1992/04/28 City Council MinutesRohnert Park City Council Minutes April 28, 1992 C O N S E N T C A L E N D A R Mayor Spiro queried if anyone had any questions regarding the matters on the Consent Calendar which were explained in the City Manager's Council Meeting Memo. Acknowledging the City Manager /Clerk's report on the posting of the agenda. The Council of the City of Rohnert Park met this date in regular session commencing at 6:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Spiro presiding. CALL TO ORDER Mayor Spiro called the regular session to order at approximately 6:50 P.M. and led the pledge of allegiance. Mayor Spiro advised that a closed session commenced this evening at 6:00 p.m. to discuss litigation matters and personnel matters. She said no action was taken and there was nothing to report at this time. Moment of Silence Mayor Spiro asked those present to have a moment of silence in memory of a dear friend, Millie Hamill, who passed away at 2:30 a.m. yesterday. Everyone observed a moment of silence. Approval of Minutes Upon motion by Councilmember Hopkins, seconded by Councilmember Hollingsworth, the minutes of March 31, April 6, and April 14, 1992 were unanimously approved as submitted. Approval of Bills Upon motion by Councilmember Hopkins seconded by Councilmember Hollingsworth, and unanimously approved, the bills presented per the attached list in the amount of $555,220.20 were approved. CDA bills presented per the attached list in the amount of $22,321.79 were approved. Rohnert Park City Council Minutes (2) April 28, 1992 Resolution No. 92-70 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNa;rP. PARK APPROVING EXTENSION OF LEASE AGREEMENT WITH SONOMA COUNTY PEOPLE FOR ECONOMIC OPPORTUNITY (Re. Use of Burton Avenue Recreation Center) Resolution No. 92-71 A RESOLUTION AWARDING CONTRACT (INSPECTION, MAINTENANCE AND REPAIR OF HEATING AND AIR CONDITIONING E(UIPMTr IN ALL CITY FACILITIES) Approval of Rancho Cotate High School request for waiver of Sports Center fees for Project Graduation Upon motion by Councilmember Hollingsworth, seconded by Councilme-rd.x--r Hopkins, and unanimously approved, the Consent Calendar as outlined on the meeting's agenda was approved. Unscheduled Public Kayor Spiro stated that in compliance with State Law (The Appearances Brown Act), anyone in the audience who wished to make a conuivant may do so at this time. In most cases under legislation of the new Brown Act, the Council cannot handle an item without agendizing. To ensure accurate recording, "Speaker Cards" are provided at the entrance of the Chamber and unscheduled public appearances are requested to fill out the cards and present to recording clerk after speaking. Jim Clark Jim Clark, 81 Walnut Circle, was recognized and wondered what happened that he does not see the proposed ordinance on mobile home parks similar to Pacifica's to be on the agenda tonite. Councilman Eck replied that the item will come up later under discussion of "T" zone. Mr. Clark stated when the item comes up, he would like to have further time to discuss it. City Nbnager Netter stated, as he recalls, Council gave City Attorney Flitner until June to research the proposed ordinance. Pot Bellied Pigs City 1,bnager Netter referred to his Council Meeting Memo dated April 23, 1992 and stated that the Council has been provided with copies of pertinent information relative to pot bellied pigs and Ordinance No. 554. Councilman Hollingsworth made the motion not to adopt the ordinance. Said motion which was seconded by Councilman Hopkins failed on the following vote; Ayes: (2) Councilmen Hollingsworth and Hopkins Noes: (3) Councilmen Eck and Reilly and Mayor Spiro Rohnert Park City Council Minutes (3) April 28, 1992 Councilman Reilly made the motion to adopt the ordinance. Councilman Eck stated he would like to second the motion with a reminder that the ordinance will be reviewed by the Council after one year. City Manager stated that, to conclude the staff report, the ordinance is being adopted by use permit which is under the zoning ordinance and the charge for all use permits is $200. Mr. Netter also stated there is a resolution presented for Council's consideration that outlines the certain conditions necessary if pot belly pigs are allowed in residential zones. Discussion followed on whether the Council has the option to waive the $200 use permit fee; reimbursing the $200 use permit fee after one year if the ordinance does not work; establishing a mechanism to notify the neighbors of those applying for a license for pot bellied pigs; what a reasonable amount would be to charge for the license to cover the City's direct handling cost. Councilman Eck requested to include as part of the motion to direct City Attorney Flitner to implement something like a use permit to notify neighbors and get direct costs of handling to be passed on to the owners. Further discussion