The Council of the City of Rohnert Park met this date in
regular session commencing at 7:00 p.m. in the City offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins
presiding.
Call to order Mayor Hopkins called the regular session to order at
approximately 7 :02 p.m. and led the pledge of allegiance.

Absent: (0) None
Staff present for all or part of the meeting: City Manager
Callinan, City Attorney Flitner, Finance Director Harrow,

Approval of Minutes Upon motion of Councilman Lepinski, seconded by Councilman
Cochran, and unanimously approved, the minutes of February 9,
1988 were approved as submitted, with Councilman
Hollingsworth abstaining.
Approval of Bills Upon motion of Councilman Hollingsworth, seconded by Council-
man Cochran, and unanimously approved, the bills presented
per the attached list in the amount of $1,689,063.92 were
approved.
Non - agendaed items Councilman Lepinski stated he had an item he wished to bring
up under Matters from Councilmen. City Manager Callinan also
stated he wished to discuss under City Manager's Report the
ABAG General Meeting, Cultural Arts facility work session,
and the Community Block Grant Funds.
Unscheduled Public Mayor Hopkins stated that, in compliance with State Law (the
Appearance Brown Act), anyone in the audience who wished to make a
comment may do so at this time. No one wished to do so.

Upon motion of Councilman Hollingsworth, seconded by Council-
man Lepinski, and unanimously approved, the City
Manager /Clerk's report on the posting of the meeting's agenda
was acknowledged and Resolutions Nos. 88 -38 through 88 -43
were adopted.
Ordinance No. 499 AN ORDINANCE INCREASING COMPENSATION OF MEMBERS OF THE

City Manager Callinan explained the ordinance.
Upon motion of Councilman Lepinski, seconded by Councilman
Cochran, Ordinance No. 499 was adopted on the following roil

Ordinance No. 501 AN ORDINANCE AMENDING THE ROHNERT PARK MUNICIPAL CODE, TITLE

City Manager Callinan referred to his Council Meeting Memo
dated February 18, 1988 and explained the ordinance.
Upon motion of Councilman Lepinski, seconded by Councilman
Cochran, Ordinance No. 501 was introduced on the following
roll call vote:

Lepinski, and Mayor Hopkins
Noes: (0) None
Scheduled Public Eric Patricio, 905 St. Francis Drive, Petaluma, was
Appearance recognized and stated that he has painted house numbers on
curbs for other cities such as Petaluma, Cotati and Santa
Rosa, and the service is needed in Rohnert Park and in case
of emergency, there is a common place to look for the house
number. Mr. Patricio stated he was aware that Rohnert Park
usually gives. this job to a non- profit organization but he
does the job in a professional manner and will take out a
business license to do the job in Rohnert Park.
Discussion followed on the flyers received by Rohnert Park
residents after the house numbers were painted, the service
not needed in some sections of the City because of the
requirement for homes to have lighted numbers, the problem of
having a private company doing the service because after the
numbers fade, the company does not come back, and staff's
position that $6 is too much to pay to paint numbers on the
curb.
Councilman Lepinski made the motion to allow the painting of
the house numbers by private parties and to have Mr. Patricio
get a business City license and ask residents if they wished
the service before any painting on their curb. Said motion
was seconded by Mayor Hopkins.
Councilman Eck stated he wished to make a friendly amendment
for the curb painters to work out the conditions for approval
for painting the house numbers on curbs by obtaining an
encroachment permit from the City Engineer.
Councilman Lepinski's motion, as amended, was approved on the
following roll call vote:

