City Engineer 'Brust reported of his meetings with Mr. Lewis Michael of the State Department ,e,f Water Resources concern- ing -the State' "s computers model fcr eater table projections. yMr. Brust noted that the Computer model projections were not ready as yet and would probably not.be ready in the near future. Councilman Hollingsworth asked about the conclusions of previous water studies in the city. i City Engineer Brust commented, thalt tbp; ,city's wells were con- - to perf«l"m as projF'cted. Mr. Brust expressed his opinion that the city's and the surrounding areas water tables should continue to be- r. "`' monitored. City Engineer Brust briefly reviewed the 1976 State study performed under contract with the city and read the recom- mendations contained in same. i City Engineer briefly reviewed also the W.inzler /Kelly waiter system study the city had prepared. He pointed out that future wells should not be developed closer than 1,200 ft. and `that new wells should be placed along the city's perimeter. Mayor Cavalli inquiired'on the amount of water that could be taken from the tares and for how. long. . City Manager.Callinan .indicated that the city was over a very large and extensive water basin, that monitoring has been done and would continue with studies on the city's water system continually be drone. He advised that the city's water system had always been considered very important and given ,j high priority in terms of planning; and expansion. Councilman Hollingsworth inquired of the relationship water I usage by the proposed Hewlett Packard would have on the ex- 9 residents of Rohnert Park. "k Page 4 November 23, 1981 City Engineer Brust indicated that the amount of water usage by the proposed project was approximately 40% more than what was projected for said area. Mr. Brust reported that there was a sufficient amount of water for the proposed project without effecting the community noting that additional sur- plus water could be acquired from the aqueduct during the peak periods. Councilman Hollingsworth questioned whether the County Water Agency had put in writing or only verbally noted that there was sufficient surplus water for the proposed project. City Engineer. Brust responded that the aqueduct surplus water was only a verbal report from the Water Agency. Mr. Brust pointed out that the proposed project would have to make several future applications'for the city's water and that if there was not §ifficient water in the future that the appli- cation would be denied but based on what we know today there is ample water for'the pr6j6ct. 'Councilman Hollingsworth inquired whether there was a signi- ficant change in the water usag . e than what was proposed for the area after its development. .City Engineer Brust reported that the water usage would be slightly more than was originally anticipated for the area. City Manager Callinan pointed out that the proposed Hewlett !Packard plant would be required to treat and to re-use for pirrigation purposes its industrial wastewater thus reducing ,its water consumption. Councilman Stewart Councilman Stewart left the Council Chambers at this point Leaves and Returns in the meeting the time being approximately 8:40 p.m. and returned at approximately 8:43 p.m. City Engineer Brust commented on the City of Cotatils re- lation to the water basin used by Rohnert Park, advising that Cotati was on the rise of the water basin and thus was not as affected as Rohnert Park by it. Councilman Roberts inquired as to why thb proposed project was not located to the west of the city as was suggested by some speakers during the public hearings. City Manager Callinan responded that the project site was chosen based on the buv6rs liking of -the property, 'the size of the parcel, and the property owners willingness to sell. Ile pointed out that the proposed site was the only site in Rohnert Park that could adequately handle the proposed pro- ject. He indicated that property on the west side of the city was considered but that the company and city officials Page 5 November 23, 1931 felt the project should stay within an area. planned for urban development. Mr. Callinan expressed that the ultimate goal was to keep the proposed plant somewhere in the County and in an area designated for development. Mr. George Bodway, Hewlett Packa'rd':General Manager was asked about Hewlett Packards investigation of property on the west side of the freeway. Mr. Bo8way commented that the proposed project as recommended by the clty',staff had been scaled down as far as the number of employees and expressed that: he felt that the pr.oject fit W611 into Sonoma County, would provide the city &nd�cbunty with a work force, and would promote rural, growth. He reported that the existing Hewlett Packard plant in.Santa Rosa receives approximately 1,000 job applications per month. Mr. Bodway reported that 'the company had looked at other