The Council of the City of Rohnert Park met this date
in adjourned regular session commencing at 7:00 p.m.
in the City Offices, 6750 Commerce Blvd., Rohnert Park,
with Mayor Hopkins presiding.
Call to Order Mayor Hopkins called the meeting to order at approximately
7:04 p.m.
Present: (4) Councilmen Cavalli, Hollingsworth,
Roberts and Hopkins
Late: (1) Councilman Stewart (time of arrival
specifically noted in these minutes
Absent: (0) None
Staff present for all or part of the meeting: City
Manager Callinan, City Attorney Flitner and Finance
Director Netter.
Ordinance'No. 407 AN ORDINANCE ADOPTING A HOME MORTGAGE FINANCE PROGRAM
City Manager Callinan explained the ordinance.
Finance Director Netter reported on the meeting he attended
this date of the Northern California Home Mortgage
Finance Authority.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and approved by the following roll
call vote, reading of Ordinance No. 407 was waived
and.said ordinance was adopted by the following roll call
vote:

Resolution No. 82 --131. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK APPOINTING ONE MEMBER AND ONE ALTERNATE MEMBER TO
THE GOVERNING BOARD OF THE NORTHERN CALIFORNIA HOME
MOR'T'GAGE FINANCE AUTHORITY
City Manager Callinan explained the resolution.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, reading of
Resolution No. 82 -131 was waived and said resolution
was adopted.
City Manager Callinan-advised-the Council that the County
Elections Office had informed him that the word "proposition"
contained in Resolution No. 82 -130 which had been adopted
by the Council on July 26, 1982 should be amended to read
"measure."

Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, the
word 9,proposition ".contained in Resolution No. 82 -130
was amended to read "measure."
Resolution Noa 82 -132 A RESOLUTION OF THE CITY OF ROHNERT PARK AUTHORIZING THE
ROHNERT PARK CITY CLERK TO PUBLISH "NOTICE OF ELECTION"
(ELECTIONS CODE 522830, 22831)
City Manager Callinan explained the resolution.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Roberts, and unanimously approved, reading of
Resolution No. 82 -132 was waived and said resolution was
.adopted.
Councilman Stewart Councilman Stewart arrived at this point in the meeting,
arrives the time being approximately 7:10 p.m.
Resolution No. 82 -133 A RESOLUTION OF THE ROHNERT PARK CITY COUNCIL REQUESTING
.iTHAT THE SONOMA COUNTY CLERK CONSOLIDATE A SPECIAL MUNICIPAL
ELECTION TO BE HELD WITHIN THE CITY OF ROHNERT PARK ON
NOVEMBER 2, 198,2 WITH THE STATEWIDE GENERAL ELECTION TO BE
HELD ON SAID DATE (ELECTIONS CODE S23302)
1982 -83 Proposed Budget
Upon motion of Councilman Hollingsworth, seconded by
Councilman Stewart, and unanimously approved, reading
of Resolution No. 82 -133 was waived and said resolution
was adopted.
City Manager Callinan referred to his memo of July 23, 1982
regarding the Proposed 1982 -83 City Budget and the recom-
mended changes to same. He ;noted that approximately
$200,000 less would be received from the State than was
included in the proposed budget....
Mayor Hopkins asked for a show of'hands from the audience
of all those wishing to speak on the budget.
Mr. R. James Fisher, President of the Rohnert Park Chamber
of Commerce, appeared with Chamber Manager Loehr and
commented on his letter which he had passed out to each
Councilmember and city staff concerning the proposed
reduction in City financial support for the Chamber. Mr.
Fisher expressed the Chamber's understanding of the City's
financial position with the cutback from the State and
.felt that the Chamber had proposed a reasonable program
for the eventual total elimination of City monies for
the Chamber.

Upon motion of Councilman Hollingsworth, seconded by
Councilman Cavalli, and unanimously approved, the
Council agreed to provide $25,000 to the Chamber of
Commerce for fiscal year 1982 -83 and $5,000 less each
fiscal year thereafter until the amount reached zero;
but with the understanding that the Chamber should bring
the matter before the City Council again in three years
time to determine the effectiveness of the program.
Mayor Hopkins recognized representatives from the
Parent Education Center in the audience, including the
Executive Director Fran Bueler. None spoke.
Upon motion of Councilman Roberts, seconded by Mayor
Hopkins, and unanimously approved, the City Council
directed that $2500.00 in.'funds be provided in the
1982 -83 City Bud et for the Parent Education Center from
Federal General Revenue Sharing.
Councilman Roberts Councilman Roberts left the Chambers at approximately
leaves and returns 8:06 p.m. and returned at approximately 8:09 p.m.
Nancy Foust, Co- Director of the YWCA Women's Shelter
appeared and advised the Council of some of the,work
done by the Shelter and stated that they would shortly
have their budget ready for presentation to the Council.
Mrs. Foust said that several Rohnert Park residents have
been assisted by the Shelter and that the Shelter serves
female victims of domestic violence. Mrs. Foust also
stated that they had received $5,000 from Petaluma and
$1,000 from Cotati.
Discussion followed.
It was the concensus of the Council that they would not
take `any action oiz Mrs. Foust's request until they
were able to study the Shelter's budget for 1982 -83 and
have discussions with the Department of Public Safety
regarding the need for such services in our community.
Mr. Jim Bergeson of the National Council on Alcoholism
spoke to the Council regarding alcohol and 'drug related
problems and urged the establishment of a task force within
Rohnert Park using the National Council on Alcoholism as
their agents.

Mrs. Ann Rasmussen, representing the Rohnert Park Cultural
Arts Corporation, informed the Council that the Corpora-
tion's Board of Directors agreed to accept the $2500 cut
proposed in its budget by the City Manager as an expression
of its willingness to do its share to balance the City
Budget, but the Board was in hopes that they would not
receive any further cuts in their budget.

Mrs. Annette Lyons, 7518 Boris Ct., inquired if the youth
counselor was being cut from the budget. City Manager
Callinan explained the positions being budgeted.
Resolution No. 82 -134 RESOLUTION APRROVING AND ADOPTING A BUDGET FOR THE CITY
OF ROHNERT PARK FOR THE FISCAL YEAR 1982 -83
Upon motion of Councilman Cavalli, seconded by Councilman
Hollingsworth, and unanimously approved, reading of
Resolution No. 82 -134 was waived and said resolution
was approved.
Economic Development Councilman Roberts suggested that the Council consider
Commission establishing an Economic Development Commission to
aid in the orderly development of the community. He
said that the committee could consist of the major
developers in the city. Discussion followed.
It was the concensus of the Council that an ordinance
establishing an Economic Development Commission be
drafted for consideration.
Emergency Telephones Councilman Stewart inquired about the installation of
an emergency telephone. City Manager Callinan responded
that he had directed that a public phone be installed in
Sunrise Park as recommended by a citizen at the last
regular Council meeting.

There being no further business and no one further desiring
to be heard, the meeting was adjourned at approximately
