Call To Order Vice Mayor Roberts called the meeting of the regular session to order at approximately 7934 p.m. and led the pledge of al`legiance. Ordinance for AMENDING ORDINANCE NO. 201 AND CHAPTER 5.12 OF THE ROHNERT Introduction PARE. MUNICIPAL CODE CONCERNING BUSINESS LICENSES. City Manager Callinan explained the ordinance referring to his Council meeting memo dated September 27, 1982. Upon motion of Councilman Stewart and.seconded by Councilman Hollingsworth, and unanimously approved on a roll call vote, reading of Ordinance'No... 409 was waived and said ordinance was adopted. Ordinance No. LIMITING OR PROHIBITING SLEEPING IN CARS :City Manager Callinan requested continuance of this ordinance in order for further discussion with!the Director of Public Safety and City Attorney. File 0843 City ;Manager Callinan referred Council to his Council meeting Buttercup Pantry memo dated September 24, 1982 concerning Buttercup Pantry Use Permit.application to locate two (2) electronic /mechanical play devices in the waiting room of the main entry of the restaurant located at 6480 Redwood Drive, and noted this is an appeal•of 't'he Planning Commission's denial of the request. Plannng.Director Skanchy was recognized and referred Council to Planning: Staff Report regarding Buttercup Pantry applicabion for Use Permit for two (2) video games to be located in thoir.•waiting room. He noted that Planning Commission denied the Use Permit based on inadequate seating in the waiting room for the restaurant and that the video games would compound the existing problem, and Planning Staff Still recommends denial based on this reasoning. Alfred Bauma Mr. Alfred Bauma, 166 Santa Alicia #23, Rohnert Park, Manager of the Buttercup Pantry Restaurant, was recognized and explained that they are now only asking for one electronic play device, which would be a table top game. He noted they Page 4 September 27, 1982 Community Center City Manager noted that there are several* in the Community blinds..Center which require blinds for their windows, the preschool room and the-crafts room, for which quotations have been received but that "funds had not been budgeted in this year's budget for these 'blinds, but that he would -like to request $1600.00 be allocated to the Community Center for blinds, funds to taken be allocated from Federal Revenue. Sharing funds. Upon motion .of. Councilman Hollingsworth and seconded by Councilman Stewart, a ndunanimously'approved, the Council granted an allocation of $1600.00 fot�Community Center blinds With the:funds' budget to be taken from the Federal Revenue Sharing funds account and author. z.e.`.the City Manager to arrange for the installation of same. Filament Street City Manager reminded the Council of its.- September Name Change 13, 1982 meeting when it.,receved..a. petition from residents of Fiiament Street requesting,that the name be changed to Felicia Court. He advised that this matter was brought to the attention of the Planning Director who will be noticing it for.'public hearing before the Planning Commission,.,. on October 14, 1982. - A -11 residents of that area will be notified of the public hearing, Misce.l "laneous. City Manager noted,..that the City of Co "tati sent a letter regarding Candidates Night to be hosted by' 'Cotati, Rohnert Park and the School District, and asked Rohnert Park Council if they would like to.participate. Discussion followed. It was the consensus of the Council not to,hold a Candidate's Night but to participate in the Mayor's and Councilmen Association of Sonoma County meeting, as was previously . planned, and that the.$chool Board will be invited to attend same. City Manager's City Manager Callinan referred.the Council to his Council Report sleeting memo of September 24, 1982 for explanation of the matters on the City Manager's section of the agenda. Page 5 Unscheduled Public Appearances: September 27, 1982 Gary Sandy Mr. Gary Sandy, Associated President of Sonoma State University was recognized and addressed the Council regarding the state of disrepair of the bicycle path from Snyder Lane to Sonoma State University along the south side of rancho Cotate High School. He advised that students have been complaining about bent rims on their bikes being caused by the bicycle path. and that he is worried that this bike path can be a hazard to the bicycle riders, and would like to see the matter of it being repaired resolved. Discussion followed. Vice -mayor Councilman Roberts appointed Councilmen Hollingsworth and Mary Stewart to work with the students of Sonoma State University on the bike path to come up with alternative solutions to the problem. Adjournment There being no further business and no one further desiring to be heard the meeting was adjourned at approximately 8:00 p.m. to October 12, 1982 at 7:00 p.m. at the City Offices, 6750 Commerce Boulevard, Rohnert Park.
