The Council of the City of Rohnert Park met this date in
regular session commencing at 7 :00 p.m. in the City offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Beary
presiding.'
Call to Order
Mayor Beary called the meeting of the regular session to
order at approximately 7:OO p.m, and led the pledge of
allegiance.

Upon motion of Councilman Eck, seconded by Mayor Beary,

Asst. to the City Manager Albright referred the Council
to City Manager Callinan's August 19th memo for explanation
of all the matters on the Consent Calendar. Mr. Albright
requested that Resolution No. 77 -142, Award of Contract

to award the pavement marker project had not yet been received

Ordinance No. 338
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY
OF ROHNERT PARK. AND THE BOARD OF ADMINISTRATION OF THE
CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM
Asst. to the City Manager Albright explained the ordinance.
Upon motion of Councilman Flores, seconded by Mayor Beary,
and unanimously approved by a roll call vote, reading of
Ordinance No. 338 was waived and said ordinance was adopted.
Cultural Arts Corp.
Mrs. Lovetta LaVoie, President of the Cultural Arts Corpora-
Presentation
Lion, was recognized and presented to the Mayor a photograph
of the State'`s official bird, the California Quail, and
flower, the California Poppy.
Mayor Beary accepted the Corporation's gift on behalf of
the entire community.
Chamber of Commerce,
Mrs. Wanda McCulloh,'President of the Rohnert Park Chamber
Budget /Financial Report
of Commerce, was recognized and presented each Council
Presentation
member with a budget analysis, a copy of which is attached
to the original set of these minutes.
Mrs. McCulloh responded to questions of the Council explaining
various budget expenditures.
Mr. John DeClercq, 286 Adele Avenue, was recognized and
noted that the Chamber had'refused to contribute financially
towards the preparation and printing costs of the City's
history. Discussion followed.
Councilman Flores made a motion, which was seconded by
Councilman Eck, to request the Chamber of Commerce to utilize
a portion of its Contingency Fund to help fund the City
history project. Said motion failed by the following roll
call vote:

NOES: (3) Councilmen Hopkins, Roberts and Beary
Councilman Roberts stated for the record that he didn't
feel the City Council had any right, when giving an organiza-
tion money, to tell them how to spend it and that if the
Council was dissatisfied, it should not have given any
money to that organization in the first place.
File No. 0548 - Planning Director Skanchy reviewed the' request of Qantas
Qantas Development Development Corporation for rezoning and precise development
Corp., Rezoning plan and architectural review of a 104 unit fourplex develop -

total of 32 acres designated for residential and 6 acres

Discussion followed concerning density of the original
developineat plan compared to the revised development plan,
General Plan land use designation, etc.
Per. Jon Joslyn, representing Qantas Development Corporation,
was recognized and generally commented on the revised develop-
ment plan requesting the Council's reaction to same. Discus -
sion followed.
Mayor Beary declared the continued public hearing open
on Qantas Development Corporation's request for precise
development plan and architectural review of a 104 unit
fourplex development located south of Southwest Boulevard,
adjacent to the proposed extension of Avenida Calla and
rezoning from "A" to IIRM- 2000 -PD" District.
Sandy Geary, 5757 Davis Circle, was recognized and endorsed.
the concept of the revised development plan in that it pro -
vided single family, multiple family and commercial uses.
Mr. Joslyn, upon Mrs. Geary's inquiry,.informed that prices
for the single family dwelling units would be between $40,000
and $60,000.
General discussion followed between the City Council members
and Mr. Joslyn concerning the revised development plan.
Planning Director .Skanchy.informed.that the revised plan
would have to be submitted to the Planning Commission for
its review and consideration prior,to the Council taking
action on same.
Councilman Eck made a motion, which was seconded by Council --
man Flores, that Qantas Development Corporation's application
for precise development plan and architectural review and
rezoning for a 104 unit fourplex development (File No.
0548) be denied.
Mayor Beary noted that the' public hearing had not been
closed.
There being.no one further desiring to be heard, and no
written communications received, Mayor Beary closed the
public hearing'.
Councilman Eck's motion to "deny Qantas Development Corpora-
tion's application for precise development plan and
architectural review and rezoning (File No. 0548) was approved
by the following roll call.vote..

City Attorney Flitner commented.on the review process related
to considering the revised development plan. Discussion
followed.

Country Club:Estates: August -19th memo to the City Council and described the

sion had approved the subject final map at a special meeting
on August 19th. Discussion followed.
Upon motion of Councilman Flores,.seconded by Councilman
Hopkins, and approved by the following roll call vote,
the Council approved the revised final map for Country Club
Estates Subudivision ~8B, and authorized the Mayor to execute
an appropriate Subdivision Agreement prior to the map being
released for recording with the understanding that in approv-
ing the final map the City is not guaranteeing sewer and
water service.

