Tha Council of the City of Rohnert Park met this date
in ra ular session connencing at 7:00 p.m. in the
City Offices, 675 Commerce Boulevard, Rohnert Park,
with Vice -Mayor Hopkins presiding.
Call to Order Vice- ,iayor Hopkins called the regular session to order
at approximately 7:08 p.m. and led the pledge of
allegiance.
Roll Call Present: (4) Councilmen Hollingsworth, Roberts,
Stewart and Hopkins
Absent: (1) HIayor Cavalli
Staff present for all or part of the meeting: City

Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, with
Councilman 1tewart abstaining, the r_rinutes of march 23,

Approval of Bills Upon motion of Councilman Hollingsworth, seconded by
'Councilman- 'Roberts,' and u- ianimously approved, the
bills presented per the attached list in the amount of
$889,626.99 were approved;

Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved by a voice
vote, the reading of Resolutions Nos. 82 -73 through
82 -80 was waived,and said resolutions were adopted.
Ordinance No. 400 AMENDING ORDINANCE NO.`203 AND CHAPTER 5.12 OF THE
ROHNERT PARK MUNICIPAL CODE CONCERNING BUSINESS

City Manager Callinan explained the ordinance, referring
to his Council Meeting Memo dated April 8, 1982.
Discussion followed.
Upon motion of�Councilman Hollingsworth, seconded by
Councilman Hopkins, and the following roll call vote,
reading of Ordinance No. 400 was waived and said
ordinance' was introduced.

City Manager Callinan referred Council to his Council
Meeting Memo and commented on the present fee schedule.

Discussion followed, during which Councilman Stewart
suggested that the first offense fees be reduced to
$10.00 rather than 'the $20:00 as.stated in the proposed
ordinance.
Upon motion° of Councilman Stewart, seconded by Councilman
Roberts, and unanimously approved, Ordinance No. 401 was
introduced with the condition that the first offense fee ,
remain at $10:00 as'discussed.

provided to all property owners adjacent to the site

Vice -Mayor Hopkins opened the public hearing on the
application of bewayne'Strawther for precise development
plan and architectural review of a 6,000 sq. ft. office/
warehouse building..
Rob Carpenter, 5742 Dexter Circle, was recognized and
inquired about the insulation for, the proposed building.
Planning Director Skanchy responded that insulation
would be provided as required by State law.
`There being no one else desiring to be heard and no
written communications received;, Vice -Mayor Hopkins
closed the public hearing. Discussion followed..
Upon motion of Councilman Roberts, seconded by / Councilmaan
Hoilingsworth, and unanimously approved, the Council
granted precise development plan and architectural plan
approval,to Dewayne Strawther subject to the conditions
as outlined in the Planning Staff report and subject to
the additional'eonditions that a sprinkling system be
installed throughout the entire building, and that concrete
ti 1_e roofing be used and that the side yard area on the north
side of the building be asphalted and enclosed by a chain
link fence with slats and that at no time shall this area
be used for storage.'

Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, Resolution
No. 82 -81 was adopted.
Terry Kelly and Rohnert
City Manager Callinan noted that Council had been
Park Judo Club
provided with copies of a letter submitted by Terry
Kelly, the instructor, and also the.parents of the Rohnert
Park Judo Club regarding the accomplishments of the Judo Club.
Terry Kelly, teacher with the Judo Club, was recognized
and introduced the team to the Council, by asking- them to
standup, Mr. Kelly requested the Council's support
and'city sponsorship of a trip to Hawaii in July for those

club who.quali.fied to compete in the National Junior
Judo Championships to be held there.
Nancy Seymour, 837. Beverly .Drive, and parent to one of
the team members, expressed her feelings regarding the
importance of the judo "program.
John Cashman, 230 Fig Ct., urged the Council to support
the team and stressed what an honor it was for the City to

have the opportunity to`send representatives to Hawaii
to compete in the National Championships.

Council the various; expenses involved in supporting

to the attention of the City Council. No action was

Water Assistance.
City;�Managdr,Callinan' "noted that the City of Rohnert Park
prQv ded: about 15 acre feet of wa ter to Cotati and Petaluma

for same from the Sdrioma County Water Agency.

Canvass of dotes
City Manager Callihan stated 't}at an adjourned meeting
should ";be held.on Tuesday, April 20, 1982 in order to
discuss the canvass of votes and to adopt a repolution .

City Attorney's report:
City Attorney Flitner noted that a new redraft of the

Council. Discussion followed during which it was
determined by Council that this matter would be discussed
at'. the April 20, 1982 meeting.
Santa Rosa Memorial
City Attorney Flitner and City Manager Callihan advised the
Hospital
Council of the need to reserve from the conveyance t.o.Santa
Rosa Memorial Hospital of the 'Piospital" site a planned city
well site and access, water line, and drainage easements
which had been inadvertently omitted from the description
in the original deed approved for conveyance of the property
to Memorial Hospital. City Attorney Flitner advised that

revised descriptions had been prepared and that it may be
necessary to revise the original deed or get a deed back
from the hospital for the reservations mentioned above.
Upon motion by Councilman Hollingsworth and seconded by
Councilman'Roberts'and approved by the following voice vote,
city staff was authorized to handle the transfer of the
hospital site to Santa Rosa Memorial Hospital subject to
the reservations for the well site and easements explained
by City Attorney Flitner.

Matters from Council': Councilman Roberts.requested,that a letter be sent to
the League of California Citiea to request them to
New Mayors & Council- schedule the New Mayors and Councilmen's Institute after
men's Institute 'June in the,future in view of the change in the Council
election date in marry, cities from April. to June.
Volcanic Water Councilman Hollingsworth initiated a discussion concerning
use of volcanic water to heat buildings.
A -Frame Signs Councilman Roberts inquired as to regulations imposed
on'the sandwich.style, A -frame ,signs that have been
placed in a number of places in town. Discussion
followed.

Adjournment
Upon motion of Councilman Roberts, seconded by Councilman
Hollingsworth, and unanimously approved, the Council
imposed a moratorium on staff follow up on any A -frame type
signs put out by businesses with the understanding that no
such signs are to be allowed in building set -back areas or
in public rights of way and this moratorium on enforcement:
to continue until January 1983 because of the present poor
economic climate.
Rob Carpenter, 5742 Dexter Circle, was .recognized and.,
apparently referring to the Hewlett Packard Project upcoming
election, stated "caveat emptor.'.`
There being no further business, the meeting was adjourned
at approximately 8015 p.m. to April 20, 1982 at noon in
the City Offices.