Koltanowski Room Walter Randle, President of Rohnert Park Tournament Chess
Club, was recognized and stated that he wished to request
$500 to further mount or display more material received from
Mr. Koltanowski in the " "Koltanowski Room" in the Burton
Avenue Recreation Center.
Councilman Hollingsworth asked Mr. Randle how many more
requests for $500 he would be making to which Mr. Randle
replied he may come back one more time because the Chess Club
is receiving more material than anticipated and the project
has become a bigger one than thought.
Councilman Eck suggested the matter be agendized for action
at the next Council meeting. The Council concurred.
William Kuziara Bill Kuziara, 713 Spring Street, Santa Rosa, was recognized
(Expressway west) and stated he was representing Stan Poncia and went over with
the Council the most recent negotiations concerning the right
of way for the Rohnert Park Expressway and explained that he
and Mr. Poncia feel they cannot negotiate with the City when
the City is trying to intimidate them into signing a "take
it or leave it" agreement and they are ready, willing, and
able to proceed with negotiations and try to work out an
agreement.
Discussion followed.
Councilman Hollingsworth made the motion to give Mr. Kuziara
and Mr. Poncia thirty (30) days more to negotiate before the
City proceeds with condemnation proceedings. Said motion was
seconded by Councilman Eck and unanimously approved.
Resolution No. 88 -44 A RESOLUTION THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING THE CITY ATTORNEY TO INSTITUTE THE NECESSARY
PROCEEDINGS FOR THE AC(UISITION OF PROPERTY FOR THE WILFRED
AVENUE INTERCHANGE AREA ASSESSMENT DISTRICT
City Manager Callinan explained the resolution.
City Attorney Flitner stated that the Council needed to give
him lead time before it can authorize immediate possession
because the Council has to give the party 15 days advance
notice, and send notices of a public hearing and hold the
public hearing for which he will need two weeks to thirty
days to send notices as required by law and toat the Council
can procedurally authorize eminent domain but he will hold
off with proceedings until after the required public hearing.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Lepinski, and unanimously approved, Resolution No.
88 -44 was adopted.

Resolution No. 88 -45 A RESOLUTION AUTHORIZING EXCHANGE OF DEEDS WITH DEBRA
INVESTMENT CORP. (To exchange land to relocate public
facilities site in area south of E. Cotati Avenue)
City Manager Callinan explained the resolution.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Cochran, and unanimously approved, Resolution No.
88 -45 was adopted.
Discussion followed during which the Council concurred that
when the next General Plan amendment comes around, staff
commence proceedings for the Planning Commission to reduce
the area for multiresidential units and increase the
commercial.
Resolution No. 88 -46 A RESOLUTION APPROVING SALE OF PROPERTY AND AUTHORIZING THE
EXECUTION OF A DEED TO COTATI - ROHNERT PARK UNIFIED SCHOOL
DISTRICT (Re sale of Marguerite Hahn Elementary School Site)
City Manager Callinan explained the resolution.
Upon motion of Councilman Lepinski, seconded by Councilman
Eck, and unanimously approved, Resolution No. 88 -46 was
adopted.
Resolution No. 88 -47 A RESOLUTION AUTHORIZING THE DEVELOPMENT OF A PARKING LOT FOR
COLEGIO VISTA PARK IN CONJUNCTION WITH THE IMPROVEMENT OF
CRANE ELEMENTARY SCHOOL PLAYFIELDS BY THE SCHOOL DISTRICT
City Manager Callinan explained the resolution.
Upon motion of Councilman Eck, seconded by Councilman
Cochran, and unanimously approved, Resolution No. 88 -47 was
adopted.
Resolution No. 88 -48 RESOLUTION CALLING FOR PRE-QUALIFICATION OF CONTRACTORS
FOLLOWED BY SEALED PROPOSALS FOR TELEMETRY AND CONTROL SYSTEM
FOR WATER SYSTEM AND SEWER SYSTEM, PROJECT NO. 1984 -11
City Manager Callinan referred to his Council Meeting Memo
dated February 18, 1988 and explained the resolution.
Discussion followed during which City Engineer Brust answered
questions from the Council on what other cities use this kind
of system (Sonoma County Water Agency, Santa Rosa, Windsor
Water District, Arcadia) and how much the City will save
(save on manpower and time), if the system will solve the low
water pressure problems in some areas in the City, what
happens the power goes off, how long it will take to amortize
the cost, the useful life of the system, award of contract
would be around May 24th after the City will know about the
financing of the sewer expansion.