Mayor Beary informed that he abstained due to a possible
conflict of interest.
File No. 0550,- Planning Director Skanchy reviewed City Manager Callinan's
San Simeon Subdivision August 19th memo to'the City Council and described the
Final Map final map, which was displayed, for San Simeon Subdivision.
Upon motion of Councilman Hopkins, seconded by Councilman
Flores, and unanimously approved by a roll call vote,
the Council approved the amended final map for San Simeon
Subdivision, and authori?edthe Mayor to execute an
,appropriate Subdivision Agreement prior to the map being
released for recording with the understanding that in approving
the final map the City is not guaranteeing sewer and water
service.
Communications Communications per the attached outline were brought to
the attention of the City Council. No 'action was taken
on any communications except as specifically noted in these
minutes.
V. P. Smith
Community Separator'
Councilman Eck initiated a discussion - concerning a.letter
received from Vernon P. Smith relative to the City pursuing
collection of the printing charges for the Candidate's`
Statement,of Qualifications through small claims court.
Councilman Eck noted that the City of Santa Rosa had
communicated with the County Board of Supervisors concerning
it's interest in the community separator between the cities
of Rohnert Park and Santa Rosa.

Councilman Roberts initiated a discussion relative to receipt
Re- Districting Report
of the County,Boarrd of Supervisors County - Wide'.. Re- districting
Report and whether or not,,the, matter had subsequently been
referred back to the committee for further study.
Joint Cotati - Rohnert
Asst. to the City Manager..Albright.gave a progress report
Park City Councils,
concerning preparation for the joint Cotati- Rohnert Park'
Meeting
City Councils' meeting scheduled for August 29th at Sonoma
Joe's Restaurant. He asked if any Council member had a
specific item(s). for the agenda. Discussion followed.
Mayor Beary requested that the bus stop on East Cotati
Avenue at Adrian Drive be listed as a agenda item.
.Upon motion of Councilman Flores, seconded by Councilman
Eck, and unanimously approved, the Council directed staff
to find a suitable meeting place within Rohnert Park.
Well Nos. 14, 15,16
Director of Public Works /City Engineer Brust gave a progress
report concerning the development of Well Nos. 14, 15 and
16.
E.D.A. Emergency
Director of Public Works /City Engineer Brust informed that
Drought Releif Grant
the City had received confirmation of a $56,000 Emergency
Drought Relief Program grant for 20 percent of the City's
costs for developing Well No. 14.
Golf Course Update
Asst. to the City Manager Albright informed that the City
Manager's new golf course update should be. continued to
the next regular meeting.
Wells 14, 15 and 16
Director of Public Works /City Engineer Brust informed that
copies of a contract between the City and Bartley Pump
had been provided to each of the Council members. He
requested Council approval to negotiate with Bartley Pump
for the installation of head works in the develpment of
Well Nos. 14, 15 and 16. Discussion followed.
Upon motion of Councilman Eck, seconded by Mayor Beary,
and unanimously approved, the City Council authorized staff
to negotiate with Bartley Pump for the head works for Well._
Nos. 14, 15 and 16.
Class Action Lawsuit
City Attorney Flitner commented briefly concerning possible

the class action lawsuit against PERS and numerous cities.

Councilman Eck initated a discussion,conerning the Contra
Costa Country Board, of Supervisors' position on the Sacramento
San Joaquin Delta.
Upon motion of Councilman Eck, seconded by Councilman Flores,
and - •unanimously approved, the Council directed that a letter
be sent, over the Mayor's signature, to various legislative
representatives and the Contra Costa Board of Supervisors,
endorsing the position statement made by the Contra Costa
County Board of Supervisors concerning the Sacramento -San
Joaquin Delta.
Councilman Hopkins requested that the discussion concerning
making a policy decision to implement a formula for issuance
of building permits for t1down- zoned" property be continued
to the second meeting in September.
Councilman Roberts initiated a discussion concerning the
preparation and contents of the City's history.
A wide - ranging discussion followed between the Council
members, with Mr. DeClercq and Mr. McCormick participating.
Mr. DeClercq presented copies of a letter, a copy of which
is attached to the original set of these minutes, to each
Council member. Discussion followed.
Councilman Roberts commented on review of street names
for the Mountain Shadows subdivision. Discussion followed
between Council members and City Attorney Flitner.
Upon motion of Mayor Beary, seconded by Councilman Flores,
and approved by the following roll call vote, the question
of "street names" designated for Mountain Shadows Subdivision
was tabled.

