Ordinance No. 346 AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING THE ROHNERT
PARK MUNICIPAL CODE, TITLE 15,30ILDING AND CONSTRUCTION,
TO ADOPT THE UNIFORM BUILDING CODE,,1976 EDITION; THE UNIFORM
HOUSING CODE, 1976 EDITION; THE NATIONAL ELECTRICAL CODE,
1975 EDITION; THE UNIFORM PLUMBING CODE, 1976 EDITION;

FIRE CODE, 1976 EDITION; THE UNIFORM SWIMMING POOL CODE,
1976 EDITION; AND THE UNIFORM CODE FOR THE ABATEMENT OF
DANGEROUS BUILDINGS, 1976 EDITION, AS AMENDED, AND ADOPTING
FINDINGS IN SUPPORT OF SUCH A14ENDMENTS
City Manager Callinan reviewed his April 20th memo to the
City Council and explained that the ordinance adopting
uniform codes had -been amended to require: 1) 5/8" gypsum
wall board on ceilings, 2) electric metallic tubing (EMT)
Page 3 April 24, 1978
in commercial buildings, and 3) non - corrosive water piping
(minimum 160 PSI test pressure) for all underground water
pipe and fittings between the meter and structure. Discus -
sion followed between Council members, City Manager Callinan
and City Engineer Brust.
Mr. Alan Nelson, representing Condiotti Enterprises, was
recognized and explained that his company had previously
experienced buckling and separation with 3/811 siding until
it started using 3/819 overlay siding manufactured by Simpson
products. He explained that the overlay siding was treated
with resin, which was water repellant, and displayed samples
of same and 5/811 siding taken from a house where there
had been severe separation. He explained that requiring
5 /8" siding would increase home construction cost by $300-
400 and would necessitate his company using fir siding.
He recommended that the city require a resin treated 3/899
overlay (similar to that produced by Simpson products).
Discussion followed during which Mr. Nelson was requested
to have his specific suggestion put in written form by
the building industry's association and presented to the
city for consideration.
Upon motion of Councilman Carbone, seconded by Councilman
Beary, and unanimously approved by a roll call vote, reading
of Ordinance No. 346 was waived and said ordinance was
adopted as amended.
Ordinance No. 349 AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING THE ROHNERT
PARK MUNICIPAL CODE TO PROVIDE FOR THE INSTALLATION OF
RAILROAD TRACKS, SIDINGS AND SPURS BY CONDITIONAL USE PERMIT
`City Manaper.Callinan, referring to his April 20th memo
to the City Council, explained the ordinance and reminded
that Mr. Robert Wienmann had indicated he would poll the
"D11 section residents concerning same. He explained that
Boise Cascade would be required to apply for a use permit
under the provisions of the ordinance and thereafter a
public hearing would have to be held before the Planning
Commission concerning same.
Mayor Hopkins asked if any member of the audience, who
could provide new information concerning the proposed ordin-
ance, desired to speak.
Mr. Robert Wiemann, 5763 Dexter Circle, interim president
of the:Rohnert Park Homeownerls Coordinating Council, was
recognized and read a prepared statement (a copy of which
is attached to the original set of these minutes) urging
the City Council not to adopt Ordinance No. 349 and to
revoke prior architectural and use permit approval for
the proposed Boise Cascade retail /wholesale lumber facility.
Mr. Wiemann reviewed results of his survey which showed
that 884 of the individuals polled were opposed to railroad
spurs as well as Boise Cascade locating in the community.
He also informed that the homeowner's council was opposed
to a women's correctional facility being developed in Rohnert
Park.
Page 4 April.24, 1979
`Mr 'Peter D. Bailey, 7149`Adrian, give, wap recognized
and expressed that the survey had no validity. He asked
why Boise Cascade shouldn't be allowed to, locate in Rohnert
Park and noted that 'it'had been previously disclosed that
.Boise Cascade owned the property. upon which, they were to
develop. Fie commented that the'noise /air pollution associated
with the Cal Wood Door operation was under the air pollution
control district's jurisdiction.. He suggested that maybe
the residents had made a poor investment in purchasing
their homes in the northern area, and asked why they didnt
look at'the railroad spur or. sidings at the time they
purchased their homes.
