The Council of the City of Rohnert Park met this date
in,reqular session commencing at 7:90 p.m. in the City
Offices, 6750 Commerce Boulevard, Rohnert Park, with
Mayor ,teary presiding. The regular session was preceded
by an executive session which comAnced at 7:00 p.m.
and at which all Councilmen and City Manager Callinan
were present and which was held to iisc6ss personnel
matters
Call to Order Mayor 9eary called the meeting of the regular session
to order at approximately 7:20 p.m. and led the pledge
of allegiance.

Staff present for all or part of the meeting: City
Manager Callinan, City Attorney Flitner, and Director
of Public h1orks/ City Engineer Brust
Approval of minutes
Upon motion of Councilman Hopkins seconded by Councilman
Hollingsworth, and unanimously approved, with Councilmen
Hopkins and Roberts abstaining from approval of the
December 8th minutes, the minutes of lovember 28 and
December 8 were approved as submitted.
Approval of Bills
City Manager Callinan requested that a hill from Roland-
Miller-Associates, in the amount of A41,832.00, for
architectural services for the community and recreation
center, be added to the bills for approval.
!Egon motion of Councilman Roberts, seconded by Mayor
Beary, and unanimously approved, the hills presented
per the attached list in the amount of 5323,386.37,
including the bill received from Roland0iller-Associates
in the amount of 141 ,332.07, were approved.

Councilman Hollingsworth requested that time be allotted

under Matters from Councilmen to discuss the water storage
tank on southwest Boulevard.

City Manager Callinan referred the Council to his memo
to the Council, dated December 9, 1977, for explanatinn
of all the matters on the Consent Calendar.

Upon motion of Councilman Eck, seconded by Councilman
Roberts, and unaniRmusly approved, the reading of Resolution
Nos. 77-198 and 77-199, as listed on the Consent Calendar
section of the meeting's agenda, was waived and said
resolutions were adopted.

City Manager Callinan reviewed his memo dated 9ecember
9, 1977.
Mayor Reary declared the scheduled public hearing open
on Project No. 1956-1, Assessment No.
There being no one desiring to be heard and no written
communications received, Payor Weary closed the public
hearing.
In response to a question from Nayor Reary, City Attorney
Flitner advised Mayor Reary that he could vote on Resolution
No. 77-200 inasmuch as the adoption of a resolution
confirming an amended assessment is a ministerial function
of the Council.
Upon motion of Councilman Eck, seconded by Councilman
Werts and unanimously approved, reading of Resolution
No. 77-200 was waived and said resolution was adopted.
City Manager Callinan reviewed his December 9th memo
to the City Council regarding improving the open space
area located at the southwest corner of Country Club
and Golf Course Drives as recommended by the Parks and
Recreation Commission. We advised that copies of all
communications had Keen Provided to each Council memher
and the meeting's agenda mailed to residents in the
general vicinity of the park/open space area.
Mayor neary declared the public hearing open to consider
improvements of the open space area located at the southwest
corner of Country Club and Golf Course Drives.
Mr. George Bell, 5233 Daniel Drive, was recognized and
informnd that his lovember 18th and 28th letters reflected
his position concerning the improvement of the suhject
park/open space area.
Mr. Bell, responding to Councilman Hollingsworth, pointed
out his property located on Daniel Court, adjacent to
the park/open space area, as depicted in a site plan
which was on display.
Mr. Henry Veretti, 5234 laniel Court, was recognized
and expressed that he didn't object to installation
of henc%es in the open snag /park area and commented
on various incidents involving juveniles and vandalism
experienced by homeowners contiguous to the park site.

