The Council of the City of Rohnert Park met this date in
regular' session= "'commencing at 7:00 p.m. in the City
Offices, `6750 Commerce Boulevard, Rohnert Park, with
Mayor•- `Hopkins presiding. The regular session was

Call to Order
Mayor Hopkins called the meeting of the regular session
to order at approximately 7:26 p.m. and led the ,Pledge
of allegiance.'

minutes of November 22, 1982 were approved as corrected.

File No.`0848' City Manager Cal-linan stated that Council had previously
been provided with.cop.ies of the Planning Staff reports
and other materialg pertinent to File 0848. He then
introduced Planning Director Skanchy to further explain
the Pine Companies application.
Planning' Director Skanchy reviewed the staff report
concerning the Pine Companies application to zone the
northwest' corner 'of zCamino Colegio and East Cotati
Avenue from "A" (Agricultural) holding zone district to
,C =N:PD " (Neighborhood' Commercial) district and stated
that the ma't'ter was duly noticed for public hearing.
Planning Director Skanchy further explained the matter
while referring to drawings and site plans on display.
Discussion followed.
Mr. John Haig, an attorney who resides at 1233 Crest
Court, Rohnert Park, was recognized and stated he was
concerned about the residents' authority in deciding the
use of"the land in question if the zoning was changed.
Further 'discussion followed.
Mayor Hopkins opened the public hearing on the Pine
Companies application -to.zo.ne the northwest corner of
Camino Colegio and East Cotati Avenue to C -N:PD
(Neighborhood Commercial Planned Unit Development)
district and stated that :the Council would also be
willing to hear comments regarding the Pine Companies
appl"icat"ion for approval for a 7 -11 Store at the same
location.
City Manager Callinan'stated that one telephone call
had,, been received from a Mrs. Basey in opposition to the
matter.
Mr. Paul Frank, 21 Truman Dr., Novato, stated he had made
6n'application to install gas pumps at the proposed 7 -11
Store and .that he felt; °the property should be zoned for
a. commercial use to"conform to the General Plan.
Neil Cole, 7350 Castil'le Ct:, Rohnert Park, stated that
a number of residents had ci "rculated a petition against
the proposed project and informed the Council of his
concerns regarding the late hours the 7 -11 Store would
be open.' Mr. Cole also recommended the Council adopt an
ordinance :against locating such types of establishments
in Rohnert Park.
Mr'. J i m Redding, "x7147` Barb ) Lane, said he had spoken to
sever "ai reside -nts in the :area of the proposed rezoning
and suggested th'at'a; procedural change be enacted so
that Fuse permits would be'required for such uses and
also suggested that .action-on the rezoning be postponed.

objecting to the store.

Redding °s comments about the three (3) acres minimum

total area cif the district. that is planned for C -N

Upon motion of Councilman Roberts, seconded by Mayor
Hopkins,^ and approved by the following roll call vote,
the Pine. Companies application to zone the northwest
corner of Camino Colegio and East Cotati Avenue to C-
N:PD (Neighborhood Commercial Planned Unit Development
district was denied without prejudice.

Mayor Hopkins called a recess at this point in the
meeting, the time being approximately 8:50 p.m.
Mayor - Hopkins reconvened the meeting at approximately
8:58 p.m. with all Councilmembers, except Councilman
Hollingsworth, present.
City Manager Call,inan noted that the Council had
previously, been provided with copies of a draft
resolution, bond program description, and other
information regarding a proposed multi - family mortgage
revenue bond program for a proposed development called
",The Olive Tree" on Golf"Course Drive.
City Manager- :'Callinan introduced Mr. Bob Ragle,
representative of Firestone Investments, Inc. who gave
detailed information on the program'and'stated that the
rental project *w6u l•d be ,made available to Rohner t Park
for low to moderate income groups if the development
were approved. Mr —Ragle also said the draft resolution
approving the program needed a revision and should be
.changed.

Sr. Advisory Commission
City Attorney Flit.ner explained the resolution, stating
that the purpose.,of same is to provide that the City of
Rohnert Park ,must. previously designate the County as its
,agent for service of process for any actions brought
against the city and sets a $500 limitation on costs and
,fees.
Upon motion of Councilman Roberts, seconded by
Councilman Cavalli, and unanimously approved, reading of
Resolution No. 82 -196 was waived and said resolution was
adopted by title.
City Manager Callinan advised that the terms of three
members of the Senior Citizens Advisory Commission were
due to expire, those being Mrs. Betty Ferra, Mr. Peter
McCormick and lair. William Taylor and that all three had
expressed an interest in continuing to serve on the
Commission and the Council had the fact sheets
submitted by each of them.

Upon motion of Councilman Roberts, seconded by
Councilman Cavalli, and unanimously approved, Mrs. Betty

January 1, 1983.

vVilliam Taylor was reappointed to serve a two year term

Energy Strategies
City Manager Callinan reminded the Council of the League
of California Cities Conference on Ene.rgyi Strategies to
be held.i,n February,, 1983.
December 27th Meeting_
Upon, motion .. of Councilman Cavalli, seconded ;; by
Councilman Roberts, and unanimously approved, the City
Council meeting for „December 27, 1982 was cancelled due
to the.holidays.
Southwest Blvd. Bench
Mr. Jim'Redding, 714.7.Barbi Lane, complimented the staff
on the` expediency of the placement of the bench on
Southwest Boulevard.