Mr. Charles kitchen, 5764 Dexter Circle, was recognized
and commented that the validity of..the survey could be
questioned, but that he would offer a solution to the matter.
Mr..Kitchen read exerpts from the planning staff report
concerning 'B'oise' Cascade- Corporation °s; application for
architectural review and use- permit:. approval for a retail/
Wholesale lumber facility.
Mr. Kitchen suggested that the city coud.put a two year
moratorium on the issuance of use..permits for railroad
spur tracks. He commented that Boise•;C.ascade was saying
on one hand that "it wanted to be the city's good neighor ",
but if the city wouldn't issue a use permit for a spur.
track theii it would initiate litigation proceedings.'
Mr. Kitchen felt that instituting a 2 year moratorium on
the issuance of use permits for railroad spur tracks would
allow time to consider the- matter.and afford residents
locating in the area an opportunity to offer their input.
Fie also suggested the possibility of having an environmental
impact report prepared.
.Mr. Kitchen generally commented on golf course /recreational
facilities in the northern area and their relationship
to the proposed Boise Cascade retail /wholesale lumber facility
and subsequent development. He suggested that before the
Council i'ss'ue a use permit for a railway, spur -that it obtain
a letter from Boise Cascade stating that it could obtain
daytime railway service.
Mr-. Donald Moitoza, 5732 Dorian Drive, was recognized and
expressed that he had made a very good investment by purchasins.
a home in Rbhnert Park. He requested that the Council
give this matter its serious attention especially in looking
for a long -term solution.
Mr. Jim Redding, 7147 Barbi Lane, was recognized and explained
that the Council may have gotten a wrong impression relative
to the intention of he and his associates who own the large
parcel of 'land south of the proposed. Boise Cascade facility.
He explained that his firm was in favor both of Boise Cascadel
proposed use and its location on the 12 -13 acre parcel.
It was his opinion that Boise Cascade . was a major corporation
that could afford to install well suited landscaping and
that there would be other buildings which would shield /buffer
the proposed lumber facility from residences in "D" neighbor
hood.
Page 5
April 24, 1978
He sugges-t.ed that heavy landscaping be installed along
the railroad, that in his opinion, the proposed ordinance
was a very'good` one giving the city the best leverage in
order to get the Cal Wood Door operation to change its
shipping schedule. Boise Cascade, he pointed out; was
such a.large organization that if anyone could get daytime
railway service, it could.
Mr. Robert Wienmann was again recognized and, at Councilman
Robert's request', read`the five survey questions and explained
in detail the survey results.
Discussion followed amongst the Council.
Councilman Roberts made a motion not'to adopt Ordinance
No. 349. Said motion died for lack of a second.
Upon motion of Councilman Steuart, seconded by Councilman
Carbone, and approved by the following roll call vote,
reading of Ordinance No. 349 was waived and said ordinance
was adopted.

Mr. David Bliese, 6094 Diane Court, was recognized and
informed that he.was acting as a spokesman for approximately
24 homeowners located adjacent to the elementary school /park
site. Mr. Bliese read a petition (a copy of which is attached
to the original set of these minutes) expressing opposition
Pacific Coast Development's application for a proposed
General Plan amendment and rezoning and a synopsis of residents '
comments concerning possible development-of the 11+ acre
Santa Dorotea school site.
Planning Director.Skanchy and City Manager Callinan, respond..
ing to Mayor Hopkins, commented on the number of homes
the designated school /park site could serve if developed
as ,a park site.
Discussion followed between the Council and staff members.

April 24, 1978
Mr. Gerald Schloetter, 6089 Daphne Court, was recognized
and explained that when he had purchased'a home built by
Pacific Coast Development that no one had guaranteed the
school site would definitely be utilized for a school.
-He expressed that if the City:Council could not appropriate
funds to purchase the subject property that he would like
,to see:Pacific Coast Development construct homes. He requested
that the city mow the weeds on the vacant lot regardless
of what the outcome of the - matter.
