October 25, 1988
The Council of the City of Rohnert Park met this date in regular
session commencing at 7 :00 p.m. in the City Offices, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Hopkins presiding.
Open Session Mayor Hopkins called the regular session to order at approximately
7 :00 p.m. and led the pledge of allegiance.
Roll Call Present: (4) Councilmen Cochran, Eck, Hollingsworth, Lepinski,
and Mayor Hopkins.
Absent: (1) City Manager Callinan.
Staff present for all or part of the meeting: Assistant to the
City Manager Netter, City Attorney Flitner, City Manager Protemp�e
Brust.
Approval of Minutes Upon motion of Councilman Cochran, seconded by Councilman Lepinski,
and unanimously approved, with Councilman Hollingsworth abstaining,
the minutes of the October 11, 1988 meeting were approved as
submitted.
Approval of Bills Upon motion of Councilman Eck, seconded by Councilman Cochran, and
unanimously approved, the bills presented per the attached list
in the amount of $2,131,269.66 were approved.
Unscheduled Public Mayor Hopkins stated that in compliance with State Law (The Brown
Appearances Act), anyone in the audience who wished to make a comment may do
so at this time.
Mr. Jim Clark, 80 Walnut Circle, Rohnert Park expressed his feelings
in regards to Proposition H. stating that he was astounded by a
brochure that was mailed to many residents of Rohnert Park.
Mr. Clark presented Council with a copy of his letter and the
brochure, a list of questions and answers provided by concerned
citizens of Prop H.
Discussion followed, during which staff was directed to provide.
the information submitted by Mr. Clark to the press for
publication.
Mayor Hopkins stated that some people think that a vote for Prop. H
will help them, when in fact, some of the statements in this
brochure were taken out of context, and it misrepresents itself.
Council concurred.
Mr. John Murnin, Rancho Grande Mobile Home Park, stated that he had
spoken with HUD representatives and he feels that this is all a
fraud. He reiterated on what Mr. Clark had stated.
Mrs. Case, Rancho Grande Mobile Home Park, reiterated on what had'
previously been stated and questioned where the money is coming
from for Prop. H?

Staff was directed to provide written answers to all of the
questions raised and to include them in the package to be
submitted to the press for publication.
CONSENT CALENDAR
City Manager Protempore Brust referred to Council Meeting Memo
dated October 19, 1988 for explanation of the matters on the
consent calendar and advised that the City Council had been
provided with pertinent materials regarding same.
Acknowledging the City Manager /Clerk's report on the posting of
the agenda.

Upon motion of Councilman Lepinski, seconded by Councilman
Cochran, and unanimously approved, the City Manager /Clerk's report
on the posting of meeting's agenda was acknowledged, and
Resolutions Nos. 88 -212 through 88 -216 were adopted.
Resolution No. RESOLUTION OF THE COUNCIL OF THE CITY OF THE CITY OF ROHNERT PARK
88 -217 OF AWARD OF CONTRACT, BURTON AVENUE RECREATION CENTER IMPROVEMENTS,
PROJECT. No. 1987 -21.
City Manager Protempore Brust explained the resolution.
Discussion followed.
Upon motion by Councilman Hollingsworth, seconded by Councilman
Lepinski, and unanimously approved, Resolution No. 88 -217 was
adopted.

Resolution No. RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK AWARDING
88 -218 AWARDING CONTRACT (Tractor with Front Loader).
City Manager Protempore Brust explained the resolution.
Discussion followed, during which a four -wheel drive versus a two-
wheel drive tractor was questioned. City Manager Protempore Brust
explained why a two -wheel drive is being recommended.
Upon motion by Councilman Hollingsworth, seconded by Councilman
Cochran, and unanimously approved, Resolution No. 88 -218 was
adopted.
Water & Sewer City Manager Protempore Brust described the system and explained
Telemetry that he would like to further discuss the bids with City Manager
Callinan and defer the matter to the next meeting. Council
concurred. In addition, Council wanted to be refreshed on the
cost /benefit analysis of the telemetry system at the next meeting.
Ordinance For ORDINANCE OF THE COUNCIL OF THE CITY OF ROHNERT PARK ACCEPTING THE
Introduction THE PENAL CODE REQUIREMENTS RELATING TO THE SELECTION AND TRAINING
No. 508 STANDARDS OF PUBLIC SAFETY DISPATCHERS.
City Manager Protempore Brust and Assistant City Manager Netter
briefly described that there are training standards offered by
POST, involving certain courses, non - mandatory and refundable to
the City for Public Safety Dispatchers.
Discussion followed.
Upon motion by Councilman Cochran, seconded by Councilman
Hollingsworth, and unanimously approved, reading of Ordinance No.
508 was waived and said ordinance was introduced.
Scheduled Public Mayor Hopkins introduced Founders Day Committee Chairperson Ms.Sandy
Appearance: Hamilton, PO Box 794, Cotati, and Co- Chairperson Lewis Kuehm, 1019
Founder's Day Golf Course Drive.
Committee
Ms.Sandy Hamilton presented the Council with a statement of services
outlining the fundraisers for the event, which included some costs
incurred, and a request for more assistance from the City of
Rohnert Park.
Discussion followed, including what kind of insurance coverage and
liability would be appropriate.
The Council agreed that there should be a permanent framework set
and that depending upon liability to the City the Council
may want to acknowledge the Founder's Day Committee as o . 4W4al
an official group.
Mayor Hopkins referred to a letter from Eagle Scout, Jason Seymour,
and noted that he was in tonight's audience.
Eagle Scout, Jason Seymour, 831 Beverly Drive, was recognized and
requested assistance to enable him to attend a national scouting
event in Washington D.C. and Virginia in the summer of 1989. He
stated that he comes from a single parent mule and thus needs
some finanancial assistance.
Discussion followed during which Councilman Eck stated that the
Council would like to help, however, we need to know if and how
many other scouts from the City of Rohnert Park will be attending,
and may be requesting some assistance also. Councilman
Hollingsworth stated that Scouts representative Mr. Powell could
provide the information.
Upon motion by Councilman Hollingsworth, seconded by Councilman
Cochran, Eagle Scout, Jason Seymour's December payment of $200 to
attend the scouting event was unanimously approved.

