Rohnert Park City Council Minutes
September 24, , 1991
The Council of the City of Rohnert Park meet this date in
regular session commencing at 6:00 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Mayor
Eck presiding.
Mayor Eck called the regular session to order at approximately
6:00 p.m. and led the pledge of allegiance.
Present: (4) Councilmembers Hopkins, Reilly, Spiro,
and Mayor Eck
Absent: (1) Councilmmber Hollingsworth
(out of town on business)
Staff present for all or part of the meeting: City Manager
Pro-Ten-pore Brust, City Attorney Flitner, Assistant to the
City Manager Leivo, Director of Public Safety Dennett and
Recreation Director Pekkain.
Approval of Minutes Upon motion by Counc i lmember Hopkins, seconded by
Councilmember Reilly, the minutes of September 10, 1991
were unanimously approved as submitted.
Approval of Bills Upon motion by Councilmember Hopkins, seconded by
Councilmember Reilly, and unanimously approved, the bills
presented per the attached list in the amount of
$825,027.98 were approved.
Non - agendaed Mayor Eck queried if any Councilmember had any non- agendaed
Matters items to add to the agenda.
Councilman Hopkins said he had two miscellaneous items to add
regarding why juveniles names are not mentioned in newspaper
police reports and who is responsible for jail releasing
policies of both adults and juveniles that could be responded
to following Chief Dennett's report scheduled on tonight's
agenda or under Matters from Council.
Mayor Eck said he had two miscellaneous items to add under
Matters from Council with one of the items being in regard to
the delay in plans for Santa Rosa's sewage treatment facility.
Councilman Reilly said he had one item to add under
Comnmications regarding a letter from the City of Santa
Clarita.

Unscheduled Public Mayor Eck stated that in compliance with State Law (The Brown
Appearances Act), anyone in the audience who wished to make a comment may
do so at this time. In most cases under legislation of the
new Brown Act, the Council cannot handle an item without
agendizing. To ensure accurate recording, "Speaker Cards" are
provided at the entrance of the Chamber and unscheduled public
appearances are requested to fill out the cards and present to
recording clerk after speaking.
Mike Anderson Mike Anderson, President of Sonoma County Community Recycling
Center, 3899 Santa Rosa Avenue, Santa Rosa, said he has been a
15 year member of the County's Waste Management Task Force.
He distributed manuals to each Councilmember entitled "Solid
Waste Solutions for Sonoma County 1991" for Council's review
and possible discussion at a later date. W. Anderson said
the above- referenced task force has been working on compiling
the information contained in the manual for a number of months
which gives various options for the community regarding waste
management for the next ten to fifteen years. He said
recycling centers and the associations representing this
report feel MRF (Materials Recovery Facility) is not necessary
now or in the near future and has listed MRF as number ten of
ten options in the report.
Discussion followed during which Mr. Anderson referenced
recent September 10, 1991 Wall Street Journal article and
responded to various Council questions regarding this matter
which included reasons for opposing MRF such as impacts on
traffic, litter, noise, smell, etc. and mentioned large
amounts of money the company has made in connection with
violations and fines. He said all the concerns were reviewed
in detail in the report.
Mayor Eck said he shared a common goal with the Waste
Management Task Force but had mixed feelings on how to handle
the issue and that a lot of questions were raised by Mr.
Anderson's comments. The Mayor recommended that Mr. Anderson
or a liaison member of his task force be on the AB 939 Task
Force and attend the AB 939 formal public hearing scheduled at
7:00 p.m. on October 22, 1991.

Mayor Eck queried if anyone had any questions regarding the
matters on the Consent Calendar which were explained in the
City Manager's Council Meetinq Memo.