followed on the handling cost after which Councilman Reilly stated he would like to add to the motion the fee would be $50 and the ordinance is for one year trial. Ordinance No. 554 AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING CHAPTER 17 OF THE ROHNERT PARK MJNICIPAL CODE BY PERMITTING POT- BELLIED PIGS IN THE RESIDENTIAL DISTRICT AS A CONDITION USE (FILE NO. 1527) Upon motion of Councilman Eck, seconded by Councilman Reilly, said ordinance, as amended, was adopted on the following vote: Ayes: (3) Councilmen Eck, Reilly and Mayor Spiro Noes: (2) Councilman Hollingsworth and Hopkins Councilman Councilman Hollingsworth left the Council chambers at Hollingsworth approximately 7:00 p.m. leaves Discussion followed on the resolution outlining the conditions for use permit for pot bellied pigs. Councilman Reilly asked for clarification if the review and renewal of the resolution after "one year" is one year from date of issuing the use permit or "one year" from the date the resolution was adopted. The general consensus of the Council was to make as condition #12 that the resolution will be reviewed one year from this date of adoption. Rohnert Park City Council Minutes (4) April 28, 1992 Resolution No. CITY COUNCIL RESOLUTION ADOPTING STANDARD CONDITIONS FOR USE 92 -72 PERMIT FOR POT BELLIED P.T.GS FILE NO. 1527 Upon motion of Councilman Eck, seconded by Councilman Reilly, said resolution was adopted on the following vote: Ayes: (3) Councilmen Eck, Reilly and Mayor Spiro Noes: (1) Councilman Hopkins Absent: (1) Councilman. Hollingsworth Scheduled Public Appearances: Lewis Kuehm Lewis Kuehm, Chairman of Founders Day Association, was recognized and stated there will be a variety show at the Performing Arts Center on August 28th to celebrate the day the City was chartered 30 years ago. W. Kuehm stated his plea tonight was to ask the Council to prepare a special invitation to take to our Sister City in Japan to have a representative here to help us celebrate and perhaps to stay for 2 weeks to attend the Crane Melon Festival and Founders Day. Mayor Spiro stated she would be glad to discuss it with the Sister Cities Committee and thought it was a wonderful idea. Mr. Kuehm asked if he could get approval to display :signs. City Manager Netter suggested that Mr. Kuehm talk to Planning_ Director Skanchy regardinq rules on legal signs. Liz Cochran Mayor Spiro asked Liz Cochran, Director of Volunteer Center, to come forward and presented the proclamation for National Volunteer Week to Ms. Cochran after reading same. Keith Hallock Keith Hallock, 1500 Baumgardner Lane, Santa Rosa, was recognized and stated his main question was about the 80 -acre annexation and how the Council intended to annex and subdivide it. City Attorney Flitner referred to the Sierra vs. City of Hayward case which he has read and will report to the City Council in greater detail. This is a 1981 case, handled by the Rose Bird court, which slapped the City of Hayward for not following the provisions of the law. Mr. Flitner stated he is not prepared to report on it tonight but will report on the findings and the process at the next Council meeting. Councilman Hollings- Councilman Hollingworth returned to the Council Chambers at worth returns approximately 7:15 p.m. Mr. Hallock asked how the provisions of SB 1019 on affordable housing will be implemented with regards to the proposed annexation. City Attorney Flitner replied that this is a new law and that Rohnert Park City Council Minutes (5) April 28, 1992 affordable housing will be given a priority and that he has talked to someone in the office of Senator Greene who authored the bill and was told that the intent of the Senator was not to tell the cities how to allocate the permits and that annexation is still a matter of discretion by the City Council although the Senator was aware of the different methods of allocation - by lottery, drawing, pro - rata, etc. Councilman Eck asked what is the status on the agreement of who is paying for the General Plan update. City Manager Netter replied that a draft document from the attorneys has just been received and will be reviewed by him, City Attorney Flitner, and Mr. Leivo and this information should be available for Council's consideration at the next Council meeting. Councilman Hopkins stated he wanted to remind the Council that Hugh Codding has suggested to build low income housing on the west side, behind K -Mart, which is already within the City limits, which further clouds this whole issue. Millie Hamill's Councilman Hollingsworth accepted Millie Hamill's resignation resignation from the Mosquito Abatement Board and stated what a pleasant time the Councilmembers had with Millie in the Council chamber, what a pleasant person she was and she will be missed a lot and asked about funeral services. City Manager Netter replied that it was Millie Hamill's wish not to have funeral