Mr. Robert Wienmann, was recognized and`informed that Mr.
Bliese sat on the Board of Directors of the Rohnert Park
Homeowner's Coordinating Council and that the survey results
showed 89.10 of those persons polled desired the city to
retain the proposed subdivision area as a school site and /or
open space.
.There being no ,one further desiring to be heard, Mayor
Hopkins closed the public hearing.
Discussion followed between Council members.
The Council; upon Mr. Bliese's inquiry, informed that it
had referred to the Cotati - Rohnert Park Unified School
District relative to its: .recommendation concerning the
abandonment of the subject school site.
Councilman Roberts asked if the residents in I'D" neighborhood
would have any objections to rezoning the ll+ acre site
to "R1- 8000 -P1D" in accordance with the proposed development
plan submitted by Pacific .Coast Development if;it were
stipulated that no two story structures would be allowed
and that the through street be connected to Santa Dorotea
Circle, immediately opposite Dana Court, thereby eliminating..
the necessity of making Diane Court into a thoroughfare.
Mr. Bliese expressed that.he couldn't say one way or the
other concerning Councilman Robert's suggestion in that
he was.only a spokesman for the residents concerning the
Pacific Coast Development application for a general plan
amendment and rezoning; and declined to express his personal
opinion concerning same. Henoted that many of the residents
hadn't received notice of tonight's public hearing.
Mr. Ed Westman, 228 Alison Avenue, was recognized and express-
ed, that neither the school district nor the city had sufficient
funds to purchase and develop the property, therefore,
as a solution to the matter why not allow the land to be
developed thereby putting the property on the tax rolls
thus generating revenues which would be utilized for other
areas.in the community.
Discussion followed between Council members and City Manager
Callinan concerning limiting single family development
on the 11+ acres site to less than 2 stories and realigning
the proposed Diane Court thoroughfare.

City Manager Callinan reviewed his April 20th and April
24th memos to the City Council concerning ambulance /paramedic
service and reminded that copies of all the various documents
and /or communications had been.disseminated to Council
members.
Mayor Hopkins opened the public hearing on the applications
Of 1) B.- OoWi's Ambulance Service, 2) Cadle,s mercy Ambulance
Service, and 3) All City Medi -Van and Medical Transfer
(i.e. Messrs. Corbin and Lopez) for Certificate of Public
Convenience and Necessity to operate ambulance service
within the city of Rohnert Park.
Mr. Jim Groom, Cadle's Mercy Ambulance Service, was recognized
and explained that his company had expanded its service
to the Guerneville area in April 1977 and to the Sebastopol
area in October 1977. Currently, he explained, it provided
paramedic service to the Santa Rosa and Sebastopol. areas
with the Sebastpol area doing better than expected. Mr.
Groom expressed pride in the ambulance. service provided
by the City of Rohnert Park and recommended that the service
be upgraded either by public or private enterprise.
Page 9 April 24, 1978
He informed that in 1973 Cadle's was instrumental in estab-
lishing a paramedic program in Sonoma County and that the
paramedic service, in his opinion., was a blessing to both
the communities of Sebastopol and Santa Rosa. He hoped
that the City Council would consider providing a similar
service in Rohnert Park. Mr. Groom, in concluding his
`t presentation, of_ferred to answer any questions the Council
might have.
Mayor Hopkins inquired if any of'.the Council members desired
to ask questions of Mr. Groom.
Councilman Stewart 'inquired if Cadle's Mercy Ambulance
Service would be willing to work with the city either in
providing backup ambulance service or rotating personnel
if the.Council decided to provide an upgraded public ambulance
service.
Mr. Groom responded that he considered Cadle's to be a
very responsible ambulance service in that it worked coopera-
tively in providing upgraded service to various communities.
He pointed out`that some problems might be encountered
insofar as liability was concerned but that his company
would not.refuse any type of aid that might be requested.
Mayor Hopkins inquired if anyone further desired to be
heard.
