1988/05/24 City Council Minutes (2)ROHNERT PARK CITY COUNCIL MINUTES May 24, 1988 The Council of the City of Rohnert Park met this date in regular session commencing at 7:00 p.m. on the City offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins presiding. Closed session The City Council met in closed session to consider personnel matters pursuant to Government Code Section 54957, real estate negotiations (Rohnert Park Expressway West Right -of- Way, Wilfred Avenue Interchange Area Assessment District, and Golf Course Lease with American Golf Corp.) pursuant to Government Code Section 54956.8, and litigation pursuant to Government Code Section 54956.9. Councilmembers Cochran, Eck, Hollingsworth, Lepinski and Mayor Hopkins, and City Manager Callinan, City Attorney Flitner and Director of Administrative Services Netter were present in the closed session. After the closed session, the Council reconvened in open session. Open session Call to order Mayor Hopkins called the regular session to order at approximately 7 :40 p.m. and reported that the Council met in closed session to discuss matters pursuant to Government Codes listed on the agenda. Pledge of allegiance Mayor Hopkins led the pledge of allegiance. Approval of Minutes Upon motion of Councilman Hollingsworth, seconded by Councilman Cochran, and unanimously approved, with Mayor Hopkins abstaining, the minutes of May 10, 1988 were approved as submitted. Approval of Bills Upon motion of Councilman Hollingsworth, seconded by Councilman Lepinski, and unanimously approved, the bills presented per the attached list in the amount of $1,877,917.42 were approved. Non - agendaed items Councilman Eck stated he wished to discuss the carnival under Matters from Councilmen. Councilman Hollingsworth stated he had three items, one of which was the carnival, to bring up under Matters from Councilmen. Rohnerct Park City Council Minutes -2- May 24, 1988 Unscheduled Public Howard Boggs was recognized and presented a photograph he Appearances took of a 2 -story bar named "Eck" during his recent trip to Howard Boggs Europe. Mr. Boggs also referred to the Council's proclama- tion for John Roberts, Rohnert Park's Citizen of the Year. Mr. Boggs also asked at what date the mound can be expected to be removed. Bob Stack Bob Stack, 104 Wilfred Avenue, Santa Rosa, was recognized and stated he wished to present a letter to the Council for the record regarding the proposed plan for storm drain for the Wilfred Avenue Interchange area and that he supports the assessment district and the City's efforts in making the improvements. Scheduled Public Jim Bergin, 711 Western Avenue, Petaluma, was recognized and Appearances thanked the Mayor and Councilmen Cochran, Eck and Lepinski Petaluma Butter for their participation in Petaluma's "Butter and Egg Days" and Egg Days butter churning contest and for their outstanding efforts, Mr. Bergin presented them the perpetual trophy and stated that they are truly the cream of the crop ". Mr. Bergin stated he will pick up the trophy when the Councilmembers wish to retire it. Friends of the Chloe DeBrunner, President of the Friends of the Library, was Library (space) recognized and introduced Ruth Barrett, its Book Sale Chairman. Mrs. Barrett described the organization and its activities and stated that for their two book sale fundraisers, they now average 12,000 books per sale. While the temporary storage facilities have been helpful, they are now asking for a a permanent storage facility, on the first floor with lights, with heat, a secure lock and for the organization to have the only key, of a space approximately 325 sq.ft. Rohnert Park City Council Minutes -4- May 24, 1988 The Council directed staff to help the organization find a facility and report back to the Council in a month. City Manager Callinan stated staff will look around to find there the space although the library is a separate function with the City providing the building. City's Underground City Manager Callinan referred to the brief discussion at the Storage Tanks last Council meeting at which City Engineer Brust was not present regarding the City's underground storage tanks. City Engineer Brust was recognized and stated that the City had one tank at the Corporation Yard leaking that started the City in looking at all the other tanks and because of new regulations that came from the State being regulated by the County Health Department and State Water Quality Control Board that the report "Underground Storage Tank Program" came about and Mr. Brust went over the recommended program with the Council, a copy of which is attached to the original set of these minutes. Discussion followed on the cause of the Corporation Yard pipe break, and the recently enacted State law and the court decision that the State no longer has to reimburse cities for funds spent relative to underground storage tanks. Councilman Hollingsworth made a motion to proceed with the implementation of the Underground Storage Tank Program. Said motion was seconded by