services but staff recornnends a tree be planted in the Performinq Arts Center area with a plaque in her memory. Councilman Hopkins made the motion to approve staff's recommendation. Said motion was seconded by Mayor Spiro and unanimously approved. Rancho Cotate High City Manager Netter referred to his Council Meeting Memo dated School April 23, 1992 regarding the request for $250 contribution for the Achievement Awards Program. Councilman Hollingsworth made the motion to send 5250 to the Rancho Cotate High School P.T.S.A. Said motion was seconded by Councilman Hopkins and unanimously approved. Sonoma County City Manager Netter referred to his Council Nbeting Irmo dated Tennis April 23, 1992 regarding the request of $500 financial Association assistance for the Sonoma County Tennis Association Open Championships. Councilman Hopkins made the motion to approve the Park and Recreation Commission's recommendation to send the $500 financial assistance. Said motion was seconded by Councilman Hollingsworth and unanimously approved. It was noted that the City receives ad space in the program for this contribution. Rohnert. Park City Council Minutes (6) April 28, 1992 Pine Creek City Manager Netter referred to his Council Feting D&-mo dated Properties April 23, 1992 regarding Kenneth Martin's letter requesting a 120 -day extension on the loan principal payment. Mr. Netter indicated the loan would accrue interest at the highest rate the City receives on idle funds. Councilman Hopkins made the motion to approve staff's recommendation to grant the 120 -day extension. Discussion followed on interest rates and what happens if he defaults on the payment. Councilman Eck made a friendly amendment to the motion that no further extension will be granted. Councilman Hopkins' motion, as amended, was seconded by Councilman Hollingsworth and unanimously approved. Weed Abatement City Manager Netter referred to his Council Meeting Memo dated April 23, 1992 and stated this resolution has been scheduled tonite for a public hearing. Mayor Spiro opened the public hearing at approximately 7:28 p.m. and asked if anyone wished to speak on the weed abatement. There being no one wishing to speak, Mayor Spiro closed the public hearing at approximately 7:29 p.m. Resolution No. A RESOLUTION ORDERING CITY MANAGER OF THE CITY OF ROHNERT PARK 92 -73 TO ABATE NUISANCES EXISTING WITHIN THE CITY OF ROHNERT PARK Upon motion of Councilman Hopkins, seconded by Councilman Hollingsworth, and unanimously approved, said resolution was adopted. PERS Contract City,Manager Netter referred to his Council Meeting Memo dated April 23, 1992 for explanation of amending the PERS contract. Discussion followed on how the amendment could benefit both the City and any City employee whose retirement is imminent. Resolution No. RESOLUTION OF INTENTION TO APPROVE AN ANc \1i-k,1E'V"T TO CONTRACT 92 -74 BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF ROHNERT PARK Upon motion of Councilman Hollingsworth, seconded by Councilman Hopkins, and unanimously approved, said resolution was adopted. Ordinance No. 558 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM Rohnert Park City Council Minutes (7) April 2:8, 1992 Upon motion of Councilman Hollingsworth, seconded by Councilman Hopkins, and unanimously approved, said ordinance was introduced. Uniform Building City Manager Netter referred to his Council Meeting Memo dated Code April 23, 1992 and stated that a public hearing has been scheduled at tonight's meeting regarding the adoption of amendments to the Municipal Code governing the construction and maintenance of buildings, pools, electrical systems, plumbing systems, and housing within the City, in accordance with the California Uniform Building Code. Mayor Spiro opened the scheduled public hearing at approximately 7:35 p.m. There being no one wishing to speak, Mayor Spiro closed the public hearing at approximately 7:36 p.m. Councilman Hollingsworth inquired about the language regarding the fire suppression system. City Manager Netter replied that it is the City's position to adopt the ordinance in conformance with the State even though some sections do not apply in the City. Ordinance No. 559 AN ORDINANCE OF THE CITY OF ROHNERT PARK AM DING THE ROHNERT PARK miNICIPAL CODE, TITLE 15, BUILDING AND CONSTRUCTION, TO ADOPT THE UNIFORM BUILDING CODE, 1991 EDITION; THE UNIFORM HOUSING CODE, 1991 EDITION; THE,NATIONAL ELECTRIC CODE, 1990 EDITION; THE UNIFORM PLLNBING CODE, 1991 EDITION; THE UNIFORM MECHANICAL CODE, 1991 EDITION;:THE UNIFORM FIRE CODE, 1991 EDITION; THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, 1991 EDITION; AND THE UNIFORM SWIMMING POOL, SPA, AND HOT TUB CODE, 1991 EDITION; AS AMENDED, AND ADOPTING OTHER REQUIREMENTS Upon motion of Councilman Hopkins, seconded by Councilman. Hollingsworth, and unanimously approved, said ordinance was introduced. Sewage Treatment City Manager Netter