Mr. William Corbin, 382 Brockhurst, Santa Rosa, was recognized
and informed that he and his partner, Mr. Lopez, had presented
to the City Council a proposal for ambulance service.
He expressed his shock regarding the statement made earlier
by staff (relative to All -City not being considered because
'it didn't offer . paramedic service), fie expressed his respect
that the other companies being considered were established,
but pointed out that Rohnert Park was a growing and changing,
city. He also expressed that he could appreciate a modern
idea, that he didn't know what to say and that insofar
as All -City Medi -Van and Medical Transfer Service's proposal
was concerned the staff and Council must have already made
up their minds.
Councilman Stewart explained that the remarks and recommenda-
tions which Mr. Corbin had made reference to were those
of staff. She explained that the Council was considering
whether or not the city should have a paramedic service
if,'in fact, there was a.need.
Mr. Corbin explained that "All- City" had no intentions
of being.competitive with the city's ambulance service
and that he had also worked with.some of the gentlemen
in the audience.
Councilman Stewart commented that if All City was offering
paramedic service, then it would again,be considered by
the Council.
City Manager Callinan clarified that the City Council was
in actuality considering three Certificates of Public
Convenience and Necessity.
Page 10 April 24, 1973
He noted that the difference between the three applications
was that Brown's.and Cadle's were offering paramedic service
while All City was not,
Mr. Corbin expressed his opinion that there should be another
ambulance service within Rohnert Park, but that there wasn't
enough business to substantiate a paramedic service.
Mr. George Bell, 5233 Daniel Court, was recognized and
informed that he had been provided, paramedic service in
Mill galley; that-the paramedic ambulance service arrived
in three minutes time and he was transported to Letterman
Hospital. He praised the Mill Valley service, recommended
that Rohnert Park implement a paramedic service, and suggested
that the Council look into the city's method of loading
patients into the ambulance and why it took 13 minutes
response time after receiving an emergency call.
City Manager Callihan, with reference to Mr. Bell's comments,
explained' that a `Public ,Safety Officer was at the scene
within 2 minutes and that, according to the Department
of Public Safety, the ambulance arrived within 9 minutes.
Director of Public Safety Dennett' and Fire Services Comamnder
Bick, who were present in the audience,. confirmed City
Manager Callihan's'statement.
Mr. Bell commented that because he lived in the northern
area he considered the response time insufficient and offered
to make a donation and support anyone that would provide
a paramedic. service.
Mayor Hopkins explained that the City Council was considering
whether or not the city heeded upgraded service.
Mr. Bell informed that the'3 minutes response time by the
Mill Valley paramedic service saved his life and that probably
if it had been 9-13 minutes he wouldn't be hear speaking
with the City Council tonight.
Mr. Brown, representing Brown's Ambulance Service, was
recognized and offered to answer any questions the Council
might have. Fie informed that copies of letter from 1)
Santa Rosa Memorial Hospital, Dr. Barry Smith, M.D. and
2) Dr. Barry S. Landfield, M.D'.'. Inc., had been presented
to each Council member. He informed that since the inception
of the paramedic service three individuals had been saved
through utilization of paramedic services.
Councilman Stewart asked if Brown's Ambulance Service would
be interested in exchanging personnel if the city decided
to upgrade its present public ambulance service.
Mr. Brown explained that one of the things that his firm
was attempting to do was to integrate its service, that
is that the paramedic service was in its beginning stages
just starting to grow.

Mr. Brown informed that an ambulance'wauld be stationed
at the end of Santa Rosa Avenue, 2.1 /2miles south of the
California Highway Patrol office.
Councilman Stewart inquired if Mr. Brown meant that at
the time the,Rohnert.Park ambulance•left the city limits
that.'another ambulance would move town.to that point.
Mr: Brcwn'explained that sometimes the ;ambulance would
;.:
be required to. leave the•area either beyond Petaluma or
Santa Rosa, at.,'which time another anbulance would be located
in the Rohnert Park area.
Councilman Carbone. inquired if,it were•`true that paramedics
in Sonoma County earned approximately $3,00 /Hr.
