July 11, 1977
The Council of the City of Rohnert Park met this date in
regular session commencing at 7:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, Taith Mayor Beary
presiding.
Call to Order
Mayor Beary called the meeting of the regular session
to order at approximately 7:00 p.m. and led the pledge,
of allegiance.

Upon motion of , Councilman Flores , 'seconded by Councilman.
Eck, the bills presented per the attached list in the
amount of $336,592.91 were approved. Said total includes
$1,475 for the Rohnert Park Civic Commission.

City Manager Callinan, referring to his July 8th memo

to,the Council, reminded that amendment of Assessment
No. 6.52.1.11.1 -1 of Project No. 1956 -1 should be placed,
on the agenda preceeding Ordinances for Adoption.
Cultural Arts Corp.,
, Susan Roth was recognized and informed that the Cultural
Postcard Contest
Arts Corporation had conducted a, postcard contest and pre -
sented the Council with three entries representing the best
of each of three categories. Mrs. Roth requested that the
Council choose the best of show from the three.
Mr. Peter D. Bailey was`recognized and asked if the audience
could view the pictures. Mayor Beary responded in the
affirmative.
After polling members 'of the Council, it was determined
that the photograph of the municipal golf course should
be made best of show.

City Manager Callinan reviewed his July 8th memo to the
Council concerning the Council's approval of zoning for
William Jahn and Associates' - kateboard park to be developed
west of U.S. 101 freeway and review of detailed landscape
plans prior to granting architectural and precise development
plan approval.
Planning Director Skanchy described the landscape ,plan,
which was displayed, for the proposed skateboard facility
and recommended that the right -of -way for South Santa Rosa
Avenue be turfed until such time as it is improved. Dis-
cussion followed.
Upon motion of Councilman Flores, seconded by Councilman
Eck, and unanimously approved, William Jahn and Associates'
application for precise development plan and architectural
review, as well as the landscape plan, was approved subject
to those conditions contained in the planning staff report
as amended and further stipulating that the right -of -way
for South Santa Rosa Avenue be turfed.

City Manager Callinan reviewed his July 8th memo to the
State .Farm Insurance
Council concerning the landscape plan for State Farm
Co., Landscape Plan
Insurance Company's facility.
Review
Mr.; Parker Smith, landscape architect, was recognized and
described in detail the landscaping plans, which were dis-
played, for the State Farm facility.

City Manager Callinan reviewed his July 8th memo to the
Teen end Community .'Council
regarding the proposed teen and community sports
Sports Center Review
center to be located in Benecia Park.
Planning Director Skanchy reviewed the site plan and eleva-
tions, which were displayed. Discussion followed concerning
provision for various facilities, i.e. locker room, shower
area, the structure's overall appearance and designation

of "teen center" as opposed to "sports center ".
Upon motion of Councilman Flores, seconded by Mayor Beary,
and unanimously approved, the Council designated the above
referenced building as the "Teen and Community Sports Center'.
Upon motion of Councilman Flores, seconded by Councilman
Roberts, and unanimously approved, the Council endorsed
the Planning Commission and 'Parks and Recreation Commission's
approval of the proposed- Teen.and Community Sports Center's
architectural rendering and layout.
Sale of Unused Property
Lonna and Dinah Courts
City Manager Callinan reviewed his July 8th memo concerning.
the sale of unused property adjacent to the golf course
at the ends of Donna and Dinah Courts. He informed that,
after sale of the property to certain individuals had fell
through, Fairway Homes had offered $1000 to acquire the
land which would be sold with the developed lots immediately
adjacent thereto.

Upon motion of Councilman Flores, seconded by Mayor Beary,
and unanimously approved, reading Of resolution no. 77--127
was waived and said resolution was adopted.
Simpson/KAlin'. city Manager Callinan reviewed his July 8th memo to the
Properties Council concerning letters received from Edwai-d J. Kaiin
and Mr. and Mrs. Simpson offering
to sell to 'the City,',
for $4,000 per acre, their land immediately h6fth of"tfie

the County of Sonoma-and/or the•City of Santa Rosa in
acquiring the Simpson/Yalin properties as a community
separator/open space, subject properties' land use desig-
nation on the County general plan and annexation of property
specifically for,a park and/or open space.
Councili-,en Hopkins made -a motion;-which was seconded by
Councilman Flores,-to counter offer Mr. Kalin and Mr. and
Mrs. Simpson $1,500 per acre with the understanding that
subject properties would be used for a park.
Mr. Ed Kalin was recognized and discussed at1ength with
the Counci * 1 -the market value of his land;, -he 6pioned that
$4000 per acre was a resonable price, alignment . of the
norther city limitsq probable growth of Rohnert Park,
and whether or not thelPeroni property was also for sale.
Mr.'clyd'e'S mpson.was,recognized-and expressed his opinion
that $4,000 per acre was a fair price reminding that a.
drainage ditch and other improvements had been made to
Ids property which he:.did not contest, commented on the

y1s.past general,plan and its land use designation
for his property.
Mr.. Kalin was again recognized and indicated that there
were.no structures on his property, 5 commented on the City's
past.., general plan and its projected land use for the area
north,ofthe. City .limits, possibility of annexing his land
to Rohnert Park and indicated that the Council's offer
of $1,500 per acre was much too low.
Councilman Eck suggested that the City inform the Co unty of
its counter offer of $1,500 per acre to the Simpsons and
Kalins and request,to be formally advised as to whether
or. not the County, would be willing to participate financially
in the acquisitiqn:pf•the subject parcels with the City.