Councilman Cochran and unanimously approved. City Manager Callinan stated that after the program is completed the City will be purchasing fuel from retail pumps. On a question from Councilman Lepinski, City Engineer Brust replied that the City is looking at getting reduced prices at the pump and not have the liability of having to store excess fuel in aboveground tanks which take up a lot of room since there is limited room at the Corporation Yard. Discussion followed. Councilman Lepinski stated that if the city has to h„v Cyar. retail, he is changing his vote on the implementation of the underground storage tank program to "no ". Wilfred Avenue Interchange Area Assessment District Project No. 1987 -10 Resolution No. 88 -101 A RESOLUTION APPROVING AND AUTHORIZING THE HIRING OF UNIVERSAL FIELD SERVICES, INC. TO PROVIDE RELOCATION ASSISTANCE SERVICES FOR THE WILFRED AVENUE INTERCHANGE AREA ASSESSMENT DISTRICT HOMEOWNER, BUSINESS AND TENANT RELOCATION Rohnert Park City Council Minutes -5- May 24, 1988 City Manager Callinan explained session discussion concerning services. the resolution and the closed the need for relocation Upon motion of Councilman Hollingsworth, seconded by Councilman Lepinski, and unanimously approved, Resolution No. 88 -101 was adopted. City Manager Callinan stated that he expected completed construction plans in the next week or so and that possibly the call for bids will be scheduled at the next Council meeting at which time a public hearing is also scheduled for the property owners to appear before the Council. Councilman Cochran stated that there are some property owners present in the audience and suggested that they be introduced to Director of Administrative Services Netter so they will know who to approach if they have any questions. Mr. Netter stood up to get recognized. Agenda schedule Councilman Eck stated that because of the numerous Planning change and Zoning matters, if the Mobile Home Rent Control matter scheduled for 8:30 p.m. could be moved up. The Council concurred. Mobile Home Rent City Manager Callinan reviewed the letters of dispute between the Rent Appeals Board and the mobile home park owners relative to the implementation of the mobile home rent control initiative ordinance. He mentioned things such as owners not willing to register spaces on long term leases or pay the registration fees for same, the reliance by the owners on the agreements entered into under the "Green Book ", the Appeals Board's decision to allow two C.P.I. adjustments since December 1, 1985 rather than three, and other matters. City Attorney Flitner expounded on the comments made by the City Manager and indicated that pursuant to discussions held in closed session with the Council that he had prepared a lawsuit for Declaratory Relief to resolve the issues and dispute. Discussion followed. Upon motion by Councilman Hollingsworth, seconded by Councilman Cochran, and unanimously approved, the Council authorized the filing, with the concurrence of the Rent Appeals Board, of a legal action to resolve those issues which are in dispute relative to implementation of the initiative ordinance. Mayor Hopkins read a prepared statement, a copy of which is attached to the original set of these minutes, opposing the initiative on the June ballot and stated that he hoped the Council would concur with him. Rohnert Park City Council Minutes -6- May 24, 1988 Councilman Lepinski stated he concurred with Mayor Hopkins and he believed that the tenants know what they want. Councilman Eck stated there are two lines of action; one is to reactivate the Council committee on mobile home rent control and the committee meet with the circulators of the petition to talk directly to them to make sure they are clear in where we will be if the initiative passes. Councilman Hollingsworth suggested that the Council as a body be united and take a stand that it opposes any initiative that will displace what the City now has and that it supports the ordinance and does not wish to see the ordinance get displaced at this time and made a motion for the Council as a body to go on record as opposing the new initiative. Said motion was seconded by Councilman Lepinski and unanimously approved. Pat Case was recognized and stated that °'thanks" is a very brief word and speaking on behalf of 3,800 people, he is asking to give the existing ordinance a chance to work. Planning & Zoning; Planning Director Skanchy referred to Planning Staff report File No. 0999 dated May 12, 1988 and reported that a public hearing has been scheduled on the change of zoning in the area of Annexation No. 8. Discussion followed on the difference between a straight commercial zone and a Special Service Commercial zone. Mayor Hopkins opened the scheduled public hearing. Tom Roberts, 4655 Willis, was recognized and stated he had a few questions and wished to state some of his concerns. He stated he has 5 acres on Willis with 380 feet of frontage and he requested to be included in the assessment district to put his property in