Mayor Cavalli calied'the regular session to order at approximately
7:05 p.m. and led the pledge of allegiance.

Upon motion of Councilman Hollingsworth, seconded by Councilman
Hopkins, and unanimously approved, the minutes of May 10, 1982
were approved as` submitted.

Upon motion of Counciltiian Hopkins, seconded by Councilman Roberts,
and unani ously. approved, the bills presented per the attached
list in the awount of $318,699.53 were-approved.

Mayon Cavalli announced Political Prognosticator Awards had been
prepared -for Councilwoman Mary Stewart, Public Safety Supervisor
Robert WiTliams, and Asst.' to City tvlanager Robert Albright as
evidence of their keen political sense as demonstrated by accur-
ate prediction of the outcome of•the April 13, 1982 Special Elec-
tion on the Hetlett Packard 'Project (Yes- 70 % /No-30 %). Mayor

Mayor Cavalli initiated discussion concerning monies for fencing.
Upon motion of Councilman Hopkins, seconded by Councilman Stewart,
and unanimously approved, reading of Resolutions Nos. 82-94
-through 82-%100 was lijaived:and said resolutions were adopted.
Ordinance No. 400 AMENDING ORDINANCE NO. 203 AND CHAPTER 5.12 OF THE ROHNERT PARK
MUNICIPAL CODE CONCERNING BUSINESS LICENSES

Councilman Stewart initiated discussion concerning including
laundrymats under the section listing those places excluded frog
the 2% tax. Discussion followed.
Upon motion of Councilman Hopkins, seconded by Councilman Stewart,
and unanimously approved, reading of Ordinance No. 400 was waived
and said ordinance was adopted as amended to add laundromats as
one of the exclusions listed in the ordinance.
Ordinance No. 404 AN ORDINANCE WENDING TITLE 15 OF THE IROHNERT PARK I-A.IUNICIPAL CODE
AND ORDINANCE NO. 376 WHICH ADOPTED UNIFORM CODES AND OTHER
REGULATIONS RELATED TO BUILDINGS (Area Separation Ivialls will not

Councilman Hopkins expressed that he felt the City Administrative
Offices should be sprinkled/alarr;ied in the spirit of the adoption
of this ordinance. Discussion followed.
Upon motion of Councilman Roberts, seconded by Councilman Hopkins,
and unanimously approved, reading of Ordinance No. 404 was waived
and said':Ordinance was introduced.
Building Demolition City f' 14anager Callinan referred Council to his Council meeting memo dates; ilay .20, 1982 concerning costs incurred by the City in
demolishing the building,at 781 East Cotati Avenue. Mr. Callinan
noted that the matter was duly noticed for public hearing.

itemizing the costs for demolition of the building at 781 East
'Cotati, Avenue.-
There being na one desiring to be 'heard and no written

DEMOLITION OF PROPERTY LOCATED AT 781 EAST COTATI AVENUE, ROHNERT
PARK, CALIFORNIA, AND AUTHORIZING THE PLACEMENT OF THE COST OF
ASSESSMENT ON THE ASSESSMENT ROLL OF THE SONOMA COUNTY ASSESSOR
City Manager Callihan explained the resolution.
Upon motion of councilman Hopkins, seconded by Councilman

City Manager Callinan referred Council to his Council meeting memo
dated Viay 20, 1982 concerning the ABAG's Housing Needs Report.
Planning Director Skanchy gave a brief report on the proposed
housing needs as set in AGAG's Housing Needs Report. Mr. Skanchy
indicated that thought the program was for the period of 1980-85
,the projections were rather 'high. Mir. Skanchy briefly recapped
ABAG's projected figures for Rohnert Park noting that some figures
had, been adjusted but only slightly. Planning Director Skanchy
noted that ABAG's figures were based on the City's master plan and
not -onthe present land availability, real estate market, etc.
Discussion followed upon which Councilman Hopkins noted that the
ABAG report was i'iiierely a guide and that changes and
recommendations could be uiade end. submitted to ABAG. �Ir., ;..Hopkins
recoi,,imended that "P inning Director Skanchy reduce the proposed
ABAG figures by 30% and submit saiiie to ABAG. Council concurred.
Council candidate :Betty Bayse, 8695 Lancaster Drive was recognized
and briefly 'commented on providing additional human services in
Rohnert Park. . :[!Irs., Bayse recommended opening tiOn. and processing
for use of federal revenue sharing funds.., She also recommended
stricter use of volunteer coordinators.
Ms. Yo 111e Singh, -Rofinert Park resident. was recognized and
expressed. that she.felt. that the community should rely less on
governmental support and should.strive to .help one another more.

attention of the City Council. No-action was taken on any
communications unless specifically noted in these minutes.

City Manager Callinan reported that a total of 43 garbage bins had
been filled during the city's Community Clean -Up campaign.
City Manager's Report City Manager Callinan referred the Council to his memo dated May
209 1982 for explanation of all matters on the City Manager's
Report section of the meetings agenda.
Hospital Site Closing City Manager Callinan noted that transfer of title of the hospital
site to Santa Rosa Memorial Hospital had closed. He indicated
that as part of -the closing the city'had received $93,371.46 to
reimburse the city for payments made on special assessments on the
property. City Manager Callinan informed that he had instructed
the Finance Director to add General Fund monies to the amount to
bring it to $100,000.and place the amount in the city's General
Fund Reserve.
City Manager Callinan indicated that Council needed to make a
motion approving the transfer of said funds into the General Fund
Reserve.
T anning Commission City flanager Callinan noted that a vacancy still existed on the
%acancy Planning Commission.
Upon motion of Councilman Hollingsworth, .seconded by Councilman
Hopkins, and unanimously approved, Council. approved and ratifier
the transfer of the $100,000 into the General
Fund Reserve.
YiICA Summer Camps
City Pianager Callinan reported that beginning this summer the YMCA
will operate summer camps in Rohnert Park. He noted that copies
of the TICA.'s brochure had been provided to each Councilman for
their review.,
Ambulance
City Vanager Callinan reported bringing up the matter of ambulance
service and rates charged in Sonoma County at the last meeting of
the Sonoma County City Hanager /County Administrators Croup. He
indicated that .County staff members were willing to set up a
special task force comprised of county staff and several city
managers to study the matter and report back. Discussion
followed.
Z.P. Stadium
City Manager Callinan indicated that he had no news to report
concerning the Rohnert Park Stadium.
'ity Attorney's Report
City Attorney Flitner reported on the status of the Hewlett
Packard court proceedings noting that depositions were now being
taken and should be coiplete by June 10, 1982. Mr. Flitner noted
that Hevilett Packard was asking that the matter be set for court
hearing in July or August.
City iP9anager Callinan referred Council to an analysis displayed on
the wall as prepared by a professor at Sonoma State. University
showing the final outcome of the Hewlett Packard special election.
Discussion followed.
T anning Commission City flanager Callinan noted that a vacancy still existed on the
%acancy Planning Commission.

Upon motion of Councilman Roberts, seconded by Councilman Hopkins,
and approved by the following voice call vote, Council delayed
appointment to the vacancy to the Planning Commission until after
the June 8, 1982 election of new Council members so that the new
Council could make said appointment.

ljournment There being no further business Mayor Cavalli adjourned the open
meeting at approximately 3:07 p.m. into closed session to discuss
personnel and litigation matters.
losed Session The Council met in closed session with all Council members, City
Manager Callinan, City Attorney Flitner present. Personnel and
litigations matters were discussed. The closed session adjourned
at approximately 3:20 p.m.
