Upon motion of Councilman Hollingsworth, seconded by

George Neese, Taxi City Manager Callinan reviewed his November 23rd memo
Cab Service to the City Council concerning George Neese's application
for a Certificate of Public Convenience and Necessity
in order to operate Cegge's Cal-Yellow Cab taxi service

hearing had been pub3lshed in the local newspaper.
Councilman Hopkins made a motion, which was seconded
by Councilman Roberts, to endorse the Parks and Recreation
Commission's recommendations for improvement of the
open space area located at the southwest corner of Country
Club Drive and Golf Course Drive and schedule same for
further consideration at its December 12th meeting.
Mr, George Bell, 5233 Daniel Court, was recognized and
commented on the number of residents living adjacent to
the open space area advising that he objected to the
installation of benches in said location.

commented on the amount of people who would be affected

followed between members of the City Council and Mr. McAdams
concerning the definition of "amusement" type facilities
and their location in the "M& District and the possibility
of rezoning the parcel on which Cal Skate is located to
"C-Rec" District.

Mayor Beary opened the public hearing on the application
of George Meese for a Certificate of Public Convenience
and Necessity to operate George's Cab - Yellow Cab taxi
service within the City of Rohnert Park.
City Manager Callinan informed that copies of the Department
of Public Safety's background investigation and a letter
from Mr. Earl Bailey, proprietor of Rohnert Park Taxi service,
had been disseminated to each Councilman.
Mr. Earl Bailey, 195 Rancho Verde Circle, was recognized
and explained that he had started operating the Rohnert
Par- Taxi Service because he was concerned with providing
a reliable taxi service to the community and especially
for the senior citizens. He commented on his income since
he bc� g.arl operating in August, 1977, explaining that he present-

provideu to ,Rcb.i:.ert Park f— George's Taxi.- Yellow Cab from
a Santa RIot' <a. base :station arxri expressed his opinion that

having candidates desiring to submit a Statement of Qualifica-
tions for enclosure in the sample ballot bear the costs

Mobile Home Park Laws
City Manager Callinan reviewed his November 23rd memo to
the City Council concerning having the State resume respons-
ibility for enforcing laws related to mobile home parks.
No Overnight Parking
City Manager Callinan reviewed his November 23rd memo to
the City Council regarding posting for "no all night parking"
along Bridgit Drive. Discussion followed.
C.P.R. Training,,
City Manager Callinan. referring, to his ",Tovember 23rd memo,
informed that' a luncheon had been scheduled in the City
Offices at noon, December 1st for those employees who had
participated in the C.P.R. training program.
CCC Program
City Manager Callinan reviewed his November ?3rd 3rd memo concern-
ing the possibility of using the sleeper area of the City's
Northern Public Safety Facility on Country Club Drive for
housing individuals working under the California Conservation
Corps program. The City Council expressed no objection
to housing CCC program individuals in the City's northern
public safety facility.

City Manager Callinan, responding to Councilman Holllingswortr.
explained provisions for "no overnight parking" in multiple
family districts.

Fencing High School District for the first base line of the baseball

Upon motion of Councilman Hopkins, seconded by Mayor Beary,

approved taking into City inventory the fencing purchased
by the Petaluma High School District in order to use same
at another facility and directed staff to have adequi.te
fencing installed along the first base line as recommended
by City Manager Callinan.
College View Drive- City Manager Callinan reviewed h-;.s November 23rd memo to
Covenant with McDouall the City Council concerning a covenant with the owners of
Apt.. the McDouall Apartments on College View Drive which assured
that within 1.0 years after the execution of the agreement
the apartment owners would pay for the construction of 1/2
of a 60 foot roadway from College View Drive to the Laguna
de Santa Rosa and solicited the Council's comments concern-
ing Ivi: position that the covenant should remain in force.

Anti-Recessionary City Manager Callinan briefly commented on the restrictions
-'ands and regulations regarding the utilization of Anti-Recessionary
Funds.
Mayors I and Councilmen's City Manager Callinan reminded the Council members of the
Meeting November 29th Mayors' and Councilmen's Assocation meeting
with Senator Cranston as a guest speaker.
oown Zoning Policy Councilman Hopkins presented copies of his proposed "down
Resolution zoning" policy resolution to each Councilman and after a
brief discussion requested that further consideration of
same be deferred until the December 12th meeting.
R.C.H.S. Stadium Councilman Hopkins initiated a discussion concerning the
Lights possibility of using Capital Outlay Fund Fees designated
for the stadium fund to install lights. Discussion followed.
Mayor Beary made c motion, which was seconded by Councilman
Hopkins, to authorize -.use of funds from the Capital Outlay
Fund (Stadium Fund) for installation of lights at the
Rancho Cotate High School stadium with the understanding
that the City has the right Uo use the facility when Tot
in use by the high school. the aforementioned condition
becaming effective June 30, 1978 when the Cotati-Rohnert
Park Unified School Districto Bcard of Trustees becomes opera -
tional. Discussion followed.
Mayor Beary and Councilman Hopkins, respectively, amended
the motion to direct:staff prepare an appropriate agreement
for the Council's review prior to finalizing the expenditure
from the Stadium Fund for lights at the Rancho Cotate High
School stadium.
Upon motion of Councilman Eck, seconded by Mayor Beary,
and unanimously approved, the City Council agreed that the
covenant with McDouall Apartments for improvement of College
View Drive to Laguna de Santa Rosa should remain in force
for the entire 10 year period.
Budget vs Actual
City Manager Callinan explained that each Councilman had

