The Council of the City of Rohnert Park met this date in
adjourned regular session commencing at 3:30 p.m. in the City
Offices, 6750 Commerce Blvd., Rohnert Park, with Mayor
Hopkins presiding.
Call to Order Mayor Hopkins called the adjourned regular session to order
at approximately 3:30 p.m.
Roll Call Present: (4) Councilmen Eck, Hollingsworth, Lepinski, and
Mayor Hopkins
Absent: (1) Councilman Cochran
Staff present for all or part of the meeting: City Manager
Callinan, Finance Director Harrow, and Director of Adminis-
trative Services Netter.
Unscheduled Public Mayor Hopkins asked if anyone in the audience wanted to

Cultural Arts Facility A discussion was held concerning the proposed Cultural Arts
Facility and the February 1988 report prepared by Bailey
Consulting Associates, S. Leonard Auerbach & Associates,
and Roland /Miller /Associates entitled "Operations and
Management Study, Cultural Arts Facility for the City of
Rohnert Park."
Presentations were made by Architect Eric Glass with the firm
of Roland /Miller /Associates and also by Mr. Bob Bailey of
Bailey Consulting Associates.
Discussion followed with Mr. S Leonard Auerbach of S. Leonard
Auerbach & Associates participating.
The presentations and discussion centered on the design of
the Cultural Arts Facility, its place in the Community Center
masterplan, its construction costs and operating costs, and
different methods that could be used to handle the operation
and its relationships with the theater at Sonoma State
University and the Luther Burbank Center for the Performing
Arts.
At the invitation of the Council, Dr. David Benson,
President of Sonoma State University, appeared and made some
comments. He indicated he was appearing in a dual role;
one as a citizen of Rohnert Park and the other as the
President of Sonoma State University. He indicated he felt
he wished the project could be delayed inasmuch as Sonoma
State University is moving ahead with its theater, which is
under construction, and also to see if Sonoma State
University doesn't fill the cultural needs of Rohnert Park.

Betty Ferra, a member of the Rohnert Park Cultural Arts Board
of Directors, commented that there is a need for the theater
and that it was time that it was built.
Councilman Eck requested that staff break out the operating
costs for such other facilities it costs the City, such as
the gymnasium and parks.
After further discussion Mayor Hopkins thanked the
consultants for their presentations and report. The Council
indicated the Cultural Arts Facilitty would be on the
agenda when the Council considers priorities for the community
to be funded by Community Development Agency funds.
Rancho Cotate Athletic Mayor Hopkins advised that the Rancho Cotate High School
Department Athletic Department is using the City's Community Center on
May 7th for a fund raiser. He suggested that the City waive
the fees for the event so that all funds raised would go to
the benefit of the Athletic Department. After discussion,
the Council requested that the matter be put on the next
agenda for Council consideration.
Adjournment Mayor Hopkins adjourned the meeting at appr ximately 4:53

At the special Parks and Recreation Commission meeting held on Monday, March
14, three items were discussed involving the commission's recommendations.
They are as follows;
The commission approved staff's recommendation to increase the open gym rates,
drop-in racquetball fees and child care fees. The senior citizen's annual fee
was also approved. Copies of the rate changes are attached to this mamo.
The commission also approved staff looking into the feasibility of having an
electronic fund transfer program for monthly memberships. There were no
objections stated at the public hearing.
Rohnert Park Youth Baseball jeagg
The commission supported the change of the Rohnert Park Little League going
back to the Rohnert Park Youth Baseball League due to the boundary problem
between Rancho Cotate Little League and Rohnert Park Little Leogue, Numerous
Rohnert Park residents in the Rancho Cotate Little League boundaries (Rancho
Cotate Little League had everything south of Southwest Boulevard) expressed
their concern over having to play in Cotati. The oonm1oo1on'o youth sports
committee also will follow up with both leagues at the end of the season to
review the situation.

The commission approved the Rohnert Park Girl's Softball Association's request
to place a metal storage shed at Eagle Park in the former picnic area under
the condition that the size, color and maintenance program be coordinated with
the Recreation Department. (The former picnic area is northeast of the back-
stop near the bridge.)

1. All one month memberships will be required to participate in an
electronic fund transfer program. The monthly fee will automatically
be deducted from the members bank account. This is an open ended
contract agreement that the member may terminate at any time. The
teen membership is not included in this proposal. If the member does

As you know, ML Media Partners, L.P. (ML Media Cable
TV) has been informally negotiating with the City of Rohnert
Park in recent months concerning the terms of the renewal of
the cable television franchise for the City. ML Media looks
forward to continuing to provide cable service under a renewal
franchise to be mutually agreed with the City.
Federal law provides a formal. franchise renewal
procedure which may be elected by either the franchisor or the
franchisee (see Section 626 of the Cable Communications Policy
Act of 1984, copy enclosed). However, under federal law the
parties are also free to discuss and agree upon franchise
renewal terms, as the City and ML Media have been, without the need
for the formal hearings and procedures set forth in the Cable Act.
This will confirm ML Media's request that the City of
Rohnert Park conduct formal franchise renewal proceedings as
set forth in Section 626 of the Cable Act. This request is made
only to preserve federal rights and remedies for renewal, and