referred to his Council Nbeting Memo dated & Disposal April 23, 1992 in explanation of the proposed rate increase Service for sewage treatment and disposal service and stated that a public hearing has been scheduled at tonight's meeting. Councilman Eck asked why the City keeps such a large balance in the sewer service fee fund. City Manager Netter replied that the fund pays for a portion of the debt service on the Santa Rosa's bond issues that have been sold to finance improvements over the past 12 years. The bonds are gene) -�O j y 25 -year bonds. In addition, the recent pump cstal.,5 o11 irrprovements will be paid from this fund wAhich costs are c $3 million, so the balance will be depleted. Rohnert Park City Council Minutes (8) April 28, 1992 Councilman Eck asked about the City's policy regardin< discounts to low income citizens. City Manager Netter state(' that this policy has been implemented by the Finance Department which checks that those who apply met the low, income criteria. Councilman Hollingsworth suggested that thi: policy be mentioned when the bills are-sent out. Mayor Spiro opened the scheduled public hearing at approximately 7:44 p.m. There being no one wishing to speak, Mayor Spiro closed the public hearing at approximately 7:45 p.m. Councilman Hollingsworth remarked that this reserve fund has been built because of development and asked at what time 01 at what point does the City pick up the 40% which until nog has been passed on to developers? City Manager Netter replies. that when there is no development the sewer service connectior fee fund will not be replenished which mans the rate payerc- will have to pay the difference through user rates. Councilman Eck stated that this will be a good thing to look at because the fee being charged is way too low to pay for the expansion and the time will come, when there is no more development, that the citizens will have to pay for the expansion and requested staff to come up with a projection. City Manager Netter stated that now that real numbers are available from Santa Rosa, he will have a projection prepared. Councilman Reilly suggested that an explanation for the rate increase be sent out with the bills. Resolution No. RESOLUTION OF THE CITY OF ROHNERT PARK AMENDING RESOLUTION 92-75 ESTABLISHING RATES AND CHARGES FOR SEWAGE TREATMENT AND DISPOSAL SERVICE Upon motion of Councilman Hopkins, seconded by Councilman Eck, and unanimously approved, said resolution was adopted. Performing Arts City Nb.nager Netter referred to his C-I -41 M-eting un— — g dateld Center April 23, 1992 regarding Performing Arts Center matters and stated that earlier today, the Council Committee met and the over all concept is to have the theatre be more independent through ticket sales, and less dependent on the City in 4 to 5 years. Councilman Eck stated he sees 2 positive directions taking place: (1) it appears that expenditures have remained constant and revenues are increasing, greater than the consultant's projection; and (2) under direction from the Council before, they are looking to independence for the resident companies and the Council Committee would prefer a phase out plan. Rohnert Park City Council Minutes (9) April 28, 1992 Councilman Hollingsworth stated that, in reviewing the figures, he feels the Council should look into privatization and consider this immediately to eliminate salaries and benefits which cost the City almost $260,000 and to contract out the whole Performing Arts Center. Councilman Hopkins stated he does not think the Performing Arts Center has the potential of raising the kind of money like the golf course can. Councilman Eck stated the Council Committee has discussed privatization and will look into it but the City needs to absolutely guarantee that local groups, local companies and existing production companies will still have access to the theatre and what the Council Committee is suggesting is whatever is considered for the Center, should be looked across the board because the City is running other programs that do not pay for themselves, such as the Senior Center, the Sports Center, swimming pools, and other programs. Councilman Hollingsworth stated that in order to survive in this economy, the Council has to look at every option. City Manager Netter stated that he is looking at the budget and he will present to the Council sometime in May or early June a list of "optional City services" and programs so the Council can have a feel what each is costing the City. Cultural Arts Corp. City Manager Netter stated he would like to meet with Councilman Hollingsworth, City Council liaison to the Cultural Arts Corporation /Commission, to go over recommendations worked out with staff, and then meet with the Commission, and bring back their recommendations to the Council. Open Space District Councilman Eck reported on the April 16th meeting of the Open Space District regarding