Councilmen Hopkins and Flores accepted Councilman Eck's
suggestion as a friendly amendment to the motion.
Councilman Hopkin's motion to counter offer the Simpson
and Kalin $1,500 per acre for their property and to request
the County to indicate formally whether or not it would
be willing to participate financially in the acquisition
was approved by the following vote.

Communications
Communications per the attached outline were brought to
the attention of the City.Council. No action was taken
on any communications except as; specifically noted in
these minutes.
Supervisorial
Mayor Beary initiated a discussion regarding his making
Re- Districting
a public appearance before the Board of Supervi:sors'concern-
ing the Supervisorial Re- districting Committee's Report.

Upon motion of Councilman Eck, seconded by Councilman
Hopkins, and unanimously approved, the Council directed
the Mayor to request the Board of Supervisors review in
more detail the alternatives for re- districting Rohnert
Park.
League of California
City Manager Callinan advised of the Annual Conference'
Cities-Annual Conf.
of the League of California Cities in San Francisco,
September 25 -23.
Santa Rosa. Annual
City Manager Callinan noted a report entitled ."Annual
PlannLng Report
Planning Report, Santa Rosa Standard Metropolitan Statistical
Area, 1977 -- 1978" had been received, as listed on the
communications outline, if any Council member was interested
in reviewing same.

City ,Manager , Callinan reviewed his July 8th memo to the

needed for the,new public safety facility on Country Club

City Manager Callihan, referring to his July 8th memo

the Emily Avenge Annex School. Discussion followed concern-
ing landscaping of the, school site'..
The Council went on record as suggesting to the school
district that it purchase from the.City, at its cost,
some of the large trees /shrubs from the Paradise Nursery
stock in order'to.place some around the asphalt area of
the school ground°

City Manager Callinan reviewed his July 8th memo to the

City Council concerning P.G. 8 E. overhead utilities on
the west side of U.S. 101,
Mr® Ralph Fitch, representing Pacific Gas and Electric
Co., was recognized and,infoxmed that relocation of,the
overhead utility lines had been sent back to'the drawing
board.
Cotati- Rohnert Park
City Manager Callinan reviewed his July 8th memo to the
City Councils Joint
City Council relative to holding a joint meeting with ..,
Meeting
the Cotati City; Council to discuss matters of; mutual interest
and concern. Discussion followed during which the Council
indicated that such a meeting would be acceptable in late
August.
Sonoma'County Fair
City Manager Callinan reminded that Wednesday, July 13th
was Rohnert Park Day at the Faire`:_.

City Attorney Flitner commented on the City being involved

in a class action suit against P.E.R.S, and numerous cities.
He informed that this was a discrihiination type lawsuit
and that the Ci ty could .probably coordinate its defense
with the League of California Cities. Discussion followed,
Bicycle Path
Councilman Eck initiated a discussion relative to extending

a bicycle path along Commerce Boulevard and thence north
through the new golf course area to Santa Rosa Avenue..
Upon motion of Councilman Eck, seconded by Mayor Beary,
and unanimously approved by a,roll call vote, the Council
went on record as.considering putting in a bicycle path
as part of the new golf course development, in its early
stages, and/or taking part with the County in installing
a bridge along the drainage ditch in order to connect
said bicycle path to South Santa Rosa Avenue,
Second Annual Fred.
Councilman Flores initiated discussion concerning the
RoaInert Golf Tourney
City sponsoring the Second Annual Fred Rohnert Residents
Golf Tournament.' He informed that'the Fred Rohnert represen-
tative had agreed to contribute $5.00 towards same, that
the.City would present each participant with a Titlest
golf ball, � d. that a nominal entry fee of $2.00 would
be charged.
Upon motion. of Councilman Flores, seconded by Mayor Beary,
and unanimously approved, the City Council approved conductrg
the Second Annual Fred Rohnert Residents Golf Tournament
and appointed Councilman,Flores chairman of the tournament.

American Legion Mayor Beary informed that the American Legion post in
Rohnert Park was pursuing acquisition of the interim Bank
of America building, presently located on the southeast
comer of Rohnert Park Expressway and Co.mmrc_�
and that said organization needed a site to
-the structure. Discussion followed between Council members
and staff.
Upon motion of Councilman Flores, seconded by Mayor Beary,
and uananimously approved, the Council designated that the
American Legion Post No. 338 could locate the former Bank
of America portable structure next to Water Storage Tank
No. 2 (A.P. No. 143-060-15) on Southwest Boulevard with the
condition that the building be availablb, for community use
during the hours the American Legion is not meeting.
Adjournment There being ro further business, Mayor Beary adjourned
the meeting at approximately 8:116 p.m. to July 12, 1977
at 1:00 p.m.
