ROHNERT PARK CITY COUNCIL MINUTES
February 22, 1982
The Council of the City of Rohnert Park met this date in
regular session commencing at 7:15 p.m. in the City
.Offices, 6750 Commerce Boulevard, Rohnert Park, with
Vice-Mayor Hopkins presiding.
Vice -Mayor Hopkins called the regular session to order at
approximately 7:15 p.m. and'led the pledge of allegiance.
Vice -Mayor Hopkins announced that the scheduled Closed
Session was not.held.
Roll Call Present: (4) `Councilmen Hollingsworth, Roberts, Stewart,
and Hopkins
Absent: (1) Mayor Cavalli (absence due to illness)
Staff present for all or part of the meeting: City Manager
Callinan,- :Director of Public Works /City Engineer Brust,
Planning Director Skanchy, Recreation Director Pekkain,

Approval of Minutes Councilman Hollingsworth noted a correction on the minutes
of February 8, 1982, page b,'under "City Attorney's
- Report- Mechanical Play Devices." Councilman Hollingsworth
indicated that the roll call vote should read him as voting
Yes, not abstaining.
Upon motion of Councilman Roberts, seconded by Councilman
Stewart, and unanimously approved, the minutes of February
8, 1982 were approved as corrected.
Approval of Bills Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, the bills
presented per the attached list in the amount of $320,231.30
were approved. `

There being no one desiring to be heard and no written, ,
communications received, Vice -Mayor Hopkins'continued
the public °hearing, with the approval of the Council, to
March 8, 1982.
File No. 0146 -James City Mrnnager Callinan referred Council to his Council
Goldstein- Request meeting:memo dated February 18,' 1982 concerning File No.,
for Reconsideration 0146, James Goldstein's request "for Council's reconsidera-
tion of October 26, 19,81 denial of tentative map approval
to allow Rancho Feliz Mobile Home Park to be converted to
a' 301, lot condominium park.
Councilman Stewart Councilman Stewart left the Council Chambers at this point
leaves in the meeting, the time being approximately 7:22 p.m.,
due to a conflict of interest.
City Manager Callinan reviewed with Council the results of
a survey taken by Mr. Goldstein of'interested park resi-
dents.
City Manager Callinan read aloud a new State law which
allows solicitation :of deposits on the basis of "a tentative
map. Fie also reported that residents of the Rancho Feliz
Mobile Home Park had been notified of this meeting.
City Attorney Flitner briefly explained the new law regarding
tentative map approval and intention of purchase.
Discussion followed concerning deposits of a non - binding
nature expressing interest, conditions of a final map,
tentative map period, etc.
Bill Geary, Carlsberg Financial Vice President, was recog-
nized-and explained the proposed program for possible
conversion of the Rancho Feliz Mobile Home Park into a
condominium park. Mr. Geary indicated that he was seeking
the Council's approval of a tentative map, subject to
conditions, which would allow his firm to further investi-
gate the number of residents interested in purchasing
their spaces. A lengthy discussion followed.
Councilman Roberts _made a motion to deny the request for
Council reconsideration of its denial of James Goldstein's
application for tentative map approval to allow the
Rancho. Feliz Mobile'Home Park to be converted to a 301 lot
condominium park. Said motion died for lack of a second.
It.,was, the concensus of th'e Council to not take'any action
on the matter. Council recommended that the applicant
meet with each tenant of the mobile home park or set up a
meeting, to_ inform. all resident's of the matter and to get
a firm indication of support or non - support for the pro-
posal. Council also requested that the applicant specifically

indicate what provisions would be made for those in-
dividuals not desiring or unable to purchase their coach
spaces.
Councilman Stewart Councilman Stewart returned to the Council Chambers at

File No. 0824- -City Manager Callinan reviewed his Council meeting memo
Community Block Grant _dated February 18, 1.982 concerning the city possibly
Program submitting an application under the Community Development
Block Grant Program.
Resolution No. 82 -42 RESOLUTION OF THE CITY OF ROHNERT:PARK CITY COUNCIL
APPROVING APPLICATION FOR EXPENDITURES OF COMMUNITY BLOCK
GRANT FUNDS
City Mar:ager.Callinan explained the resolution.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, reading of
Resolution No. 82 -42 was waived and said resolution was
adopted.
Proposed 1982 . Swimming City Manager Callinan referred Council to his Council
Pool Rates and meeting memo dated February 18, 1982 concerning the pro -
Schedule posed 1982 swimming pool rates and schedule.
Recreation Director Pekkain was recognized and briefly
recapped the 1982 proposed swimming pool rates and schedule.
Councilman Stewart Councilman Stewart left the Council Chambers at this point
leaves and returns in the meeting, the time being approximately 8:10 p.m. and
returned at approximately 8:12 p.m.
Discussion followed between staff and Council concerning
family membership rates, lifeguard qualifications, etc.
Councilman Hollingsworth made a motion; seconded by
Councilman Roberts, and unanimously approved, to approve
the 1982 Swimming Pool Rates and,Schedule as recommended
by the Parks and Recreation Commission with the condition
that for family pool memberships, families with over six
children require special certification and permission from
the Recreation Director..
A copy of the approved.rate schedule is attached to, and
by reference made, a part of these minutes.
Proposed 1982 Play - City Manager Callinan referred Council to his Council
fields Schedule meeting memo concerning the proposed 1982 scheduling of
playfields.
Recreation Director Pekkain gave a brief report, referring

Inclement Weather
Recreation Director Pekkain briefly reviewed the Parks
Policy
and - Recreation Commission recommended Inclement Weather
Policy for use'.of City parks.

