike Fitzpatrick, 1221 Yulupa, Santa Rosa, stated he
is an ex-employee of Hewlett Packard and felt that
it was run like the military, He also said he felt that
Hewlett Packard locating in Rohnert Park would turn the
city,into -a parking lot.
Michael Daly was recognized and stated he was in favor
of the electronics industry and felt that the people in
Sonoma County should be provided with jobs close to home.
He did state that he was concerned about toxic wastes
and the spilling of chemicals into the water from the
Hewlett Packard plant..
Mike Sweeney, 3335 Primrose Ave., Santa Rosa, said that a
number of issues in the EIR still had not been dealt with
adequately such as i4hat..would happen to the toxic wastes
discharged -from the plant, and he felt there were some issues
which were unclear in the report. Mr. Sweeney stated that
he feared an eventual water shortage and that the proposed
size of the plant would afford Hewlett Packard political
power in the city of Rohnert Park.
Rob Carpenter, 5742 Dexter Circle, cited two items which
he felt were neglected in the 36 item staff report, those
being (1) what would happen in the event of a Russian
missile attack, and (2) what if California is struck by a
major earthquake. Mr. Carpenter also stated that if the
HP project is approved that a referendum will be proposed.
Judy Berry, Primrose Ave., Santa Rosa, stated her concerns
with the increased traffic, effects on the aquafir, sewage,
etc. and stated Rohnert Park should not disregard the general
plan of the County.
Marty Roberts, representing the Sonoma County Farmlands
Group, stated concerns regarding housing needs which may
not be met and possible negative impacts on agricultural
land if the project goes through.
Councilman Stewart leaves Councilman Stewart left the chambers at approximately
and returns 9:30 p.m. and returned at approximately 9:33 p.m.
Michael Prissley, 3635 Hoen Ave., Santa Rosa, stated that
he felt the HP project would be too much for Rohnert Park
to handle and is opposed to the zoning changes proposed.
He stated,that HP should be located in another area.
Caroline Remberg, representing the League of Women Voters,
passed out statements to the Council and read from same,
citing the League's concerns w.th.the development of the
Hewlett Packard-Project. A copy of her statement is attached
to the original set of these minutes.
Allison Hall, a Santa Rosa resident, stated that she felt
the HP project should be scaled down to fit better into
the community and suggested that the area be zoned for
some kind of attractive housing instead. Miss Hall said

she feared the development of another - ''Silicon Valley" in
Sonoma County. She suggested that the`'annexation issue be
Placed on_the. ballot for a public vote.
Gail McCarty, 579 Anson Ave., Rohnert Park, stated that HP
would aggrevate the housing shortage, -cause traffic jams
on several thoroughfares, take up at least one half of
Rohnert Park's aqueduct supply of water and would release
hazardous chemicals.: Mrs. McCarty also stated that if HP
is voted for favorably by the Council that a referendum'
effort would take place.
Lewis Korn, 579 Anson Ave., Rohnert Park, said that he felt
Hewlett Packard would produce harmful substances and feels
that HP is a "diabolical" company.
Councilman Hollingsworth Councilman Hollingsworth left the chambers at approximately 1
leaves and returns 9:55 p.m. and returned at approximately 9:58 p.m.
David Eck,.7075 Adele Ave., Rohnert Park, commended the
staff on the re-draft of the report on the HP project.
He stated that he felt the revised growth schedule was
not clear and needed to be locked in by a binding agreement
as to the number of employees to be located at the HP
plant. Mr. Eck felt that the 25 acre annexation is a
major question which might be best'put on the ballot for
public consideration and vote. He stated that the final
EIR adequately responded to his previously stated concerns.
Elizabeth Bock,-1424 Ditty, Santa Rosa, 'felt the project
should be scaled down and that it should be located in
an,.area already planned for industry.
Councilman Roberts Councilman Roberts left the chambers at approximately

Bill Helmer, 9407 Old Redwood Hwy., Penngrove, submitted a
statement regarding the EIR, a copy of which is attached
to the original set of these minutes, and read a few
paragraphs from same. He said he is concerned . with the
25. acre annexation and feels it is in violation of Rohnert
Park's no annexation policy.:
Adrienne Swenson, W. Railroad Ave., Cotati, said she was
confused as to the process in the consideration of the HR
project and said she hoped the public would again be able
to speak at the meeting of November 9th when the Council
will again consider the project. Mrs. Swenson stated she
was concerned with the cumulative growth with no housing
to meet that growth. She also stated she would like to
see the final plans of the project before it is approved.
Peter Fisk, Sebastopol, said he:hoped the Council is
responsive to all of the people who spoke and to all the
people in the County as a whole in its consideration of the
project.
Reception for Senator City Manager.Callinan said.the City of Rohnert: Park and
Nielsen and the School 'bistrict would be working jointly on a
reception for Senator Nielsen and that the Council would
be advised of a definite date.,
Mayor's and Manager Call.inan stated that a committee was being
Councilmen's By -Laws established by the Mayor's and Councilmen's Association to,
review the by -laws of that organization and that a repre-
sentative was needed from Rohnert Park for same. Discussion
followed.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Hopkins, and unanimously approved, Councilman
'Roberts was appointed to the By -Laws Review Committee
of the Mayor's and Councilmen's Association of Sonoma County.
ABAG Presidential City Manager Callinan informed the Council of the acceptance
candidate of Councilman Hopkin's petition to"run for the office of
President of the Association of Bay Area Governments. The
Council expressed support for Councilman Hopkin's candidacy.
Unscheduled;Public_ Robert.Doty,•136 Santa Alicia, Apt. #58, Rohnert Park,
Appearances iaas. recognized And'expressed his concerns about the
extraordinary hike in his rent as of late. Mr. Doty
explained that it is very difficult to cope with the high
rents on his disability pay. He requested that the City

Community and Recreation
Due to the lateness of the hour, it was agreed by the
Center
Council unanimously that .the matter of the athletic facility
and the.performi"g. art's theater update be deferred to;the
next regularly scheduled meeting.

City Manager'Callinan advised the Council that a dedication