Prospective industrn—j- areas 'in the County and felt that they were too small. He 'pointed out 'that alternative sites were considered but that there would be Problems with annexation, roads, access, utilities, etc. He commented that there was not a large enough.site on the west side of the freeway that was already in the city: If lands would have to be annexed for the plant, it would not have been in keeping with the County and city plans and policies. He indicated that a sur- vey of employees of the Santa Rosa plant indicated that em- ployees would like to have close access to-their residences. Discussion followed. Councilman Hopkins',inquired what p . ortion of Hewlett Packard's products went towards the development of defense mechanics. Mr. Bodway responded that approximately 10% of Hewlett Packard'$ business comes from the defense industry but that it is strictly the purchasing of Hewlett Packard catalogue products. Councilman Hollingsworth initiated a discussion about waste- water treatment capacit-Y. City Manager Callinan reported th6t the city has 3.2 million gallons.a day capacity at the subregional plant and that a portion of that (.22 wt) w..1.11 be committed to the proposed Hewlett Packard plant. Mr. Callinan indicated that for the .total ultimate development of the city that the city will need an additional 1. MDG but that with the eventual expansion of the Llano treatment,p.*.I.ant the wastewater treatment should be well taken,,care of prior'to'the"time It is needed for development. Mr. Callinan indicated that once the city reached 75%, of its existing wastewater treatment capacity that planning for more must begin to comply with Federal regulations. Councilman Hollingsworth inquired what capacity of wastewater treatment was being committed to the proposed project. Page 6 November 23, 1981 City Manager Callinan again responded that approximately .22 MGD would be committed to -the plant but that no specific allocation was being made to the residential uses in the prbject. Mr. Callinan pointed out that the cost for financing the additional wastewater 'treatment capacity would be carried by future development and not,the existing residents. Mr. Callinan indicated that the proposed Hewlett Packard plant would pay for its wastewater treatment capacity and that additionally the proposed plant would have to install an on- site treatment system so as to be able to re-use its waste- water for irrigation purposes. Councilman Hollingsworth requested that staff point out what residential areas in the city were still left undeveloped. Planning'Director Skanchy referred Council to the city's most recent aerial photograph which was on display and point- ed out those areas still left for residential development. Mr. Skanchy noted that there were approximately 2,000 dwel- ling units as yet undeveloped. Councilman Hollingsworth inquired whether there was an overall study on wastewater. City Manager Callinan answered in the affirmative saying that the study of wastewater treatment has been going on since the city's inception and that it was ongoing. He mentioned in detail the study prepared by Keretsky,& King, Engineers who prepared the Wastewater Facilities Study which analized various alternatives and which recommended the Tolay Lake Project. City Engineer Brust reported that the city was looking currently for additional systems for providing wastewater treatment. He also commented that.the planning was an on- going process. He noted that currently the city was trying to get the County, which has certified the EIR for the Keretsky & King study, to select a project so that 'the next step in planning and implementation can proceed. Councilman Hopkins inquired what the time line was for when the city would run out of existing wastewater treatment capacity. City Engineer Brust responded that the estimated calculations were 1986 but with the slow growth experienced over the last couple of years that the time would now be approximately 1988. Councilman Hollingsworth inquired that with the proposed plant's ability to recycle its wastewater what would the discharge be. City Engineer Brust responded that the discharge couldat first, be very low but that in the future the discharge woul(3 ocrease -,ind depending on wastewater re-use could V rstat a.xz .love. Page 7 November. 