Rotation Update
the City s share of the costs for the Environmen al Impac
Report for the westerly extension of the Rohnert Park
Expressway.
The Council directed City Manager Callinan to contact Codding
'Enterprises concerning a possible contribution to the City
to cover its share of the EIR's cost.
City Manager Caliinan informed that letter had been recieved
from the City of Cotati concerning their tow truck rotation
policy; that they are limiting their rotation tow list to
three companies and interested persons should submit,
letters to City of Cotati for consideration.
Gary Sterner, Rohnert Park - Cotati Auto Body; was recognized;
advised that his firm had been removed from the Cotati tow
list; ,feels that the`City.of Cotati is maintaining their
tow services from'Cotati firms only; recommended Rohnert Park
remove Cotati towing firms from its rotation list until
further negotiations transpired and the matter resolved.

The Council of the City of Rohnert Park met this date in ad-
journed regular session commencing at 4:00 p.m. in the City
Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor
Beary presiding.

Communications
Communications per the attached outline were brought to the
attention of the City Council. No action was taken on any
communications except as specifically noted in these minutes.
Expressway West
City Manager Callinan related that Mayor Beary and he had

attended the Board of Supervisors meeting on October 12,1977
concerning the Environmental Impact Report for the westerly
extension of the Rohnert Park Expressway, referred Council
to his October 7th memo on this matter; requested City Council
to authorize payment to the County in the amount of $2250
for the C i ty ° s share of the E I R `' `costs, i . e. 50010' of the cost.
Discussion followed.
Upon motion of Councilman`Beary,'seconded by Councilman
Hopkins and unanimously approved the Council'auttorized '
payment 'in the amount of $2,250 to the County of Sonoma for

Mayor Beary suggested that the Mayors from both cities,
along with City Managers for both cities set a meeting
date in order to resolve the situation; suggested, in the
interim, tha.t.,Rohnert.Park restrict their tow calls to
Rohnert Park., tow businesses.
Upon motion of Mayor Beary, seconded by Councilman Hopkins,
and unanimously; approved,, the Council approved restricting
City of,Rohnert Park tow requests to Rohnert Park based tow
businesses until such time as the Mayors and City Managers
for City,of Cotati and City.of Rohnert Park are a.b:l:e to
negotiate on this matter and come to a resolution and

Cotati,Sewer
City Manager Cal..►.inan informed:that Cotati Sewer Agreement
Agreement Update
is still being worked on; that upon final agreement at
staff level l, the agreement will thon be presented to Council
for review and consideration,
Public Works Trucks
City Manager Caliinan advised..that bids for the Public
Works trucks had been solicited and the order awarded to
Comanche Chevrolet.
,Golf_Course.Update
City Manager Callinan reviewed his October 7th memo to the
City ,Council concerning the Golf Course; advised of certain
revision made to lake plans for the Golf Course including
the lake outside the Golf Course adjacent to the freeway;
informed also that an irrigation system designed by Rain
Bird Irrigation Co. had been decided upon, referred Council
to his October 7th memo.for further golf course update.
Management Team
City Manager Cailinan requested thatthis matter be deferred

Council members were not present. Mayor Beary indicated he
would iike.,to have an executive session regarding this
matter if such is legal.

that City Engineer Brust would be talking to the County
concerning a program whereby the City would use surplus
aqueduct water during the winter months rather than our
wells thereby.allowing,our ground water basin to be
recharged.
Public Safety
City Manager Callinan- informed that Public Safety officers

are in the process of forming an association of their own
Dues Deduction
separating them from SCOPE, and have requested the City to
commence payroll deductions for dues until the association
is legally constituted; requested the City be allowed to
start the deductions immediately as a courtesy to the
Public Safety Officers. The City Coundl reflected no
objections to allowing the dues deductions.

Pedestrian: Bridges City Manager Callinan reviewed. his October 7th memo to the
Over Creeks Council concerning pedestrian - bridges that will possibly
be made available to the City at a reasonable costfor
installation over Copeland Creek as well as Hinebaugh Creek,
if not used on the new golf course; advised that Seimen's
Construction would provide the bridge, deliver and install it
for the.cost of the _bridge alone, i.e. $20,000. Pictures
of the bridge was distributed to- Councilmen for their review
-. at this time.
Flores,Testimonial
Upon motion of Mayor. - Bleary, seconded by Counc,i,Impn Hopkins
and unanimously approved the Council approved.the,.City
obtaining the bridges for install,atiion over Copeland Creek and
Hinebaugh Creek.
City Manager Callinan reminded,Councilmen and members of
the audience of the upcoming testimonial dinner honoring
Councilman Armando Flores. Date has been set for October
15th at the Los Robles Lodge.
Growth Management: City Manager Callinan suggested if Council had no objections,
Policy that he initiate work atstaff level on the Growth Management
Policy.for the upcoming year rather than waiting for School
Bonds to pass.
Bills for Approval, City Manager Callinan informed of progress payment bill
overlooked. at the October lith City Council meeting to
Francis Construction in the amount of $54,891.40 and
requested approval of bill for payment at this time.

Street Names
Upon motion of Mayor Beary, seconded Dy uounc►►man:HopKins
and unanimously approved, the payment of $54,891.40 to
,.Francis Construction for a, progress payment for the Public
Safety=Fscility on Country Club Drive was approved for
payment.
City Manager Callinan informed of proposals received on
installation of lighting on the tennis courts in Eagle Park
and the tennis courts and basketball court in Dorotea Park;
Santa Rosa Landsaping proposal for Eagle Park Lighting of
$11,500 and Redwood Landscaping Lighting proposal for Dorotea
Park lighting of $15,352; requested approval of Change Orders
for respective parks so as to hive lighting installed under
existing contract.
Upon motion of Councilman Hopkins, seconded by Councilman
Eck and unanimously approved, the Change Orders for Eagle
Park and Dorotea Park for the installation of lighting was
approved as per proposals submitted.
Councilman Eck initiated discussion of Mountain Shadows
Subdivision and Coleman Valley Subdivision street names;
suggested Council set public hearing for purpose of
renaming streets in the new Golf Course area.

Councilman Eck made a motion to schedule public hearing
to'rename the streets of Mountain Shadows Subdivision and:
Coleman Valley Subdivision prior to further final maps being
approved. Said motion died for ''lack of a second
It was noted that street name changes are to be discussed
at the next regularly scheduled meeting of the Planning
Commission, October i'1977 °and possible scheduling of

Upon motion of Councilman Hopkins, seconded by Mayor Beary
and unanimously approved the Council directed staff to
suggest a program' whereby individuals willing to downzone
their property would be granted' building permits

Councilmen, Arthur Hollingsworth was appointed to the
Council's Golf Course'Committee
Adjournment There being no further business, Mayor Beary adjourned the
