1982/10/12 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES October 12, 1982 'The Council of the City of Rohnert Park met this date in regular session commencing at 7000 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins presiding. Call to`Order Mayor Hopkins called the regular session to order at approximately 7:04 p.m. and led the pledge of allegiance. Roll Call' Present: (5) Councilmen Cavalli, Hollingsworth, Roberts, Stewart and Hopkins Absent: (0)' None Staff present for all'or` part of the meeting: City Manager Callinan, Assistant to the City Manager Albright, City 'Engineer Brust and Finance Director Netter. Approval of Minutes" .,Upon motion of Councilman Hollingsworth, seconded by 'Councilman Roberts, and with Mayor Hopkins abstaining, the minutes of September 27, 1982 were approved as submitted. Approval of Bills Upon motion ofr Councilman Roberts, seconded by Councilman Hollingsworth, and unanimously approved, the bills presented per the attached list in the amount of $706,467.87 were approved. Non - agendaed items City Manager Callinan informed the Council that City Attorney Flitner was absent from the meeting because he was on vacation. Finance Director Netter further explained the contents of the report and *informed the Council that extensive background research went into the report and that among other benefits :it could be,'a good aid in future bond issue ratings by the rating agencies in New York because of the . . ... Rohnert Park City Council Minutes -3- Refuse Disposal Fees October 129 1982 . r7 Council unanimously agreed that a decision on the use of the funds would not be made at that time but would be deferred to the next City Council meeting' "and that a letter of thanks over the Mayor's signature should be sent to the Qantas Development Corporation. City Manager Callinan referred to his Council Meeting Memo for explanation of the proposed increase in disposal fees and noted that copies of draft proposals for the increased fees from the County of Sonoma Department of Public Works had been provided to the Council. Mr. Callinan offered the suggestion that the Mayor's and Councilmen's Association might have a discussion on the matter to determine the best recommendation on behalf of all of the cities in the'County and that perhaps a Technical Advisory Committee comprised of city and county repre- sentatives could be formed 'to' provide input on the matter. Mr. Callinan also advised that he would have further information after the Board of Supervisors hearing on same. Discussion followed. S.S.U. Bike Path City Manager Callinan commented on previous repairs made to the bike path to Sonoma State University and suggested that the city make the necessary repairs as requested by S.S.U: representatives. Mr. Callinan stated that bids had been received for the work. but'Uission followed. Upon motion of Councilman Hollingsworth, seconded by Councilman Stewart, and unanimously approved, the Council awarded the repair and paving work to the low, bidder, Packard Paving Co. Transit Route 70 City Manager Callinan'advised that several letters had been received regarding the Route 70 transit matter and that the Council had received copies of same. City Engineer Brust stated the Golden Gate Bridge, Highway and Transportation District had begun operating back -up buses to handle the peak periods between Santa Rosa and Petaluma 'without the consent of the County and the cities involved and suggested that the County should be providing the added' service where needed. Discussion followed. Upon motion of Councilman Cavalli, seconded by Councilman. Hollingsworth, and,unanimously,approved; "the Council agreed to support the County as long as they are able to provide buses to fill the void during the peak periods. Rohnert Park City Council Minutes -4-- October 12,,.1982 Visitors from Japan .; Mr. _Dpn, Kite,, .5.710, .Dexter - Circle, was recognized and addresoed the Council regarding the implementation of a sister city program with the city of Hashimoto, Japan. Mr—Kite read,.a letter he was preparing to present to the Council regarding ,the selection of a >:memb ;er. c}r. members, of the Council. to work with he and his ,wife on the program and.- passed around a photograph album containing pictures of, the Japanese visitors' last visit to the City of, ohnert .Park to the ,Council for their perusal. Discussion,,Iollowed. r It. was. the ,concensus of ;the Council that Mayor Hopkins and Councilman Stewart would represent the Council in working., out. a . program with Mr. Kite regarding relations with th.e,Japanese,delegation of Hashimoto. . Communications Communications per the attached outline were brought to the attention of the City Council. No action was taken on any communication unless specifically noted in these minutes. Stadium Parking Lot City•.Manager. .Callinan,:stated .that prices had not yet been ,submitted for the,p iling pf the stadium parking lot. Discussion followe d. ,.< Upon motion of Councilman Hollingsworth, seconded by Councilman Roberts, and unanimously approved, City Manager Callinan was directed to go out for bids for oil and rock to be used for the stadium parking lot and s _e.ctator >,area. School District Meeting City Manager Callinan. read a portion of a letter received Requests from the Rohnert Park Unified School District and stated that copies had be provided to the Council: Mr. Callinan advised that; the School District has requested a,joint meeting with.,the,Council this Fall and another joint.meeting of the Cotati City Council, School Board t,.,and; .Rohnert. Park Ci.ty.,;C.ouncil. sometime early next year. Discussion followed: :: ,..,. THE DEPART, NT,-OF PUBLIC SAFETY Rohnert Park City Council Minutes -5- October 129 1982 City Manager Callinan explained the rough draft of the resolution regarding the classification of sergeant and retaining the previously allotted 5% pay rate increase provided to investigators. Currently the 5% pay rate is reduced when investigators are transitioned back to the patrol division. Discussion followed. Upon motion of Councilman Hollingsworth, seconded by Mayor Hopkins, and unanimously approved, Resolution No. 82 -166 was approved with the stipulation that the 5% pay rate increase be retained by investigators returning back to the patrol division and that an appropriate insignia be provided to give appropriate recognition, but eliminating the "sergeant"' classification. "Campus Strife" Magazine City Manager Callinan pointed out to the Council that Rohnert Park Public Safety Officer Larry Jones's picture was featured on the cover of "Campus Strife" magazine in recognition of his work in school safety. Planning Commission /City It was the concensus of the City Council that the joint Counc Council joint meeting meeting recently held with the Rohnert Park Planning Commission was beneficial to both groups and cultivated a better understanding among all parties. Recognition Award Councilman Hollingsworth suggested that a recognition award be presented to those persons who recently displayed heroic actions in rescuing a man who had fallen into the water at the golf course. Discussion followed. Golf Courses Councilman Cavalli informed the Council that he had recently toured the south course with the Golf Course Committee and noted that a few maintenance items needed to be completed. Councilman Cavalli also noted that the north course needed Marshalls to patrol it and stated that he was no longer a Marshall. Discussion followed.
