The Council of the City of Rohnert Park met this date in
adjourned regular session in the City Offices, 6750
Commerce Blvd., Rohnert Park, California with Mayor
Cochran presiding.
Call to Order The adjourned regular session was called to order at
4:00 p.m. by Mayor Cochran.
Roll Call Present: (5) Council Members Eck, Hollingsworth,
Hopkins, Spiro and Cochran
Absent: (0) None
Staff present for all or part of the meeting: City
Manager Callinan, Finance Director Harrow, Assistant
to the City Manager Leivo, and Director of Administra-
tive Services Netter.
1989 -90 Budget The Council commenced a work session on the proposed
city budget for 1989 -90 as presented by the City
Manager.
The work session began with Council interviews with
representatives of different organizations who had
requested a contribution or subsidy from the City.
Victoria Rosichan appeared on behalf of the Cotati-
Rohnert Park Cooperative Nursery School. Upon
conclusion of the discussion the Council indicated it
would include $1,107 in the budget for the organization.
Mr. Gordon Adam, representing the Sister Cities
Relations Committee, appeared and had a discussion with
the Council, upon conclusion of which the Council
indicated it would include in the city budget the $2,000
requested by the Committee.
Sandy Hamilton and Bob Jonas, representing the Founders'
Days Committee, appeared before the Council. Mrs.
Hamilton explained the many planned activities for the
upcoming Founders' Days and requested a $5,000
contribution from the City rather than the $3,000 city
staff had recommended. Upon conclusion of the
discussion the Council indicated it would provide the
$5,000 in the city budget.
Debra Evans, representing Women Against Rape, appeared
and had a discussion with the Council concerning that
organization, upon the conclusion of which the Council

indicated it would include the $1,500 requested in the
city budget.
Bob Butler, representing the Family Service Agency,
appeared and had a discussion with the Council
concerning that organization's service to Rohnert Park
residents.
Upon motion by Councilman Hopkins, seconded by
Councilman Eck, and unanimously approved, the Council
indicated that the $3,000 requested by the Family
Service Agency would be included in the City's 1989 -990
budget conditioned upon the organization presenting
acceptable data next year giving evidence of service
provided by the Agency to Rohnert Park residents.
Recess A brief recess was declared by Mayor Cochran at 4:55
p.m. The meeting reconvened at 4:59 with all Council
Members present.
Millie Hamill, representing the Rohnert Park Cultural
Arts Corporation and Cultural Arts Commission, appeared
and discussed that organization's request for $12,800,
$2,400 of which was a late request to fund a recording
secretary.
Upon motion by Councilman Hopkins, seconded by
Councilman Eck, and unanimously approved, the Council
indicated it would include in the budget the original
request of $10,400 but that the Corporation can use some
of those funds for a recording secretary if the
Corporation felt it necessary, and that if the
Corporation determines that additional funds are needed
during the course of the year that Corporation
representatives can return and discuss the matter with
the Council.
Mr. Pat Ross and Mr. Tim Bridwell appeared on behalf of
the Sonoma County Vistors and Convention Bureau and
discussed with the Council that organization's request
for a $200,000 subsidy. A wide ranging discussion was
held concerning the effectiveness of the Bureau, the
promotion done by individual motels and hotels such as
the Red Lion Inn and the difficulty in measuring the
effectiveness of the Bureau since some of the results of
this year's efforts and activities do not show up until
subsequent years. Discussion was also held regarding
the concerns of the large contributors to the Bureau,
namely the County of Sonoma, the City of Santa Rosa,

City of Rohnert Park, and the City of Petaluma
concerning making sure that the public funds funneled
through the Bureau are spent prudently and effectively
to increase tourism in the county.
Several members of the Council, notably Council Member
Spiro, indicated she might be willing to support a
$150,000 contribution and Councilman Hopkins indicated
that he might be willing to increase last year's amount
to a $125,000 level. The other members of the Council
indicated that they might be willing to continue the
$100,000 contribution to the Bureau but would have a
difficult time voting for an increase in the amount.
The Council indicated a final decision will be made on
the matter at a later date.
Referring to the list provided by staff and the other
scheduled appearances by representatives of Sonoma
County Arts Council, the YWCA Batter Women's Shelter
program, and the Family Education Center, the Council
indicated that there was no need for those
representatives to stay and make a presentation since
the Council would approve the amounts requested and
recommended by staff.
Upon motion by Councilman Hopkins, seconded by
Councilman Eck, and unanimously approved, the amounts
included in the proposed 1989 -909 city budget for the
Sonoma County Arts Council ($3,000), the YWCA Battered
Women's Shelter program ($5,000), and the Family
Education Center ($1,000), as well as all the other
items listed under Other Budgeted Items on the list
submitted by staff, a copy of which is attached to the
original set of these minutes, were approved.
Councilman Eck leaves At this point, Councilman Eck left the meeting.
City Manager Callinan explained a request the City had
received from Rohnert Park's Girls Softball program to
send the Cardinal team of said League, which is for
girls 12 years of age and under, to the Nationals in
Alabama.

Next Budget Session The Council decided to hold its next work session on the
budget at 4:00 p.m. on Monday, July 24th, prior to the
scheduled City Council meeting.
Council Adjournment The adjourned regular session was adjourned to closed
session so the Council could be briefed on meet and
confer matters by the city staff. The closed session
was adjourned at approximately 6:30 p.m. after which the
Council meeting was adjourned to 4:00 p.m. Monday, July
24, 1989.