Anti-Recessionary City Manager Callinan briefly commented on the restrictions
-'ands and regulations regarding the utilization of Anti-Recessionary
Funds.
Mayors I and Councilmen's City Manager Callinan reminded the Council members of the
Meeting November 29th Mayors' and Councilmen's Assocation meeting
with Senator Cranston as a guest speaker.
oown Zoning Policy Councilman Hopkins presented copies of his proposed "down
Resolution zoning" policy resolution to each Councilman and after a
brief discussion requested that further consideration of
same be deferred until the December 12th meeting.
R.C.H.S. Stadium Councilman Hopkins initiated a discussion concerning the
Lights possibility of using Capital Outlay Fund Fees designated
for the stadium fund to install lights. Discussion followed.
Mayor Beary made c motion, which was seconded by Councilman
Hopkins, to authorize -.use of funds from the Capital Outlay
Fund (Stadium Fund) for installation of lights at the
Rancho Cotate High School stadium with the understanding
that the City has the right Uo use the facility when Tot
in use by the high school. the aforementioned condition
becaming effective June 30, 1978 when the Cotati-Rohnert
Park Unified School Districto Bcard of Trustees becomes opera -
tional. Discussion followed.
Mayor Beary and Councilman Hopkins, respectively, amended
the motion to direct:staff prepare an appropriate agreement
for the Council's review prior to finalizing the expenditure
from the Stadium Fund for lights at the Rancho Cotate High
School stadium.

Mr. Trowbridge, 6031 Elsa Avenue, was recognized and commenter
that it didn't make sense to authorize an expenditure of
$60,000 for lights that would be on someone else's property.
He expressed that it would be much better to light some
of the City's parks.
Mr, Peter Bailey, 7491 Adrian Drive, was recognized and
observed that the City Council was initiating installation
of stadium lights without having had someone from the high
school request same. Discussion followed concerning the
purpose for establishing the Stadium Fund.
Mayor Beary's motion, as amended, was approved by the follow-

Cancellation of City Manager Callinan initiated discussion concerning the
December 27th Meeting possibility of cancelling the December 27th City Council
meeting due to the holidays and a lack of agenda items.
Upon motion of Councilman Hopkins, seconded by Councilman
Roberts and unanimously approved, the City Council cancelled
its December 27th meeting.
Council Work Session City Manager Callinan initiated discussion concerning the

City Council designating a specific date and time for its
December work session. The City Council agreed to meet
on December 8th, at 12:00 Noon.
Soccer Field Councilman Eck initiated a discussion concerning the amount
of litter on -the Rohnert Park Junior High School's soccer
field.
Upon motion o Councilman Eck, seconded by Mayor Beary, and
unanimously approved, the City Council directed that a letter
be sent to the Boy's Soccer League and Petaluma High School
District requesting that a program he implemented to clean
and keep clean the Rohnert Park Junior High soccer field.
R.P,J.H, Baseball Councilman Eck initiated a discussion concerning the condition
Center Field of the Rohnert Park Junior High School's baseball center
field.
Park and Landscaping Councilman Roberts initiated discussion concerning individuals
Areas driving through landscaped park areas after the rains.
Golf Course Bicycle Councilman Hollingsworth initiated discussion concerning
Riders individuals riding bicycles across the golf course and suggest-
ed that the golf course should be posted warning against
the risk of so doing. City Manager Callinan informed he
wnuld take care of the matter.

Commerce-Southwest Councilman Hollingsworth inquired what was being done concern-
Boulevards ing the re-design of the intersection at Commerce and South-
west Boulevards. City Manager Callinan explained that City
Engineer Brust and Planning Directer Skanchy were studying
the intersection.
Adjournment There being no further business, Mayor Beary adjourned the
meeting to December 8th at 12.00 Noon.

RE: 1978 BUILDING PERMIT ALLOCATIONS
Attached are the following:
1. Statement indicating the requests for building permit allocations for 1978 which
were submitted to my office and my recommendations concerning how the 11650" units
should be allocated.
2. On the same statement as the above is a recap of total anticipated 1978 building;
Permits which, in addition to the 11650" includes developments which are expected to
materialize during 1978.
3. Statement indicating the building permits.issued to date for 1977 and our
expectations of permits to be taken out prior to the end of the year. This includes
many projects which were "grandfathered " in the last time that the growth manage-
ment policy was reviewed.
4. Statement, for the Council's information, of those in attendance at a meeting I
held.
I called a meeting of the interested firms in my office today at 2:30 p.m. I
explained to all those in attendance the reasons for my recommendation, which were
admittedly not scientifically arrived at. I further advised that.the City Council
would consider the recommendation at your November 23th meeting.