Mr. Broom informed that his company -`had been analyizing
the income from the paramedic program, noting that it usually
took about.90.days to determine the amount of income.
-
At this,.time.the company was just breaking even. He advised
that a paramedic's starting wage in the Las Angeles area
was..approximatley $800. Medivac paramedics also started
for a salary of approximately $800 and commented on work
schedules.
Councilman Carbone generally commented on the desirability
of a attaining abetter response time to emergency calls,
,and that he was impressed with the cost involved in providing
.paramedic service by a private ambulance company.
.Mayor. Hopkins inquired if any other member of the audience
desired to speak.
Mr. Harry Keller, 6186 Country Club Drive, was recognized
and commented that he mas.sure the Council would look at
th,;paramedic•issue as a,matter of .dollars and cents, but
that most people were, willing to pay.almost anything for
extended life. He noted that he wasn't speaking in favor
of either, one ambulance service or the other, but urged
that a program be instituted to obtain a better response
time. He informed that there were individuals who did
not know-the.city's ambulance se vice was available to
them and admonished the Counci A of to just count dollars
and cents of the matter.
Councilman Carbone expre ed that he was very sorry when
;a private ambulance had een called as.backup to the City
,of,Rohnert Park's ambulance serivice.
Page 12 April 24, 1978
-Mr. Groom explained that in emergency situations, the closest
available ambulance was dispatched to the area.
Dr. Holtzer, Sonoma County Health- Officer, was introduced
by Mayor Hopkins. Dr. Holtzer compl- imented the scope of
the staff report which he felt.outlined excellently the
problems in establishing a paramedic service. Dr. Holtzer
expressed his opinion that the city should maintain a "first
response" system pointing out that the first 3 -4 minutes
during an emergency situation were the most critical.
He observed that the economic situation always faced an
organization, that is essential that paramedics rotate
to maintain their skills and that the team would have to
have the confidence of the base station, i.e. hospital
staff. Dr.-Holtzer generally commented that the paramedic
service in Santa Rosa had been operating at about 3 calls
a day, roughly 150 of those calls required paramedic skills.
He informed that once a paramedic service was instituted
there would be an increase in the number of calls experienced,
that is individuals utilizing paramedic services.
There bein no one further desiring to be heard, Mayor
Hopkins closed the._public,hearing.:
General discussion followed between City Council members
and staff.
Upon motion of Councilman Beary, seconded by Councilman
Roberts, and unanimously approved, the City Council endorsed
City Manager Callinan's five (5) recommendations contained
in his April 24th memo to the City Council to wit:
1. Do not approve any Certificate of Public Convenience,
and Necessity for any of the applicants at this time because
the public health, safety and welfare of the community does
.not require any ambulance service other than that now being;
provided by the city and because a private ambulance company
would not be a financial success if the city ambulance
competes with it'.
2. Direct staff to continue operating the city ambulance
as usual for the next few months.
3. Authorize staff to enter into discussions and
negotiations with Brown's Ambulance Service or Cadle's
Mercy Ambulance Service or both.together with the goal of
getting one, the other, or bath, established in the community

"We purchased our home adjacent to the open parcel with the under-
standing that the land would most likely be used for a school or a park.
While a portion of the vacant land has been developed into a aprk, the
area developed is not adequate considering the number of homes it is
intended to serve. It has only minimal facilities and is destined to be
over-crowded from the beginning.
The way this part of town is growing, it is responsible at this time
to assure open space to accommodate the very near future needs. Once the
land is built upon it will never be available again.
Do not ruin a to-date well planned area by compromising and sacrificing."
Mr. & Mrs. Brad Savage
831 Sai.-,ta Dorotea
vil do not want any construction of any kind in the new area."
Mr. & Mrs. Balitlit
861 Santa Dorotea
"When we bought this house on Diane Court we were told there was to
be a school behind us and a dead end street at each end. If they put
houses in that would mean more traffic up and down Diane Court and no open
space behind us."