23, 1981 It response -to a Council question, Planning Director Skanchy pointed out that in 1980 there were 650 dwellings built in the city and some of the 650 were carry overs from the previous year. z Mr. Skanchy indicated that in 1981 only the city had a slump in building activity and 48,building permits were issued for new dwellings and that out of the 48' only 27 were actually built. Mayor Cavalli initiate4,diKuspiowconcerning the 36 condi- tions is proposed by I th& city staff for the proposed Hewlett Packard project. Mr. Cyallf.suggestad a couple of minor changes. City Manager Callinan noted that during the public hearings on the project that Mr. David Eck and NO. Richard.VanzGieson had suggested certain changplin the"recomy-iiended conditions which he then reviewed wlth.tbe Council: He also reviewed some changes suggested by", 'Hewlett Packar ; d representatives. In response to A question, Mr. Bodway answered that the plant would provide adequate bicycle parking fapilities and bike paths. The Council reviewed and clarified the conditions for the propoppd project. Councilman Roberts questioned the proposedQrojectls option to develop to a capacity of 1.0,000 employees. Mr. Bodway responded thAlthe project would be developed as if the project were to facilitate 10,000 so that the possibi- lity of upstaging the project to a high number of employeesY, would be adequately met. Coyqqilman.Roberts recommended that Condition No. 2 outlining the'revised growth schedule be,'pmendpd"to`chow only up to the year 1.997 with WoOl"of 8,000 employees. The other Council Members concurred. Discussion followed concerning wastewater treatment capacity. City Manager Callinan again indicated that the city staff was presently planning ahead for the acquisition of additional sewer treatment capacity. Councilman Hollingsworth questioned the impact cost on exist- ing residents of being short of sewer treatment. City Manager Callinan indicated that the costs would be very minimal to the users, noting that only those developments built after the acquisition of the additional sewer treatment would pay for same. He mentioned the city's current fees for development in Rohnert Park which in turn is used for the development of the sewer treatment system, wells, parks, schools, etc. making development pay for itself. Page 8 Novembex, 23, 1981 Councilman Hollingsworth questioned the possibility of the proposed project eliminating affordable housing in the area. City Manager Callinan pointed out that the housing market has always been one of those things that was unpredictable and very volatile, but that this project is unique because it includes 85 acres for multiple family housing most of which acreage will be owned by Hewlett Packard. Mayor Cavalli and Councilman Hollingsworth initiated a dis- cussion concerning what the impact would be as far as fire and police were concerned. City Manager Callinan pointed out t'hat.the Hewlett Packard plant would be required to provide its own on site security and fire protection services in addition to what the city would provide. The demand on these city services would be very minimal and the impact would also be very gradual. City Attornev Flitner oommented that 1`hp oil­tr tlio rmnn-p_ tunity to set and review the number of employees allowed in the development and has the option to bring the number to a halt. The Council discussed the handling of toxic waste and reviewed the proposed condition concerning same'. City Attorney Flitner indicated that the Environmental Impact Report adequately addressed the matter of toxic waste. General discussion followed. Resolution No. 81-179 A RESOLUTION OF THE ROHNERT PARK CITY COUNCIL CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR "HEWLETT-PACKARD PROJECT" AND RELATED GENERAL PLAN AMENDMENTS, AND ZONING, FOR PRE- ZONING AND FOR ANNEXATION AND DIRECTING THAT THE CITY MANAGER FILE A NOTICE OF DETERMINATION City Manager Callinan explained the resolution. Upon motion of Councilman Hopkins, seconded by Councilman Stewart, and unanimously approved by the following roll call vote, reading of Resolution No. 81-179 was waived and said resolution was adopted. AYES: (5) Councilmen Hollingsworth, Hopkins, Roberts, Stewart, and Cavalli NOES: (0) None Proposed Prezoning City Manager Callinan presented the Council with an ordinance Ordinance which would prezone certain extraterritorial property to ML--PD, viz, the 25 acres of the Hewlett Packard project area that are outside the city limits and which front on Railroad Avenue. I I Discussion followed concerning the proposed prezoning ordinance. It was the concensus of ,the Council -to table the proposed ordinance inasmuch as the Council was not in- clined to annex the area to the city. Recess Mayor Cavalli called a recess at this point in the meeting, the time being approximately 8:55 p.m. Reconvene Mayor Cavalli reconvened the meeting at approximately 9:06 p.m. with all Council members preoent. Page 10 November 23, 1981 File No. 0815 City Manager Callinan referred Council to his Council Genesis Fellowship meeting memo dated November 1.9, 1981 concerning the proposed Church amendment to the city's zoning regulations to allow Genesis Fellowship, Inc.'s proposed use of a portion of the building at 5801 Redwood Drive as a church and for church related purposes. Mr. Callinan related that the matter had been discussed at the Council's October 26, 1981 meeting and was referred to the Planning Commission for a public hearing and recommendation