Resolution No.91 -195 A RESOLUTION APPROVING THE SELECTION OF THE AMERICAN LUNG

Ordinance No. 547 AN ORDINANCE OF THE CITY OF ROHNERT PARK AMENDING SECTION

(Retail Firearms Dealers)
Upon motion by Councilmember Hopkins, seconded by
Councilme -tuber Spiro, and unanimously approved, the Consent
Calendar as outlined on the meeting's agenda was approved.
Founders Day Committee -Mayor Eck presented Certificates of Appreciation to
"Certificates of representatives of the Founders Day Committee and commended
Appreciation" the Committee for the successful "Prime Time 29" celebration
held over the past weekend. Several representatives of the
Founders Day Committee expressed appreciation for Council's
support of the event and received the Certificates on behalf
of the entire Committee. Present to represent the Founders
Day Committee were Tom Lukas, City Council liaison; Jinny
Lukas, Recording Secretary; Clara Brown for the Art Show; Bob
Jonas for Special Projects; and Lewis Kuehm, Facilitator.
Comments were made referencing the two community events,
Founders Days and Crane Melon Festival, being held on
consecutive weekends and the advisability of spacing them
farther apart next year.
Resolution No.91 -198 AMENDING RESOLUTION NO. 91 -188 TO PROVIDE FOR AN OPEN BID
PROCEDURE, AND EXTENDING THE BID OPENING DATE FOR THE PUBLIC
SAFETY BUILDING SECURITY SYSTEM, PROJECT NO. 1988 -18
City Manager Pro- Tetrpore Brust explained the resolution.
Upon motion by Councilman Hopkins, seconded by Councilmember
Spiro, and unanimously approved, reading of Resolution
No. 91 -198 was waived and said resolution was adopted.
Resolution No. 91 -199 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING PROPOSAL FROM O'BRIEN, WATTER;
DAVIS, IVALISCH AND PIASTA TO PROVIDE LEGAL SERVICES FOR REVIEW
OF PASTER WATER SUPPLY AGREEMENT (As presented by letter from
North Marin Water District Dated September 11, 1991)
City Manager Pro - Tempore Brust explained the resolution as
detailed in the Council Meeting Memo.
Upon motion by Councilman Hopkins, seconded by Councilmember
Spiro, and unanimously approved, reading of Resolution
No. 91 -199 was waived and said resolution was adopted.
Rohnert Park City Council Minutes (4) September 24, 1991
Jail Booking Fees/ Director of Public Safety Dennett referenced copies provided
Cite and Release to Council of his memo dated September 19, 1991 regarding
Program Arrest and Booking Procedures and shared contents therein
explaining the posture of the Rohnert Park Department of
Public Safety since the advent of SB 2557. The passage of
SB 2557 has placed an additional financial burden on the local
jurisdiction for removing legal offenders from society even
for brief periods and is, therefore, not possible to continue
with the previous philosophy that all persons who commit
crimes of any nature, with the exception of juveniles, need to
be booked at the County Jail. With current over- crowding of
jails combined with the additional cost of jail booking fees,
it has become necessary to take another approach. Chief
Dennett referenced attachment to his above - referenced memo
regarding General Order A -2, a Sonoma County Detention Pre -
Booking form, and a copy of California Penal Code Chapter 5c
"Citations for Misdemeanors" and said that, basically, the
Department is complying with all the laws and regulations
which mandate that as many misdemeanants as possible be
released on "Notices to Appear" rather than be booked at
the County Jail which enforces all the aforementioned laws
and regulations.
Discussion followed during which Chief Dennett responded to
various Council questions confirming County jail booking
charges, even if offender is released imnediately, and that it
would be possible to request a report regarding the actual
frequency of such releases. The Chief responded to Council
inquiry that the local Department of Public Safety has no say
subject to which offenders stay in the jail or are released.
He said juvenile names may be released under County mandate
but most are doing the letter of the law by not releasing
juvenile names for news publications. Chief Dennett also
confirmed that the procedure presented to Council tonight in
the staff report is currently working for the City.
MzltiVision Cable TV matters:
1) KTSF, Channel 26
Fran Parkey, Vice President & Regional Manager, MaltiVision
programming
Cable !7, referenced copies provided to Council of her letter
dated September 13, 1991 regarding last month's deletion of
KRON -TV necessary to comply with FCC rules and carriage of
KTSF -TV, Channel 26 foreign language programming. She shared
contents therein which were also outlined in the Council
Meeting Memo and confirmed to Council inquiry that the
subscriber survey taken earlier this year was utilized in
choosing KTSF.
2) Video Equipment
Mayor Eck referred to the item under City Manager's report

Council meetings
time while Ms. Parkey was present to answer possible Council
questions.