the highest and best use, but since the City does not agree with him and does not want his property to be part of Rohnert Park, it should be prepared to take the flies and weeds because his property is zoned agricultural and he could put up chicken houses thereon. Mr. Roberts also asked why Poncia property was annexed; who is going to maintain Willis Avenue and Dandelle Avenue. There being no one else wishing to speak, Mayor Hopkins closed the public hearing. Mayor Hopkins told Mr. Roberts that if he (Mr. Roberts) had an annexation proposal to present it to the City Council and go through the process and to the query of who will maintain Willis Avenue, Mayor Hopkins replied it will be the responsibility of the City. Rohnert Park City Council Minutes -7- May 24, 1988 Ordinance No. 503 AN ORDINANCE OF THE CITY OF ROHNERT PARK REZONING THIRTY -ONE (31) PARCELS OF PROPERTY TOTALLING FORTY -FOUR (44) ACRES MORE OR LESS, WITHIN THE UNINCORPORATED AREA OF THE COUNTY OF SONOMA (ASSESSOR'S PARCELS NOS. 045- 056 -8, 9, AND A PORTION OF 10; 045 - 081 -1, 2, 3, 5 AND 6; 045 - 082 -1, 2, 3, 4, 5, 6, 7, 13, 14, 15, 16, 17, 18, 20, 24, 25, 26, 27, 28, 29, 30, 31 AND 32; 045- 075 -07, PLANNING FILE NO. 0999) City Manager Callinan explained the ordinance. Upon motion of Councilman Hollingsworth, seconded by Councilman Cochran, Ordinance No. 503 was introduced on the following roll call vote: Ayes: (5) Councilmen Cochran, Eck, Hollingsworth, Lepinski and Mayor Hopkins Noes: (0) None File No. 1126 Planning Director Skanchy referred to his Planning Staff Report dated May 12, 1988 and reported that a public hearing has been scheduled regarding the change of zoning of the 17 acres City owned public facilities site located on north side of Magnolia Avenue, east of and contiguous to Mitchell Drive on south and west sides of Middlebrook Way. - Mayor Hopkins opened the scheduled public hearing. There being no one wishing to speak, Mayor Hopkins closed the public hearing. Ordinance No. 504 AN ORDINANCE OF THE CITY OF ROHNERT PARK REZONING ONE (1) PARCEL OF PROPERTY TOTALLING SEVENTEEN ACRES MORE OR LESS WITHIN THE INCORPORATED AREA OF THE CITY OF ROHNERT PARK BEING A PORTION OF ASSESSOR'S PARCEL NUMBERS 047 -121 5 & 6, PLANNING FILE NO. 1126 City Manager Callinan explained the ordinance. Upon motion of Councilman Lepinski, seconded by Councilman Cochran, and unanimously approved, Ordinance No. 504 was introduced. File No. 1236 - State City Manager Callinan reported that the realignment of Farm Drive freeway Business Park Drive to provide for a connection to future State Farm Drive freeway overpass will be continued pending Planning Commission's action at its meeting on Thursday. Rohnert Park City Council Minutes -8- May 24, 1988 File No. 1229 - Planning Director Skanchy referred to his Planning Staff McBail Corporation Report dated April 28, 1988 and to maps on display and reported that the application for change of zoning by McBail Corporation has been scheduled for a public hearing. Mayor Hopkins opened the scheduled public hearing. Mike Gallagher, the applicant, was recognized and stated that this is their first project in Rohnert Park but they have, been doing business in Petaluma for 25 years and they are very excited about this area and invited the Councilmembers to go to Petaluma to look at what they have built. There being no one else wishing to speak, Mayor Hopkins closed the public hearing. Discussion followed on why not extending Southwest Boulevard through the subdivision and eliminate Capri Way /Snyder Lane intersection and if there are any lots under 6,500 sq. ft. Councilman Hollingsworth made the motion to approve the zoning change and introduce Ordinance No. 505. Mayor Hopkins seconded the motion for discussion. Further discussion followed on Southwest Boulevard extending easterly to Sonoma hate University. City Manager Callinan replied that this road was deleted from the General Plan in 1972 and explained staff's reasons for wanting to separate the development from the high school. Discussion followed during which Councilman Cochran stated he is for the project with the exception of the apartments since he feels we do not need more apartments and condominiums in that area and should have instead larger lot sizes. Councilman Eck asked Councilman Cochran where he intended to put the student oriented housing and stated he would like the park moved to have more E.Cotati frontage and reduce the tunnel of masonry walls and asked if improvement of the bikenath can he made a cnnditinn_ Ordinance No. 505 AN ORDINANCE OF THE CITY OF ROHNERT PARK REZONING TWO (2) PARCELS OF PROPERTY TOTALLING FORTH FIVE ACRES MORE OR LESS WITHIN THE INCORPORATED AREA OF THE CITY OF ROHNERT PARK, ASSESSOR'S PARCEL NUMBERS 047 - 131 -14 & 15, PLANNING FILE NO. 1229 City Manager Callinan explained the ordinance. Upon motion of Councilman Hollingsworth, seconded by Mayor Hopkins, and unanimously approved, Ordinance No. 505 was introduced. Rohnert Park City Council Minutes -9- May 24, 1988 Councilman Eck