The.Council of the `City of Rohnert Park.met this date
in` adjourned regular session conmencin at approximately
1:'00 p.m, in the City Offices, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Beary presiding.
Call to Order Mayor Beary called the meeting of the adjourned regular
session to order at approximately 1:00 p.m.
Roll Call Present: (5) Councilmen Eck, Flores, Hopkins, Roberts and

Utility Receivables City Manager Callinan provided each member of the Council
with a copy of the utility receivables report which indicated
that there was very few delinquencies and that the Finance
Department was doing an excellent job in keeping the
receivables current.
%; Assessed Valuation, 'City Manager Callinan presented each Council member with
a copy of a statement of 1977 -78 Assessed Valuations and
Recommneded Tax Rates, a copy of which is attached to
the 'original set of these minutes.
1977 -78 Proposed '`The Council commenced their review of the 1977 -78 Proposed
Budget Budget.
Cultural Arts Marion McMullan, Lovetta LaVoie and Katherine Dietz, rep-
;resenting the Cultural Arts Commission and Cultural Arts
`Corporation, appeared and discussed the funds requested
by the cultural arts groups for 1977 -78. It was noted
that the proposed budget only included $2,500.for cultural
arts activities.

Councilman Hopkins made a motion, which was seconded by
Councilman Flores, to approve the cultural arts budget
request for $7,960, less the amount of $250 indicated
therein for scholarships for a net budget amount of $7,710.
C0unc'ilman.;E0* made a motion to amend Councilman Hopkins's
motion, to allow cultural arts $3,000 for their activities
and to have the Council have a commitment that it would
ai.d'the cultural arts groups in covering the.eosts of
the, City. Historian provided funds for the City Historian
are ,not obtaned elsewhere. Said motion was seconded
by Councilman Flores, but failed. to pass on the following
roll call vote.'
AYES: (2) Councilmen Eck and Roberts
NOES: (3) Councilmen Flores, Hopkins and Beary
Councilman Hopkin's original motion was then approved
by the following roll call vote:
AYES: (4) Councilmen Flores, Hopkins, Roberts and
Beary Beary

Miscellaneous
The City Council reviewed various items contained in City
Manager Callinan's June 27th budget transmittal letter
to the'City Council i.e., provision for cost of living
increase for employees, changing Public Safety Sergeant
--to
position Lieutenant, alternatives to Bank of America
Business Services, operation, maintenance and costs affiliated
with traffic signals, Youth Advisory Commission, development
of a water storage tank and,grant application for same,
concept of senior public safety officers providing their _
own vehicles with provision for auto allowance, use of
unmasked cars, golf course snack bar expansion, and projected
facilities for new golf course, namely, large pro shop
and restaurant.
A review was undertaken of the County Sales Tax Distribution,
County Assessed Valuation, Authorized Full-- Tlue'Positions
Comparison'by Cities, Position and Pay Ranges or Rates
as of July 1st, City Staffing -.Regular Employees (Existing
and Proposed Positions), Distribution of CETA Employees,
Other Cash Funds, Budget Calendar, Consolidation of Working
Funds, and Anticipated Revenues.: Discussion was held
on various items in the budget and detailed explanations
- ,^e given of those items requester' b- t1le City ror ^i1.
Expenditures
A review was made of the proposed expenditures for 19779-
78'and accompanying notes.
Chamber of
Discussion was h�l.d'concerning. the arrangement under which
Circe ,
the Rohnert Park Chamber�of Commerce receives 600 of the
City's business license revenues. The Council requested
that the Chamber present a budget for 1977 ®78 and a finamial
report covering the past year,

Discussion was held concerning the City providing championship
team plaques and durLing which the Council indicc. 'l -F---t
when the Unified School District became operative that it
should assume responsibility for said plaques.

The Council reviewed the Golf Course Revenues and Expenditures
and Recap of Operating Capital Inprov6mants portion of the
budget. Discussion followed between City Council,members,.
Golf Course Supt. Singh and City Manager Callinan.
Councilman Flores made motion, which was seconded by Mayor
Beary, authorizing the construction of a new restroom facility
adjacent to the 7th hole, charging the expenditure for same
to the Capital Outlay Fund.- Said motion failed by the
following roll call vote:
AYES: (2) Councilmen Flores and Beary
NOES: (3) Councilmen Eck, Hopkins and Roberts
Mayor Beary re-worded his motion to state that if the City
acquires four vehicles, two be unmarked cars. Councilman
Roberts seconded the motion which was approved by the follow-
ing vote:
AYES: (4) Councilmen Flores, Hopkins, Roberts and Beary
NOES: (1) Councilman Eck
It was the consensus of the Council that the Golf Course
Superintendent would be authorized to "dress-up" the rest-
room near the 7th hole.
Upon motion of Councilman Flores, seconded by Mayor Beary,
and unanimously approved, tentative approval was given to
the Golf Course Expenditures Budget for 1977-78, as shown
on page 21 of the Proposed Budget.

Discussion followed between Council members exid Director
of Public Safety Dennett concerning unmarked cars, supervisory
personnel and overtime.
Upon motion of Councilman Roberts, seconded by Councilman
Flores, and unanimously approved, the Council authorized
the recommendation of changing the name.of "Public Safety-
To "Lieutenant".
Councilman Eck Leaves
Councilman Eck left the Conference Room at approximately

Mayor Beary made a motion, which was seconded by Councilman
Roberts, that two of the four patrol vehicles to be purchased
for the Dept. of Public Safety be unmarked cars. Discussion
followed during which Councilman Roberts withdrew his second.
Mayor Beary re-worded his motion to state that if the City
acquires four vehicles, two be unmarked cars. Councilman
Roberts seconded the motion which was approved by the follow-
ing vote:
AYES: (4) Councilmen Flores, Hopkins, Roberts and Beary
NOES: (1) Councilman Eck

Counn-iln-an Hopkins Councilman Hopkins left the Conference Room at approximately

Upon motion of Councilman Robeots, seconded by Councilman
Hopkins, and unanimously approved, tentative approval was
given to,the Public Safety - Expenditures for 1977 a
®78 as shown
on page 15_of the Proposed Budget.
Mayor Beary Leaves and Mayor Beary left the Conference Room at approximately 4:10

Public Works The Council.reviewed the proposed Public Works Expenditures.
Expenditures Discussion followed between Council members and Director
of Public Works /C;ity .Engineer Brust
Upon motion of Councilman Flores, seconded by Councilman

on page 16 of the Proposed Budget.
General Government The Council reviewed General Government Expenditures. Dis®
Expenditures cession followed concerning acquisition of the City Manager's
car, Savin 900 Word Master and window shades for the Finance
Department.
Upon motion of Councilman Roberts, seconded by Councilman
Flores, and unanimously approved, tentative approval was
given to the General Government Expenditures for .1977 --78,
as shown on page 14 of the Proposed Budget.
Discussion was initiated regarrding the need for a new City
administration building.
Parks and Recreation Mayor Beary questioned if any Council member had a question
Expenditures on the Parks and Recreation. Expenditures. Discussion'follaxed
relative to landscaping the lot on Santa Dorotea Circle.
Adjournment There being no further business, Mayor Beary adjourned the
meeting at approximately 5:00 P.M.