Assistant to the City Manager Leivo referenced copies provided
to Council of letter dated September 18, 1991 from Michael Von
Trende, multiVision Cable TV and shared contents therein
indicating that the video equipment necessary to televise
Council meetings and to be purchased by MaltiVision is on
order and should be received during the week of September
23rd. Fran Parkey confirmed the information provided in
Michael Von Trende's letter stating that the estimated time
frame for installation and testing is two weeks, therefore,
the equipment should be ready for the first televising of
Council meetings sometime in October or early November.
Mr. Leivo informed Council there have been a number of
employee volunteers that want to be trained in the televising
procedures.
Ms. Parkey responded to Council inquiry that notices regarding
televising Council meetings could be printed on VultiVision's
publications as well as on the customer billings. She said
MultiVision would be glad to work out a schedule to assist in
making the comumity aware of the televised meetings whenever
Council is ready. Mayor Eck confirmed this would be done
following Council's review of its policies.
Parks and Recreation matters:
1) Resol.No.91 -200 A RESOLUTION OF THE COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING A LEASE AGREEMENT WITH THE ROHNERT PARK SWIM TEAM
FOR USE OF HONEYBEE POOL DURING WINTER MONTHS (October
through March)
Recreation Director Pekkain explained the resolution as
outlined in the Council Feting Nhmo. He referenced copies
provided to Council of the attached lease agreement and
reviewed the pool operating cost details in item No. 4 on the
last page of the agreement for additional programs run by the
City to offset the swim team's liabilities in the first two
winters of operation. Mr. Pekkain confirmed meeting with the
swim team to review the details of the agreement in total and
said they are in agreement with the terms.
Upon motion by Councilman Hopkins, seconded by Councilman
Reilly, and unanimously approved, reading of Resolution No.
91 -200 was waived and said resolution was adopted.
2) "B" Park Area Recreation Director Pekkain referenced plans on display and
Improvements said copies were provided to Council of his staff report dated
September 18, 1991 regarding the Parks and Recreation
Commission review of "B" Park area improvements at its meeting
of September 16, 1991. He shared contents therein as outlined
in the Council Meeting Memo in regard to landscaping and
parking recommendations.

Discussion followed during which City Manager Pro - Tempore
Brust reviewed the projects surrounding tonight's referenced
area between "B" Park lighted softball field and the Rohnert
Park Junior High School softball field. The previous Master
Plan of this area was discussed as compared to the new
proposed plan. Council agreed with staff recommendation of
meeting with the School District to work out a joint program
on landscaping this area and that it would be advisable to
keep the black topping and landscaping projects separate since
combining the projects might cause a delay in progress if one
or the other were not approved for various reasons.
3) Resol.No.91 -201 A RESOLUTION AMENDING RESOLUTION NO. 88 -226 APPROVING FEES
FOR THE YOUTH AND PRIVATE GROUPS USING THE ROHNERT PARK
SPORTS CENTER
Recreation Director Pekkain explained the resolution as
outlined in the Council feting Memo.
Upon motion by Councilmember Spiro, seconded by Councilman
Hopkins, and unanimously approved, reading of Resolution
No. 91 -201 was waived and said resolution was adopted.
4) Fall/Winter Pool Recreation Director Pekkain referenced copies provided to
Schedule & Fees Council of Proposed Fall/Winter Honeybee Pool Fees and shared
contents therein as outlined in the Council Feting Memo.
Discussion followed during which Mr. Pekkain responded to
Council questions confirming utilization of both regular and
solar heating systems for the pool and that there are no
problems with schedules.
Upon motion by Councilmember Spiro, seconded by Councilman
Hopkins, and unanimously approved, the Fall/Winter Honeybee
Pool Schedule and Fees were approved.
5) Prioritizing Recreation Director Pekkain shared contents of copies provided
Recreational to Council of Parks and Recreation Commission Report dated
Facilities September 10, 1991 from Commission Ad Hoc Committee regarding
Prioritizing Recreational Facilities listing the priorities in
three categories: 1) One to Five Years, 2) Five to Ten Years;
and 3) Ten to Fifteen Years (copy attached to original set of
these minutes).
Discussion followed during which Mr. Pekkain responded to
various Council questions confirming that flyers would be sent
out when a public hearing date is set regarding this matter,
that "B" Park is the Commission's #1 priority, and per Council
request tonight a youth center would be included on the list
of considerations for the public hearing. He said a youth
center was previously discussed by the Commission but did not