made the motion to direct staff to include improvement of the bike path as a part of the improvement plans for the subdivision. Said motion was seconded by Mayor Hopkins and unanimously approved. Recess Mayor Hopkins declared a recess at approximately 9:18 p.m. Reconvene Mayor Hopkins reconvened the meeting with all Councilmembers present at approximately 9:25 p.m. File No. 1239 Planning Director Skanchy referred to his Planning Staff Report dated May 12, 1988 and showed to the Council the samples of the color and materials of trim and roof tile proposed on Codding Enterprises' application for Site Plan and Architectural Review. Discussion followed on fire access and sidewalks. Councilman Eck made the motion to approve the project as approved by the Planning Commission. Said motion was seconded by Councilman Lepinski. Councilman Cochran stated he like the architect's idea on exterior materials. Councilman Eck stated he wished to withdraw his motion, and Councilman Lepinski withdrew his second. Councilman Eck made the motion to approve the project as approved by the Planning Commission but overriding Planning staff's condition #2 and approve the applicant's design. Said motion was seconded by Councilman Cochran and unanimously approved. Councilman Hollingsworth asked if staff is no longer requiring rendering by applicants and asked that they be required again so the Council can have them as visionary tools and made the motion to have pictures or samples of building materials when planning matters are brought before the Council. Said motion was seconded by Councilman Lepinski and unanimously approved. File 1219 - Signs Planning Director Skanchy suggested that amendments to the Rohnert Park Municipal Code relative to "Signs" be continued since staff is waiting to hear from the Rohnert Park Chamber of Commerce and for further action by the Planning Commission. Discussion followed on whether or not to allow "A" frames, and what circumstances to allow them. Rohnert Park City Council Minutes -10- May 24, 1988 File No. 1238 - Planning Director Skanchy referred to Planning Staff Report Armstrong Development dated May 12, 1988 regarding the application for Site Plan and Architectural Review by Armstrong Development Corp. and reported that the architect has a display model it wishes to show the Council. Tom Armstrong was recognized and in response to a query, stated that users only those allowed in the zoning ordinance are expected -- laundromat, video rental store, ice cream store, and photocopying store, etc.. Architect Craig Roland was recognized and stated that he made the same presentation to the Planning Commission and Planning Director Skanchy explained with the use of a model the architectural features of the the project. He explained to the Council that the project's main feature is a glass canopy which runs along the entire phase of the building. He distributed to the Council the sample of material to be used and stated that the intention of the project is that all the architectural features would be enhancing and attractive. Councilman Eck stated he liked the renderings but brought up condition #2 regarding Circle K. Planning Director Skanchy replied that staff wants to make it very clear to the applicant that he has to come back to the Planning Commission and will require another approval if he intended to have Circle K. Mr. Skanchy also stated that he talked to Circle K and informed them that staff will not recommend their type of use but they have the right to apply to the Planning Commission and the City Council. Councilman Hollingsworth made the motion to endorse the Planning Commission's action on the application. Said motion was seconded by Councilman Lepinski. Councilman Eck stated to have the minutes reflect clearly that the Council is approving Phase I only and there is no intention to approve anything else on the site. Councilman Hollingsworth's motion was approved unanimously. Recess At this point of the meeting, the time being approximately 10:05 p.m., Mayor Hopkins declared a recess to the meeting of the Community Development Agency of the City of Rohnert Park. Reconvene Mayor Hopkins reconvened the City Council meeting with all Councilmembers present at approximately 10 :19 p.m. Communications Communications per the attached outline were brought before the City Council. No action was taken on any communication unless specifically noted in these minutes. Rohnert Park City Council Minutes -11- May 24, 1988 Councilman application Committee. Eck requested that a copy of Carol Gubler's be referred to the Sister Cities Relations City Manager's report: City Manager Callinan reported on the lawsuit filed against Craig lawsuit the City by Charles L. and Ethel A. Craig relative to the impact of the golf course operations on them. He further reported that the suit had been referred to RF-41F for handling, who in turn referred it to the insurance company for American Golf Corp., which firm, under the lease agreement with the City, has to provide the defense