on both a code change and use permit. Planning.Director Skancby briefly gave a staff report of the Planning Commission's denial-of the'proposed code change and use permit application. Mayor.Cavalli,opened,the public hearing concerning proposed ordinance to amend the.:Rohnert Park Municipal Code by adding Section 17.16.120, Paragraph D, "Churches and Related tie:�", subject to' ,'issuan-ce, of -a use permit Facili Mike Mullens, 57 -29 �Davi,,4 :Circ16, PlanninL Commission member : was recognized and expressed the PlaMiing Commission's reasons for denial of the use permit application for the Genesis Fellowship,.'Iftc. and!':opposition to changing the existing code. Councilman Stewart reported that she was aware of another such group waiting,for the outcome of this matter so that they may apply for such a usage in an industrial area. Councilman Stewart also indicated that she had originally misunderstood that the Genesis. Fellowship Church; already had, a piece of property lined up for future development. Upon inquiry Mr. Anderson. indicated that the Fellowship church would be investing approximately $40,000 of capital. outlay funds towards the development of the proposed building. Councilman Hollingsworth suggested that the Council not make any decision to grant the use permit until the church came back with a tentative plan on their future plans. There being no one desiring to be heard and no written communi- cations received the public hearing was closed. Callinan referred Council to his Council meeting Pacific Telephone Co. memo dated November 19, 1981 concerning Pacific Telephone Company's appeal.of the condition-imposed on it by the Planning Commission.as.,part of its landscaping approval for the expansion of its facility hell-na developeel on Commerce Boulevard. Les Jones, Pacific Telephone representative was recognized and expressed that the landscaping as it was approved earlier by the city and ' requested that, the Council not require the change to turf. Discussion followed. Upon motion of Councilman Hollingsworth, seconded by Councilman Stewart, and unanimously approved, Council went on record as supporting Planning Commission's condition that as part of landscaping approval for the expansion of Its facility on Commerce Boulevard Pacific Telephone Company remove the shrubbery and ground cover type landscaping and replace it with landscaped turf. Recess Mayor Cavalli called another recess at this point in the meeting the time being approximately 10:00 p.m. Reconvene Mayor Cavalli reconvened the meeting at this time, the time being approximately 10:05 p.m. with all Council members present, Santa Rosa Memorial City Manager Callinan referred Council to his Council meeting Hospital Proposal memo dated November 19, 1981 concerning Santa Rosa Memorial Hospitals presentation of the hospital's proposal to develop health services in Rohnert Park. Mr. Callinan introduced Mr. Art Crandall, Administrator for the Santa Rosa Memorial Hospital and Larry Maniscalco the hospital's planner. Mr. Crandall, using a slide presentation, recapped the hospital's proposal referring to copies of same previously provided to each Councilman for review. Discussion followed concerning hospital usage, outpatient hospital care, Rohnert Park health needs study and results, health care study, proposed buildings, time-table for -,lopment aTId state regulations. Councilman Stewart questioned whether the proposal included approval by the area's Health Services Agency which would provide services for Med.I.• Cal and Medi-Care patients, Mr. Crandall indicated that S.R.M.H. would be applying for necessary H.S.A. approval. for the proposed project. Mayor Cavalli introduced Mr. Charles Cowens, Petaluma Valley Hospital Administrator, indicating that Mr. Cowens had re- quested to speak at the meeting. Mr. Cowens was recognized and expressed his concern with the health care needs of Rohnert Park. Mr. Cowens expressed that he felt Petaluma Valley-'could approach the health care needs of Rohnert Park in a more unique way than that proposed by- Santa Rosa Memorial. Hospital. 'Mr., Cowens requested that the Council allow Petaluma Valley Hospital thirty days in order to prepare aproposal which he believed would be better than that of Santa Rosa Memorials. Discussion followed. Upon inquiry of the Council Mr. Cowens responded that Petaluma Valley Hospital was not curiently workio'bn a proposal to provide Rohnert Park with health bare services or a hospital. Proposed Power Plant City Manager Callinan referred'Council to his Council meeting At Geysers Study memo concerning County Supervisor Nick Espostils receiving the Board of Supervisors permission to investigate the possi- bility of the County becoming involved in building a power plant at the Geysers. City Manager Callinan expressed that he felt it would be appropriate for the city to support and endorse Mr. Esposti's suggestion.