end up being included on tonight's list of priorities.
Mr. Pekkain explained reasons for including swimming pool
items on the list which could change after a review of aquatic
master plan. Comments were made regarding the benefit of a
lap pool at the Sports Center in connection with the
racquetball courts. In response to Council inquiry, Mr.
Pekkain explained reasons to change stadium back to a baseball
facility resulting from input from many baseball teams
regarding possibilities of having tournaments in Rohnert Park.
Scheduled Public Appearance:
Nora Cousens re. Nora Cousens, 200 Springs Hill Road, Petaluma, Chair of
*' Gender Balance Appointments to Boards and Commissions Task Force and
Commissioner on Sonoma County Commission on the Status of
Women shared contents of copies provided to Council of her
letter dated August 30, 1991 encouraging support of Gender
Balance Resolution. She complimented the City of Rohnert Park
for already complying with the Commission's recommended

Ms. Cousens responded to Council questions confirming legality
of specifying gender after a person is hired or appointed to a
position as compared to restrictions prior to being hired or
appointed. She explained reasons for encouraging gender
balance as expressed in various attachments to her above -
referenced letter. Ms. Cousens said women were invited to
attend the Commission on the Status of Women's recent workshop
on "How to Obtain Positions on City & County Boards and
Commissions" held last Saturday morning, September 21, 1991 at
the Santa Rosa Junior College with Guest Speakers Helen Rudee,
Former Supervisor /3rd District; Lynn Woolsey, Petaluma
Councilmember, Chair - National Women's Political Caucus; and
Lynn Hamilton, Sebastopol Councilmember.
Discussion followed during which Ms. Cousens responded to
Council inquiry that the resolution is not a mandate but only
a recommendation for gender balance and provides a way for
names to be mailed when openings become available. She
confirmed that receipt of news releases would be sufficient
notice and understood that many times a Councilmember may have
a person in mind for an appointment prior to an opening as
well as the fact that it is most common to simply re- appoint
the person that is already in the position.
Councilmember Spiro said she wanted to make it clear that she
is pro - female but felt the effort should be made to include
all minorities and expressed concerns regarding discrimination
with establishing a gender balance policy. She said women
should take the initiative themselves to seek out the
opportunities and not be given special advantages anymore than
is available to others.

Mayor Eck commented on the wording of the sample resolution
and said it encourages "gender balance to the greatest extent
possible" pointing out that it does not specify any group in
particular, requests lists to be maintained for public to
review showing current number of women and men with addresses
and appointment terms, and that the Sonoma County Commission
on the Status of Women be notified of vacancies to assist
recruitment efforts. He said this did not seem to be
discriminatory or even more than what is already being done
by the City except to mail news releases to the Commission.
Mayor Eck said he viewed this resolution as a way of opening
the process and making the contact point.
Councilman. Hopkins expressed concern about the pressures that
are generated by the development of such policies and
committees start getting larger because of all sorts of
different reasons which probably does not solve any problems
or serve any purpose. If a person gets appointed just because
of being a woman or any other minority, that defeats the whole
purpose of any real need. Another problem in sending the
notices for openings to the Sonoma County Commission would be
the receipt of applications from people who do not live here
and would probably have certain goals in mind other than the
specific concerns of the City. Councilman. Hopkins said there
should be some way to come up with outstanding candidates
without committing to statements contained in tonight's
sample resolution.
Discussion followed during which City Attorney Flitner
responded to Council inquiry that item 2 and 3 in the sample
gender balance resolution would be obligatory to the City.
Mayor Eck said the wording could be changed to be more
flexible and without obligation to the City. City Manager
Pro- Tempore Brust said with the City already doing a good job
with gender balance, staff could easily work with the
County Commission without causing the City to be bound by
a resolution or without further binding the Council.
A motion was made by Councilman Reilly, seconded by Mayor Eck,
to adopt the gender ba l a,: ice resolution with language changes
so as to remove obligatory statements, and failed by the
following vote:

NOES: (2) Councilmembers Hopkins and Spiro
ABSENT: (1) Councilman Hollingsworth
Further discussion followed confirming that the City of
Rohnert Park is the only city that has actually fulfilled the
requests stated in the sample gender balance resolution.
A motion was made by Councilman Hopkins, seconded by
Councilmember Spiro, and unanimously approved, directing staff
to work with the Sonoma County Commission on the Status of
Women per staff's above- recommendation.

Fall Clean Up Assistant to the City Manager Leivo referenced copies provided
1) Central Site to Council of his staff memo dated September 18, 1991
regarding options for site location and dates for the Fall
Clean Up /Recycling Event and shared contents therein as
outlined in the Council Meeting Nbmo. Mr. Leivo responded to
various Council questions and confirmed that he would check
with Empire Waste Management regarding availability of bins
for concrete and asphalt.
A motion was made by Councilman Hopkins, seconded by
Councilman Reilly, and unanimously approved, for the Rohnert
Park Stadium to be the central site location and that the Fall
Clean Up event be two, three day events held the last two
weekends of October, being October 18th through 20th and
October 25th through 27th, 1991.
2) Rohnert Park City Manager Pro - Tempore Brust said copies were provided to
Towing offer to Council of letter dated September 16, 1991 from Rohnert Park
remove vehicles Towing regarding offer to join with the City in its Fall Clean
Up by towing away unwanted vehicles free of charge similar to
the program he provided during the City's Spring Clean Up.
Mr. Brust shared contents therein as outlined in the Council
Nbeting Memo.
A motion was made by Councilman Hopkins, seconded by
Councilman Reilly, and unanimously approved, to include
Rohnert Park Towing offer, or any other towing company that is
willing to provide this service, to tow away unwanted vehicles
in the Fall Clean Up program as recommended by staff.
Property Abatement City Manager Pro - Tempore Brust said repairs on the property
at 7512 Blair Ave. located at 7512 Blair Avenue are still progressing though not
quite at the speed that was originally anticipated. He said
the new owners have run into a little financial bind resulting
from the default procedures but they are working in
cooperation with him. The repairs that are still pending on
this property are the garage roof, some exterior painting, and
a small amount of outside work on the grounds. W. Brust
responded to Council inquiry that the needed repairs most
visible to the public are being done first.
Transportation matter: Proposed MFC unmet transit needs policy - City Manager Pro -
Tempore Brust referenced copies provided to Council of letter
dated September 17, 1991 from WC Commissioner, Pete Foppiano
of the City of Healdsburg with attached Metropolitan
Transportation Commission (MI'C) letter regarding unmet transit
needs policy and shared contents therein as outlined in the
Council Meeting Nbmo. Mr. Brust said he would be able to
share Council comments at tomorrow's WC meeting.
Rohnert Park City Council Minutes (10) September 24, 1991
Discussion followed confirming that the Council has previously
responded to the issue of unmet needs in Sonoma County and
feels that the proposed revisions to the unmet transit needs
policy is too restrictive and that TDA Funds should be used
wherever the most benefit is derived. Council directed Mr.
Brust to keep comments at tomorrow's MTC meeting generic but
express Council's desire to maintain the ability to be
flexible and reasonable about the unmet needs.
Association of Bay City Manager Pro- Tenpore Brust said copies were provided to
Area Governments Council of letter dated September 16, 1991 from Association of
(ABAG) Area Governments (ABAG) and shared contents therein regarding
voting representation to ABAG's General Assembly at its Fall
General Assembly meeting to be held on Thursday, November 21,
1991 at the San Francisco Hilton Hotel.
Discussion followed during which Councilman Hopkins confirmed
that he would be attending the above - referenced ABAG meeting
and said he is on the Executive Board and votes accordingly
but unless designated as the delegate, would not be able to
participate in the vote at the General Assembly meeting.
Council concurred Councilman Hopkins as its designee to ABAG's
General Assembly voting representation.
Conmmications Commmications per the attached outline were brought to the
attention of the City Council. No action was taken unless
specifically noted in these minutes.
Councilmman. Reilly referenced item No. 20 on Communications
listing letter dated August 23, 1991 from City of Santa
Clarita encouraging cities to adopt policies via resolution
in support of POW /MIA members and their families in
conjunction with U. S. Senate Joint Resolution No. 170. W.
Reilly said copies were distributed to Council of U. S. Senate
Joint Resolution No. 170 designating September 20, 1991 as
"National PCW /1'IIA Recognition Day" and authorizing the display
of the National League of Families POW/MIA flag on flagstaffs
at certain Federal facilities. Mr. Reilly said he would like
the City of Rohnert Park to join in this support but thought
it might be too late because of the date of the Recognition
Day and a POW/MIA flag may not be available.
Discussion followed during which Mayor Eck said a resolution
could be drawn up effective immediately expressing support of
the Senate resolution with intent to display the flag. City
Attorney Flitner confirmed to Council inquiry that this item
would need to be declared an emergency item if Council
chooses to adopt a resolution regarding this matter at
tonight's meeting.