for the City. Traffic Signals - Discussion was held concerning the May 17, 1988 letter from Petaluma Hill Road County Director of Public Works Donald B. Head relative to warrant backup information for traffic signals proposed for installation on Petaluma Hill Road. Golf Course Parcel City Manager Callinan, referring to maps on display, requested the Council permission to move ahead on a land swap that would remove a small sliver of land from the lease held by American Golf Corporation and transfer a portion of said area to the city -owned land south of Roberts Lake and the balance to a parcel owned by the Rohnerts on Golf Course Drive south of the City's piece. He indicated that the Rohnerts would either pay $6 a square foot for the land they acquire and /or exchange it for additional right of way needed for the road that would extend from Golf Course Drive to South Santa Rosa Avenue. Upon motion by Councilman Hollingsworth, seconded by Councilman Lepinski, and unanimously approved, the Council expressed approval for the land exchange as explained by Mr. Callinan. Employee Hiring City Manager Callinan reported that the City has on hold a very good candidate for the position of Public Safety Officer but might lose the individual if he is not hired soon because he is being considered for employment by another agency and has indicated he is going to accept the first job offered to him. Mr. Callinan indicated that he would be recommending additional Public Safety Officer positions in the 1988 -89 budget and requested permission to offer employment to the candidate, who has been cleared through most of the City's pre - employment process so that the City does not lose the expenses invested in the candidate to date. Upon motion of Councilman Hollingsworth, seconded by Councilman Cochran, and unanimously approved, City Manager Callinan was authorized to hire an additional Public Safety Officer, the employment to commence on or after July 1, 1988. Rohnert Park City Council Minutes —12— May 24, 1988 Scout Hut City Manager Callinan explained discussions with representatives of the scouts group relative to their taking over the Scout Hut and the interest expressed by the Girls Scouts in so doing. A discussion was held concerning the May 3, 1988 letter received from Rosemary Schmidt, President, Konocti Girl Scout Council. Discussion followed during which the Council indicated they had no objection to the Girl Scouts assuming responsibility for the building as outlined in the letter, with the exception that the Council was not inclined to preclude use of the building by other suitable users. City staff was requested to work out the liability insurance policy problems alluded to in the letter from the Girl Scouts. Tyson Fight A brief discussion was held concerning the Parks & Recreation Commission's recommendation not to allow the use of the Community Center for the closed circuit viewing of the upcoming Heavyweight Championship fight with Heavyweight Champion Tyson. City Manager Callinan indicated that the Commission's recommendation is acceptable to him. Council concurred, and the matter was dropped from discussion. City Manager Callinan mentioned the other items discussed by the Parks and Recreation Commission at its last meeting and he indicated he will schedule some of the matters for the next Council meeting agenda. Population Estimate City Manager Callinan reported that the State Department of Finance had estimated the City of Rohnert Park's population as of January 1, 1988 at 31,995. Discussion followed concerning the City's growth rate and the growth rate percentage of other cities in the County as contained in the State Department of Finance's report. City Attorney's report: City Attorney Flitner reported on the Infocomp litigation and Infocomp stated he has a resolution to be adopted by title to authorize the Mayor to execute the Settlement Agreement to have the funds in escrow released. Resolution No. 88 -102 A RESOLUTION OF THE ROHNERT PARK CITY COUNCIL AUTHORIZING THE MAYOR OF THE CITY OF ROH14ERT PARK TO EXECUTE "A MUTUAL RELEASE AND DISCHARGE" AND "AN AUTHORIZATION TO ESCROW HOLDER TO RELEASE FUNDS AND DISCHARGE TO ESCROW HOLDER" IN PARTIAL SETTLEMENT AND COMPROMISE OF LITIGATION AND AUTHORIZING THE CITY ATTORNEY TO FILE A PARTIAL DISMISSAL OF THE ACTION (The City of Rohnert Park vs. Infocomp Systems, Inc.) City Attorney Flitner explained the resolution. Rohnert Park City Council Minutes -13- May 24, 1988 Upon motion of Councilman Cochran, seconded by Councilman Hollingsworth, and unanimously approved, the Council made the findings required by law that the need for action on this matter was not known when the agenda was prepared and Resolution No. 88 -102 was adopted. City Attorney Flitner reiterated that this item was unkown at the time the agenda was prepared and the Council's action is an emergency measure. Matters from Councilman Hollingsworth initiated discussion on the Rotary Councilmen: Club's decision not to sponsor Founders Day. Councilman Founders