1982/11/22 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES November 22, 1982 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins presiding. The regular session was preceded by an executive session which commenced at 7:00 p.m. and at which all Councilmen, City Manager Callinan and City Attorney Flitner were present and which was held to discuss personnel and litigation matters. Call to Order Mayor Hopkins called the meeting of the regular session to order at approximately 7:14 p.m. and led the pledge of allegiance. Roll Call Present: (5) Councilmen Cavalli, Hollingsworth, Roberts, Stewart. and Hopkins Absent: (0) None Staff present for all or part of the meeting: City Manager Callinan and City Attorney Flitner. Approval of Minutes Upon motion of Councilman Hollingsworth, seconded by Councilman Cavalli, and unanimously approved,' with Councilman Stewart abstaining, the minutes of November 8, 1982 were approved as submitted. Approval of Bills Upon motion of Councilman Hollingsworth, seconded by Councilman Stewart, and unanimously approved, the bills presented per the attached list in the amount of $879,519°88 were approved. Non- Agendaed.Items City Manager Callinan requested that time be alloted under the City Manager's Report- section of the agenda to present a resolution concerning Clarence Barnhart. C O N S E N T C A L E N D A R City Manager Callinan referred to his Council meeting memo dated November 19, 1982 for explanation of all the matters on the Consent Calendar. Resolution No. 82 -179 APPROVING APPLICATION FOR LOAN UNDER THE CALIFORNIA SAFE DRINKING WATER BOND LAW Resolution No. 82 -180 RESOLUTION REJECTING THE CLAIM OF IRMA M. BURNETT Resolution No. 82 -181 A RESOLUTION ACCEPTING COMPLETION AND DIRECTING ENGINEER TO FILE NOTICE OF COMPLETION.(Sunrise Park Restroom and Play Equipment, Project No. 1980 -.2) Resolution No. 82 -182 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING SONOMA COUNTY WATER AGENCY TO MAINTAIN PORTIONS OF COLEMAN CREEK (In Rohnert Foothills Subdivision No. 2) AND GRANTING AN EASEMENT FOR SAID.PURPOSE Page_2 November 22, 1982 Resolution No. 82 -183 A RESOLUTION ACCEPTING COMPLETION AND DIRECTING ENGINEER TO FILE NOTICE OF COMPLETION (Snyder Lane North, Project No. 1980 -24) Resolution No. 82 -184 RESOLUTION OF THE ROHNERT PARK CITY COUNCIL APPROVING AGREEMENT FOR TRANSIT SERVICE, 1982 -83 Resolution No. 82 -185 RESOLUTION OF THE ROHNERT PARK,CITY COUNCIL CHANGING THE MOST SOUTHWESTERLY PORTION OF FILAMENT STREET FROM FLORAL WAY TO THE TERMINUS OF FILAMENT STREET TO FILAMENT COURT Upon motion of Councilman Roberts, seconded by. Councilman `' Hollingsworth, and"unanimously approved, reading of I Resolutions Nos. 82' -179 through 82- 185'wag waived and said resolutions were adopted. Rancho Cotate High School Girls Volleyball Team Plaques Dr. Andrews was, recognized and briefly reviewed for the'Council the services provided by the Rohnert Park Family Medical Clinic. Dr. Andrews also introduced another member of 'the'cliniG "s staff Leonna Jetson.,.: Dr. Andrews.expl.ained that the clinic was a non- profit organization that focused on family health needs, preventative medicine. Dr. Andrews indicated that the clinic had_an open door policy and that staff physicians did make house calls. Ezma Monroe band -Wendy Whitlock; Rancho Cotate High School Volleyball Team was recognized and requested the Council provide plaques for the Girls Volleyball Team in recognition of their Northbay League Championship. Certificates of City Manager Callinan referred Council to his Council meeting Commendation memo dated November 19, 1982 concerning Certificates of Commendation. Mr. Call inan introduced Golf Course Superintendent Sam Singh for details. California Golf /Tennis Superintendent Sam Singh was recognized and related an incident that took place on the Mountain Shadows Golf Courses on September 29th when a golf course employee and his mower fell into one of the lakes and his life was saved by the quick action of golfers who were in the vicinity. Mayor Hopkins, assisted by Director of Public Safety Dennett and Mr`. ` Singh, presented Certificates of Commendation to the following individuals and commended each and every one for their 'heroic .'lifesaving efforts; Milford Wallace' Pickett, Edward Wesley`Smith, Inman Charles Whipple, Howard Fred Brose, Lewis Harold Porter, Ralph Wareham," Robert L. Lumpkins, Francis H. "Red" Schmitz. Mr. Inman Whipple was recognized and gave an indepth telling of the events that led to the _lifesaving rescue of golf course employee Deepak Lal. Rohnert Park Family Councilman Cavalli introduced Dr. Len era as a member of the ;Health Clinic city's new family medical clinic staff also pointing out that Mr. Andrews was a personal friend from his school days. Page.3 November 22, 1982 Councilman Hollingsworth made a motion, seconded by Councilman Roberts, and unanimously approved, to provide championship plaques to the Rancho Cotate High School Girls Volleyball Team. Parent Teachers Organ. Mali Glazer, President of the Parent Teachers Organization of Marguerite Hahn School Marguerite Hahn School was recognized and expressed concern for the lack of school play area and crowed classroom conditions at Marguerite Hahn School. City Manager Callinan informed that the City was in the design process for the development of H Park adjacent to Marguerite Hahn School. Mr. Callinan indicated that the City was looking ..for grant money to help finance H park's development. Mr. Callinan stated that development of H Park should start in the spring of next year. Discussion followed. Miss-Glazer inquired of the possibility of reacquiring portable classrooms at Hahn School to help reduce the overcrowded conditions. The.Council and City Manager 'Callinan pointed out to Miss Glazer that she should be going before the School District with her concerns as it was their