Upon motion of Councilman Hollingsworth, seconded by
Councilman Cochran, and unanimously approved, Resolution No.
88 -48 was adopted.
Sister Cities Councilman Eck made the motion to appoint new members Pam
Relations Committee Santori, Jacque Morgan, Frances Horler and Diane Garcia for
two year terms and reappoint current committee members David
Santori, Miho Kite, Gayle Peebles, Jim Peebles, Susan Harrow
and Sharon Dulberg for another two year terms, as recommended
by the Sister Cities Relations Committee. Said motion was
seconded by Councilman Hollingsworth and unanimously approved.
Councilman Cochran asked if there was any reason why the
committee cannot be bigger and referred to two (2)
applications received (Anita Sammis and Julia Yonemura) and
were not appointed. Miho Kite replied that the applications
were received after the deadline but the Committee will
review them and submit its recommendation.
Recess Mayor Hopkins declared a recess at approximately 8:20 p.m.
Reconvene Mayor Hopkins reconvened the meeting with all Councilmembers
present at approximately 8:29 p.m.
Santa Rosa Sub-
City Engineer Brust distributed copies to the Council of a
regional Wastewater
report that briefly summarized the system costs for Rohnert
Treatment /Disposal
Park and explained each page to give the Council an overview
System status report
of the system and referred to Santa Rosa's December 1987
Program Status Report prepared by CH2MHill.
Parks & Recreation
Recreation Director Pekkain referred to his memo dated
matters: Swimming
February 17, 1988 regarding proposed swimming pools schedule
pools schedule /fees
and fees for 1988 (a copy is attached to the original set of
these minutes) and stated that a change was made by the Parks
and Recreation Commission to omen Benecia Pool on April 30
instead of May 14.
Councilman Eck made the motion to approve the proposed
swimming pools schedule and fees for 1988 as recommended by
the Parks & Recreation Commission. Said motion was seconded
by Councilman Hollingsworth and unanimously approved.
Resolution No. 88 -49
RESOLUTION AUTHORIZING SALARY ADJUSTMENTS FOR CERTAIN
RECREATION PROGRAM PART -TIME EMPLOYEES
City Manager Callinan explained the resolution.
Upon motion of Councilman Hollingsworth, seconded by
Councilman Lepinski, and unanimously approved, Resolution No.
88 -49 was adopted.

Use of Sports Center City Manager Callinan referred to the letter dated February
for RCHS graduation 11, 1988 from PTSA President Pat Anderson requesting the use
party of the Sports Center for a no alcohol or drugs graduation
party of the 1988 Rancho Cotate High School class.
Councilman Eck suggested that staff work out something if the
current rate for the use of the Sports Center would
constitute a hardship.
Councilman Cochran stated the City should go beyond their
request and grant the use of the Sports Center for free and
made the motion to waive all fees including any fees for
costs of on duty City staff time. Said motion was seconded
by Councilman Hollingsworth and unanimously approved.
PISA President Pat Anderson was recognized and thanked the
Council for its support which she said is very much
appreciated.
SB 34 Delta Levee Councilman Cochran stated he went to Sacramento and found out
Compromise Bill that this is a partisan issue and made the motion that the
City send a letter supporting Senator Jim Nielsen's opposi-
tion to SB 34. Said motion was seconded by Councilman
Lepinski and unanimously approved.
Education Foundation City Manager Callinan referred to the letter dated February
of Cotati- Rohnert 3, 1988 from Education Foundation of Cotati- Rohnert Park
Park "Auction '88" Coordinator Delight Fisher requesting the City
repeat its contribution of gift certificates for a Family
Pool Membership and a Family Sports Center Membership .
Councilman Eck made the motion for the City to grant the same
items as last year and wish them the best in their
fundraising auction. Said motion was seconded by Councilman
Lepinski and unanimously approved.
Ambulance Service City Manager Callinan referred to MedSTAR's letter from Jon
MedSTAR and Nancy Osburn indicating that the firm is withdrawing from
its planned operation in the City.
Norrbom's City Manager Callinan referred to his Council Meeting Memo
dated February 18, 1988 and reported that he just received a
bond from Norrbom's and that the company has taken over the
space previously occupied by MedSTAR.
Bill Brown, Redwood Empire Life Support (RELS), was
recognized and asked how Norrbom's will address their backup
emergency service since RELS does not intend to be Norrbom's
backup service.
Councilman Hollingsworth asked Mr. Brown if Mr. Brown just
stated that Redwood Empire will not respond to an emergency
call as a backup.

