ROHNERT PARK CITY COUNCIL MINUTES`'
April 26; 1982
The Council of the City of'Rohnert:Park met this date in
regular session commencing at 7:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park ',,"'with, Vice -Mayor Hopkins
presiding. Mayor Cavalli asked that Vice -Mayor Hopkins preside
over the meeting due to his temporary loss of a strong.voice.
Vice -Mayor Hopkins called the regular session to order at
approximately 7:03 p.m. aid "led the pledge of allegiance.

Staff present for'all or part of -"the meeting. City Manager
Callinan and City Attorney Flitner.
Vice -Mayor Hopkins welcomed Mayor Cavalli back to the Council
after his lengthy illness and wished him a full recovery.
Mayor Cavalli expressed appreciation.to all those individuals
who sent best wishes and gifts during his illness.
Approval of Minutes..
Upon motion of Councilman Hollingsworth, seconded.by Councilman
Stewart, and unanimously approved,.-,,the minutes of April 12 and
April 20, 1982 were approved as submitted.
Approval of Bills
Upon motion of Councilinan:Hollingsworth, seconded by Councilman
Stewart, and unanimously approved, the bills presented per the
attached list in the amount of $![93,410.56 which includes
$19,567.50 for the Rohnert Park Civic Commission were approved.

Ordinance No. 400 -
Approval of final map for a resubdivision of Werner Nase to
subdivide a 1.27 acre parcel into 3 lots in order to build
3 separate commercial buildings, located on the east side of
Redwood Drive west of and contiguous to U.S. 101 Freeway,
south of and contiguous to Best Western Motel, east of Rancho
Feliz Mobile Home Park,' and authorizing the Mayor to execute
appropriate subdivision agreement prior to the map being
released for recording.
Upon motion of Councilman Hollingsworth, seconded by Councilman
' :Roberts, and unanimously approved, reading of Resolutions
Nos. 82 -84 through 82- 90.was waived and said resolutions were
adopted, and the final map for Werner Nase (File No. 0748)
was approved>
AMENDING ORDINANCE N0, 203 AND CHAPTER 5.12 OF THE ROHNERT..
PARK MUNICIPAL CODE CONCERNING BUSINESS LICENSES
City Manager Callinan explained the ordinance referring to his
memo dated April 22, 1982. He noted that said ordinance was
being recommended for re- introduction and not adoption because
of a change in the proposed license fee structure.
Discussion followed.
Upon motion of Councilman Stewart, seconded by Councilman
Hopkins, and approved by the „following roll call vote, read -
ing of Ordinance No. 400 was waived and said ordinance was
re- introduced.

ENACTING AN ORDINANCE TO PROVIDE FOR THE OPERATION, LICENSING
AND REGULATION OF`MECHANICAL PLAY DEVICES
City Manager Callinan explained the ordinance.
Upon motion of Councilman Stewart, seconded by Councilman
Roberts, and unanimously approved by'the following roll call
vote - reading of 'Ordinance No. 403'was,waived and said
ordinance'was introduced.

Vice -Mayor Hopkins introduced Dave Pederson and Sandy Reaney
of the Rancho Cotate High School 1981 -82 championship wrestling
team.
Mr. Dave'Peder`son was recognized and requested the Council
provide plaques"'for the "Rancho Cotate High School Wrestling
Team in recognition of their athletic accomplishments in
winning the 1981 -82 championship of the North Bay League.
He indicated that about twenty (20) plaques would be required.
Upon motion of Councilman Hollingsworth, seconded by Councilman
Stewart, and unanimously approved, the Council authorited pro-
viding the Rancho Cotate High'School Wrestling Team with
Plaques in recognition of their 1981-82 championship season.
Community Support Miss Barbara Bunn, Executive Director of the Community Support
Network and'Friends Network war) and urge.& the Council to join in the
Can Be Good Medicine proclamatiooi of May` "1982 as'Friends Can Be Good Medicine Month
Month and Community Support Network Month. Miss Bunn also requested
the,Council's participation in a softball game scheduled for
May 235 1982 at Alicia Park between the Community Support
Network staff and the Rohnert Park / Cotati City Councils.

Proclamation:. PROCLAMATION.SETTING THE MONTH OF MAY AS "FRIENDS CAN BE GOOD
MEDICINE MONTH AND COMMUNITY SUPPORT NETWORK MONTH" AND
URGING SUPPORT THEREOF
The Council expressed support for the proclamation to be
issued by the Mayor..
Communications Communications per the attached outline were brought to
the attention of the City Council. No action was taken on
any communications unless specifically noted in these minutes.
Planning Commissioner Upon motion of Councilman Roberts, seconded by Councilman
Les Symonds Hollingsworth, and unanimously approved, the Council accepted
Resignation the resignation of Planning Commissioner Les Symonds and
directed the City Manager to draft a letter of appreciation
for Commissioner Symonds years of service.
City Manager's Report City Manager Callinan referred the Council to his memo dated
April 22, 1982 for explanation of all matters on the City
Manager's Report section of the meeting's agenda.
Fireworks/July 3rd City Manager Callinan confirmed that the Rohnert Park Chamber
of Commerce will be sponsoring a fireworks display at the
Rohnert Park.Stadium on Saturday, July 3, 1982 after the
scheduled Redwood Pioneers baseball game.