Mr. & Mrs. Doe
Diane Court
"Our ONE and ONLY Reason for buying a house in this area was the wish
to escape from the noisy and crowded S-. n Francisso area; We were under the
impression that the open i p pace ht be used as a site for a school which
. _ _ Lg_
we would have welcomed. The Dul-de-sac location seemed to assure usof the
quietness we were looking for. If we find ourselves again on -a through
street situation, again surrounded by more and more housing development
(like in our area in San Francisco), WV rqtght consider leaving Rohnert
Park, again a place that had seemed so promising only a few weeks age."
Mr. & Mrs. Joerg C. Juretzka
6090 Diane Court
"Would like an extension of the park - No Homes."
Mr. & Mrs. Ken Russi
876 Dana Court
"I purchased the property at 877 Dana Court because I was told that a
school and park were to be constructed behind my property. This allowed me an
excellent view of the surrounding hills. I am not in favor of new housing
being built in the proposed area."
Mr. Edward (fund
Dana Court
"I am not in favor of any b ' uilding behind me. it should be park as
described to us when we purchased."
Mr. & Mrs. Richard Deatherage
855 Santa Dorotea
"I would like to see open space instead of building 35 more homes= -
it would prevent congested traffic flow thru our onurt."
Mr. Carlos Talamantez
6074 Diane Ct.
"When we purchased our home the lots designated on this map did not
exist. We were under the impression that this area was to be used as park
and school. We do not feel homes would enhance the value of our property.
We would like to see this remain as open area or for its` originally
intended use as a school."
Mr. & Mrs. Dale Hanna
882 Dana Ct.
"When we purchased this home we thought the land acr6ss from this
site was to be a park. We could have purchased a home on the golf course
but elected the idea of a park instead. Additional homes means more
traffic% Santa Doreta is already very congested with traffic. I personally
would not like to see more homes. A park would enhance the area inore.ol
Mr. & Mrs. Borges
6085 Donna Ct.
"I would like this land to be left as an open space or a park, and
not to be built on. Also the street to stay as a court and not go through."
Mrs. Carolyn Baker
Dianne Court
"I would like to see "D" Park expanded and no new homes built on the site."
Mr. & Mrs. William P. Deas
6084 DinahCt.
"We moved on this block for the areal if you put a through street for
those houses it will put tje kids that live on this block in danger. I
think it should be left as a. park like it should be, if not I will help
stop the houses from being built.,,
Mr. & Mrs. William P. Live
6064 Diane Ct.
"My thoughts were, this open land was to stay as a park and not be
developed - -- -also that the street was not going to be a throughfare."
Mr. C.W. Lindstrom
6062 Diane Ct.
"We relocated to Rohnert Park in order to escape single dwelling
de_n_sity spread. We are adamantly opposed to additional construction
of single dwelling homes adjacent to Dorotea Park."
Mr. & Mrs. K. Spencer
6040 Diane Ct.
"I John H. Terry moved into 6044 Diane Ct. 1 year ago June. At
that time we were told that a park, Dorotea Park, and a school would be
built West of Diane Ct. Since then I have read that the area West and
South, or Diane Ct. will now be-used for 35 single family dwellings --
to which I am totally a &ainst."
Mr. John H. Terry
6044 Diane Ct.
"We have lived here for less than one month, and we like the neighbor-
hood the way it is. Our family would like to see a park expansion instead of
more houses that would congest our neighborhood."
Mr. & Mrs. I.A. Nolan, Sr.
6061 Diane Ct.
"I moved in less than i year from a busy street to a court which
now is being changed. I would like to see the park expanded."
Mr. & Mrs. Victor J. keindahl
6057 Diane Ct.
"I bought this home on a court for my family's sake -ml don't want
more homes or a thru street."
Mr. M. Silva
6075 Diane Ct.
"I live here on Diane Ct. and I want this to be a park not 35 homes."
Mr. & Mrs. David Bliese
6094 Diane Ct.
"I am not in favor of new homes being built behind me; I want you
people to continue fo finish building the park, with trees and Bar B Que
equipment. When we bought this home we weren't told of any homes being
built behind us."