Mr. Brown stated that if Redwood Empire is required to put a
backup service at a point within the city limits, that same
requirement should be stipulated with Norrbom's.
Richard Pearce, Account Executive of Norrbom's, was
recognized and stated that Norrbom's has come into agreement
with Marin Ambulance to provide as backup and the backup
service is a give and take situation but it is unfortunate
that Mr. Brown does not think so.
Discussion followed on fairness to both companies by giving
them the same conditions. City Manager Callinan stated that
Norrbom's has been asked to put up a $25,000 bond which
Redwood Empire has not been asked to because of the City's
contract with them and the City asked Norrbom's to submit a
plan for backup service which it has done so and the proposal
was just received and staff has had no time to review it.
Water system rules City Manager Callinan referred to his Council Meeting Memo
and regulations dated February 18, 1988 and stated a public hearing will be
scheduled at the next Council meeting to amend the water
system's rules and regulations.
Councilman Hollingsworth asked if staff could provide a
report which explained the changes so comparison can be made
more easily. City Manager Callinan replied in the
affirmative.
Communications Communications per the attached outline were brought to the
attention of the City Council. No action was taken on any
communication unless specifically noted in these minutes.
Earthquake Preparedness Councilman Eck stated that as liaison to the Senior Citizens
Advisory Commission he wished to call the Council's attention
to the seniors' concern if the City is really prepared in
case of an earthquake especially in the mobile home parks.
City Manager Callinan stated that he will give a copy to the
Council of the letter just received from Department of Public
Safety concerning the letter from the Senior Citizens
Advisory Commission and that staff is still working on
earthquake preparedness and will have an "Earthquake
Awareness Day" sometime in April.
Cable TV Mayor Hopkins referred to the letter- petitions received from
'Unhappy Cable Subscribers and stated he proposes to explain
to them in a brief letter, copies of which had been provided
to all the Council members, what the problem is and to
forward their petitions to Congress and let the subscribers
know the Council is doing everything it can even though there
is little it can do.

City Manager's report: City Manager Callinan referred to his Council Meeting Memo
Public Safety building dated February 18, 1988 about minor modifications requested
modifications by Public Safety Director Dennett for additional office
space and being made by the Public Works Dept. staff in the
Public Safety Building on Southwest Blvd.
Traffic Signal Fee City Manager Callinan referred to his Council Meeting Memo
dated February 18, 1988 regarding the proposed increases on
new development to finance some of the traffic signals costs.
Mr. Callinan reported that notice will be given of a public
hearing at the next Council meeting by publication and
mailings to developers and builders who do business in the
community.
Howard Boggs was recognized and asked what designates the
need for traffic signals. City Engineer Brust replied that
the need for traffic signals are designated by (1) CalTrans
which sends out traffic warrants and their criteria are high;
(2) City Council or City staff if intersection would be
better served by a traffic signal; (3) usually when there is
no break in traffic, signals will be installed to create the
break in traffic flow.
Further discussion followed on estimated dates when signals
will be installed and the status of lighting in the area of
Petaluma Hill Road / Rohnert Park Expressway and E. Cotati
Avenue. City Manager Callinan reported the City received a
letter from the County requesting $15,000 contribution
for these signals. Councilman Eck suggested that the City
find out what the County's plans are if they are asking for
$15,000.
Empire Tractor fund- City Manager Callinan referred to his Council Meeting Memo
ing assistance dated February 18, 1988 regarding Empire Tractor's request
request for funding assistance for its proposed site and building
improvements.
ABAG representative City Manager Callinan referred to ABAG's Public Affairs
Assistant Pam McDonald's letter dated February 17, 1988
requesting the Council's representative and alternate at its
General Assembly meeting on March 25th. The Council
concurred to have Mayor Hopkins as the Council's representa-
tive and Councilman Cochran as alternate.
Cultural Arts work City Manager Callinan reported that architect Eric Glass of
session Roland /Miller /Associates indicated that the updated report on
the Cultural Arts Facility would be ready for distribution
tomorrow afternoon or Thursday, February 25th and that its
consultants will be available to attend a work session on
Friday, March 11th; Monday, March 14th or Tuesday, March
15th, preferrably mid - afternoon or late afternoon. The
Council concurred to meet on Monday, March 14th at 4 :30 p.m.
to which the March 8th Council meeting will adjourn.