A motion was made by Councilman Reilly, seconded by
Councilmember Spiro, and unanimously approved, to declare
POW/IvEA resolution an emergency item because of not receiving
the information in time to be printed on tonight's agenda.
Resolution No.91 -202 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK,
CALIFORNIA, DESIGNATING SEPTEMBER 26, 1991 AS "NATIONAL
POW/MIA RECOGNITION DAY" AND AUTHORIZING THE INTENT TO DISPLAY
THE NATIONAL, LEAGUE OF FAMILIES POW /MLA FLAG ON FLAGSTAFFS AT
CERTAIN CITY FACILITIES
Upon motion by Councilman. Reilly, seconded by Council -
member Spiro, and unanimously approved, Resolution No. 91 -202
was adopted.
City Manager's Report: 1) City Manager Pro- Tenpore Brust reviewed approval of County
Grant for Senior Scheduler in the amount of $8,000 by the
Board of Supervisors as explained in the Council Feting Memo.
2) City Manager Pro- Tenpore Brust referenced copies provided
to Council of letter dated September 9, 1991 from Bonnie L.
Bechtol, Attorney, to Dr. Walter Buster, Superintendent of
Rancho Cotati Unified School District expressing concerns
regarding the University Square Shopping Center and the
current open canpus policy of the School District. The letter
requests consideration of modification to the campus policy to
a split lunch period so that all students are not dismissed at

Discussion followed during which Council concurred that this
item should be placed on the next joint meeting with the
School District.
3) Status of video equipment purchase by VultiVision Cable TV-
This report was brought forward and reviewed with the
MultiVision Cable TV programming item that was scheduled
earlier on tonight's agenda.
City Attorney's Report: City Attorney Flitner said the judgment in the Nbbile Home
Rent Control lawsuit is still being argued regarding dollar
amounts but anticipated the possibility of a decision to
report at the next Council meeting. He responded to Council
inquiry that the actual costs of this trial would be minimal
compared to the previous one because there will be no more
testimonies to be heard.
Natters from Council: 1) Mayor Eck acknowledged that the 3rd Annual City Picnic
would be held at "A" Park on Sunday, September 29, 1991
from 11:00 a.m, to 8:00 p.m.