Mrs. Virigina Bell, 5233 Daniel Court, was recognized
and expressed that she objected to the installation
of benches and/or improvement to the open space/park area
because it would constitute a serious health and safety
hazard to children as a result of the close Proximity
to the Northern Public Safety Facility, and that when
purchasing their home it was promised that the adjacent
lot would he reserved as open space.
Ahere being no one further desiring to be heard and no
written communications received, Mayor Reary closed the
public hearing. Discussion followed.
Councilman Fck made a motion, which was seconded by Council-
man Roberts, that no benches he installed at this time
in the open space/park area at the southwest corner of
Country Club and Golf Course Drives and that no action
he taken on the Parks and Recreation Commission's recommenda!-
dation concerning said site.
Discussion followed between Council members with Mrs.
Virigina Bell participating.
Councilman Eck's motion was unanimously approved by a
roll call vote.
Mr. Bell was recognized and initiated a discussion concerning
the improvement of Golf Course Drive and fencing in of
the golf course.
City Manager Callinan informed that it was probable that
the roadway improvements and fencing would be completed
sometime in 1978.
CIr. !1enry Veretti was again recognized and inquired why
the City didn't promote the use of Dorotea Park, noting
that children were instead playing and congregating in
the open space area to the rear of the residences on Daniel
Court.
City Manager Callinan explained that Dorotea Park was
still under construction and had not been accepted as
being complete by the City at this time, therefore, was
not open for public use.
New City Hall Site City Manager Callinan referred to his November Ath memo
to the City Council,regarding Cofego Fnterprises' offer
to provide a city hall site in the area north of Rohnert
Park Expressway immediately west of the Northwestern Pacific
Railroad tracks. oiscussion followed.
Supervisorial City Manager Callinan solicted Council comments relative
Districts to recent action by the Sonoma County Roard of Supervisors
concerning supervisorial re-districting within the County.
Discussion followed.

City Fngineer Brust descrih-ed the State Department of
Transportation's recommendation for developing a modified
cloverleaf type interchange, phased development, and traffic
circulation, as depicted in aerial photo/dlratflngs which
were displayed. Oiscussion followed between Council members
and staff.
Upon motion of Counc!"i-rian Fck, seconded by Councilman
Hollinasworth. and thnanirious119 approved, Vie City Council
approved the re-designing of the U.'s. 191 Rohnert Park
Expressway interchange from a full cloverleaf type inter-
change to that recommended icy the State Department of
Transportation as described in its letter dated November
12, 11077, and directed staff to pursue the further development
of the interchange area.

Councilman Eck made a motion, which t.,as seconded �3y Council-
man Hollingsworth, to waive the reading of Resolution
i1o. 77-2P1 and adopt said resolution. Oiscussion follotood.
Councilman Hopkins made a motion to amend the original
motion to.approve the calendar year rates and ,direct staff
to prepare a financial anal.vsis concerning the impact
of revenues generated Ley the increased rates and its effect
on the compensation agreement between the City and golf
professional.Said motion died for lacy of a second.
Councilmen Eck and Holl i'nqswortir withdrew the original
motion and second respectively. Discussion followed.
Upon motion of Councilman Eck, seconded by Councilman
Hollingsr,iorth- , and unanimously approved Icy a roll call
vote, reading of Resolution No. 77-201 was waived and
said resolution teas adopted and City sManager rallinan
and City Attorney Flitner lirected to review the contract
with Golf Professional Ross to determine the impact of
the resolution on tine Golf Professional's amount of compensa-
tion.

Upon motion of Councilman Hopkins, seconded by Councilman
Eck and approved by the following vote, reading of Resolution
No. 77-202 was waived and said resolution was adopted
proviling for a 201 per mile allowance.

City Manager Callinan explained the resolution.
Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, reading of Resolution 9o.
77-203 was waived and said resolution was adopted.
Recess Mayor Reary declared a recess at this point in the meeting,
the time being approximately 8:45 p.m.
Reconvene Mayor Beary reconvened the meeting at approximately 2:50
p.m.
Anti-Recessionary City Manager Callinan, referring to his December 9th memo,
Fiscal Assistance requested that the City Council authorize the use of Anti-
Funds Recessionary Fiscal Assistance funds to maintain the
Department of Public Safety which provides a very basic
service. Discussion followed.
Upon motion of Councilman Eck, seconded hiy Councilman
Hollingsworth, and unanimously approved, the City Council
authorized the use of Anti-Recessionary Fiscal Assistance
Funds received from the Federal government to maintain
the Department of Public Safety operations.
Tow Service City Manager Callinan reviewed his December 9th memo to
the City Council concerning tow service rotation and advised
that he had received a call from Mr. Sterner of Cotati-
Rohnert Park Auto Body concerning same. Discussion followed.
Upon motion of Councilman Hopkins, seconded by Councilman
Eck, and unanimously approved, the City Council took no
action to change its policy concerning tow service rotation.
City Manager's Report City Manager Callinan, referring to his December 9th memo,
reviewed 1) the Mountain Shadows Golf Course lake being
developed therein, 2) the Regional Water Quality Control
Board's cease and desist order, 3) Rancho Cotate High
School Stadium lights, during which Mr. Carbone, as a
high school Booster Club member, former Pop Harner and
school board member, urged the Council to authorize install;-
tiA 'i of7stadium lights, 4) community amphitheatre, 5)
the City's having decided to enforce the State mobile
home park laws, 6) CETA special projects engineering
aide, Ziconsideration of adjusting certain key management
employees pay rates, which will be considered in January,

