1982/06/21 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES June 21, 1982 The Council of the City of Rohnert Park met this date-in adjourned regular session commencing at 7:00 p.m, in.the City Offices, 6750 Commerce Blvd., Rohnert Park, with Mayor Hopkins presiding. Call to Order Mayor Hopkins called the meeting to order at 7:00 p.m. Roll Call Present: (5) Counpilmen Cavalli, Hollingsworth, Roberts, Stewart and Hopkins Absent: (0) None Closed Session The Council adjourned the Open Session and convened in Closed Session and discussed a litigation matter. Reconvene The Council reconvened in Open Session at approximately 7.30 p.m. Marlboro Sign City Manager Callinan distributed photographs of a proposed sign for Marlboro cigarettes that the Redwood Pioneers would like to have permission to install over the outfield fence at the Rohnert Park Stadium. Discussion followed. Upon motion.by Councilman Hollingsworth, seconded by Councilman Cavalli, and approved by the following roll call vote, Council denied approval for the installation of the Marlboro sign at the Rohnert Park .Stadium. AYES: (3)" Councilmen Cavalli, Hollingsworth, Stewart NbRS: (2) Councilmen,, Roberts and Hopkins Proposed 1982 -183 Budget 'Council commenced a °review of the proposed 1982 -183 City Budget submitted by City Manager Callinan. Under the Mayor's lead the budget was reviewed on a page -by -page basis. Councilman Hollingsworth initiated a discussion con-:. corning sales tax and the reports concerning same contained in the proposed budget. He asked that City staff contact the Chamber of Commerce to solicit its plans or program to encourage shopping at home programs so that the City would realize more sales tax. The Councilmembers also emphasized that the City must try and encourage more sales - tax - generating businesses to locate in the community. Council initiated a discussion concerning Neighborhood .G and the lack of play equipment in that area. Council requested that the budget reflect that play equipment will be installed in the area and requested staff to follow up on the matter to get some play equipment installed in the near future. Rohnert Park City Council Minutes -Page 2 June 21, 1982 A discussion was held concerning the goals outlined in the memo portion of the proposed budget. It was suggested that this section of the budget document be expanded to specify how the goals listed will be achieved. Discussion was held concerning the suggestion in the budget memo to compensate Planning Commissioners in particular and Commission compensation in general. A motion was made by Councilman Stewart and seconded by Councilman Hollingsworth to compensate the Planning Commission at $25.00 a meeting for up to two (2) meetings per month. Following additional discussion said motion and second were withdrawn. Council had various questions concerning the contents of the budget and information was provided by Finance Director Netter or City Manager Callinan. Discussion was held concerning Federal Revenue Sharing Funds and the Council was advised that a public hearing concerning the budget and Federal Revenue Sharing Funds use has been scheduled for the June 28th City Council meeting. 'City Manager Callinan indicated that several agencies had requested funding from this source but he had'not included any funds in his budget recommendation for them. He further indicated that they would all be invited to attend the June 28th City Council meeting. Upon completion of the detailed budget review Councilman Roberts made a motion which was seconded by Councilman Hollingsworth and approved unanimously on a voice vote that Council give tentative approval of the proposed budget subject to awaiting to determine the impact that the State 's budget might have on the ''City budget and subject to input to be received at the public hearing scheduled for June 28th. Commission Appointments Councilman Stewart indicated that she would be in attendance at the June 28th City Council meeting after all and suggested that the scheduling of appointments to the commissions be placed on that agenda rather than deferred into July as was discussed at the last Council meeting. The Council agreed and directed the City Manager to place appointments to the commissions on the June 28th agenda. Matters from Councilmen Councilman Hollingsworth indicated that a citizen had complained to him about someone sleeping in an automobile on a continuous basis. City Manager Callinan suggested that Councilman Hollingsworth get the details and turn the matter over to him 'for follow up. Rohnert Park City Council Minutes -Pg. 3 June 215 1982 Rapoza Park Councilman Hollingsworth initiated a discussion concerning the Rapoza Park (Crane Creek Regional Park) and the discussions held by the Board of Supervisors in response to requests from some citizens urging that the Board close the park during the summer months as a potential fire hazard. Upon motion of Councilman Hollingsworth, seconded by Councilman Cavalli, and unanimously approved, the Council went on record as encouraging and urging the Board of Supervisors to keep the park open and not to close it during the summer. Jew Morm Golf Torunament A discussion was held concerning City participation in the Jew Morm Golf Tournament. It was the concensus of the Council that participation in the Jew Morm golf tournament would be an authorized expenditure for the Mayor or any other member of the City Council to participate in the event and to represent the City Government.