the conservation easements to the north of Rohnert Park and 2 parcels to be used as community separators. It is a good initial policy for the Open Space District to acquire open space that cities deem important within the next year. City Manager Netter stated that Tim Smith is very supportive of the policy. Councilman Eck asked City Manager Netter if he could get a copy of a map that Santa Rosa staff has made with all parcel numbers and owners and proposed community separators between Santa Rosa and Rohnert Park. "T" Zones City Manager Netter referred to his Council Meeting M°mo dated April 23, 1992 regarding "T" Zones (Nbbile Home Zone). Discussion followed on whether a property can be down zoned or a certain use of a property be designated in perpetuity; and Rohnert Park City Council Minutes (10) April 28, 1992 because under our zoning ordinance, mobile home parks are ML, the park owners can request a different use under ML, and T zone will allow conversion. Councilman Eck made the motion to direct staff to prepare a draft ordinance for introduction. Said motion was seconded by Councilman Hollingsworth and unanimously approved. Economic Developient City Manager Netter referred to the inter - office memo from Corp. Director of Public Works /City Engineer Burst and his Council Meeting Memo dated April 23, 1992 regarding the Council's possible interest in allocating a small amount from its CDA budget to hire a consultant to pursue this matter: Councilman Hollingsworth stated he would like the project to be abandoned. Councilman Hopkins stated he disagreed and that the Council should try to keep the labor base in the City. Discussion followed on getting clients to rent the space to which Councilman Hollingsworth stated that there are real estate agents who do this kind of business and the City is not in the leasing business. Councilman Reilly voiced his concern about the possibiity of contamination on the property and the City's involvement should contamination be discovered later. Councilman Hopkins made the motion to authorize the City Manager up to $5,000 to look at what kinds of options or businesses are available and what can be done to keep them from moving out of and to attract them to Rohnert Park and Sonoma County. Councilman Reilly suggested to contact the County to make this project a joint effort. Councilman Eck stated he would like to know how the Economic Deve 1 o*—nt Co�rat i on work's. r Councilman Hollingsworth stated the Council has more important issues to address than this and he has no objection for the City Manager to write the League about details on how the corporation works but he hesitates to spend $5,000 and would look at this as a budget item in July and see if we have the funds to spend. Mayor Spiro stated that she sees this project as a window of opportunity and suggested that this matter be put on the agenda after some research but would not wait for the next budget session. Rohnert Park City Council Minutes (11) April 38, 1003 Councilman Hopkins made the motion to authorize the City Manager up to $5,000 to study economic development as it pertains to Rohnert Park and /or Sonoma County and what would be in the best interest of Rohnert Park first and Sonoma County second. Said motion was seconded by NSayor Spiro. Councilman Reilly stated he agreed with Councilman Hopkins except that he would prefer to have information first about the corporation or if there can be a joint effort with the County before spending the $5,000 and he would like the money spent as a last resort. Councilman Eck stated that part of the motion he does not like is the word "study" and the motion to move the money is a little premature and he would like to know what we are getting for sure before spending the money. W. Eck then made the motion to direct staff to come back to the Council at the next meeting with a report what would be gained with EDC and decide and investigate expenditure of $5,000 to see its implementation. Said motion was seconded by Mayor Spiro and was carried on the following vote: Ayes: (4) Councilmen Eck, Hopkins, Reilly and Niayor Spiro Noes: (1) Councilman. Hollingsworth Councilman Hollingsworth stated that the Council should not forget that it has accomplished to provide almost 1,500 jobs without an Economic Development Corporation and to spend $5,000 to create more bureaucracy to save 50 jobs seems inappropriate. Conr-unications Conrunications per the attached outline were brought to the attention of the City Council. No action was taken unless specifically noted in these minutes. Brown Act Councilman Eck stated he was highly disappointed with the tone of Senator Mike Thompson's letter which 'he found very offensive and stated he will be writing a letter to convey how tired he is of being told that we are not open to t.ho pull is and he would like Mr. Thompson to look at his answering machine and he would have