1988/09/27 City Council MinutesROHNERT PARK CITY COUNCIL MINUTES September 27, 1988 The Council of the City of Rohnert Park met this date in regular session commencing at 7 :00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins presiding. Closed session The City Council met in closed session to consider personnel matters pursuant to Government Code Section 54957, real estate negotiations pursuant to Government Code Section 54956.8, and litigation according to Government Code Section 54956.9. Councilmembers Cochran, Lepinski and Mayor Hopkins were present. City Manager Callinan, City Attorney Flitner and Director of Administrative Services Netter were also present in the closed session. After the closed session, the Council reconvened in open session. Open session Mayor Hopkins called the regular session to order at approximately Adjournment to Com- 7 :32 p.m. and adjourned the meeting to a meeting of the Community munity Development Development Agency of the City of Rohnert Park. Agency meeting Reconvene Mayor Hopkins reconvened the City Council meeting at approximately 7 :54 p.m. and reported that the Council met in closed session to discuss matters pursuant to Government Codes listed on the agenda. Roll Call Present: (3) Councilmen Cochran, Lepinski and Mayor Hopkins Absent: (2) Councilmen Eck and Hollingsworth Staff present for all or part of the meeting: City Manager Callinan, City Attorney Flitner, Director of Public Works /City Engineer Brust, and Director of Administrative Services Netter. Approval of Minutes Upon motion of Councilman Cochran, seconded by Councilman Lepinski, and unanimously approved, the minutes of September 13, 1988 were approved as submitted. Approval of Bills Upon motion of Councilman Cochran, seconded by Councilman Lepinski, and unanimously approved, the bills presented per the attached list in the amount of $1,975,041.94 were approved. Non - agendaed items Councilmen Cochran stated he wished to discuss the traffic speed violations on Country Club Drive. City Manager Callinan stated he had two reports to cover under City Manager's report, one of which was a telephone call from Councilman Hollingsworth around 5:30 p.m. that he will be late for the meeting if he can make it at all. Unscheduled Public Mayor Hopkins informed that anyone in the audience who wished to Appearance comment on any item may do so at this time. Rohnert Park City Council Minutes -2- September 27, 1988 Patrick O'Connell was recognized and stated that he was tl Entertainemnt Chairman for the Founders Day and what he has to say does not necessarily represent the viewpoint of the Founders Day committee. Mr. O'Connell thanked the City Council for providing seed money to the Committee and stated that the role of the Council should be ascertained in order that the tradition of Founders Day is not jeopardized and is carried out every year. Mr. O'Connell suggested that the Founders Day committee have a representative of the Council not to necessarily get involved with the day to day planning but to oversee the committee in regard to the parade, entertainment, booths, etc. to make the transition smoother. Mayor Hopkins requested Mr. Connell to let the Council know the result and findings of the Founders Day committee after its meeting which was expected to be held sometime this week. C O N S E N T C A L E N D A R City Manager Callinan referred to his Council Meeting Memo dated September 6, 1988 for explanation of the matters on the consent calendar and advised that the City Council had been provided with pertinent materials regarding same. Acknowledging the City Manager /Clerk's report on the posting of the meeting's agenda Resolution Not 88 -198 A RESOLUTION DESIGNATING, AUTHORIZING AND APPROVING INSTALLATION OF STOP SIGNS (On East Cotati Avenue at Camino Colegio) Resolution No. 88 -199 RESOLUTION CALLING FOR SEALED PROPOSALS FOR A TRACTOR WITH FRONT LOADER FOR PUBLIC WORKS Resolution No. 88 -200 A RESOLUTION AUTHORIZING EXCHANGE OF DEEDS WITH OCEANIS (Re Storm Drain Easement As Part of Spreckels Place Subdivision, Unit No. 2) Resolution No. 88 -201 A RESOLUTION AWARDING CONTRACT (Typewriter Maintenance of Various City Typewriters) Councilman Cochran made the motion to approve the resolutions on the consent calendar. Councilman Lepinski, referring to Resolution No. 88 -199, suggested that staff look into the cost of a 4 -wheel drive tractor which can do three times the amount of Rohnert Park City Council Minutes -3- September 27, 1988 work and will be a better investment, then seconded Councilman Cochran's motion which was approved unanimously and the report on the posting of the meeting's agenda was acknowledged and Resolutions Nos. 88 -198 through 88 -201 were adopted. Resolution No. 88 -202 A RESOLUTION OF THE CITY OF ROHNERT PARK APPROVING AN AGREEMENT BY AND BETWEEN THE CITY OF ROHNERT PARK AND THE COTATI- ROHNERT PARK UNIFIED SCHOOL DISTRICT (Re Crane School Playfields and Colegio Vista Park Parking Lot) City Manager Callinan referred to his Council Meeting Memo