Ghilotti Bros. Claim
Police Olympics
City Manager Callinan reported working with Finance Director
Netter concerning the issuance of housing mortgage bonds by
the City. He advised that an application for $20,000,000
of said bonds had been submitted to the State's Mortgage
Bond Allocation Committee for approval. The Council ratified
and endorsed said application. Mr. Callinan informed the
Council that staff would be meeting with the local builders
to determine their exact needs and interest in using the
bonds. Mr. Callinan noted that any additional input or
comments concerning the matter would be welcome from the
.Council as the matter proceeds.
City Manager Callinan gave a brief report on the status of
the rejected claims of Ghilotti Brothers for the Rohnert
Park Expressway Widening Project No. 1980 -21. He reported
meeting; with representatives of Ghilotti Brothers, City
Engineer trust and City Attorney Flitner concerning the
matter and indicated he wanted to discuss the matter in
closed session to get Council's direction regarding a
possible settlement.
City Manager Callinan referred Council to a memo received
from Public Safety Supervisor.Lee Holmes concerning the
Police Olympics event to be held in San Francisco in July
1982. Mr. Callinan pointed out that the Department needs
funds in the.amount of $576 for the entry fee. Mr. Callinan
indicated that he recommended authorizing the funding subject
to his first being assured by the City's insurance carrier
that any accidents occuring as the results of these Police
Olympics would not b@ either a'workmen's compensation or
liabilit.y.insurance' claim against the City.

City Attorney's Report- City Attorney Flitner gave a brief updated report on the status
Hewlett Packard Lawsuit of the lawsuits filed against the Hewlett Packard project.
Update Mr. Flitner indicated that the court had combined all three
lawsuits into one trial and that rulings on various motions
would be made within the next thirty days.
Purge of Registered City Attorney Flitner reported on the lawsuit filed by the
Voters Roll Lawsuit City requesting the County purge its lists of registered
voters.
City Manager Callinan reported that the matter of bloated
voter rolls would be brought before the Mayors' and Councilmen's
Association for their discussion and possible action.
Vice -Mayor Hopkins also responded that the matter be brought
to the attention of the League of California Cities.
Discussion followed.
City Attorney's City Attorney Flitner indicated that he would not be present

Councilman Stewart made a- motion, seconded by Councilman
Hollingsworth, and unanimously approved, to authorize a
contribution for entry fees in the amount of $576 for members
of the Department of Public Safety to attend the Police
Olympics to.be. held in San Francisco in July 1982, conditioned
upon the City Manager working out a program wherein the City
would not be held liable for any injuries or claims resulting
from the employees part s_ipating in'said event.
Redevelopment Seminar
City Manager Callinan indicated that he would be attending a
"Introduction to Redevelopment" seminar in Los Angeles on
April 28, 1982 in order to'learn more about the redevelopment
law and how it can be applied to `Rohnert Park.
Field Lighting Poles
City Manager Callinan reported that according to the State
the field lighting poles for the Rohnert Park Junior High
School field-do not meet State standards. Mr. Callinan
indicated that these poles met building code standards and
further testing or other action would•be undertaken to resolve
the matter.

City;Manager 'Callinan reported that Rohnert Park would be

Association of Sonoma County on May 13, 1982 at the Rohnert
Park Community Center and that Lt. Governor Mike Curb was
the scheduled guest speaker.

City Manager. Callinan upon inquiry indicated that Miss
`America 1982 would be at the Rohnert Park Payless on April

Council /Planning
City Manager Callinan suggested scheduling a joint meeting in

the near future between the Council and the Planning Commission

in order to familiarize each other with various aspects of-
their respective duties. The Council concurred.
City Attorney's Report- City Attorney Flitner gave a brief updated report on the status

It was the concensus of the Council to invite additional
applications for the vacancy on the Planning Commission which
will be reviewed prior to and appointment made at the next
regularly scheduled City Council Meeting. The Council agreed
that those who previously applied need not re- apply to be
considered.
City Manager Callinan. reminded Council of a League of
California Cities Redwood Empire Division meeting on May 8,
1982 in San Rafael.
John Silva, manager of the Best Western Motel in Rohnert Park
was recognized and expressed opposition to the Council's
approval of a 4% increase in transient occupancy tax.
Discussion followed,
There being no further business Vice -Mayor Hopkins adjourned
the open meeting at approximately 8:10 p.m. into closed
session to discuss personnel and litigation matters.
The Council met in closed session with all Council members,
City Manager Callinan, and City Attorney Flitner present.
Personnel and litigation matters were discussed. The closed
session adjourned at 9;20 p.m.