Day Cochran stated that he is a member of the Rotary Club and that a committee had been formed to work on the Founders Day but the committee could not get any assistance and mentioned that members of the subcommittee were Planning .Commissioners Jim Davis and Vida Jones who could not pull it off. City Manager Callinan stated word will be sent out to the community and perhaps some organization will coordinate it. Carnival Councilman Hollingsworth initiated discussion on the carnival held at Southwest Blvd. and Adrian Drive on Friday, May 20th through Sunday, May 22nd, and stated that if this is done again, City staff should have some kind of control and not allow it in a residential area. Mr. Hollingsworth also stated that he has received calls from residents regarding trucks parking where the gas station used to be. VHS Associates Councilman Hollingsworth referred to the Planning Commission's May 26, 1988 agenda regarding VHS Associates application to reroof the Sonoma Racquet Club project and replace some of the wood shingles and tile with composition shingles and staff recommends to approve the application. Mr. Hollingsworth stated that in his opinion this should not be allowed because composition shingles will downgrade the buildings and he would like to call up the matter if they continue this course. City Manager Callinan stated that the Council has the power to eliminate the Planning Commission and become the Planning Commission so it can try to resolve the conflict for the sake of the city organization. Mr. Callinan suggested that the Council have more pre - planning meetings if it so desires but stressed that staff must be free to make its recommendations and if the Council wants to overrule staff, it can do so. Rohnert Park City Council Minutes -14- May 24, 1988 Annexation Councilman Cochran referred to City staff's concept of "spot annexation" and stated that the Council needs to review the City's General Plan and appointing a committee to do it this year, particularly about housing development in the east part of the City and look at the future long -term planning. Mr. Cochran stated Mr. Tom Roberts had some good points when the City is drawing boundary lines across streets and not across parcels. At Councilman Cochran's request, City Manager Callinan stated this matter will be put on the next agenda for Council consideration. Councilman Eck asked that discussion of the Sphere of Influence be agendized at the same time. State Farm Overpass Councilman Cochran asked who keeps on pushing the concept of having the State Farm Overpass and where is it going to go, and what is its purpose, and the only way he sees it can be built is through Redevelopment Agency money and he does not want to see happen is for Councilman Eck and Mayor Hopkins who live in blighted areas to have tax dollars for Sections A and B taken away and the money put on the construction of State Farm Overpass. Adjournment ATTEST: Deputy City Clerk City Manager Callinan stated that staff is trying to protect the community - he sees the need for the overpass, the Planning Director sees the need, the City Engineer sees the need, but when this goes through the Council, the Council can turn it down but if the Council does not want it, then it should amend the General Plan. Staff thinks the City is going to need it but if the Council does not plan for it, the City won't have it. ('Aj� F ur 5p'�K_JT There is an effort by some individuals to propose a reversal of the recently passed Mobile Home Rent Review Ordinance. The point being made is that property owners know best what rents they should charge. In a free market I would agree, however, the mobile home situation is much the same as the cable T.V. situation. The owners have a monopoly. When a monopoly exists, some owners will take advantage of the tenants or customers. It has become clear that when a monopoly exists there may be a need for some regulation. The Rohnert Park Mobile Home Rent Review Committee has clearly demonstrated their willingness to work with both sides. The Mobile Home Rent Review Ordinance, passed by the voters in December, will provide a stabilized environment that will prove workable if it is given a chance. I would like to encourage the citizens of Rohnert Park not to be fooled by attempts of some individuals to reverse the Rent Control Ordinance. If anything, the residents of the parks have a much larger collective investment in their property than the owners of the land their homes are sitting-on. The owners and residents of mobile home parks need to have a method of settling disputes. That method is now in place and should be allowed the opportunity to work. I urge all citizens of Rohnert Park to support the Rent Review process now in force.and ask that you not sign the petitions that will be circulated attempting to change what is now in effect. The interests of all the citizens of Rohnert Park will be best served by not allowing a return of the fate of residents of mobile home parks to the mercy and whims of a few.