Community Development City Manager Callinan reported that the City will apply for
Block Grant Funds funds through the Community Development Commission for the
following projects: Residential and Mobile Home
Rehabilitation Program - $150,000; Senior Citizen Center -
$325,000; Sewer Line Improvements and Modifications -
Commerce Boulevard and Alison Avenue - $70,000.
City Attorney's report:
City Attorney Flitner Yeported that Mr. Karl Dell, Infocomp
Infocomp Systems
Systems and Western National Bank would consent to the

release of the escrow funds provided the City not pursue
performance bond which Mr. Dell guaranteed personally and as
far as he (Mr. Flitner) knows, Infocomp has no remaining
assets and whatever amount the City can recover from the

performance bond, if it did recover any, would be eaten up by
legal fees because the defendants being from Colorado could
argue the point of appearing in a California court, Mr.
Baseball update
Flitner asked the Council's direction if he should pursue the
performance bond.
Councilman Hollingsworth made the motion to dismiss the

litigation on the performance bond and have the escrow funds

Councilman Eck recommended that the Council consider waiving

Discussion followed during which the Council concurred to
continue reviewing developments on Commerce Blvd. and Redwood
Drive.
Shopping carts
Councilman Eck asked staff to contact Safeway regarding their
shopping carts near the library and bike paths along the
creeks and perhaps find out what Raley's system is in picking
up their carts. Councilman Eck stated he wanted to inform
the Council that the matter of shopping carts will be his own
"mound ".
Proposed swim center
Mayor Hopkins reported he has been approached by several
residents who have expressed interest in a swim center and

wanted everyone to -- ayvaic of it.
Baseball update
Mayor Hopkins and Councilman Lepinski gave an update on
California League baseball teams and that there are two teams
that do not have player development contract.
Road on Santa Rosa
Councilman Lepinski asked staff to check on the road on Santa
Avenue
Rosa Avenue and asked if there is any chance for the City to
to build
getting the pipe in and have half of the work needed
the road started.

City Engineer Brust replied that having the job done in two
phases will be more costly and that Caltrans received the
City's proposal and that the City had a tough time getting
the surveyor out because of the weather.
Councilman Hollingsworth made the motion to put the matter on
the agenda so the Council can be updated on the project.
City Manager Callinan stated the City's goal is to have the
road built this year.
City Manager Councilman Cochran asked if the meeting to evaluate the City
evaluation Manager could be moved to 4:15 p.m. on February 29th. The
Council concurred.
Adjournment There being no further business and no one wishing to be
heard, Mayor Hopkins adjourned the meeting at approximately
9 :50 p.m. to Monday, February 29, 1988 at 4:15 p.m.