2) Assistant to the City Manager Leivo said the Dedication of
Innovative Housing Shared Living Home on 7470 Mercedes will be
on Wednesday, October 9, 1991 at 7:00 p.m. Councilmember
Spiro, Councilman Reilly and Mayor Eck confirmed plans
to attend.
3) Mayor Eck said the League of California Cities Annual
Conference will be held in San Francisco from October 13
through 16, 1991. Councilman Hopkins said he planned to
attend this conference and Mayor Eck said he would be
attending some parts of the conference.
4) Assistant to the City Manager Leivo said the Community
Outreach for Youth and Families (COYF) Dedication /Grand
Opening would be held on Friday, October 18, 1991 from
4:30 p.m. to 7:00 p.m.
5) Assistant to the City Manager Leivo said the AB 939 Formal
Public Hearing would be held in the Council Chambers on
Tuesday, October 22, 1991 at 7:00 p.m.
6) Councilmember Spiro requested the day of the week as well
as the calendar date be printed on agenda items for clarity of
calendar review.
7) Councilman Hopkins said he was concerned about the jail
booking process reviewed previously tonight wherein the City
is charged even if the person is released immediately and the
usual costs of keeping such a person at the jail are not
incurred. He said this Council should go on record stating
that it does not appreciate being charged for jail bookings if
those involved are released in this manner.
Discussion followed during which Council agreed that there
should at least be a sizable reduction in the jail booking
rate when a person is released since the booking fornula is
based on food, clothing, shelter, etc. Council agreed that a
an audit procedure should be included as just ification for
these fees. City Manager Pro- Tenpore Brust said this matter
should continue to be brought to the attention of the
Legislators. Mayor Eck said he would call attention to the
matter at the next Mayors and Councilmembers meeting.
8) Councilman Hopkins said he thought it would be a bene-
ficial deterrent if juvenile names were printed in the
newspapers when offenses are committed because parents would
take notice as well as put other people on notice. He said he
would like more information regarding why this is not done
because it does not seem like rational justification for
juvenile offender's names to be withheld from the public.

Discussion followed during which City Attorney Flitner
responded to Council inquiry regarding legalities of printing
juvenile offender names that the restrictions were probably in
the form of public policy or regulation. City Attorney
confirmed he would research and report back to Council
regarding this matter.
9) Councilman Hopkins referenced copies provided to Council
of letter received today from Ben T. Collins, President of
Redwood Empire Division League of California Cities requesting
cities to submit positions in response to attached letter from
Mayor J. Bryce Kenny of the City of Trinidad regarding recent
election results of Division Officers. Councilman. Hopkins
said he reviewed the list of absentees and, in his opinion,
the outcome would not have changed. He requested Council's
approval to call Mr. Collins and share that observation
with him. Council agreed.
10) Mayor Eck requested that personal campaign announcements
for elections not be distributed through Council disbursement
procedures. He said public notices regarding candidates is a
good way for Council to be informed, but not the individual
promotional campaign material and invitations.
11) Mayor Eck referenced recent news articles regarding the
possible increase in sewage fees because of a missed deadline
and asked if it would be possible for a representative from
the City of Santa Rosa to comma to the next Council meeting and
explain the situation for clarity of the long term sewage
plan. City Manager Pro - Tempore Brust confirmed that
representatives of Santa Rosa Utility Department have said
they would be glad to come whenever requested.
Discussion followed regarding EIR deadlines, additional costs
incurred by not meeting such deadlines, financial responsi-
bilities compared to contractors, and Council request for
executive /condensed summary from the City of Santa Rosa
regarding this matter. Council concurred to schedule the long
term sewage plan and Santa Rosa report on the next agenda.
12) Mayor Eck asked about the possibility of joint
landscaping with the High School along the bike path. City
Manager Pro- Tempore Brust responded that a subdivider provided
funds several months ago for the bike path landscaping. He
said he planned to be in touch with the School District on
other matters and would inquire about the timeline for
the bike path project.

