1992/06/17 City Council MinutesRohnert Park City Council Minutes June 17, 1992 The Council of the City of Rohnert Park met this date in adjourned regular session at the City Offices, 6750 Commerce Blvd. Rohnert Park, CA with Mayor Spiro presiding. Call to Order The adjourned regular session was called to order at approximately 4:00 p.m. by Mayor Spiro. Roll Call Present: (4) Councilmembers Eck, Hollingsworth, Reilly, and Mayor Spiro Absent: (1) Councilmember Hopkins Staff present for all orpart of the meeting: City Manager Netter, Assistant to the City Manager Leivo, and Finance Director Harrow. 1992 -93 Budget The Council continued discussion on the proposed City Budget for 1992 -93 as presented by City Manager Netter. City Manager Netter distributed a sheet listing the number of new jobs created by the new stores on the west side. It showed that approximately 886 new jobs were created in Rohnert Park with approximately 369 of those jobs being filled by Rohnert Park residents. This indicates an astonishing 42% of those positions are being held by city residents. A copy of the summary is attached to the original set of these minutes. The City Council unanimously passed $1,000 for the City's picnic to be held in September of 1992. City Manager Netter distributed the State fiscal crisis and the impacts Park. The Council agreed to meet with the remaining agncies, which included the Rohnert Park Volunteer Center, Family Services Agency, California Parenting Institute, and the Country Family Festival. The work session is to be 1 Rohnert Park City Council Minutes June 17, 1992 scheduled at 5:00 p.m. just prior to the July 14, 1992 City Council meeting. Also, it was agreed that Guanella Bros. would be reduced to $7,500 with the stipulation that Guanella Bros. can keep the revenues generated by concessions. The Council continued its discussion on the Lighting and Landscaping Act of 1972 and the Community Services District (taxing authority). The City Council was very interested in pursuing this matter and suggested a Council work session to formulate a presentation at an upcoming City Council meeting to set the stage to inform the residents of this partial tax approach. This item would be noticed a a public hearing at a future Council meeting for input from Rohnert Park citizens. The Council indicated this was a very important matter and should be handled professionally with even the possibility of creating a video tape like that created by the City of Davis when it discussed its Landscaping and Lighting District parcel tax. The City Manager distributed the updated five year general fund revenues /expenditures expense projections. The City Council had a general discussion regarding this matter. The reports showed that the 93 -94 budget deficit- would be approximately $1.4 million, for 94 -95 would increase to $2.7 million, for 95 -96 would increase to $4.1 million, and finally, for 96 -97 would increase to $5.7 million. This projection included conservative revenue estimates and included a CPI formula increase in its expense categories, but did not include any new hires. The report clearly showed that the expense growth in the near future will exceed the revenue growth. It was the consensus of the City Council that this matter should be set for a future work session specifically to discuss the five year projection and what solutions can be formulated in order to address these problems. City Manager Netter indicated to the Council that the City has cut expenditures and programs to the bare minimum and the Council will have to consider some tough decisions in the next few years which may include tax increases such as the Lighting and Landscaping District, increased property transfer tax, or other forms of revenue production. In addition, the Council may have to consider reducing and /or eliminating certain services or at least reduce the level of service over what is currently being provided. City Manager Netter referenced the budget on the number of employees per capita, sales tax revenues generated per capita, and property tax revenues generated per capita. It is well known that the City of Rohnert Park has the fewest number of employees per capita and is much more efficient compared to other local agencies that it compares itself to. F Rohnert Park City Council Minutes June 17, 1992 There was some discussion on the possibility of putting new tax items on the November ballot for the people to decide. City Manager Netter indicated that if the Council desired this, the information would have to be submitted by August 7, 1992 in order to meet the deadline for the November ballot. The City Council directed staff to formulate a flyer to be distributed in the upcoming utility bills to be mailed on July 1st with information regarding the State fiscal crisis and the impacts on the City of Rohnert Park. The flyer would specifically request letters to be sent to local legislators opposing the State's reduction of city revenues. Parks & Recreation City Manager Netter distributed the capital projects priority Commission listing as formulated by the Parks and Recreation Commission. priorities on The Council decided to hold this matter over to be discussed capital projects at mid -year, possibly February or March of 1993. City Manager Netter indicated this was not a high priority, as the budget is so bare -bones that all capital projects are being deferred at this time. General Plan The Council continued discussion on the General Plan Update Update and the timng of Phase II. It was the general consensus of the Council that Phase I must be completed first before the Council considers Phase II, which includes how large Phase II will be and when Phase II will be started. Councilman Eck indicated he would desire the entire area to be a planned area and not respond to individual developers. He indicated he would like to see a full master plan of the easterly area. Discussion continued wherein Mayor Spiro indicated she voted Phase I on the premise that there would be a Phase II. Councilman Hollingsworth indicated that the cost of Phase II would have to be borne by the developers and to date he knows of no developer willing to pay for said costs. Councilman Hollingsworth suggested that Phase II and the timing of same be submitted to the General Plan Committee for its discussion and recommendation to the Council. This would include what the committee thinks Phase II should be and when Phase II should commence.
