1992/06/10 City Council MinutesRohnert Park City Council Minutes June 10, 1992 The Council of the City of Rohnert Park met this date in adjourned regular session in the City Offices, 6750 Commerce Blvd., Rohnert Park, CA with Mayor Spiro presiding. Call to Order The adjourned regular session was called to order at approximately 4:00 p.m. by Mayor Spiro. Roll Call Present: (5) Councilmembers Eck, Hollingsworth, Hopkins, Reilly and Spiro Staff present for all or part of the meeting: City Manager Netter, Assistant to the City Manager Leivo, and Finance Director Harrow. 1992 -93 Budget The Council continued the work session on the proposed budget for 1992 -93 as presented by City Manager Netter. The Council started its discussion with the review of proposed fee increases. There was a general discussion on the transient occupancy tax increase of 1 %, the real property transfer tax proposed increase of 90 cents from $1.10 per thousand valuation to $2.00 per thousand valuation; and finally, an increase of 5% in development fees to keep in line with increasing these fees annually based on the consumer price index. The City Council agreed to schedule a public hearing on all the proposed fee increases to be held at its meeting of June 23, 1992. The City Council wanted to make sure that all the local real estate brokers would receive a copy of the hearing notice regarding the real property transfer tax, that all of the local motels and hotels received a copy of the hearing notice on the transient occupancy tax, and that all developers received copies of the public hearing notice on the increase in development fees. There was general discussion on increasing the annexation fee, but the Council agreed to wait until the General Plan update is completed and the Council receives input from the attorneys. The next item for discussion was the Landscaping and Lighting Act of 1972 regarding the street lighting and landscaping assessment district. The City Council agreed this item should be pursued and discussed in more detail at the next budget work session. The next item discussed was the compensation for Councilmembers per Govt. Code Section 36516 which allows for a 5% increase annually in Councilmembers compensation. A motion was made by Councilman Hollingsworth, seconded by 1 Rohnert Park City Council Minutes June 10, 1992 Councilman Eck, to not implement the 5% increase. The motion passed 4 to 1, with Councilman Hopkins voting against the motion. Councilman Reilly arrived at this point in the meeting, the time being approximately 5:02 p.m. The City Council continued discussion on the request for funds by local groups. The first item for discussion was the Sonma County Visitors and Convention Bureau's request for $125,480. The Council, at its last meeting, did not allocate funding for the Sonoma County Visitors and Convention Bureau. Councilman Eck again voiced his opinion in regards to a long term funding solution for the Sonma County Visitors and Convention Bureau. There was continued discussion on promoting funds locally for promotion of the city through the wine & Visitors Center. A motion was made by Vice Mayor Hollingsworth, seconded by Councilman Eck, to provide no funding to the Visitors and Convention Bureau. This vote passed on a 3 to 2 vote, with Councilman Hopkins and Mayor Spiro voting no. Parks & Recreation Commission priorities - This items was deferred. General Plan The Council had some general discussion on the timing for a Phase II possible Phase II on the General Plan Update. Time was running short, so the Council decided to also defer this item and discuss it at its next budget work sessions.