Councilman Roberts made a motion, seconded by Councilman
Hollingsworth, and unanimously, approved, to approve in

concept the proposed Inclement Weather Policy for use of
City parks with the understanding that the City Manager
would re -draft the policy and present again for formal
Council approval.

wind wall at the Rohnert Park Stadium.
Councilman Roberts made d motion, seconded by Councilman
Stewart and unanimously approved, to reject all bids re-
ceived for construction of a wind wall for the Rohnert
Park Stadium.
League of Calif. Cities --
City Manager Callinan reminded Council of a League of
March on the Capitol
California..Cities sponsored "March on the Capitol" scheduled
for March 17, 1982 to express concerns to State Legislators
over the proposal in the Governor's budget to decrease
significantly monies provided to cities.
Communications
Communications per the attached outline were brought to
the attention of the City Council.' No action was taken
on any communication unless specifically noted,in, these

Councilman Roberts initiated discussion concerning a letter
to the Rohnert Park Post Office' 'from City Manager Callinan.

City Attorney's report- City Attorney Flitner reviewed for the Council a proposed
Mechanical Play Devices ordinance establishing regulations for mechanical play
devices.within the:City of:Rohnert Park. Discussion
followed.
It was the concensus of the Council to hold a work session
on Monday, March 15, 1982 at noon to discuss regulations
for mechanical play devices with said meeting to be held
in the Rohnert Park City Offices.
Santa Rosa Memorial City Attorney.Flitner reported -drat a revised draft agree -.
Hospital Agreement ment is being prepared between Santa Rosa Memorial Hospital
and the City. City Attorney Flitner indicated that copies
of the draft agreement may be provided prior to the next
regularly scheduled Council meeting for review.
Joint School Board City Manager Callinan advised the Council of a joint
Meeting meeting set for March 1, 1982 with the School Board "at
Zanes Restaurant and its rescheduling to March 15th.
an increase in the city's sewer and water service rates.
Mr. Callinan also reported of negotiations with the
refuse disposal company concerning their request for rate
increases. Discussion followed.
Councilman Hollingsworth recommended that the proposed
increases take place gradually over a period of time.
Founder's DAy -Date
City Manager Callinan informed that Brad Savage, the Chair -
Change
of the Founder's Day Committee, has indicated that 1982
Founder's Days will be held the weekend of September 25 -26
which would enable greater participation by high school
and .other . organizations. The Council concurred.
Capital Improvement
City, Manager Callinan briefly recapped a list of staff
Projects
recommended capital improvement projects. Mr. Callinan
indicated that they were numbered according to staff's
opinion of importance. Discussion followed upon which
Council directed City,Manager to come back with cost
estimates for the recommended capital improvement projects.
Grabowski Lawsuit
City Manager Callinan informed the Council of a lawsuit
filed against the city by Christine Graboski and advised
that it had been referred to REMIF for handling.
Snyder Lane North,
City Manager Callinan referred Council to his separate
Project 1980 -24
memo concerning Snyder Lane North, Project No. 1980 -24
and gave a brief update on the matter.
Hay Crop Donation
City Manager Callinan reported that Mr. James Grossi, the
hay crop farmer,in Rohnert Park, donated $100 to the city.
Mr. Callinan indicated that a letter of appreciation would
be sent to Mr. Grossi.
City Attorney's report- City Attorney Flitner reviewed for the Council a proposed

Parks and Recreation City Manager Callinan noted a vacancy to the Parks and
Commission Vacancy Recreation Commission with the appointment of Bill Jacobi
to the Planning Commission. Vice -Mayor Hopkins inquired
if there were any applicants in the audience.
Mr. Guaraglia, 7401 Circle Drive was recognized and
expressed his interest in the Parks and Recreation Com-
mission.
The Council requested that the appointment be placed on
the next agenda and that all previous applicants be con-
tacted to determine if they are still interested.
Lawrence and Associates Councilman Roberts reported meeting with representatives of
Lawrence and Associates, the city's employee's assistance
program administrators, and relayed their invitation for
the Council members to visit their new facilities and re-
ceive an orientation on their services.
Raley's Towne Center Councilman Hollingsworth initiated a discussion concerning
Parking Lot the parking and traffic situation in the Raley's Towne
Center Shopping Center.
Unscheduled Public James Bergeson, Natinnal Council on Alcoholism Executive
Appearance: Director, was recognized and discussed the possibility of
James Bergeson using city facilities for bingo fundraising. Mr. Bergeson
indicated that he felt the current law restricting bingo
in city -owned facilities was open for interpretation.
City Manager Callinan indicated that in the past many
youth and service organizations in the community had been
turned down for the use of city -owned facilities for bingo
games because of a strict interpretation of the State law.
City Attorney Flitner indicated that he would research the
matter and should have an opinion ready for the next regular
Council meeting.
Adjournment There being no further business the meeting was adjourned
to March 8, 1982.
