July 16, 1990
The Council of the City of Rohnert Park met this date in
adjourned regular session in the City Offices, 6750 Cornmrce
Blvd., Rohnert Park, California with Mayor Hollingsworth
presiding.
Call to Order The adjourned regular session was called to order at 4:00 p.m.
by Nbyor Hollingsworth.
Roll Call Present: (3) Councilmembers Eck, Hopkins, and Hollingsmrth
Absent: (2) Councilmembers Cochran and Spiro
Staff present for all or part of the meeting: City Manager
Callinan, Director of Administrative Services /Assistant to the
City N4nager Netter, Assistant to the City Manager Leivo, and
Finance Director Harrow.
1990 -91 Budget The Council commenced a work session on the proposed City
Budget for 1990 -91 as presented by City Manager Callinan.
Comments were made by City Manager Callinan and Finance
Director Harrow giving a general budget overview.
Discussion followed regarding what the City has done for Fire
Services during the past year and the comparison of Fire
Services with respect to the rural metro issue. Staff
confirmed that a sunn ary would be provided for Council review.
Discussion continued on the Budget Nbmo, page 10, regarding
personnel which included salaries and other recommendations,
the revenues in reserve, and summaries were discussed in
detail. Council focused further on page 10 of the Budget Memo
which outlined the donations to be given to certain non - profit
groups, etc. This list was reviewed in great detail
concluding in Council's decision to recommend approval of the
following without additional information or a formal
presentation by the group:

A motion was made by Councilman Hopkins, seconded by Mayor
Hollingsworth, and unanimously approved, to include the $8,000
for miscellaneous other groups, sports teams and sports
organizations as outlined in the proposed policy for
distributing funds to those groups.
Discussion continued regarding the procedures for considering
additional contributions to the other groups listed. It was
decided to schedule another budget hearing session at 4:00
p.m. on July 24th, 1990 to hear ten (10) minute presentations
from the following groups:
1. Guanella Brothers Softball
2. Sonoma County A.I.D.E.
3. Family Education Center
4. Sonoma County Storytelling Committee
5. Sonoma County Arts Council
6. Sonoma County Visitors & Convention Bureau
7. RP Chamber of Commerce/RP Expressway holiday lights
Further discussion continued on the charitable funding with no
action taken.
Discussion continued on additional pages of the budget with
some comments on page 12 of the Budget Nbmo, paragraph 3.5
regarding Crossing Guards and Child Welfare and Attendance
Officer.
Councilman Hopkins discussed the possibility of including the
City Council's salary increases of 5% or not to exceed the
City employees' C.P.I., whichever is less as part of the
budget approval and requested City Attorney's comments
regarding same.
City Attorney Flitner said he would report back to Council as
to whether it would be legal to include Council salaries in
this manner as part of the budget process with the appropriate
ordinance effective at the time.

5:10 p.m. to closed session to discuss litigation matters.
The closed session was adjourned at approximately 5:55 p.m. to
4:00 p.m. on July 24th, 1990 for a budget work session.