more respect for the legislators if they can balance the budget and get their own house in order. SB 1538 City Manager Netter reported that City Attorney Flitner drafted a letter to Senator Kopp regarding SB 1538 and asked for Council concurrence to have the letter sent on City letterhead so it may carry more weight when it is written as City Attorney. City Attorney Flitner stated he finds it ridiculous that the City Council is required to discuss tactics and strategies of settlement in litigation in open session that enables opponents to take it apart. Similarly, with the taping of Council meetings, how soon the tapes become public record and Rohnert Park City Council Minutes City Manager's Report: (12) April 28, 1992 used to the Council's detriment. The taxpayers are not being served when the Council as a public agency cannot have the same attorney /client privilege that private individuals have. Councilman Eck's motion to also send a copy of the letter to Senators Keene and Thompson was seconded by Councilman Hopkins oi,wl unanimously approved. School District /City City M3riager Netter referred to his Council Meeting Msmo dated Coordinating April 23, 1992 to inform the Council of the appointment of Committee Trustees Eric Kirchmanr and Dr. Larry Weissenburger to the School District /City Coordinating Committee. It was the general consensus that the Mayor be the other City's liaison member to the School District. Therefore, the Coordinating Committee will consist of Mayor Spiro and Councilman Hopkins. Golf Course City Manager Netter referred to his Council Meeting Memo dated Corporation April 23, 1992 for explanation of staff's recommndation to Bonds call the bonds on July 1, 1992. Mayor Spiro stated she would like to hold off until she sees the budget and determine cash flow. City Attorney's Report: Sim vs City of City Attorney Flitner reported that we have a good chance of Rohnert Park reducing the claim for attorney's fees. Councilman Hollingsworth stated he agreed with Mayor Spiro because the fund was not set up to pay off golf course bonds. Discussion followed after which Councilman Hollingsworth made the motion to follow staff's recommendation to call the bonds. Said motion was seconded by Councilman Hopkins and unanimously approved. County Rule 20A City Manager Netter referred to his Council Meeting Memo dated Utility April 23, 1992 regarding what the Council considers as first Undergrounding priority for the upcoming undergrounding projects. Funds Councilman Hollingsworth made the motion for staff to send a letter to the County stating the Council's recommended priority to be on the east side of Snyder Lane from Hinebauah Creek to Baumgardner Lane. Said motion was seconded by Councilman Hopkins and unanimously approved. Calif. City Attorney's Report: Sim vs City of City Attorney Flitner reported that we have a good chance of Rohnert Park reducing the claim for attorney's fees. Rohnert Park City Council Minutes (13) April 28, 1932 Las Casitas City Attorney Flitner reported that Las Casitas tenants received rental increases which are substantially in excess of what was granted and the case goes to court and since the evidence is present, it is not a complicated case and should be resolved in a short period of time and he should be able to report on it at the next Council meeting. W. Roberts City Attorney Flitner reported that he is proceeding on the litigation with regard to property on the west side. He sees no major problem with this suit. SSU Presidential Councilman Eck referred to a letter from Administrative candidates Secretary Lorraine Roberts listing dates of interviews of SSU presidential candidates if the members of the cocmunity are interested in meeting them. Unscheduled Public Mayor Spiro asked if anyone in the audience wished to make an Appearances appearance at this time. Jim Clark Jim Clark, 81 Walnut Circle, thanked the Council for allowing him to speak again. Mr. Clark said he is like a bad penny that keeps coming back and would just like, to have it on record that the proposed ordinance regarding mobile home park relocations (Pacifica ordinance) will be on the agenda in the first Council meeting in June. The Council concurred. Dawna Gallagher Dawna Gallagher, 7342 Rasmussen, was recognized and referred to spending $5,000 for EDC that it would not help Rohnert Park and reported that the Chamber of Commerce just formed a very effective economic development group to focus on retention of businesses in the conm unity. She stated that the 3 major reasons why businesses are leaving are lack of effective transportation, education, and affordable housing - down lour in the list are heavy regulations and taxes. She also stated that studies have been done and there is no need to study it to death because answers are available and the Council should put its time and attention to planning in blocking harmft) `. regulations.
