January 24, 1989 - 5:00 p.m.
The Council of the City of Rohnert Park met this date in adjourned
regular session in the City Offices, 6750 Commerce Blvd., Rohnert
Park, CA with Mayor Cochran presiding.
Call to Order Mayor Cochran called the meeting to order at 5:00 p.m.
Roll Call Present: (4) Councilmen Hollingsworth, Hopkins, Spiro
and Cochran
Late: (1) Councilman Eck (His time of arrival is
specifically noted in the minutes)
Absent: (0) None
Others present: Mayor Cochran had each of the other individuals
present at the meeting introduce themselves. Included were
the City's architects for the proposed Swim Center, the city
consultant, members of the ad hoc committee, and press
correspondents. An attendance sheet is attached to the original
set of these minutes.
Proposed Swim Center The City's consultant, Ed Rudloff, updated the Council on the work
of the Swim Center Ad Hoc Committee, the philosophy with which it
approached its assignment, and reported on visits to other
facilities. He indicated that the ad hoc committee recommends
acceptance by the Council of the schematic design and program
characteristics as submitted by the architect and that the Council
direct the architects and the committee to proceed with the design
development stage.
Architect Eric Glass of Roland /Miller /Associates explained the
goals of the committee to design an indoor swimming pool and
discussed the options that were presented; that is, one pool
versus two pools versus three pools. He reported on the intense
discussions the committee had concerning the platform for diving;
first having it in, then out, then finally leaving it.in; and he
.explained the drawings of the proposed Swim Center, copies of which
are attached to the original set of these minutes.
John Miller of Roland /Miller /Associates explained the architecture
of the proposed Swim Center building, the system of trusses to be
used, and with the means of a cardboard model and sketches showed
how the complex would sit on the Community Center site.
Ed Rudloff commented on the different pool configurations that
were discussed.
Councilman Eck arrives Councilman Eck arrived at this point during the meeting, the time
being approximately 5:40 p.m.
A discussion was held concerning the traffic and need for
additional parking at the Community Center site. Traffic

Consultant Walter Labbs commented on the contents of his report
entitled "Parking Analysis, Rohnert Park Community Center Complex"
dated January 1989. Discussion was held concerning the need for
more parking, especially during large events taking place at the
different facilities at the Community Center site.
Discussion was held concerning an alternate site for the proposed
Swim Center, that being at the north end of the Rancho Cotate
High School site north of the existing parking lot. Ed Rudloff
listed the reasons why he felt locating the facility on the high
school site made sense.
Councilman Eck initiated a discussion concerning whether or not
the community needs such a large facility as that proposed by the
committee and architects. He suggested that perhaps the City
ought to think about scaling it back.
Committee Member Nicki Hamilton said the pool should be built in
its grandeur. Committee Member Terribilini and others said the
project should not be scaled down because that would only result
in a reduction in activities, many of which could go on at one
time.
Jim Plaisted indicated that wind is a critical concern for diving
as is the air temperature, hence the preference is to keep the
diving facility and platforms inside rather than having them
developed outdoors.
Councilman Hollingsworth commented on the fact that the reality of
funding should be considered and whether or not the project is
economically feasible.
Councilman Spiro indicated that from a business sense the project
should be built as proposed and that if all goes well it will
pay for itself.
Councilman Eck questioned the economics of the design. He
wondered whether it is cost effective.
Upon motion by Councilman Hollingsworth, seconded by Councilman
Hopkins, and unanimously approved, it was agreed that the City
should get an economic feasibility report prepared before
proceeding to the next stage of the project development.
Councilman Eck made a friendly amendment to the motion, which was
accepted by the other Council Members, that the study include some
comparisons of building an indoor facility versus an outside
facility.
The Council requested City Manager Callinan to report back at the
next meeting as to the time when the economic study will be done.
The Council indicated it would like to see the study done by the
second meeting in February or the first meeting in March.