1978, 8) abatement Proceedings at 265 College View Drive,
and 9) Department of Public Safety's crime prevention
report, copies of which were disseminated to each Council
member.
File No. 0577 - City Manager Callinan apprised the Council of Poise Cascade's
Boise Cascade, Use application for a use permit and architectural review
Permit Application to locate a retail-wholesale lumber and hardware facility
on Commerce Boulevard, north of Empire Tractor Co., the
Planning Commission's approval of same, and possibility
of the matter being appealed by residents on Dexter Circle
to the City Council for its consideration. Mr. Callinan
solicted Council comments concerning the possibility of
conducting a special meeting if such an appeal is filed,
since the December 27th regular meeting was previously
cancelled by the City Council.
Discussion followed during which the City Council indicated
that it would hold its regular December 27th meeting.
File lo. 094 - City Manager Callinan apprised the Council that the drainage
C A L Enterprises improvements installed in connection with the Feature
Apartment Complex Homes apartment house project on East Cotati Avenue were
not in accordance with those plans approved !)y the City
and that staff was following up on the matter.
City Attorney's Report City Attorney Flitner commented briefly concerning temporary
and contract employees and subject employee's participation
in the Public Employee's Retirement System. Discussion
followed.
Mr. Flitner informed that responses to letters sent to
the Fair Political Practices Commission had been received
and copies would be provided to the Council members shortly.
Communications Communications per the attached outline were brought to
the attention of the City Council. No action was taken
on any communications, unless specifically noted in these
minutes.
March 1970 City Manager Callinan, referring to his December 9th memo,
Municipal Election solicited Council coatments concerning possible ballot
measurers for the March 1978 election. Discussion followed.
Councilman Eck made a motion that a measure be placed
on the 11arch 1978 ballot to require that all annexations
to the city require voter approval. Said motion died
for lack of a second.
Councilman Eck made a motion that the City Attorney be
directed to draft the existing growth management policy
into a ballot measure making provisions, however, to
remove the exemptions and institute a point system for
allotment of units. Said motion died for lack of a second.

Mayor Venry made a motion that the City Attorney be directed
to draft a ballot measure to determine if individuals
were or were not in favor of limiting the number of units
each year to a specific number. Said motion died for
lack of a second.
Down-7oning Mayor Beary, referring to Councilman Hopkins' memo,
Multiple Family noted that Councilman Hopkins had requested that consideratior.
of a proposed resolution regarding down-zoning multiple
family districts be removed from the agenda.
Water Storage Tank- Councilman Hollingsworth initiated a discussion concerning
Southwest Blvd. the rusting of the water storage tank located on Southwest
Boulevard at the railroad tracks. Discussion followed.
Councilman Hollings- Councilman Hollingsworth requested permission to leave
worth-Leave of Absence the state and country beginning December 23rd.
Upon motion of Councilman Eck, seconded by Mayor Reary,
and unanimously approved, the City Council granted permission
to Councilman Holllingsworth to leave the state and country.
International Councilman Eck initiated a discussion concerning the lack
darvestor of landscaping and parking of equipment at the International
larvestor facility on South Santa Rosa Avenue. City Manager
Callinan informed that Planning Director Skanchy had contactor;
Jim Groom, property owner, concerning same.
Pump-Hinehaugh Creek Councilman Eck initiated a discussion concerning a loud
noise he heard when jogging past a pump located on Hinebaugh
Creek. City Manager Cal linan indicated he would look
into the matter.
Adjournment There being no further business, Mayor Reary adjourned
the meeting at approximately 9:43 p.m.