Resolution No. 77 -149 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK RECOMMENDING THAT THE LEAGUE OF CALIFORNIA CITIES
ADOPT A RESOLUTION SUPPORTING A NATIONAL NO -FAULT VEHICLE
LIABILITY SYSTEM
Councilman Eck explained the resolution forwarded by the
City of Long Beach.
Upon motion of Councilman Eck, seconded by Mayor Beary,
and unanimously approved, reading of Resolution No. 77 -149
was waived and said resolution was adopted. Staff was
also directed to forward copies of said resolution to various
legislative representatives and the League of California
Cities.

Fred Rohnert Annual Councilman Flores commented on progress in planning the second
Residents Golf Tourney annual Fred Rohnert Residents Golf Tournament.

It was recently brought to my attention that there has-.been a lack of
communication between the City Council and the Culti;tral Arts Commission
regarding the City History project. Councilman Roberts has been
particularly concerned. I will address myself to issues that be has raised.
This letter is to clarify what has been done and what will be done In the
on-going history-of-the-City project.
First of all-, let me review the manner in which this project has
progressed. It was in May, 1976, that Councilman Hopkins proposed. that
a City Historian be selected. to complile a history as a part of the City's
bicentennial effort, for the "many citizens who have been involved (and)
newcomers and students." In September, Peter McCormick, representing the
Cultural Arts Corporation, proposed to the City Council that an editorial
or advisory committee be created which would. select a person to be City
Historian to write the City His_.tory, and would. provide this person editorial..

and publishing assistance in vin'g the history. The Council agreed, and.
in October, Cultural Arts Corporation solicited and organized, participants
from interested organizations to serve on this committee. On November P.
McCormick reported. back to the Council on the compoU, tion of the Committee
and again outlined the proposhl. The City Council went on record as endorsing
and authorizing the implementation of the City History proposal as outlined.
In December, the position of City Historian was advertised. The Committee
feceived applications, resumes, and outlines from many individuals, and
collectively selected. a candidate. At its February 1-4 meeting, the Council
approved the Committee's selection. The Committee and City Historian have
met several times. Several drafts of the proposed publication have been
submitted to the Committee for review. The Committee has approved the
final draft submitted, and. the draft is in the process of being printed.
The Cultural Arts Corporation will be able to distribute the publication
for Founder's Day, as proposed..
The short-range goal of publishing a history booklet for the public
is almost completed. As City Historian, I have worked closely with the
Advisory Committee to produce a work that we are all proud of. We have
accomplished what we set out to do. The history to be published shortly was
written for and addressed to newcomers to the city, and school children,
to serve as a tribute to the hundreds of citizens who haVe made this a
good City. The history is an interpretive narrative that weaves themes in and
about goals and accomplishments of the City. In this way, a new or young
citizen will get a flavor of their community and. will know enough about
its history to be proud of it.
Eve history has its shortcomings. And the persons who made the history
happen rely agree with the interpretation of events given by Journalists
and scholars. This brief history is no exception. I knew, from the moment
that I delved into the City's past, that my biggest challenge would. be editing,
cutting, condensing the story of people and events into a concisp-tribute to

all of the participants® The more that I read and researched, the more T
realized that T had tackled a nearly impossible task® flow does zone write
a history of hundreds of people and, their efforts without ending up with an
encyclopedia? The constraink of size, tire, and money became a
straight - jacket® Who should T include in the story; who do T exclude?
What events do I narrate; which do I ignore? What should- by emphasis be
political, social-, economig,ronantic? The same events could be written a
dozen different ways by a dozen different writers®
My goal became balance - - a balanced narrative,flavored with. a
few names and details® This history would disappoint the many who would
be looking for their names in print, but it would be broad enough. that the
participants could recognize their role in the City's history in the
generalizations made® And. the history would be a flowing story of the
City's roots and the bright side of its past®
Where do we go from here? The task of the City Historian has Just begun®
The collection of photos, stories, lists$ and the cataloguing, and. indexing
of people, places, events, is an enormous long-term program® The
histotiaAs responsibility of balance and truth will always be a
challenge® To highlight one neighbor will. overshadow another; to give
credence to one tale belies another; but to sift throught the facts and.
string trivia into history is the joy and frustration of the historian.
This is why history is an art, not a science, History can only be
written by a person, not spit out by a computer®
As one who accepts the challenge of sifting, collating, deciphering,
and erring, I again that you for the honor of working, as City Historian,
through the Cultural Arts Corporation, to increase citizen awareness of
the art of hsitory.