responsibility to see that the needs of the community are meet in regards to school facilities. Discussion followed. Hara Meltzer, 245 Firethorn Drive was recognized and inquired where the funds collected for new development went to and how much was set aside to the G and H sections. City_, Manager Callinan explained that fees collected from developers for new development went for such things as neighborhood parks, recreation facilities, etc. Mr. Callinan noted that the City has approximately $93,000 set aside for the development of H park and if an account for funds collected for new development was needed it could be arranged as he noted that he did not have the figures at the time. Discussion followed. Hal Janney, 4701 Flores Avenue, Junior High School Principal was recognized and invited both Miss Glazer and the City Council to attend the School District's meeting scheduled for December 9, 1982. In reply to City Manager Callinan's inquiry of students attending school cross town Mr. Janney responded that the School District at the time the districts were established felt they were the most suitable to the neighborhoods. Discussion followed. File 0848 - Pine Co. City Manager Callinan noted that File No. 0848 concerning the Pine Companies application for a 7 -11 Store at the corner of Camino Colegio and East Cotati Avenue had been removed from the Council's agenda. and would be on the Council's December 13th agenda. File 0584 - Qantas City .Manager Callinan noted File No. 0584 concerning Qantas Development Corp. Development Corporation's request for a roofing material change for 4 -plex units on to be developed on Camino Colegio had been withdrawn by Mr. Jon Joslyn in a telephone call on this date. Mr. Callinan indicated that 's'aid resolutions w'e`re being deferred until a later date. The Council concurred. r Ordinance No. 410: , AN'ORDINANCE`GF•THE CITY OF ROHNERT PARK AMENDING ORDINANCE NO. 408' (Title 6'of`the Rohnert Park`Municipal Code) TO CORRECT THE DEFINITION OF AND THE CONTROL'OF VICIOUS ANIMALS City - Manager Callinan explained the ordinance referring to his Council meeting memo dated November 19, 1982. Discussion followed. Councilman, Hollingsworth inquired of the possibility of offering a senior citizen discount for dog license fees charged. Mayor Hopkins ques't'ioned the possibility of having a lifetime dog license'fee. Discussion followed. Upon motion of Councilman Cavalli, seconded by Councilman Stewart, land approved by the following voice vote, reading of Ordinance No. 411 was waived and said ordinance was introduced. AYES:'(4) Councilmen Cavalli, Roberts, Stewart, and Hopkins NOES:-(1) Councilman Hollingsworth Solid Waste Management City, Manager Callinan referred Council to his Council meeting memo. dated Novembe r 19, 1982 concerning Sonoma County Solid Waste Management Plan. Mr. Callinan noted that the County Board of Supervisors would be meeting on November 23, 1982 to discuss the proposed amendment to the plan concerning the Guerneville Transfer Station and a proposed increase in'refuse dump fees.' Mr. Callihan pointed out that the Council had received copies of a draft resolution supporting the 1982 amendment to the Sonoma County Solid Waste management Plan which relates to the transfer station but with certain conditions, i.e. that a Technical Advisory Committee for the County's Refuse Disposal Operation be established,-';comprised of only City "and County `'officials; ",also Page 5 N*v-ember 22, 1982 that it be understood that the city objects to dump fees being averaged out for all dump sites instead of the responsiblity of the benefiting area. Discussion followed between Council and staff of which it was the concensus of the Council to not take any action until after the..meeting of the Board of Supervisors on the matter. Communications Communications per the attached outline were brought to the attention of the City Council., No action was taken on any communication unless specifically noted in these minutes. City Manager's Report City Manager Callinan referred the Council to his. Council meeting memo dated November 19, 1982 for explanation of the matter on the City Manager's section of the agenda. EPA Decision City Manager Callinan reported that the City's ongoing appeal Sewer Grant Appeal with the Federal Government to get additional funds relative to a grant received for the sewer plant expansion had been denied. Mr. Callinan noted that the city had received an additional $50,000 due to efforts in challenging decisions made on the grant but did not receive all of the funds that the city had been trying for. Mr. Callinan pointed out that the appeal process had been a good exercise for all city staff members involved. Building Activity City Manager Callinan reported that the City's building activity Pick up had picked up in 1982 compared to 1981. Resolution No. 82 -186 RESOLUTION OF RESPECT FOR CLARENCE E. BARNHART City Manager Callinan explained said resolution. Upon motion of Councilman Roberts, seconded by Mayor Hopkins, and unanimously approved, reading of Resolution No. 82 -186 was waived and said resolution was approved. ABAG Workshop City Manager Callinan reminded Council of an ABAG second units workshop on December 8, 1982 at 12:30 p.m. in Oakland and indicated that if any members desired to attend to let him know. Joint School Board Mtg. City Manager Callinan noted that the joint meeting between Cancellation the Council and the School Board set for November 23, 1982 had been cancelled. School District's Joint City Manager Callinan informed of the School District's proposed Welcome - Congressman joint meeting between Cotati and Rohnert Park cities, Chambers Bosco of Commerce and the School District to welcome Congressman -elect Bosco. Discussion followed. The Council expressed a reluctance to participate and suggested the matter be handled by the Chambers of Commerce.
