August 30, 1977.
The Council of the City of Rohnert Park met this date in
special session'commenci.ng at approximately 7:30 p.m. in
the City Offices, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Beary presiding.
.Call to Order Mayor Beary called the special meeting to order at approxi-
mately 7:30 p.m.
Roll Call Present: (5) Councilmen Eck, Flores, Hopkins (his time of
arrival is specifically noted in these minutes),
Roberts and Beary
Absent: (0) None
Staff present for all or part of the meeting: City Manager
Callinan, City Attorney Flitter (his time of arrival is
specifically noted in these minutes), City Engineer Brust,
and Golf Course Superintendent Singh.
File No. 0205 - City Manager Callinan explained that the first agenda item

Mountain Shadows sions Golf Course development and informed that Mr. Nottingham
Golf Course of Crocker Homes was in route to the meeting and would arrive
at 7:50 p.m.
City's Water Director of Public Works /City Engineer Brust, at City Manager
System - Update Callinan's request, gave a status report concerr::ing the
City's water situation during the recent hot weather.
Councilman Hopkins Councilman Hopkins arrived at this point in the meeting,
Arrives the time being approximately 7:45 p.m.
Discussion followed between Council members and staff concern-
ing a water storage tank in the northern area, federal funding
for water storage facilities and availability of Coyote
water in emergencies,
City Attorney Flitner City Attorney Flitner arrived at this point in the meeting,
Arrives the time being approximately 7:47 p.m.
Mr. Brust commented on the heaters at well Nos. 10 and 12
and gave a progress report on Well No. 14.
Electrical Service Councilman Roberts initiated a discussion concerning past
consideration for undergrounding utility service to Rohnert
Parkin order to minimize power outages. Discussion followed
between Council members and staff.
Northern Public Director of Public Works /City Engineer Brust, at City Manager
Safety Facility Callinan's request, gave a status report on the construc-
tion of the Northern Public Safety Facility

City Manager Callinan informed that copies of the August

costs had been disseminated to each Councilman, a copy of
Golf Course
which is attached to the original set of these minutes.
Development
Mr. Callinan generally commented on the overall development
of the golf course and recommended that the Per Acre for
Development feesto be generated from the development be used
to advance funds for the installation of an automatic sprinkle
system on the golf course rather than a manual system, and
that the per acre fees account could be reimbursed from golf
course revenues.
Discussion followed between Council members and staff comparir
a manual vs. automated irrigation system, golf course specifi-
cations, layout, bidding, and construction. Mr. Callinan
.advised that the city staff felt strongly that the new course
should have an automated irrigation system.
City Attorney Flitner, at the Council's request, commented
on Crocker Homes /Debra Homes responsibility to provide a
fully developed golf course especially with respect to the
original construction cost estimates and making provision
for an automatic irrigation system.
Councilman Flores made a motion, prefaced on receiving an
opinion from the City Attorney relative to the developers'
obligation to provide a 4°fully developed" golf course, that
the City Council authorize the revision of the golf course
project plans to provide for a fully automatic sprinkler
system and that the Per Acre for Development Fees from the
Coleman Valley/ Mountain Shadows Subdivisions area be utilize(
to develop the aforementioned fully automatic irrigation
system. Councilman Hopkins seconded the motion. Discussion
followed.
Councilman Eck made a motion to table Councilman Flores'
motion to the regular City Council meeting of September
12th. Said motion died for lack of a second.
Golf Course Supt. Singh, at the Council's request, commented
on the costs_ operation and maintenance associated with .
a manual irrigation system.
Councilman Hopkins stated for the record that he wasn't
really concerned if the City went to a manual or automated
irrigation system for the new golf course, that whatever
way Councilman Eck voted he would vote the same way.
Councilman Flores' original motion to authorize installation
of an automatic irrigation system in the Mountain Shadows
Golf Course using the 44Per Acre" fees derived from the Cole-
man Valley /mountain Shadows Subdivisions area, subject to
receiving an opinion from the City Attorney concerning the
developers' commitment /responsibility for providing a fully
developed golf course, .filed by the following roll call
vote,