distributed to Council of her letter dated September 20, 1991
regarding the formation of Leadership Rohnert Park (LRP) with
attached Clarion editorial entitled "Leaders for the Future"
and shared the contents therein (copy attached to original set
of these minutes).
Discussion followed during which Ms. Gallagher responded to
various Council questions and requested approval of the
requested $1,500 contribution for the City to be recognized
as a "Founding Sponsor ". Council concurred this item should
be placed on the next Council agenda for further
consideration.
Dawna Gallagher requested the Mayor's participation and a
proclamation regarding "World Sumnit for Children - Keeping
The Promise Week, September 28th - October 4th, 1991" for a
program for special children to be held this coming
Saturday, September 28th at Sonoma State University, Warren
Auditorium (Ives Hall). Mayor Eck agreed.

Leaders for the Future
Dealing with government is such a daunting task formally
citizens, it's little surprise that so few are interested in running
one. Whether straightening out a garbage ';ill or responding to a
tax audit, involvement with a government agency ranks some-
where down there with oral surgery and Celebrity Bowling re-
runs as a favorite past time. Two school board elections ago, our
district was barely obic to field enough candidates to fill the
available seats. What kind of leaders can we expect if an election
is held in which no one runs?
Enter the Rohnert Park Chamber of Commerce. Last
week the Chamber unveiled a plan to offer a program of leader-
ship training designed to give motivated citizens access to all the
tools and information they need to become knowledgeable lead -
ers. The half -year program, entitled "Leadership lZohnert Park,"
is Modeled on similar programs in other cities which have
produced informed, issue - oriented candidates for local office and
active, effective conununity volunteers.
Through a series of seminars and workshops, participants
in "Leadership Rohncrt Park" will gain a working knowledge of
the history, government, economy, services, criminal and legal
systems, resources and development in our city and our region.
The Chamber hopes to lead 20 local residents through the pro-
gram next year and graduate them in June.
The Chamber's proposal is an exciting and innovative
contribution and it deserves community support. If the program
is successful, it would no doubt provide a field of exceptionally
qualified city council candidates for the 1992 election. it would
also produce motivated, informed residents interested in serving
on the city's many boards and commissions.
The Chamber has budgeted $22,00 for "Leadership
Rohnert Park" and is seeking $12,M) in contributions from the
local community. It's a small investment for Rohnert Park to
make in the quality of its future leaders. We urge local businesses
and community groups to get behind the Chamber's effort to
produce a new level of leadership. Big decisions are ahead for The
Friendly City. We need informed, confident leaders to make
thern.

The following is a list of recreational facility priorities,
as submitted by the Commission Ad Hoc Committee and the
Recreation Department staff. Other recreational facilities,
beside athletic fields, have been submitted by Staff as deemed
necessary, in order to keep pace with the community's growing
recreational needs.
The committee of Dave O'Brien, Jim Plaisted, and Dennis
Chase met with the various youth groups to obtain their input.
From that input and the committee's review of staff's
,recommendation, a list of preliminary priorities is being
submitted for the full Commission's review.
The priority list is divided into short and long term goals.
Costs for constructing the various facilities was not considered
in developing the priority list. The list is based on the needs
and anticipated program expansion with the Recreation Department
and community programs.
ONE TO FIVE YEARS
1. Improve area between B park lighted softball field and RPJH
softball field.
2. Construct parking lot between RPJH School and the RPJH
baseball field. (Entrance to parking lot off of Southwest
Blvd.)
3. Renovate RPJH football field.
4. Review aquatic master plan.
5. Expand Sports Center weight training room.
6. Construct (4) additional racquetball courts at Sports
Center.
7. Construct an indoor lap pool at Sports Center.*
8. Construct recreation center at M park.
9. Construct recreation center at G park.
10. Construct (4) softball field complex. (2) lightened.
11. Construct (4) soccer field complex. (1) lighted and (1)
lighted adult regulation size.
12. Change stadium back to a baseball facility.
13. Light G park baseball field.
FIVE TO TEN YEARS
14. Expand Senior Center.
15. Develop (10) tennis court complex with club house. (4)
lighted courts.
16. Construct outdoor swimming pool in M park.*