PROPOSED PART- TIME'POOL STAFF RANGES
Effective July 1, 1988 the State of California will raise its Minimum wage
to $4.25 per hour. Under our curreeit Part -time salary rates, three out of five
of our pool staff classifications would fall short of the new minimum wage.
While there is some questlon as to whether or not our municipality is.bound by
state minimum wage law I feel it is in the best interests of Rohnert Park to
honor the new state mandate. The City.of Rohnert Park is the biggest single
employer of aquatic personnel in Sonoma County with over 50 seasonal positions.
Within this county there exists a shortage of qualified lifeguards and water
safety instructors and we are in direct competition with other agencies over
the recruitment of qualified staff each year. In order to insure ourselves of
recruiting the best talent we must continue to pay top dollar to be compett-
ttve. Several local agencies were queried as to whether they intend to honor
the new minimum wage and the answer was affirmative on all counts.
Below is the proposed pmrt -time pool staff pay rates and ranges for the
remainder of the 1986 -87 Fiscal year and the 1988 -89 fiscal year. These pro-
posed rates reflect the new minimum wage.
This proposed increase in part -time staff wages would result in an in-
creAse of approximately $11,000 over last years budget. In order to offset
this increased expense the attached recommendations for pool fees are proposed.

Attached is a summary of the 1987 swimming pool activity. It highlights the
successes that occured over the year. Needless to say, the extended summer
really assisted the finances of the 5wimino P0015, The operating loss is the
lowest over the past fifteen years. Over 96% of the operating costs were
recovered.
The specific attendance record is attached to the pool summary. This report
gives you a comparison of the monthly attendance. It is interesting to note
we almost doubled previous public swim attendance. All in all it was a very
good summer.
Guy and I will be meeting with the Park and Recreation Commission's aquatic
committee by February 11 to review proposed rate increases. As you are aware,
a new part-time salary range will also he proposed to adjust the salaries to
the minimum wage. The anticipated increase in salaries will, affect the cost
of operation between 20-29%. We can meet with you to review the adjustments
prior to February 11 if you desire. The pool schedule and fee schedule will
be presented to the Park and Recreation Commission on February 16 and hopeful-
ly to the City Council on February 23. The new aquatic salary rates are to
become effective by April 1.
ROHNERT PARK RECREATION DEPARTMENT
1987 SWIMMING POOL SUMMARY
1987 was a banner year for Rohnert Park's City pools and proved to be the
most successful in the City's 25 year history. Over 50,000 users visited the
pools during the 1987 season compared to 26,600 in 1986. The major factor in
this success was the completion of Honeybee Pool, the City's fourth, and most
popular public pool. Attendance at "H -Pool" was extremely high but had very
little effect on attendance at the other pools (with the exception of swim
school).
Another factor that played a major role in the dramatic rise in atten-
dance was the Rohnert Park - Cotati School District switching back to a nine
month school calendar. This boosted our August public swim and swim school
attendance to much higher levels while in the past we would see a sharp de-
cline in use when school started in late July.
Scrim school attendance was at an all time high with over 3,100 registra-
tions. This was an increase of over 1700 from the same period in 1986. A
slight decline in attendance was noted at Alicia and Benecia pools during the
first three sessions which would be accounted by the northern city population
attending lessons at Honeybee Pool instead. Sessions IV, V and VI all showed
increases due to the new school calendar.
NEW PROGRAMS
1. Pool membership incentives and'new sales procedures. An incentive
program to increase membership sales was created. The "Family
Swimming Plan" offered reduced swim lesson rates to any family who
purchased a full season or short season pool membership. A member-
ship sales table was set up during each registration and parents were
encouraged to purchase a membership and take advantage of the savings
in lesson fees. This program boosted our membership sales from $4805
in 1986 to $14,940 in 1987 and provided large families an inexpensive
way to be active in both swim school and public swim.
2. Night swimming lessons at Alicia Pool. An expanded lesson schedule
was offered to give working parents an opporturnity to enroll their
children in lessons after work.
3. Expanded public swim hours at Alicia Pool. An extra two hours per
day of public swim was offered at Alicia Pool to allow increased
opportunities for participation.
4. Evening swim / lap swim at Honeybee Pool. A combination evening
family swim and lap swim was offered at H -Pool and proved to be quite
successful attracting over 1600 participants during the summer.
These are just a few of the many new programs introduced in 1987 which
contributed to a very successful year.