dated September 21, 1988 and explained the resolution. Discussion followed. Upon motion of Councilman Lepinski, seconded by Councilman Cochran, and unanimously approved, Resolution No. 88 -202 was adopted. Resolution No. 88 -203 A RESOLUTION OF AWARD OF CONTRACT, COLEGIO VISTA PARKING LOT /CRANE SCHOOL PLAYFIELD, PROJECT NO. 1988 -14 City Manager Callinan referred to his Council Meeting Memo dated September 21, 1988 and explained the resolution. Discussion followed. Upon motion of Councilman Lepinski, seconded by Councilman Cochran, and unanimously approved, Resolution No. 88 -203 was adopted. Resolution No. 88 -204 A RESOLUTION ORDERING THE INSTALLATION OF STREET IMPROVEMENTS IN FRONT OF CERTAIN PROPERTIES City Manager Callinan referred to his Council Meeting Memo dated September 21, 1988 and explained the resolution. Discussion followed. Upon motion of Councilman Lepinski, seconded by Councilman Cochran, and unanimously approved, Resolution No. 88 -204 was adopted. Rohnert Park Video The "Rohnert Park" video tape prepared by Channel 50 in Tape cooperation with the Rohnert Park Chamber of Commerce and which was financed by Bill Buchanan, Hugh Codding, Art Condiotti, Jim Redding, Jimmie Rodgers, and Mike Rosen, who each gave $1,000 to finance the tape production, was viewed. City Manager Callinan indicated that 100 copies were made of the tape and will be available for purchase at the Chamber. Rohnert Park City Council Minutes -4- Sepetember 27, 1988 Traffic Signals City Engineer Brust was recognized and referred to the traff it. signal at the intersection of Snyder Lane and Southwest Boulevard and stated that the signal arms were originally set up for future development of the area and space for addiitonal heads were put and at this time while he agrees that the arm does need something, he is not proposing additional changes to be made to the signals because of the subdivisions that are in progress in the area that the signals will be relocated and rearranged when Snyder Lane is widened. Councilman Cochran indicated that the safety problem is with the left turn signal because of the left turn lane. City Engineer Brust stated that the left turn phase was eliminated to improve movement of pedestrians particularly in the mornings and evenings and that the high school students who were crossing at all phases tended to obey the traffic signals when the, left turn phase was taken off and added to the pedestrian time. Councilman Cochran suggested having signs posted such as "No Individual Left Turn ". City Engineer Brust indicated posting such signs could resolve the safety problem. Councilman Lepinski indicated that the signals on State Farm Drive and Rohnert Park Expressway were being fixed. City Engineer Bru, stated the signals were probably being cleaned since the City h<-. a contractor that maintains the signals monthly and also does inhouse servicing by the Public Works Department. Charlie (Brown) Artman was recognized and indicated that there is a potentially dangerous situation for bicycle riders when they have to cross the Rohnert Park Expressway. As he has experienced, if you are the only person waiting for the light, the signal has been set to such a short period of time that for some small child who cannot speed quickly the light is already red by the time that you are into the other lane or traffic on the other side o° the street. City Engineer Brust indicated that the traffic signals do not sense bicycles or even small motorcycles and the only way for the bicyclist to have enough time to cross the street is to push the pedestrian crossing button. Petaluma Hill Road City Manager Callinan referred to his Council Meeting Memo dated Traffic Signals September 2i, 1988 and stated that discussions are going on with County and Hewlett Packard Company representatives to install traffic signals on Petaluma Hill Road at the intersections at the Rohnert Park Expressway, East Cotati Avenue and Valley House Drive at an approximate aggregate cost of $150,000. Mr. Callinan also stated that Hewlett Packard has indicated its willingness to put up $70,000 and the County officials are recommending that t' Rohnert Park City Council Minutes -5- September 27, 1988 County put in $50,000 if Rohnert Park will put up $30,000 from the City's Traffic Signals Fund and recommended Council acceptance of the proposal. Discussion followed. Councilman Cochran made a motion to approve a $30,000 contribution by the City of Rohnert Park for installation of the three traffic signals. Discussion followed regarding the need for installing traffic signals at the Snyder Lane and Petaluma Hill Road intersection. Councilman Lepinski seconded Councilman Cochran's motion which was unanimously approved. Projects status City Manager Callinan updated the Council on the projects listed report on the agenda. The Council took no action on the project reports. Lawsuit /State City Manager Callinan referred to his Council Meeting Memo dated Compensation September 21, 1988 and reported that it appears Rohnert Park