NOES: (3) Councilmen Eck, Hopkins and Roberts
Councilman Eck stated for the record that the reason he
voted "noQ4 was because he, and the Council, had made a commit-
ment not to spend the taxpayers' money on the golf course
project.
Councilman Hopkins made a motion to approved the Mountain
Shadows Golf Course development plans with a manual irrigatior
system. Said motion was seconded by Councilman Flores.
Discussion followed.
Councilman Eck stated for the record that he would again
vote "nog' on the motion because he felt a third alternative
should be employed, that being that the Council should chose
to receive the City Attorney's opinion concerning the develop-
er's responsibility, obligation and commitment for providing
a fully developed golf course and that said opinion should
be presented to the Council at its regular September 12th
meeting. Discussion followed.
Councilmen Hopkins and Flores withdrew -their motion and
second respectively.
Mrs. Betty Fredericks, 242 Alden Avenue, was recognized
and expressed that she was upset because Gary Baird had
indicated that the proposed golf course would be a first
rate Robert Trent Jones golf course and questioned if that
had anything to do with the type of course and its related
equipment. City Attorney Flitner responded that Mr. Baird
had probably referred to the design of the golf course.
Councilman Hopkins made a motion, which was seconded by
Councilman Flores, to re- consider Councilman Flores' previous
motion concerning making provision for an automatic irrigatior
system for the Mountain Shadows Golf Course. Said motion
I as approved by the following roll call vote:
AYES: (1;) Councilmen Flores, Hopkins, Roberts and Beary
NOES: (1) Councilman Eck
Councilman Flores made a motion, which was seconded by Council
man Hopkins, and which was approved by the following roll
call vote, that the installation of a fully automated irriga-
tion system at the Mountain Shadows Golf Course be
contingent upon City Attorney F1i.tner's legal findings with
reference to the contractual responsibilities and obligations
of the developer as related to provision for a fully automatic
irrigation system in the development of the new golf course,
and that the City Council authorize spending $130,000 -
$150,000 in "Per Acre for Development" fees derived from the
Coleman Valley /Mountain Shadows Subdivisions in order to get
the fully automatic irrigation system.

City Manager Callinan informed that Mr. Art Nottingham of
Crocker Homes, Inc. and Mr. Seimens from Seimens Construction
were present in the audience.
Mr. Nottingham was recognized and briefly commented on the
golf course development and how the subdividers are spending
hundreds of thousands of dollars more than anticipated on the
golf course. . . but they are doing so to provide a good
course and meet their obligations, but feel that the City
should pay for unique features requested such as the fully
automated irrigation system.
Councilman Eck, in response to Mr. Nottingham, informed for
the record that he would have voted "no" on the manual or
automatic irrgation system tonight, but that he would have
considered -the matter after having received City Attorney
Flitner's opinion at Monday's meeting. -f*
Adjournment There being no futher business, Mayor Beary adjourned the
Council meeting at approximately 8:55 p.m.

This is to confirm our most recent conversation as to the progress
relative to the Mountain Shadows Golf Course. I have attached a
copy of our present cost breakdown for the golf course which includes
the presently designed golf course completely bid out except for
just a few items which are engineers estimates such as the boundary
survey and the storm drainage system. You will note that the total°
cost is $2,082,367. This figure less our agreed upon funding
arrangement leaves us with a shortage of $480,772. This overrun has
occurred because of several factors, some of which are as follows:
1. Linder estimating due to inflation
2. City originated items, not originally anticipated
3. Original estimate of cost by Gary Baird was not all
inclusive
We are specifically requesting that you ask direction from the council
in regards to one area of construction to the golf course. The
sprinkler system as presently designed is as indicated in Gary Baird's
letter which is attached and labeled, "Automatic Irrigation of
Golf with Manually Controlled Coverage of Rough to Fence Line (As
requested by City) ". You will note that the cost of our original
concept for sprinkling the golf course is $149,000 less than the
present figure. We are requesting reimbursement for this cost
differential from the City. We would guarantee that the cost differential
would not exceed the above amount and any savings we could obtain,
would be passed on to the City using $227,000 for the basic system
as the base figure (Rainbird has indicated that they might be able
to save us up to $20,000 by using their system).

I would like to point out that Debra Homes and ourselves will be
paying per acre in lieu of assessment fees and capital outlay fund
fees in excess of this cost along with the development of our first
units.
Should you not desire the automatic system as designed, we would put
in the basic manual system at no cost to the city. I would like you
to note that Debra Homes and Crocker have agreed to pay the rest of
the overage in the amount of $331,772.00. We are requesting you
schedule a special meeting of the council, since time is very important.
Low bidder on the golf course, Siemens Contracting, Inc., has his
equipment available and must start almost immediately in order to
hold his present price. He has indicated that barring an extremely
early rain, that he could logically plant the golf course this
Fall or early Winter. I believe you have Seiments brochure, but
just in case I am enclosing another for your information.

As per your request at last weeks meeting, we are furnishing what
we feel would be the approxi -pate cost of a manual irrigation system
as defined below:
a. Automatic Irrigation of Golf with Manually Controlled Coverage
of Rough to Fence Line (As requested by City)
Automatic irrigation pop -up sprinkler coverage of golf playing
features and manually controlled pop -up - sprinkler coverage of
rough areas and manually controlled agricultural type sprinklers
at fence line. Estimated Cost: $376,000.00
b. Basic Manual Irrigation Coverage (original concept)
Manually controlled pop -up sprinklers on golf playing features
and quick coupling valves spot located in rough for hose
connection and portable sprinklers.
Estimated Cost: $227,000.00
Difference in price of systems a. and b. - $149,000.00
The following additional information is submitted:
1. The above systems a. and b., both include a main line sand bedding
cost of $16,000.00
2. Sand Bedding of laterals would add an additional cost to system .
a. of $19,000.00
As we are sure you are aware, a more precise cost could only be
determined by us if the system were designed out, which could take
4 -5 weeks. However, we feel this estimate will suffice your needs.