Ms. Hamilton stated that she will be traveling to Redding to
submit a formal bid at the Horseman's Assn. Convention, and
requested some assistance. She estimated that $150 would cover
expenses. The Council agreed to pay expenses estimated at $150
for the trip.
Upon motion of Councilman Hollingsworth, seconded by Councilman
Cochran, a vote of Confidence in support of Founder's Day was
made.
Upon motion of Councilman Hollingsworth, seconded by Councilman
Lepinski, and unanimously approved, payment of expenses for Ms.
Sandy Hamilton's trip to Redding was approved.
Public Safety
City Manager Protempore Brust discussed the possibility of
Headquarters
purchasing some property on Enterprise Drive. Mayor Hopkins and
Building
Councilman Lepinski requested that we further look into the Junior
High School Site, or other alternatives. In addition, the Council
would like to see a report on the various options available with
concrete reasons for the selection of the site. Consideration
should not solely be price but should include location in serving
the community. Staff was directed to report back at
the November 22 meeting.
Communications:
Communications per the attached outline were brought to th

attention of the City Council. No action was taken on any

Council indicated that additional funds may be provided after
receiving the requested information on the number of Scouts who
who may be requesting funds also.
Matters from Upon motion of Councilman Cochran, seconded by Councilman
Councilmen: Hollingsworth and unanimously approved, the meeting of November
Nov. 8 meeting 8 shall be adjourned to 5:30 p.m. due to the fact that that
is election day.
B Park and Councilman Cochran suggested that more police enforcement should
Golf Course Fence be reinstated around the B Park area and that fencing around the
l®th tee and(llth green of the Mountain Shadows North Golf Course
1W� should be considered. Council requested that these matters be
placed on the November 22 agenda.
Barrels on Councilman Hollingsworth stated that he does not understand why
Southwest Blvd. the metal contaminent barrels on the Southwest corner of Southwest
Blvd. and Adrian Drive have not been removed.
Discussion followed.
Upon motion of Councilman Hollingsworth, seconded by Councilman
Lepinski, and unanimously approved, the Council directed City
Attorney Flitner to arrange a time frame and document directing
removal of the barrels.
San Carlos Councilman Eck stated that there are some drainage problems with
Drainage homes that were built in the S Section on San Carlos Court. In
addition, Councilman Eck commented on a street light being damaged
and in need of repair in the same area. Mayor Hopkins requested
that Councilman Eck get a list of the problems that these
residents are having and refer to City Engineer Brust. City
Manager Protempore Brust said he would have the street light
repaired.
Candidates Charlie Artman proposed that he be able to hold a forum, known as
Night "Candidates Night ", here in the City Council Chambers.
Upon motion by Councilman Hollingsworth, seconded by Councilman
Cochran, with Mayor Hopkins abstaining, use of the City Council
Chambers for a Candidates Night was unanimously approved.
Unscheduled Lewis Kuehm, 1019 Golf Course Drive, wished to discuss a
Public feasiblity study on the softball complex, and the matter of the
Appearances batting cages, saying he believes the batting cages would be in
competition with Scandia Fun Center, and thus interfereing with
encouraging local business. Council explained that there are
different size batting cages for different practice, and that they
have approved going ahead with the design,'not with construction.
Council also concurred to research the matter.

Honorable Mayor,
City Council, Ladies and Gentlemen:
<f I was astounded b�r this brochure, Special report on measure
H, which was mailed to all of us in Rohnert Park. Some, if not
all the statements made, are taken out of context and are untrue.
To me, a half truth is worse than an outright lie. I would like
to present a few of the statements that I feel should be refuted.
1. How many residents can qualify for assistance? Particu-
larly when they own their Mobile Home, or even have an equity
in a mortgage. Somebody is stating half truths.
2. The Rohnert Park Cotati Clarion was not printed on July 2nd
as stated in this brochure. Also, as stated here, "rent control
is
must spend hundreds of thousands of dollars a year in administra-
tion costs. Xay I remind you the Rent Control Board has assessed
each.tenant in the 5 mobile home parks a charge of $42.00 per
year per unit which should take care of these charges. No cost
is passed on to the general public.
3. Where does the money come from to FIGHT the existing or-
dinance now in places_ ? According to "Recipients
Committee campaign statement" the money comes from the Park
Owners and certain Real Estate Interests OUTSIDE of Rohnert Park.
Should measure H pass (G -d forbid) where will the money come
from to implement this change? Why are the proponents of this
measure trying to confuse the issur?
4. Our ordinance is in place and working. Why not give it a
chance to work?