will Fund receive approximately $87,000 as a result of the proposed settlement in a class action suit (City of Whittier vs. State Compensation Insurance Fund) relative to the State Compensation Insurance Fund's responsibility for reimbursing the City for compensation that must be paid to Public Safety employees who receive full pay while off work as a result of on- the -job injuries. Communications Communications per the attached outline were brought to the attention of the City Council. No action was taken unless specifically noted in these minutes. City Manager's report: City Manager Callinan reported that Planning Director Skanchy and Barrels at Adrian/ Senior Building Inspector Logue are following up on getting the Southwest Blvd. barrels on Southwest Blvd. and Adrian Drive removed. Post Office space City Manager Callinan reported that he had confirmed with Codding vehicles Enterprises that the Post Office is leasing the area of the parking spaces for which the Post Office has installed restricted parking signs in the Raley's Towne Centre. Sidewalk planter City Manager Callinan reported that a lot of narrow planter strips strips in B section in Neighborhood B, especially in the Blair Avenue and Bonnie Avenue area are not being maintained and wanted Council concurrence that they be removed. The Council concurred. Meeting with School City Manager Callinan reported that he received a telephone call Board from School Superintendent John Haro that the School Board wished to meet with the Council on either January 23, 1989 or February 6, 1989 or both. The Council opted for January 23rd. Rohnert Park City Council Minutes -6- September 27, 1988 Rent Control City Manager Callinan reported that he received two telephone initiative calls from residents of the mobile home parks stating that a telephone campaign has indicated that if the initiative passes or fails, he is not sure which, there will be a raise in taxes to cover salary increases for police and fire services and he wished to tell the world that the rent control initiative has nothing to do with taxes or salaries paid for public and fire services and that the City is still covered by Proposition 13 which prohibits any property tax increase without an election. Petaluma Community City Manager Callinan reported that Petaluma is having an opening Center of their Community Center on October 15 and that the Council - members have been invited to participate. RP Chamber of City Manager Callinan reported that the Rohnert Park Chamber of Commerce tribute Commerce is sponsoring a tribute to Supervisor Helen Rudee on November 5th and asked the Council to let his secretary know as soon as possible so reservations can be made to both events. City Attorney's City Attorney Flitner referred to his memo opinion which he distri- report: General buted to the Council and stated that the City should look at its General Plan and the need to update it. Councilman Lepinski requested that this matter be agendized for the next Council meeting. Mobile home parks City Attorney Flitner reported that he has prepared a memo lawsuit requesting the court to advance the case concerning the City's mobile home rent control law on the court calendar. He said he will have the Mayor and Rent Appeals Board Chairman Smith sign the memos in support of the motion. Political City Attorney Flitner reported that he received a call about advertising political advertising in the Valley Village Mobile Home Park and stated since it involves first amendment rights and the right to post material, that he telephoned the attorney for the mobile home park in the hopes that this matter can be resolved without getting the matter blown out of proportion. Matters from Councilman Cochran reported that he and Councilman Hollingsworth Councilmen: have not been able to meet with PAL representatives but they PAL Building site intend to do so shortly. Stop signs Councilman Cochran reported that he received a letter from a resident of H section regarding the children's difficulty in crossing Golf Course Drive to go to Hahn school and suggested that staff look into the matter and give a report at the next Council meeting. The Council concurred. Rohnert Park City Council Minutes -7- September 27, 1988 Traffic speed Councilman Cochran reported that he has observed cars speeding on violations Country Club Drive between Eleanor Avenue and Golf Course Drive and the cars are going 50 mph and the area is like a freeway. City Manager Callinan stated he will request Police Chief Dennett to increase the radar traffic patrol in the area. Unscheduled Public Charlie (Brown) Artman, Sonoma Grove, was recognized and stated he Appearance is a candidate for the City Council and how impressed he was with the citizens of Rohnert Park who should be congratulated in putting the whole affair of Founders Day together by themselves and what they accomplished is community in operation, neigborhood and family, which gives meaning to the sign to the entrance of Rohnert Park --- "The Friendly City ".
